Return update • Approximately 20,600 IDPs were released / returned during May mostly from Menik Farm and, to a lesser extent, from host families. As of 20 May, 60,900 IDPs await resettlement in Menik Farm. • Humanitarian actors continue to support the Competent Authority for IDPs to determine the mine contamination status of proposed return locations. Some IDPs are accommodated in secondary transit centres until the completion of demining operations allow for access to their lands. Advance notice of return movements assist IDPs in Menik Farm to make preparations for their return. • Local administrations have adopted different arrangements for IDPs from host families returning to their places of origin. IDPs travel from to in organized convoys, allowing authorities to receive them and check documentation. Returnees to find their own transport to the Central College transit site, where registration and onward movements to villages are organized.

Menik Farm: Zone 6A to be closed down • Most of the IDPs in Zone 6A have been resettled or transferred to Zones 0 and 1. The remaining 97 families in Zone 6A are due to be transferred to Madhu soon. The 6A Zonal Commander has requested agencies to decommission the onsite Child Friendly Spaces and temporary medical facilities.

Resettlement coordination • On 11 May, the Kilinochchi Government Agent (GA) convened the first resettlement coordination meeting in the district with relevant government departments, humanitarian and early recovery agencies. Participants discussed proposals for the construction of approximately 730 semi-permanent transitional shelters. The

Department of Probation and Child Care Services and the Ministry of Social Services and Social Welfare will be part of future deliberations to address protection concerns related to vulnerable returnees, such as single women-headed households, unaccompanied minors, the elderly, disabled individuals and others.

Returnee farmers require water pumps • Farming families identify water pumps as their most pressing need to restart agricultural activities. A total 100 families in each district have received water pumps from the government. Additional equipment will be provided at a 50 per cent subsidized rate. FAO will complement through provision of 500 water pumps and explore the possibility of providing more through the recently approved Central Emergency Response Fund (CERF) grant.

ΙΙ. Sector Overviews & highlights

Shelter / NFI

In the return areas: • The government is working to replenish stocks of tin sheets, which had been distributed to returning families as immediate shelter assistance. Shelter partners supported local authorities with material, including 5,000 tin sheets, for distribution to returnees as a bridging measure. Also, returnees in Vavuniya North District Secretariat (DS) division and Kilinochchi District received approximately 1,745 Emergency Shelter Kits (ESKs). • Agencies are advocating for the adoption of a ‘CORE’ housing strategy to complement activities by the North East Housing Reconstruction Programme (NEHRP), UN-HABITAT, UNDP and other partners, which address permanent housing needs in the return areas. At approximately SLR 150,000 per unit, a CORE house costs 50 per cent less than the currently approved permanent housing design. Consisting of two lockable rooms with an extended foundation, a CORE unit has the advantage of allowing beneficiaries to expand the house when funding becomes available at a later date. • The Mullaitivu GA office has highlighted the need for more actors to undertake transitional shelters and permanent housing for returnees. The Mullaitivu District Action Plan projects shelter assistance requirements for approximately 28,500 families based on 1981 census data. At the moment, shelter agencies operating in Mullaitivu District have resources to construct approximately 6,500 shelters/houses. Local authorities and agencies are re-evaluating shelter needs, given that returns to the Manthai East and DS divisions have already exceeded Work Plan estimates. • Returnees are receiving eight bags of cement per family, from a donation of 400,000 cement bags by the Indian Government. Families have been advised to put up shelters within two-three weeks of receiving the cement bags, although the most vulnerable families will require support for this task. Also, returnees need advice on how to store the cement to prevent deterioration due to the humid conditions. Shelter agencies have suggested that steel blocks be made available to allow families to start casting the cement into bricks. • Most returnee families from Menik Farm receive the core NFI return kit and tool kit at the transit sites in return areas within three days of their return. Returnees from host families will receive NFI after verification by government authorities, as some have already received the assistance.The NFI sector is working to strengthen cooperation with partners to ensure that NFI distributions reach a wide beneficiary population without overlaps.

In : • On 3 and 4 May, nearly 300 returnee families in Manthai West DS division received the return form to access the UNHCR shelter cash grant.

In Vavuniya District / Menik Farm: • Following advocacy by shelter agencies, camp authorities have agreed to permit IDPs to take the shelter kits or tents they have been using to their return areas. • Between 8 and 21 May, 200 tents were decommissioned in Zone 2. Additional maintenance will be required in Zone 3, as the remaining people from Zone 4 will be transferred there.

• IDPs continue to receive refill hygiene kits. However, the lack of hygiene materials continues to be a major problem from the IDP perspective, as only part of the original kit is being refilled. Agencies are exhausting NFI stocks and funding to continue support to Menik Farm. • The NFI sector decided to postpone the NFI replenishment until the camp population stabilizes after return movements.

In (including the return areas) • The Governor of the Northern Province has requested government authorities and partners to focus on the construction of shelter and WASH facilities, as well as livelihood activities. The construction of transitional shelters for returnees was prioritized. • Following the release of three Grama Niladhari divisions in the buffer zone of the Palaly High Security Zone, shelter agencies started construction of transitional shelters for returnees in collaboration with WASH partners. • Returned refugees from received NFI kits. Agencies are planning NFI assistance to long-term IDPs returning to their places of origin.

