1. DRAFT MINUTES OF THE 133rd MEETING OF THE SPSC HELD ON 2 APRIL AND 3 APRIL 2019

The minutes of SPSC133 were approved (CERN-SPSC-2019-0016, SPSC-133).

2. CHAIRMAN’S REPORT

The Chairman reported on last Research Board (RB) meeting, RB229. The following points were presented and, where necessary, discussed at RB229.

1. The SPSC presented the status of the NP02, NP04, and NA62 experiments following their annual reviews; 2. The Committee presented the proposed experiment P354 (DsTau) and recommended the approval of the experiment for two weeks of running in 2021 and 2022. 3. The SPSC recommended that the CAST experiment be approved for running in 2019. 4. The SPSC presented the proposed call for proposals for projects at the AD following LS2. 5. The Committee described the task force set up to review the future use of the EHN2 muon beam. The Research Board noted points 1, 5 approved points 2 (with the experiment to be NA65) and 3, and mandated the SPSC to undertake the review discussed in point 4.

The SPSC is mandated by the Research Board to review possible future programmes for projects using the antiprotons from the AD and ELENA after LS2. This review shall encompass both projects which are currently operating in the AD hall as well as potential future projects which propose to make use of the antiprotons. In order to undertake this review, the SPSC is issuing a call for proposals for projects at the AD following LS2 (SPSC-G-035). Proposals should be submitted to the SPSC by 1 October 2019 and should address the physics or technology case behind the proposal, and what are the expected use of CERN resources requested by the proposal. The SPSC expects to prepare recommendations to the Research Board for approval of projects by April 2020.

3. STATUS OF ACCELERATORS

Rende Steerenberg reported on the injector accelerator consolidation and upgrade activities during Long Shutdown LS2.

All activities scheduled for the LHC Injector Upgrade (LIU) during LS2 are proceeding very well. For some activities the schedule has been re-adjusted, however there are no changes to the final dates.

One of the main activities for the injectors is the renovation of the cables in large de-cabling and re-cabling campaigns. The campaigns are progressing according to schedule, and in some places the connectors are already being mounted onto the end of the cables.

Another important activity is the connection of LINAC4 to the PS Booster, which is also advancing according to the schedule. The vacuum chamber and the magnets are in all place and ready to be connected.

Additional work packages, which have been added to the LS2 activities, are also progressing well. For example the replacement of nearly five-hundred degraded Polyurethane pads in the SPS quadrupole jacks. Initially there have been issues with the quality of the newly produced pads, but this has been corrected and the delivery of the new pads will be still in time to match the schedule.

ELENA commissioning activities have resumed, initially only for the local source, but later also for the ELENA ring itself. The source transformer is working well at 100 keV. Unfortunately the delivery of the hardware for the beam profile monitors is still below the required rate.

4. STATUS OF EXPERIMENTAL AREAS

Lau Gatignon reported on the status of the consolidation and upgrade activities during Long Shutdown LS2 in the East and North Areas, AD and AWAKE.

The dismantling activities of the East Area renovation project are progressing according to schedule: the first phase, dismantling of equipment in the supervised areas is completed and the second phase, dismantling in the controlled areas, is starting. Also, the civil engineering works are progressing well. CLOUD is preparing for the CLOUD14 run, starting on 23 September 2019, without beam.

In the North Area the works on the new PPE144 zone, first foreseen for NA64 and then for other experiments and tests, and the works on the GIF++ extension are on-going. Modifications of the NA61 experiment are still slowed down due to the budget and approval situation. In the EHN1 extension for the neutrino detectors, the start of the NP02 cryostat cool-down is imminent. The North Area Consolidation Study (NACONS) has analysed the status of the North Experimental Area, and has identified and prioritised the consolidation needs. Two strategies are presented, the first one aiming at safety and hardware reliability for Run 4 and the second one, more physics-driven, is aiming on optimisation for a possible Beam Dump Facility installation in LS3 or LS4. A Cost and Schedule Review will be organised by the end of 2019.

Also the AD consolidation works are on schedule, these works include ring elements and the cooler replacement. The dismantling of the AD transfer lines has been completed and the installation of the ELENA electrostatic transfer lines is on schedule. The BASE experimental area enlargement is well under way. Preparations for a new GBAR laser room are on-going. The availability of the Secondary Emission Monitors for beam diagnostics for the transfer lines is still worrying.

