The Hong Kong Institute of Surveyors President’s Report 2018-2019 It has been a great pleasure and an honour to serve as the President of The Hong Kong Institute of Surveyors (“HKIS” or “the Institute”) for the council year 2018-2019. The year 2019 marked an important milestone - the 35th Anniversary of the Institute’s service and commitment to the surveying profession and the community. I would like to share with you what the Institute has achieved during the year both internally and externally. 1 Membership 1.1 Growth At the end of November 2019, the total number of members reached 10,976 representing a growth of 3.57% from the previous year. Of the total membership, 7,004 were Corporate Members (555 Fellows and 6,449 Members) of which 280 were newly elected. There are 6 Honorary Fellows, 3,889 Probationers and Students and 77 Associate Members. Corporate Members (First Division) Technical & Training Grade Members 1.2 Life-long learning All members are required to keep up with the latest developments and enhance their professional and technical skills. A total of 212 Continuing Professional Development events on a wide range of professional topics were organised during the years (from 14 December 2019 and 30 November 2019) by the six Divisions, Young Surveyors Group and the HKIS. Division No. of CPD events held* Building Surveying (BSD) 19 General Practice (GPD) 28 Land Surveying (LSD) 11 Planning and Development (PDD) 10 Property and Facility Management (PFMD) 10 Quantity Surveying (QSD) 77 Young Surveyors Group (YSG) 39 HKIS 41 *Some events were jointly held by the Divisions and the YSG Page 1 of 10 The Board of Professional Development conducted a checking of members’ compliance with mandatory CPD requirements for the period 2016 to 2018. 1.3 Disciplinary Proceedings As a reputable professional Institute, the HKIS is determined to uphold the integrity of the profession. Every member of the HKIS is required to maintain a high and honourable standard of professional conduct and shall discharge his/her duties in accordance with the highest standard of business ethics as provided under the Bye- Laws and Rules of Conduct of the Institute. There were 4 complaints received during the year, 3 of which were dismissed. At the end of November 2019, there are 2 valid complaints for investigation under the disciplinary procedures mechanism of the HKIS. 2 Public Recognition Members of the Institute are active in providing feedback to the Government in relation to policies and legislations of the built environment. A number of meetings were arranged with the Development Bureau, Transport and Housing Bureau, various Government departments, Construction Industry Council and Urban Renewal Authority, to exchange insights into the industry and business of the Institute. Constant communications have been made with the Legislative Councillor representing the surveying industry to reflect our concerns over issues affecting our members and the industry as a whole. Members participated in the Joint Institutes’ dialogue sessions with the respective Bureaus Secretaries organised our Legislative Councillor during the year. 2.1 Consultations and Submissions The Institute has been active in providing feedback to the Government in relation to policies and legislation that are related to the built environment. Views were submitted on issues, including:- • Policy Address and Budget • Stage 2 Public Engagement for Pilot Study on Underground Space Development in Selected Strategic Urban Areas” • Studies related to artificial islands in the central waters for the LegCo Panel on Development special meeting on 27 April 2019 • Preliminary Report on Land Sale Revenue Estimation for Lantau Tomorrow Vision 2.2 Press Conferences / Media Luncheons / Press Releases A media luncheon was held on 15 February 2019. We also met with the editors and reporters of various leading local newspapers for lunch gathering and media interviews to enhance our communications with the media during the year. During the year, the Institute issued 12 press releases to the media. We proactively voiced our professional opinions on public policies by distributing press releases and issuing letters to the Government on matters on land supply; housing and building matters. Page 2 of 10 Apart from sharing our professional insights and expertise with the Government, the Institute also expressed its views in over 21 articles that were published in the column of a prominent local newspaper and received positive feedback. This year is the 13th consecutive year in which the HKIS has been honoured with this award and we thank the Agency for Volunteer Service for nominating the HKIS throughout all these years. Project SPARKLE (Supporting Preteen Access to Resource, Knowledge, Love and Education, 「察亮童心」伙伴同行計劃) is a mentorship programme that aims to create a harmonious and healthy environment to facilitate the development of children who live in Tin Shui Wai. Since 2017, the 2-year programme have accepted some children with special education needs (SEN), to provide additional support in creating a harmonious environment in their growth. The Community and Charity Services Committee have jointly implemented its Mentorship Programme with the TWGH’s Jockey Club Tin Shui Wai Integrated Services Centre for 2018-19. Various activities have been organised to help the children build up their confidence and involvement in the community. The Boys’ & Girls’ Clubs Association has launched the Growing Partners II – Child Development Fund (CDF) Programme (結伴再成長-兒童發展基金計劃) for Shatin and Kwun Tong Districts for the year 2017-2020. Supported by the Labour and Welfare Bureau of the HKSAR Government, the programme targeted to support 200 children aged from 10 to 16 from low-income families in development of necessary skillset, attitude, social network, personal experience and funding in the critical ages of their life. With the guidance of mentors, the children could explore the world, plan and achieve their life and career goals. 12 HKIS members have participated in the programme. The Past Chairman of the Community and Charity Services Committee Sr Billy Wong was elected as the Chairman of the Advisory Committee of the Programme. This year, a total of 36 participants of CDF from Shatin and Kwun Tong Districts finished a 6-day, 159km Road Bike Trip to Taiwan from 16-21 April, 2019. The participants learned a lot during the 2 months of training and from the trip. Jointly organised by the Hong Kong Society for the Deaf and the HKIS, the “Happy Future Mentorship Programme 2019” (「前面有樂」量師童行計劃)aims at matching 20 HKIS members with 30 hearing impaired children and helping the mentees to explore themselves. With the guidance of mentors, the children would be encouraged to take up challenges and improve their self-confidence in future. The participants and their parents of Project SPARKLE and Happy Future Mentorship Programme joined in the 1km Family Race at the HKIS 35th Anniversary Run - Runderful Pro on 15 September 2019. A total of 88 children and their parents enjoyed a memorable family gathering with HKIS members at Hong Kong Science Park. The Institute have also supported Autism

A film festival where Taiwanese audiences watch Chinese product and vice versa. For one week, Taipei and Taichung will feature the premiere screenings of If You Are the One (非誠勿擾, see adjacent review), as well as Crazy Racer (瘋狂的賽車), Invisible Wings (隱形 的翅膀), Life Today (江北好人), Postman in Shangri-la (香巴拉信使), Ta Pu (塔 舖) and The Attack (致命追擊). Later this month Beijing and Tianjin will host six Taiwanese features. But you have to pity the Chinese audience: Any programming that includes Attitude (態度), a spectacularly awful documentary on the Taiwan Beer basketball team, can’t be taken very seriously. The festival could also have done with some entertaining commentary on the cross- strait relationship itself; sadly, Hong Kong’s God of Gamblers 2 (賭神 2) didn’t make the cut. Walled In Straight to DVD in almost all territories, this thriller-cum-horror flick is getting a theatrical run in Taiwan. An up-and- coming demolition professional gets cracking on a very strange apartment building but runs into difficulties: Not only are people still living there, but there’s a whole lotta dead people in there, too. Like the House of PHOTO COURTESY OF SHOWTIME ENTERTAINMENT Wax and Thir13en Ghosts remakes, this genre item is more likely to impress students of set design and architecture than horror fans. The Girl from Monaco The “girl” is a weather host who tries to seduce a hotshot lawyer defending a murder suspect.