WASH

In the Vanni return areas: • WASH activities continue in the return areas, with work focusing on community areas, schools and health institutions. Well-cleaning and rehabilitation are ongoing, whereas communities receive bowser supplies of water in areas where well-cleaning is yet to start. • More agencies have received Presidential Task Force (PTF) approval to support the WASH response. Sarvodaya has started water bowsering, well-cleaning and construction, and repair of toilets in , Karachchi, Kandawalai (Kilinochchi District), and Maritimepattu DS divisions (Mullaitivu District). LEADS will start work in the Iyenkulam, Palyamurukandy, Amethypuram villages of Mullaitivu District. UNOPS is to start well-cleaning and construction of semi-permanent toilets in Poonakary and Karachi. • Zonal Education Directors are carrying out WASH needs and cost assessments in the priority schools. • Schools in return areas are receiving water tanks to facilitate safe drinking water to students. • WASH partners have started to rehabilitate the water supply system in Mallavi hospital, including replacement of pipes and water tanks.

In Mannar District: • From 11-15 May, Public Health Inspectors and Hygiene / Health Promoters from the Mannar Regional Directorate of Health Services (RDHS) and WASH agencies participated in a Participatory Hygiene and Sanitation Transformation (PHAST) Training of Trainers (ToT) workshop. A similar training has been scheduled for 8-12 June for partners in Kilinochchi and Mullaitivu Districts.

In Jaffna District (including return areas): • The WASH technical working group is reviewing the design and standards for the WASH response. The sector agreed that any housing project must ensure that there is a sanitation component as per the design agreed by the WASH sector. However if the shelter agency cannot include WASH services, the participation of a WASH agency must be ensured. Furthermore, partners agreed that well-cleaning should be accompanied by water quality testing to ensure the water is safe for drinking. Agencies will try to reactivate the school health clubs to support the maintenance of WASH facilities in schools. • On 27 April, the WASH sector organized a PHAST workshop for agencies and government partners, including RDHS colleagues. Participants focused on practical problems related to hygiene promotion, including the recent outbreak of dengue fever, and implementation strategies for hygiene promotion. • On 12 May, the sector organized a knowledge management session on household water treatment at the National Water Supply and Drainage Board (NWS&DB) office. Partners shared a new technique for household water treatment, which effectively treats bacteriological contamination. In Vavuniya District / Menik Farm: • On 16 May, raw water supply to Zone 0 was affected by a pump breakdown at Kallaru intake-1, compelling IDPs to use bowsered drinking water for washing purposes. The NWS&DB is working to fix the problem.

• Water supply to Zone 6 fell to a daily average of 4.5 litres per person with the breakdown of an agency bowser. Two bowsers from a partner agency were redeployed to supply water to the zone. • Zones 1, 2, 3 and 4 had sufficient water supplies at a daily average ranging from 44.7 - 107.4 litres per person for drinking and washing. • A total 4,191 toilets have been decommissioned across all zones. Toilet repair is also ongoing. • Agencies continued hygiene promotion activities in Menik Farm, with a special focus on reaching children through the Child Friendly Spaces.

FOOD

In the Vanni return areas: • Returnees in Kilinochchi and Mullaitivu Districts, except government servants, will continue to receive food rations for an additional three months, beyond the original cut off point of six months after resettlement. • Students in three schools in Odusuddan DS division (Mullaitivu District) and ten schools in , Kandawali and Karachchi DS divisions (Kilinochchi District) will receive mid-day meals under the School Meals Programme (SMP). • In Mannar and Vavuniya Districts pregnant and nursing mothers and children under five years of age, including those in return areas, received Corn Soy Blend (CSB) as a nutritional supplement through Maternal and Child Health clinics. The CSB allocation in Mannar District has been increased to 18 metric tons, while Vavuniya remains at 29.25 metric tons for a total caseload of 5,100 pregnant / nursing women and children under 5 years in Mannar and Vavuniya Districts. • The government provided 11.5 metric tons of CSB to the Kilinochchi RDHS, for which agencies donated a storage container. • In Kilinochchi and Mullaitivu Districts, agencies are planning Maternal and Child Health Nutrition interventions for an expected caseload of almost 4,000 pregnant and lactating mothers and children under five. • A training session has been planned for implementing agencies on Food for Work (FFW). The Mannar Disaster Management Unit is collecting proposals for FFW activities for approval at central level.

In Vavuniya District / Menik Farm • On 31 May, USAID support to food provision for IDPs in camps came to a close. WFP continues the daily food basket and is seeking other donor contributions.

HEALTH & NUTRITION

In the Vanni return areas: • Comprehensive Emergency Obstetric care services have been established at the Kilinochchi General Hospital. Work has started on an Obstetric care unit at the Mullaitivu General Hospital.

In Mannar District: • Construction has been completed on maternity wards at the Chilavathurai Hospital and another two health centres.

In Vavuniya District / Menik Farm: • In April, children suffering Severe Acute Malnourished (SAM) and Moderate Acute Malnourished (MAM) received one ration of plumpy-nut and High Energy Biscuits (HEBS). They will receive the next monthly distribution in the last week of May. • Between 26-30 April, public health personnel in Vavuniya District received training in the standard Nutrition Rehabilitation Programme (NRP). • The RDHS has recruited and trained 20 Rural Health Assistants, with technical support by agencies, to offset a shortage of midwives in resettled communities.

In Jaffna District (including return areas): • Undernourished IDP and host community children received therapeutic and supplementary feeding. 400 children received BP100 and 4,354 moderately undernourished received High Energy Biscuits through all clinics in Jaffna District. • Expectant mothers in the Kopay Medical Officer of Health (MOH) division, identified as undernourished by agency partners, participated in a food demonstration and nutrition education programme.

