SHRI TATHAGATA SATPATHY: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether there has been large scale immigration of Bangladeshi citizens to different parts of Odisha including Balasore district and if so, the details thereof; (b) whether this action of infiltration has endangered the borders; (c) if so, the details thereof and the corrective steps taken by the Government in this regard; and (d) whether any scheme is under consideration of the Government for the development of border areas of Odisha and if so, the details thereof? (b) & (c): Though they have been found involved in cases of petty theft, illegal fishing etc., there have been no reports of involvement of these migrants in any major crime. Illegal migrants, when detected, are dealt with as per provisions of the law which include measures to deport them in accordance with the Foreigners Act, 1946. These powers have been delegated to the State Governments/UT administrations with effect from 24.04.2014. -
Asian Parliamentary Assembly (APA)
Asian Parliamentary Assembly (APA) The Asian Parliamentary Assembly (APA) was born in 2006 at the Seventh Session of the Association of Asian Parliamentary for Peace (AAPP). In other words, the APA is continuation of an organization which was established in 1999. The APA comprises, in 2007, of 41 Member Parliaments and 17 observers. Each Member Parliament has a specific number of seats in the Assembly based on the size of their population. The number of total seats, and therefore, number of votes, is currently 206. Members of Assembly must be elected by members of the Member Parliaments. The APA Charter and Tehran Declaration lay out a framework of cooperation among Asian countries, and point out to a vision; that is Asian Integration. During the year 2009, the application of India Group of IPU for the Membership in Asian Parliamentary Assembly (APA) was considered by the Executive Committee of APA during its session held in Bandung from 7 to 10 December 2010 and India became a member of APA. MEETINGS: 1. Plenary Session of the Asian Parliamentary Assembly (APA) held in Bandung (Indonesia) from 7-10 December, 2009. The 4th Plenary Session of the Asian Parliamentary Assembly (APA) was held in Bandung (Indonesia) from 7 to 10 December, 2009. Shri Sushil Kumar Singh, MP, Lok Sabha; Shri Ahmad Saeed Malihabadi, MP, Rajya Sabha and Shri Cyril John, Director and Secretary to the Delegation attended the Session. At the Plenary of APA, India was granted full membership. The Session held deliberation on the subject item ‘The Roles of Asian Parliaments in Strengthening Democracy towards Prosperity, Peace and Justice in the Region’. -

24.02.2016 :ks:hng: Uncorrected / Not for Publication 352 1630 hours SHRI TATHAGATA SATPATHY (DHENKANAL): I am a troubled man today because as Members of the highest temple of democracy we are supposed to be giving solutions to the people of this country. (f3/1630/spr-ind) But we see the impatience; we see the carelessness; we see the arrogance; and we see their attitude of one sidedness. When this whole nation is watching us that what solutions do these leaders put up before the nation during these discussions, these very delicate discussions, concerning the youth, concerning the democracy, concerning terrorism. Here, we are a bunch of people shouting and screaming at each other, and unable to actually address the real problems. It is sad, and while sitting here, and patiently listening to all sides, I am heartbroken to say that the youth of this country does not deserve us. We are the most undeserving set of people to be in this House today. We were supposed to carry out this discussion tomorrow, Madam. I do not know what was the great hurry of mudslinging from both sides. One side demands, and the other side accepts that we had to move it earlier. I am not interested in taking sides with any of these Parties. I am interested to hear, and I wish to sit till the end of these discussions to hear who has a word of solace, who proves that he or she has a point of solution to the problems that the nation is facing today. -

I would like to say that large areas, four districts of Odisha are now observing hartal....(Interruptions) HON. SPEAKER: You have not given any notice or anything like that. You know better than them. ...(Interruptions) माननीय अय : लीज़, दूसर का अिधकार मत ल …(यवधान) SHRI BHARTRUHARI MAHTAB : I know that. All of us had given notice today. Unluckily, not a single notice was taken up in the lottery. That is why, I have written to you only to raise it in this House. HON. SPEAKER: Yes, proceed. SHRI BHARTRUHARI MAHTAB : Madam, large areas, four districts of Odisha are observing hartal because the rights of the tribals have been trampled upon. That is the reason why we want to raise it today. We want to bring to the consideration of this House that a large number of people are being displaced because of the Polavaram Project, because of the inundation. A one-sided decision had been taken by the previous Government. That is why, we had pleaded on Friday also when the Bill had come up for annexation of certain areas from Telangana to Andhra Pradesh. Our cause here is that the Odisha Government should be taken into confidence when certain areas are being inundated because of a project. The height has been increased unilaterally without the consent of the Odisha Government or the Chhattisgarh Government. That is our cause of concern. -

SHRI BHARTRUHARI MAHTAB (CUTTACK): Madam, on Item No. 24, I am raising an objection. This is a very important Bill. ...(Interruptions) माननीय अय : एक िमनट आप सब बिै ठये वह बात हो गई ...(Interruptions) SHRI BHARTRUHARI MAHTAB: Madam, I am raising an objection regarding up Item No. 24. It is a very important Bill which was listed as the last item of Government Business in today's agenda, but it is being preponed and coming at a time when Budget is now being discussed. Today is Friday and not a single Member from the Trinamool Congress is present. Three hours have been allocated for discussion on this Bill. Some amendments have also been moved. We have less than three hours today because Private Members' Business will start at 3.30 p.m. Already ten minutes have passed. It cannot be completed today. It has serious repercussion and implications. Some are of the view that there is a need and some are of the view that there is no need because it impinges on the privacy of every citizen. When this is the case, some Amendments have been moved, right or wrong, the House will take a decision on it. Many of us are still in doubt whether this is a Money Bill or not. As far as my information goes, it is a Money Bill. So, the Upper House is not going to deliberate on this Bill threadbare. -

Finally you looked at me. MR. SPEAKER: Such a below the belt compliment is not necessary, Mr. Satpathy. SHRI TATHAGATA SATPATHY : I did not mean to be sarcastic, Sir. MR. SPEAKER: I wish you could now exchange your seat here, and you realise what to do. SHRI TATHAGATA SATPATHY : I do not have that aspiration, Sir. Thank you. The Tsunami hit areas of India, like other parts of the world on the boundaries of the Indian Ocean, are still reeling under that impact. A mega-natural event, it has taught all of us a very important lesson. Parliament has to act and save the coasts of India. The only way to do that is to immediately and seriously implement the Coastal Regulatory Zone policy. A vision of the late Indira Gandhi, one of the most important political leaders of free India if the CRZ is put into action now in Tamil Nadu, Kerala, Andhra Pradesh, Karnataka, Orissa, Andaman and Nicobar Islands, and Lakshadwip Islands will create a new environmental situation which would benefit the fisher folk who have been displaced and need to be resettled. The problems that need urgent attention of the Government are many. However, for the safety of the populace and the environment, this is the ideal time to implement the CRZ, which is divided into I, II and III phases, truthfully and help the future generations of this nation. -
