REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

COUNTRY: FEDERAL REPUBLIC OF (FGS) NAME OF PROJECT: SPECIALI FINANCING FACILITY FOR LOCAL DEVELOPMENT (SFF-LD) ASSIGNMENT TITLE: PROJECT SITE MONITORING ENGINEER REFERENCE NO.: SO-MOF-02-UN-CS-INDV PLACE OF ASSIGNMENT: GALKAYO, STATE OF SOMALIA

1. Background

In Galkayo, Galmudug State, the key priorities that were undertaken by the UN in 2011 has been to build capacity with the security of judicial personnel and establish court houses, dealing with the death penalty and executions, encouraging local mechanisms for dispute resolution and implementing a rehabilitation pilot project for convicted former AS imprisoned and other convicted criminals.

The concept of the pilot project in Galkayo prison has started in March 2016 and aimed to develop and test a rehabilitation program (or convicted AS prisoners other convicted criminals. The objective was to target the underlying causes of extremism through religious discussions, civic education, and psychosocial support. The project was developed based on the principle that positive faintly influence is key to successful reintegration and resettlement. The project has gained strong support from the community and prison management and will be funded during 2018. However, it is known that the Somali Custodial Service has not received due attention within the broader scope of security sector reforms. Prisons and detention centers in the region are in poor condition with lack of infrastructure, sanitation, lack of health care, inadequate food and water supplies. The system depends to a large extent on faintly members and relief agencies for supplies.

The Government of Somalia has received Funds for phase I construction of Galkayo Prison through United Nations Multi-Partner Trust Fund (MPTF) to be implemented through the country systems under the National Window of Somalia MPTF. The funds have been allocated to the Joint Justice Programme for the first phase Construction of Galkayo Prison, in , Region-Galmudug State of Somalia.

Hence, the Ministry of Finance procured and contracted with a construction company to undertake construction works and as such seek to hire a PROJECT SITE MONITORING ENGINEER to Monitor and Implement the Quality Assurance onsite construction works.

2. Scope of Work and Responsibilities:

The scope of work for the assignment include but not limited to the following tasks: The Site Civil Engineer, under the overall guidance of the Programme Coordinator of the SFF-LD and direct supervision of the SFF-LF Project Engineer, will be responsible to:

1. Carry out all delegated activities related to construction daily supervision on the construction site, which will include quality control and assurance; oversee compliance with requirements of health and safety of the workers; ensure adequate resource mobilization by the contractor for the construction work and maintaining the progress in construction work. 2. Co-ordinate with Project Engineer to obtain required technical inputs as necessary for carrying out field levels tasks effectively and efficiently and in accordance with specified standards and specifications 3. Supervise and monitor construction work, prepare measurements for works completed and in progress and verify that all construction materials are in accordance with the specifications and standard such the reinforcing steel bars are the specified sizes, and all concrete is mixed in the specified proportion (Check all certificates regarding elements of mixes.) Monitor atmospheric conditions during pouring operations. 4. Orderly collect, check and manage documents certifying tests, controls and inspection carried out witnessing the tests, controls and inspection carried out. 5. Check line level from foundation to roof layout of construction to ensure conformity with the approved construction drawings and BOQs 6. Check all materials quality delivered on site. Monitor correct curing operations, sampling operation (when required), 7. Conduct Daily Progress Review at site level. Collect and compile daily construction report from contractor (for future reference purposes). 8. Attend third party inspections as necessary and provide certification on the quality of the material, equipment based on such inspections 9. Any other work related to the overall project as requested by the Employer or his representative, Project Coordinator. 10. Liaise with local authorities to ensure smooth progress of the project 11. Issuance of non-conformance reports in conjunction with the Site manager. Check the conformity with the quality Control Plan and obtain the relevant documentation. 12. Ensure that all inspection reports are accurate and that all attached documents are on current status. 13. Follow-up on recommendations for work improvement. 14. Review construction status report and conduct the necessary verifications. 15. Prepare regular and ad-hoc reports as agreed with the supervisor

3. Reporting Obligations a. Write daily and weekly brief progress report and send to the Project Coordinator and the Project Engineer. b. Prepare quarterly reports at a template agreed with the supervisor c. Immediately report to the Project Coordinator and project engineer of any other construction related issues such as non-compliance by the contractor, work stoppages, conflicts, external interventions etc. d. Be available to respond to any phone calls and emails from the Project Coordinator or the Project Engineer

4. Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

A. Minimum Educational Qualifications: Bachelor Degree in Civil Engineering or equivalent. Master’s degree will be an advantage

B. Experience

 Minimum General Experience: 5 years of experience in construction field  Minimum Specific Experience (relevant to assignment): 3 years in construction and supervision of construction facilities. C. Must have good communication skills and be able to speak and write good English and Somali languages

5. Period of Performance at the Duty Station The PROJECT SITE MONITORING ENGINEER contract will be for an initial period of 9-months, renewable based on satisfactory performance and budget availability. The SFF-LD project is housed within the Ministry of Finance of the FGS in Mogadishu, however, the PROJECT SITE MONITORING ENGINEER assignment will primarily cover ongoing construction activities in Galmudug State of Somalia. 6. The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services. 7.