PROTECTION (including CHILD PROTECTION)

In the Vanni return areas: • Support for authorities to re-establish / strengthen institutions and services targeting persons with specific needs, particularly women, children, the elderly and persons with disabilities, is needed. • IDPs with host families are facing difficulties in accessing livelihood opportunities in the host communities. For example, some fishing families from Mullaitivu District report that they were unable to obtain fishing licences while in displacement in Jaffna District, making it difficult to support their stay particularly for those who rent accommodation. Many returnees are aware of conditions in the resettlement areas through previous visits or liaison with communities already settled. As a result of insufficient services, some IDPs choose to return without family members, who have found employment in host communities, or children attending host schools.

In Vavuniya District / Menik Farm • Support is required to maintain essential protection services in monitoring, child protection and Sexual and Gender-Based Violence (SGBV) response activities for the residual IDP population in camps. Agencies continue to support service provision from the Department of Probation and Child Care Services and the Ministry of Social Services and Social Welfare in Menik Farm. • With a few exceptions, the level of basic water/sanitation, shelter, education and other services in Menik Farm continues to decrease, impacting protection challenges. • Camp authorities have introduced measures to prevent IDPs from selling portions of their food rations in the market. This may have consequences on coping mechanisms, as the sale of food outside Menik Farm allowed IDPs to purchase other indispensable items, including infant milk powder and complementary food items no longer distributed in the camp. • The pass system continues to be applied with variations in procedures across zones. In Zone 2, families are required to leave one person behind in the camp. Agencies encourage increased awareness on the part of IDPs and camp authorities on the modalities of the pass system. • Discussions are underway with the Ministry of Social Services and Social Welfare to organize a series of awareness sessions on SGBV in Menik Farm. • The National Child Protection Authority (NCPA) and UNHCR co-chaired the periodic SGBV case conference to address referral to support services for specific cases. • On 17 May, the Vavuniya GA chaired the District Child Development Committee (DCDC) with representatives of the main national child protection authorities, including the Department of Probation and Child Care Services, the Ministry of Social Services and Social Welfare, National Child Protection Authority and Child Promotion Officers. The GA is supporting initiatives targeted to the protection of women and children, particularly the establishment of a safe house for victims of violence, and asked the support of the international community in this Endeavour. • Partners are developing referral mechanisms to link the most vulnerable families to service providers in vocational training, livelihood assistance and education support. This is essential to support initiatives to reintegrate released suspected former child combatants, prevent institutionalization of children and assist children with disabilities. • On 21 May, the Disability Forum discussed a draft mapping of service providers. A Technical Working Group on reintegration of disabled returnees was established at the District Child Development Committee meeting. Agencies are supporting a programme by the Ministry of Social Services and Social Welfare to increase the assistance available to disabled people, including mobility devices, cash grants and transport support.

In Jaffna District (including return areas): • Around 600 Vanni IDP families residing in the Ramavil Camp are awaiting permission to return to Vadamarachchi East. The return was anticipated for May but was postponed. • On 18 May, during a release ceremony in Jaffna, a total of 228 separatees were released from rehabilitation centres in Vavuniya and Jaffna Districts.

MINE ACTION

• Between 1 January 2009 and 23 May 2010, demining operators have cleared 372 sqkm of land in the Northern Province. Of this total, 358 sqkm was Battle Area Clearance of Unexploded Ordnance (UXO) and the remainder minefield clearance using mechanical and manual methods. • The Humanitarian Demining Unit (SLA-HDU) has a capacity of 1,070 deminers. Additionally, 130 individuals completed their basic manual demining course on 15 May. • DDG has a total capacity of 257 deminers. 27 new deminers and 10 medics were trained recently. • Sarvatra has trained 30 new deminers. • In Mullaitivu District, MAG and the SLA-HDU have started non-technical surveys in eight Grama Niladhari divisions of Puthukudiyiruppu. • Agencies are partnering with the SLA-HDU to carry out Mine Risk Education (MRE) activities in all districts where resettlement is taking place. MRE and demining agencies held coordination meetings in Mullaitivu and Kilinochchi Districts. Participants highlighted the issue of people increasingly moving into areas near hazardous areas, either to live or for livelihood activities. Agencies developed implementation plans to

increase community liaison, including a proposal for greater involvement of community police in these initiatives. • In Mullaitivu District, MRE agencies opened a mine and sign garden in the Wattapallai Temple area.

EDUCATION

In the Vanni return areas: • In Mullaitivu District, six schools in Maritimepattu DS division reopened recently, paving the way for 1,200 returnee students to resume their education.

In Vavuniya District / Menik Farm: • There are 14,103 students enrolled in schools in Menik Farm and 466 teachers, including IDPs and volunteers from outside the camp, according to an 8 May survey. A shortage of teachers continues to affect the provision of education services in Menik Farm. • In Vavuniya District, separatee camps remain co-located in two schools, affecting the educational environment for an estimated 700 students.

In Jaffna District (including return areas): • A total of 119 teacher-counselors from Jaffna, Thenmarachi, Jaffna Islands and Vadamarachchi educational zones received training on psycho-social support to children. • Education agencies will take steps to orient teaching staff on the concept of Child Friendly Schools.

