Tell the world about us, tell the people what the war did to us. Please let them come help us. We are just children.” Vincent and I were sitting underneath a mango tree on a cool, sunny morning when he begged me to take his story to the outside world. He was only 14, but he had already spent 6 years of his childhood with the rebels. He lost his family, lost his friends, lost his home. Having lost everything that had ever made him feel safe, he told me how the rebels had become his new family after his abduction, how he saw his commander as his father, and how gunfire started to sound like music to him. Returning from the bush, he could no longer remember a life without violence. Vincent was not the only one. During my field research in conflict-ridden areas throughout Africa, I met hundreds of children like him. Many of them asked me how my research would help them—I said I did not know the answer to that very valid question, but the one thing I knew was that sharing their stories would help people to understand their situation better. And I added that I would do everything to get their message across to those who needed to hear it, leading, I hoped, to better support during their struggles for a better future, and preventing other children from experiencing the same horror. Although I could not make any promises, these children granted me a degree of trust that is indescribable. I will never be able to express how grateful I am for their willingness to share the worst experiences they had had in their short lives, for their devoted cooperation and generosity, and for taking me on journeys characterized by hope, loss, strength, and resilience. Without their devotion I could never have realized this project. I sincerely hope this dissertation will bring forward valuable insights that can contribute to better disarmament, demobilization, rehabilitation and reintegration (DDRR) programs for former child soldiers. Researching the socialization of child soldiers and the inner dynamics taking place within rebel groups could have entailed numerous difficulties, had it not been for my excellent research assistants who were unwavering in their commitment. They offered valuable insights, tireless support and opened doors that would otherwise certainly have remained closed. Without their guidance into the realities of child soldiering I would not have been able to get access to hundreds of informants, nor to the inner circles of these rebel groups. It is thanks to you that there were moments of joy every day, despite the grim topic of my research. Among the things I will never forget is doing interviews in the IDP camps of Northern Uganda during the rainy season. As we traveled by motorbike, with the roads transformed into mud slides during the many heavy downpours, families would invite us into their tiny makeshift homes, offering to share the little food they had and giving us the most comfortable seats available. Having close to nothing, but willing to share everything. These are memories, or lessons rather, that will remain with me forever.     Sierra Leone: the Perpetual Struggle for Security

    Sierra Leone: the Perpetual Struggle for Security Between 1991 and 2002, the Sierra Leone civil war left approximately 70,000 people dead, hundreds of thousands mutilated and displaced over half of the population of five million.1 This tragedy is a result of various factors that became intertwined. The country’s “historical, cultural, sociological and political milieu” combined with the complexities of natural resources and economic issues all “contributed to and fueled the conflict.”2 The aim of this research is to investigate the severity of events and violent acts along with how society functions today that can provide pertinent information on Sierra Leone’s stability and what threats to security may currently exist or are likely to occur. Analyzing such a historical event and its aftermath provides crucial information on what is lacking in peace efforts and the significant gaps in programs that hinder developing and maintaining stability in countries that have experienced conflict. The atrocities committed during the civil war are infamous to Sierra Leone. A decade of violence that included drug-induced children who “hacked off the limbs of thousands of civilians, including women and babies,”3 has left a psychological imprint on a nation. Sierra Leone’s civil war and its aftermath can be held as a prime example when attempting to predict probable outcomes and possible solutions in similar conflicts. Examining the situation in post-conflict Sierra Leone can assess the effectiveness of its DDR (disarmament, demobilization and reintegration) program and what issues have remained persistent that can be properly addressed in current and future dilemmas, such as the marginalization of girls.