AWAKE is preparing a measurement campaign from mid-July until November 2019, mainly for studies with electron and laser beams. AWAKE Run 2 is now included in CERN's Medium Term plan, and the aim is to have a Run 2 baseline design and planning ready in 2020. One of the recent highlights is the move of the Helicon cell prototype from IPP Greifswald

(Germany) to CERN in March 2019, followed by first measurements in April. Key studies will include radial and axial density evolution and diagnostics and helicon wave coupling and damping studies.

5. NEWS FROM THE PS AND SPS USERS

Henric Wilkens presented the ongoing activities of the PS AND SPS user community during the Long Shutdown LS2.

In the North Area the Gamma Irradiation Facility GIF++ is operating for gamma irradiations for production tests of the ATLAS NSW, ATLAS RPCs and ALICE TPC detectors. These activities drive the GIF++ schedule. The extension of the facility’s bunker is planned for July 2019, with three weeks needed to complete the works.

CERN test-beam related publications are currently being catalogued by the CERN library team.

6. DISCUSSION OF THE OPEN SESSION

6.1 CLOUD

The SPSC notes with pleasure the successful operation and data taking of the CLOUD experiment in 2018, and the well progressing preparations for the 2019 run. The Committee appreciates the science output of the CLOUD experiment and the relevance of its measurements for global climate modelling.

The SPSC will continue to review the plan of a 10-year programme presented by the CLOUD Consortium.

6.2 NA63

The Committee takes note of the progress achieved by the NA63 Collaboration in analysing the 2017 and 2018 data, and looks forward to the publication of the final results.

6.3 NA64

The Committee notes with satisfaction the analysis update of the vector mediator of Dark Matter production in the invisible decay mode based on the full 2016-2018 data sample and the preliminary results in the search for a new X(16,7) boson decaying to e+e- with the 2017 and 2018 statistics. The SPSC is looking forward to the publication of these results.

6.4 COMPASS

The SPSC acknowledges the successful Drell-Yan running in 2018 and appreciates first preliminary results from that data set. The Committee notes with satisfaction the progress on the analysis of the 2016 and 2017 DVCS data set.

The Committee is looking forward to publications of the preliminary results presented.

6.5 SPSC-P-360 (COMPASS++/AMBER)

The Committee received with interest the Proposal SPSC-P-360 by the COMPASS++/AMBER Collaboration for measurements at the M2 beam line of the CERN SPS in 2022, 2023 and 2024. The Committee will further review the proposal.

7. FOLLOW-UP ON EXPERIMENTS AND PROPOSALS

7.1 SPSC-I-251 (MADMAX)

The Committee received with interest the Letter of Intent SPSC-I-251 by the MADMAX Collaboration for searches for Axion Like with the MADMAX prototype in the SPS H8 beam line, using the Morpurgo magnet. The Committee will further review the proposed searches.

7.2 SPSC-EOI-019 (NA60+)

The Committee received with interest the Expression of Interest SPSC-EOI-019 by the NA60+ Collaboration for a new experiment at the CERN SPS. The Committee will further review the proposed experiment.

7.3 SPSC-EOI-020

The Committee received with interest the Expression of Interest by the CENF-Neutrino Detector Forum for a sub-GeV low energy beam line at the CERN North Area SPSC-EOI-020. The Committee will further review the proposed facility.

7.4 SPSC-I-252 (MUONE )

The Committee received with interest the Letter of Intent SPSC-I-252 by the MUonE Collaboration for measuring the running of alpha through the elastic scattering of high energy muons on atomic . The Committee will further review the proposed experiment.

8. A.O.B.

The next SPSC meeting, SPSC135, will take place Tuesday and Wednesday, 15 and 16 October 2019. At the meeting, there will be the annual reviews of the NA61, DIRAC, UA9, CAST, OSQAR and AWAKE experiments. For the open session of SPSC135, no presentations by the OSQAR and UA9 experiments will be scheduled. However the collaborations can request a time slot if they feel that new results from their experiments can be presented.