EARLY RECOVERY

• Agencies completed a joint rapid assessment of early recovery needs in 22 resettlement villages in Vavuniya District prioritized by the government. • Initial findings from villages in Vengalachcheddikulam DS division indicate that: - 61per cent of the total families are permanent residents, 23 per cent are returnees and 15 per cent are IDPs living with host families. - There are 644 permanent houses available and few require renovation. Out of the 357 semi-permanent houses (traditional houses), one is slightly damaged. IDPs have built 246 temporary shelters with tin / plastic sheets. Families living in these shelters requested semi-permanent shelters. Currently, agencies are building transitional shelters in the Mukathankulam and Menik Farm villages and permanent housing in Kanthasaminagar and Kankankulam. - Water is one of the main issues in these villages. During the dry season, water scarcity affects cultivation. Of the 584 existing wells, 439 wells are operational, the majority privately owned. The wells need to be deepened to ensure adequate water collection. Most newly resettled families do not have toilet facilities. - Schools require furniture, laboratory equipment, library books, fencing, toilet facilities, water supply and teachers’ quarters, and school uniforms and stationery for children. - Newly resettled families have limited cash resources and experience difficulties in finding jobs. IDPs in host families have little or no access to land for cultivation. Most of the population in these villages are unskilled labourers involved in the agricultural sector and depend on daily wages. - IDPs with host families and returnees have received dry rations since November / December 2009 through Multi Purpose Co-operative Societies (MPCS). They are finding it difficult to access complementary food and remain dependent on food and other assistance.

They were displaced from HSZ in 1990. Most of them are preferred to return to their place of origin. West Mannar District: Manthai West Truck bowsers (2) and tractor bowsers (2) continue water supply. Mannar District: Madhu DSD- Tractor bowser (1) continues water supply Sinnavalayankadhu, Thachchanamaruthamadhu, Parasankulam Vavuniya District UNICEF has continued funding and monitoring of the following activities in Menik Farm : - Cluster Coordination and Monitoring of MF WASH activities - Operation of 6 water bowsers through NWSDB - Operation of 4 x 5000L water bowsers through Muslim Aid - Operation of Zone-3 Water Treatment Plant through Oxfam - Installation of pump and distribution pipes from a high yielding borehole in zone-3 through Oxfam. The work has been completed and serving water about 50% of the population in zone-3 and they no longer need to depend on water bowsering. - Decommissioning and maintenance of WASH facilities in Menik Farm through UNOPS. During the reporting period, UNICEF has signed an agreement with ASB Solidar to operate 3 water bowsers in the different zones of Menik Farm and it is already operational.

Kilinochchi - Under UNICEF funding, Water Resource Board (WRB) Mullaitivu and National Water Supply and Drainage Board (NWSDB) Vavuniya continued with cleaning of dug wells in return areas across Mannar (Rice Bowl) Districts the 4 districts. As to date, a total of 2,497 wells of which 841 wells by NWSDB and 1,656 by WRB have been cleaned. - During the reporting period, construction of latrines (total 12 units toilet) has been completed in Vavuniya Tamil MV and Vellikulam MV through RDF. The construction work of similar latrine in 2 additional schools will start very soon.

KILLINOCHCHI, MULLAITIVU, MANNAR &VAVUNIYA DISTRICTS Sector Organization Location Activity - Rehabilitation of the water supply system in Mallavi hospital is ongoing in partnership with RDF. The work involves installation of a pump and 11 plastic tanks as well as replacing all the pipes. Preparations are underway to start construction of the main concrete storage tanks having 8,000 gallons capacity on 9 meter raiser. - BoQs and cost estimates for rehabilitation and construction of new WASH facilities have been received from Vavuniya North, Vavuniya South and Kilinochchi ZDEs. These are currently being reviewed by UNICEF for next course of actions. ZOA Mannar District: Manthai West Seven wells renovated in Ganesapuram, Sevavillage, DSD Thettavadi, Vannakulam.

Water bowsering continues in four villages: Ichchalavakkai, Ganesapuram, Kovilkulam and Sewavillag. Mannar District: Mannar DSD Ten wells renovated in Parappankandal and Parappukkadanthan. Mannar District: Madhu DSD 17 well cleaned in Thachchanamaruthamadu and Periyamadu

Food Save the Children Vavuniya District: Menik Farm 15,634 displaced families benefited with complementary food - Zones 1, 2, and 3 (dry fish, Tined fish, Soya meat, coconut, onion etc). Distribution had been taken place in collaboration with Multi Purpose Cooperative Society (MPCS) (Vavuniya North – Nedunkerni), respective Grama Seva officers, Zone Managers, Food Cluster and Federation Of Social Development Organizations (FOSDO). Provision helped to increase the food security and nutritional status of the displaced children and adults. Health and IOM Mannar District: Manthai West - Two Mobile Clinic service conducted and ambulance service Nutrition and Mussali DSD provided in Manthai West and Mussali divisions in partnership with CHA is in progress. - One ambulance for Madhu DSD. - Agreement signed with RDHS to conduct hygiene promotion awareness programme in Mussali targeting 560 persons in 14 sessions. - Donated fogging machine to the RDHS Mannar. UNICEF Vavuniya District: Menik Farm April mini child nutrition campaign was successfully completed by providing a one ration of plumpynut and High Energy Biscuits (HEBS) were provided for Severe Acute Malnourished (SAM) and Moderate Acute Malnourished (MAM children, respectively. The next monthly distribution will be given in the last week of May.