    This page intentionally left blank War and the Crisis of Youth in Sierra Leone The armed conflict in Sierra Leone and the extreme violence of the main rebel faction – the Revolutionary United Front (RUF) – have challenged scholars and members of the international community to come up with explanations. Up to this point, though, conclusions about the nature of the war and the RUF are mainly drawn from accounts of civilian victims or based on interpretations and rationalisations offered by commentators who had access to only one side of the war. The present study addresses this currently incomplete understanding of the conflict by focusing on the direct experiences and interpretations of protagonists, paying special attention to the hitherto neglected, and often underage, cadres of the RUF. The data presented challenge the widely canvassed notion of the Sierra Leone conflict as a war motivated by ‘greed, not grievance’. Rather, it points to a rural crisis expressed in terms of unresolved tensions between landowners and marginalised rural youth – an unaddressed crisis of youth that currently manifests itself in many African countries – further reinforced and triggered by a collapsing patrimonial state. Krijn Peters, a rural development sociologist by background, is a lec- turer in the Department of Political and Cultural Studies at Swansea University, Wales. He specialises in armed conflict and post-war recon- struction, focusing primarily on the disarmament, demobilisation, and reintegration of child soldiers and youthful combatants. Peters is the co-author of War and Children (2009) and a Visiting Fellow at VU University, Amsterdam. While children have reportedly participated in violence in Côte d’Ivoire, Nigeria, and to some extent in Guinea-Bissau and Senegal,1 armed groups and state forces operating in the member states of the Mano River Union (MRU)—namely, Guinea, Liberia, and Sierra Leone—especially favour the use of children. Given the regional dimension of the problem, efforts have been made to demobilize and reinte- grate children associated with fighting forces (CAFF) after conflict, and les- sons learned are beginning to emerge. Little is known, however, about the factors that encourage armed groups to recruit children. While it has often been stated that the availability of small arms plays a significant role,2 little empirical research supports this link. Furthermore, the information available as to the types of weapons used by children is anecdotal only. The aim of this chapter is to deepen our understanding of the links between small arms and CAFF in Guinea, Liberia, and Sierra Leone. It com- prises four main sections. The first section provides an overview of CAFF in MRU conflicts and describes the profiles of the children interviewed during the course of this study.

Soon, we’ll have a verdict. The verdict on Charles Taylor, former president of Liberia, will be announced on April 26 by the Special Court for Sierra Leone. It has sat for over three years in The Hague to hear accusations that in order to gain a share of Sierra Leone’s diamonds, he conspired with Foday Sankoh’s Revolutionary United Front to wage Africa’s most brutal war against a democratically elected government. Taylor and Sankoh (who died in 2003) are alleged to have trained in Libya at the invitation of Col.

Mr. Taylor is the first African leader to be put on trial for allegedly recruiting children under the age 15 years into armed forces or group and using them to participate actively into hostilities which is a violation of international humanitarian law. Another component of the eleven charges is enslavement and cruel treatment of the civilian population. Well, a former Strike Force commander of the RUF has testified to the recruitment of child soldiers and the enslavement of civilians by the rebels in Sierra Leone.

    Liberia The promises of peace for 21,000 child soldiers “Children continue to be the main victims of conflicts. Their suffering takes many forms. Children are killed, made orphans, maimed, abducted, deprived of education and health care, and left with deep emotional scars and trauma. Forced to flee from their homes, refugees and internally displaced children are especially vulnerable to violence, recruitment, sexual exploitation, disease, malnutrition and death. Children are being recruited and used as child soldiers on a massive scale. Girls face additional risks, particularly sexual violence. These egregious violations of children’s rights take place in a pervasive climate of impunity.”1 Unsteady steps towards peace The children of Liberia have suffered to a devastating degree the deprivations enumerated by the United Nations (UN) Secretary-General, Kofi Annan, in his most recent report to the UN Security Council on children and armed conflict. One of the most urgent challenges as Liberia emerges – still only shakily – from protracted internal armed conflict is to respond adequately to the needs of the very large number of children under the age of 18 years who have had their young lives blighted by the violence and destruction which has racked Liberia almost continuously since late 1989. They have been denied their most fundamental rights, including their rights to family life, food, health and education.