Vavuniya District: RDHS area A standard Nutrition Rehabilitation Program (NRP) training was Vavuniya. provided for 64 Vavuniya district public Health staff from the period 26-30 April 2010. The participants were drawn from Vavuniya, Chedikulam, Vavuniya North and Vavuniya South MOH area. 20 Rural Health Assistants were recruited and trained by RDHS to deploy them against the vacant post in Vavuniya PHM area. UNICEF provided necessary technical assistance in the process. Kilinochchi District: RDHS area Obstetric theatre refurbishment work completed and required equipments and instruments were delivered. Children organized some sports games and cultural events to celebrate the new year festival and about 185 children participated with the event. These were conducted in collaboration with the respective Grama Seva officers and Zone managers. Conducted with the support of camp management. Save the Children Vavuniya District: Menik Farm Around 725 displaced children were engaging with play and with FIRM -Zone 2 recreational activities at the child friendly spaces. Kilinochchi District: Karachchi Children got initiatives to conduct a cultural programme at the DSD-Vevganathanagar CFS with the support of parents. 85 Returned children actively took part the event and these activities help to develop the life skills of the children such as leadership qualities, aesthetic skills, organising capacities, team work spirits etc. Vavuniya District: Vavuniya Children are enthusiastically participating at the CFSs and North DSD Muththumary engaging with play and recreational activities. 102 returnee Nagar, Puthur Junction, children benefited with the CFS centres. CFSs are being Sinnadampan and conducted in collaboration with the respective GSs. Periyakulam Mannar District: Mussali DSD- Provided one CFS Volunteer Incentive kit to a volunteer. Pichasavaniankulam Mannar District: Manthai West Provided one CFS Volunteer Incentive kit to a volunteer. DSD-Veddaiyamurippu Volunteers are encouraged for effective service on CFS implementations with the provisions. UNICEF Vavuniya District: Menik Farm: A total of 108 CFSs (73 supported by UNICEF), of which 105 have physical structures, continue to operate, providing activities for almost 12,000 children. During the reporting period seven CFSs were closed down.

Community structures have largely collapsed due to the resettlement. Regular changes of CFS trained volunteers, due to returns, have had a notable impact on the quality of CFSs. CFS partners have limited their operations and have focused on monitoring, mentoring and coaching during the reporting period.

Funding to support CFS interventions for about 80 CFSs ended on 30 of April 2010. However UNICEF has decided to continue its support for 73 CFSs from May 2010 to Aug 2010.

Key volunteers from the Child Focused Unit (CFU) in Zone-1 have now been resettled. The CFU space has therefore been moved to the MoSS library in Block-H.

Killinochchi MRE: During the period CTF jointly with SLA HDU reached an Mullaitivu estimated total of 15,298 individuals with MRE messages in all Manner and Vavuniya Districts four districts. Vavuniya Probation is currently in the process of informing parents. - Monitoring visits to released child surrendees and assessments for reintegration support are being conducted by Probation, with support from UNICEF. To date 153 children have been followed up, including 24 during the reporting period. - Probation are in the process of collecting data from children’s homes in Vavuniya to do an analysis about children who are orphans, have lost one parent or are separated from their families. So far data has been collected from 7 children homes.

Community Based Child Protection Activities: Community based child protection programmes have begun through 4 Women Rural Development Societies (WRDS) and Rural Development Societies (RDS) in Killinochchi and Mullaitivu. Activities include formation of children’s clubs and Village Child Right Rights Monitoring Committees, as well as identification of safe areas to play. All societies have been provided with recreation kits to begin child friendly activities. Education Save the Children Mullaitivu District: Thunukkai Provided six sets of preschool student’s educational materials. in Sri Lanka DSD- Yokapuram Centre, 222 Preschool children benefited with the provisions. Anichchayankulam, Distribution had been taken place in collaboration with Ampalaperumalkulam, Thunukkai DS office and Rural Development Foundation. UNHCR Vavuniya District: Menik Farm UNHCR continues shelter maintenance in Menik Farm through one UNHCR partner (OHRD). Killinochchi, Mullaitivu and Shelter cash grant resumed on 30 April 2010. Vavuniya (Vavuniya North) Nine distributions were organised in Vavuniya North DS in Districts Vavuniya district, Killinochchi and Mullaitivu District to mainly cover the returnees who have returned directly from Menik Farm. Since the beginning of return, 19,021 families received LKR. 25,000 rupees shelter cash grant. 3,651 families were covered during this reporting period. Mannar District Shelter cash grant distribution resumed on 3 May 2010 and 852 cash grants were distributed to eligible returnee families. Since the beginning of return, 3,840 families have received the grants. UNOPS Kilinochchi District: Poonakary Planned to provide 1,023 shelters in Poonakary, 375 in and Karachchi DSD Karachchi, 330 in Oddusuddan and 130 in Thunukkai DSD (one per family). Beneficiaries were identified and mobilisation is Mullaitivu District: underway. Delivery of shelter materials started. UNOPS is Oddusuddan and Thunukkai currently in the process of identifying work supervisors, DSD carpenters and masons in villages in the identified GN Divisions. Training to supervisors, skilled labourers and beneficiaries through demonstration of shelter construction has also been organized. Oddusuddan DSD Save the Children in Vavuniya District: Vavuniya Distributed 20 tarpaulin sheets to 13 vulnerable Families/39 Sri Lanka Town DSD individuals with 18 children. Killinochchi District: Provided 171 Infant kits in collaboration with respective GSs, DS Pachchilaippalli DSD of Pachchilaippalli and the GA. Mullaitivu District: Distributed 127 Infant kits and 1,946 sets of children cloths (to Oddusuddan DSD 973 children) with support of GSs, DS of Oddusuddan and the GA. SEDEC/Cordaid Mannar District: Manthai West 1,500 bicycles and 1,500 solar lamps distributed. DSD Killinochchi District: Poonakari DSD Swiss Labour Mullaitivu District Procurement of 1,100 Bicycles and cargo boxes for distribution to Assistance SAH returnees in Mullaitivu. UNHCR Killinochchi, Mullaitivu and Distribution of return NFI packages and UNICEF hygiene kits Vavuniya (Vavuniya North) continues to the families returning to Killinochchi, Mullaitivu and Districts Vavuniya districts, jointly with NFI Cluster partners.

Since October 2009, to 21 May 2010, 27,562 returnee families received 34,089 NFI core kits, 27,614 lanterns, 30,238 hygiene kits and 22,909 tool kits in Killinochchi, Mullaitivu and Vavuniya North. Further, with the temporary halt of the Indian government donated tin sheets, additional tarpaulin has been added to the NFI kit to ensure that returnees have extra protection during the rains. Since mid May 2010, 3,877 UNHCR plastic sheets have been distributed for this purpose. Mannar District Distributed return NFI packages and UNICEF hygiene kits to returnee families, IDPs with host communities, and refugee returnees. Since April 2009, 7,887 IDP returnee and host families and 213 refugee returnee families received NFI kits. WASH CTF/Cordaid Killinochchi District: Poonakari Well cleaning and renovation activities on going. DSD -Kollakurichi IOM Mannar District: Mannar DSD Construction of 50 Semi Permanent Toilets are in progress in Parapankandal.

Mannar District: Mussali DSD 301 - Semi Permanent Toilets construction completed and 3 in

progress. (commitment -304 in 14 villages)

Out of the committed renovation of 91 toilets in five villages, 90

completed and one is in progress.

Mannar District: Manthai West Construction of 184 Semi Permanent Toilets completed and 66 in DSD progress. (Commitment -250 in 10 villages). Renovations of 213 toilets are in progress in five villages.

Operation of Zone 3 Water Treatment Plant – Oxfam Decommissioning and maintenance of WASH facilities in Menik Farm – UNOPS. A total of 911 toilets were decommissioned during the period.

All return Areas: Under UNICEF funding, NWSDB and WRB continued with cleaning of dug wells in return areas across the four districts. 2,918 wells have been cleaned (NWSDB-970 and WRB - 1,948) Construction of two sets of three units latrines (total of 6 units) in Vavuniya Hindu College and Periya Komarasankulam Vidyalayam has started (partnering with RDF). Rehabilitation of the water supply system in Mallavi hospital is ongoing with lying of pipes and fittings (in partnership with RDF). 9 out of 11 plastic tanks were delivered to the site. Preparations are underway to start construction of the main concrete storage tanks (8,000 gallons capacity on 9 meter raiser) UNICEF is processing release of funds to respective Zonal Director of Educations for rehabilitation and construction of WASH facilities in schools in Vavuniya North, Vavuniya South and Kilinochchi districts. A total of 72 schools will be supported. Public Health Action Support Team (PHAST) Training of Trainers (ToT) training took place in Mannar from 11 to 15 May 2010, involving 15 PHIs and 15 Hygiene/Health Promoters from I/NGO working in resettlement areas. UNOPS Vavuniya District: 198 toilets decommissioned in the period under review. Menik Farm - Zones 2 and 4

Water is supplied using three tractor bowsers and 6 averagely six ‘12,500 L’ truck bowsers distributing water every day until 15 May. From 15 May, 1 truck bowser and 3 tractor bowsers are operating. Kilinochchi District: Poonakari Distributed three 1,000 L plastic water tanks with Iron stands. DSD -Pallikuda GN Well identification process for cleaning/ renovation in collaboration with Water Board completed. Food Save the Children in Vavuniya District: Menik Farm Distributed complementary food packs among 60 families in Sri Lanka - Zone 2 collaboration with relevant GSs, DS office, Food cluster, FOSDO and Multi Purpose Cooperative Society (Vavuniya North- Nedunkerny).

Health and Canadian Red Vavuniya District: Menik Farm The Emergency Health Assistance (EHA) project continued to Nutrition Cross and Sri - Zone 0, 1, and 4 provide assistance to IDPs in zones 0, 1 and 4, targeting a total of Lanka Red Cross 12,459HH/39,970 persons at the beginning of the reporting Society period. The project engaged 182 Health Promoters from the same zones, who were assisted to provide health and hygiene promotion activities through regular visits to households, community activities, provision of First Aid and distribution of hygiene promotion supplies.

The following is a summary of activities carried out by the EHA project in the reporting period: Health Promoters carried out 4,519 home visits (zone 4) on health and hygiene promotion, monitoring and disease surveillance. Two community meetings organized in zone 1 to discuss health related issues. Shramadana cleaning campaigns were organized in zones 0, 1(21 blocks) and zone 4 (29 blocks). First Aid services provided for six IDPs. 15 First Aid centres maintained and regularly supplied with materials; three sick IDPs were provided with internal emergency transport inside the zone. Flash Card Hygiene Promotion training held for 25 HPs in zone 0. Basic First Aid training benefited 25 Health Promoters in Zone 1. 3,000 Jerry cans and 100 Toilet Cleaning Kit (from UNICEF), and 200 toilet cleaning brushes (from Sewalanka) distributed in zone 0. 10,955 Hygiene kits (from UNICEF) distributed in zone 1 and zone 4. D-IDP Health Vavuniya District: Menik Farm Mumps outbreak is under control and only 14 cases reported care/WHO during the week of 8- 14 May, No Infective Hepatitis cases were reported; 153 watery diarrhoea cases were reported during the period of reporting. Fly breeding in the zones have become an issues. The Public Health Inspectors with the help of Health Promoters have implemented cleanup campaigns and other promotional activities; beneficiaries are the IDPs in the zones. Handicap Killinochchi District: Physical rehabilitation services to persons with disabilities and International Killinochchi General Hospital injuries including physical and occupational therapy, prosthesis Vavuniya District: and orthotic device production and repair and the donation of Vavuniya General Hospital, assistive devices. Cheddikulam Base Hospital and Vavuniya Town IOM Vavuniya District: Menik Farm Cumulative Total patients treated in IOM PHCCs since May is 198,126.

Transportation of all doctors in Menik Farm and selected areas of return (one bus and two vans). Pre-hospital Care: two IOM ambulances provided transport for medical referral for 35 patients. Assisted Return Program: facilitated eight convoys returning (total of 8,818) from Menik Farm and Vavuniya District. Totally IOM facilitated 199 ambulance missions to escort the convoy for Returnees including 16 for this week. Northern Health Sector Recovery: 16 Ambulances (14 for return areas including convoy assistance and two for Menik Farm). Mullaitivu District: Completed the renovation of quarters at Oddusuddan Hospital as Oddusuddan DSD OPD set up. IOM provided replacement of doors, minor repairs of roof, a generator and the water supply. All return areas Support to vulnerable groups: IOM supported the provision of transportation for the patients who were rehabilitated at MSF hospital to their native places as well as for their clinic follow up. Mannar District Promotive Health: Conducted two Shramadana campaigns in collaboration with Regional Director of Health Service (RDHS) Mannar at the Murunkan and Silawatura hospitals, and distributed equipments for cleaning. IOM also undertook a training programme for health volunteers in Mannar District under the directive of RDHS Mannar and Public Health staff. Mullaitivu District Assistance for psychosocial activities: IOM assisted the MOH with the opening of a new psychosocial centre at Nattankandal by providing equipment and roofing for the centre. It was declared opened by the GA Mullaitivu district and the commander for security forces in the Vanni. Vavuniya District: Menik Assisted the Medical Officer of Health (MOH), Ministry of Social Farm Services and Sarvodaya in organizing two-day training on skills development for counsellors and camp managers to work with war affected returnees (50 participants). Mannar District: Manthai West Two mobile clinics with two ambulances operate in Mussali and and Mussali DSD Manthai West with the partnership of Consortium of Humanitarian Agencies (CHA). Provided ambulance to Adampan and Madhu Hospital (up to 30 June 2010). Provision of four fogging machines for Anti Malaria Campaign Unit of Regional Director of Health Services (RDHS) Mannar. Three Shiramadana campaigns took place at Murunkan, Silavaththurai and Mannar hospital premises in coordination with RDHS. Health Volunteers Training programme on health promotion activities took place with the participation of 50 volunteers. Fourteen Hygiene promotion programme conducted for 560 Mussali returnees with the partnership of RDHS. MOH/ MSF Holland Vavuniya District: General The new Orthopaedic Surgical Unit funded by the MSF- Holland Hospital Vavuniya was declared open on 13 May. Oxfam GB Vavuniya District: Menik Farm Tent to tent visit: 1,412 visits conducted to ensure the good - zone 1, 2 and 3 hygiene practices. Garbage bags with hygiene messages were given to ensure proper garbage disposal. Children Hygiene promotion activities: 158 programmes for 2,300 children were conducted through storytelling and competition to educate them by having small hygiene sessions. Children's Hygiene And Sanitation Training (CHAST): Nine trainings were conducted in child friendly spaces for 180 children including their teachers. Bucket cleaning campaign: four campaigns were conducted in zone 3 to keep the drinking water containers clean. The people who collect water from tap stand were the target group. 450 families have involved cleaning it. Conducted 36 health education sessions, especially proper garbage disposal and safe drinking water were the key messages. Conducted 94 CHVs’ discussions have done. Conducted 20 hand washing programmes. Conducted 58 environmental cleaning campaigns

Mullaitivu District: 16 Mobile Reproductive Health clinics were conducted with the Mallaavi and Oddusuddan assistance of government medical staff. Medical Officer of Health 17 maternity kits were provided to pregnant women after 37 (MOH) division weeks. 520 hygiene packs were distributed among the women and girls of reproductive age. Killinochchi District: Ten Mobile Reproductive Health clinics were conducted with the Killinochchi and Poonakary assistance of government medical staff. MOH area Ten maternity kits were provided to pregnant women after 37 weeks. 619 hygiene packs were distributed among the women and girls of reproductive age. UNICEF Vavuniya District: Menik Farm, Three vans with financial support from UNICEF continued to Vavuniya North DSD provide transport to medical staff in all zones. Community based Nutrition Rehabilitation Programme for the severely and moderately acute malnourished children commenced in 35 Public Heath Midwifes areas in Vavuniya Regional Director of Health Services (RDHS) area. Gramodha Health Centres in Kanagarayankulam and Nainamadhu in Vavuniya North MOH area were refurbished and ready for use by the preventive health staff to conduct clinics. Killinochchi District The Obstetric Unit at General Hospital Kilinochchi is fully refurbished and equipped. Comprehensive obstetric care services were also made available at the hospital. Mullaitivu District Refurbishment and establishment of obstetric unit at General Hospital Mullaitivu has started. Preliminary works have been completed. Mannar District Construction of Maternity Wards at divisional hospital Silavathurai, Gramodhaya Health Centres at Geevothayam- Pariyarikandal and Pallimunai were completed and yet to be handed over to the health authorities during the month. World Vision Vavuniya District: Menik Farm- Supplementary Nutrition Food distributed for 6,750 individuals Zone 2,3 and 4 including children under 5, Pregnant Mothers, Lactating mothers and Elderly people everyday covering all the targeted beneficiaries in the 3 Zones. Beneficiary number decreasing due to the progress of resettlement. Protection Danish Refugee Vavuniya District: Concluded project activities in 10 villages in Vavuniya District. Council Supported local government on civil documentation activities for returnees and IDPs. In consultation with local government vulnerable returnees received support for medical treatment and livelihood activities. NRC Vavuniya District: Civil documentation and legal assistance activities including Cheddikulam DSD mobile outreach and technical assistance conducted. Mannar District: Mannar DSD UNHCR Vavuniya District: Monitoring and referral in IDP Camps, Welfare Centres, and Host Vavuniya and Menik Farm Families ongoing Killinochchi, Mullaitivu and Returnee monitoring ongoing, collection of baseline information Vavuniya (Vavuniya North on families receiving shelter grants and referral of Persons with DSD) Districts Specific needs. Vavuniya District: Assistance to 31 cases of persons with specific needs (Single women household, persons with disabilities, women and children at risk). Registration, counselling and assistance to 17 families / 36 persons returnees from India (NFIs) Mannar District 17 refugee returnee families / 54 individuals, out of whom 9 families / 27 individuals returned spontaneously by air while 1 family / 1 individual returned spontaneously by boat and 7 families / 26 individual returned by assisted VolRep. All seventeen families were counselled and assisted with NFRI. Child Save the Children in Kilinochchi District: Provided two Volunteer Incentive Packs to two volunteers, Protection Sri Lanka Pachilaipalli DSD attached to Child Friendly Spaces (CFS) in Pulopali West, Muliyadi.

Vavuniya district: Menik Farm About 1,500 children are engaging with play and recreational –Zone 2, 3 and 4 activities at the Child Friendly Spaces (CFS) under the supervision of trained partner officials of FOSDO and FIRM. World Vision Zone 3 Conducted Early Childhood Care and Development activities, Menik Farm, Vavuniya peace building, drawing, singing competitions and play programs for 300 World Vision Child Friendly Space children. UNICEF Return areas Social and Legal Protection Monitoring visits to released suspected former child combatants and assessments for reintegration support are being conducted by Probation, with support from UNICEF. 35 children have been followed up during the reporting period. Work is now being done to develop referral mechanisms to link the most vulnerable families to providers of services such as vocational training, livelihood assistance and education support. A technical working group on reintegration is being established in Vavuniya to develop these referral mechanisms and engage a wide range of actors. Vavuniya Probation has taken action to reunify ten children who were taken from IDP sites in Vavuniya to a children’s home in Kandy. During the reporting period the Family Tracing and Reunification Unit received 21 tracing requests for children and 113 requests for adults.

Child Protection Activities in areas of returns The judicial court in Killinochchi has officially been opened, and one of the first priorities of the magistrate is to issue fit persons orders for families who have taken on the care of orphan children. 17 families have been identified by Probation and three fit persons orders issued so far. The development of community based child protection activities is ongoing through Women Rural Development Society /Rural Development Societies in Mullaitivu and Killinochchi. Children’s clubs and Village Child Rights Monitoring committees have been established in Anichchayankullam and Yogapuram Centre, and the first meetings with the VCRMs conducted. Education Save the Children in Vavuniya District Provided 14 school bags to 14 vulnerable children on the Sri Lanka recommendation of Vavuniya Town DS and relevant Grama Seva officers. Kilinochchi District: Provided six sets of preschool student educational materials, 12 preschool teaching aid and materials to 12 preschool teachers in collaboration with DS office Poonakary and Zonal Education Director of Kilinochchi. (229 Children and 12 preschool teachers). Kilinochchi District: Distributed two sets of preschool student educational materials, Pachchilaipalli DSD four preschool teaching aid and materials with the support of Pachchilaipalli DS office and Zonal Education Director of Kilinochchi. (45 retuned children and four preschool teachers). Mannar Districts: Madhu DSD Provided one preschool teaching aid and materials with the support of Madhu DS office. UNICEF Vavuniya District: Vavuniya Rehabilitation of five school buildings that were used as South DSD surrendees rehabilitation centres started after the buildings were recently vacated. It is planned to be completed by the end of May 2010. Mannar District Psycho-social training for teachers took place in Mussali, facilitated by ZEO Mannar School Self Assessment workshop took place in one school facilitated by Mannar Zone Education Office Staff in partnership with UNICEF. Vavuniya District: Vavuniya 70 Primary teachers attended training on Oral English teaching North DSD methodology. The training was facilitated by Vavuniya North Zonal Director of Education in partnership with UNICEF Resettled areas Education Resettlement Coordination meeting took place 20 May at Mullaitivu Zone Education Office.
