T H E U R G E N C Y O F D I A L O G U E 9 : 0 0 Moderated Discussion ICT-related incidents involving States both before and during the Covid-19 pandemic have added to the urgency of calls to establish institutional dialogue within the and strengthen dialogue at regional and sub-regional levels. At the same time, however, the global backdrop to these calls has grown difficult: a shifting international security and normative environment in which dialogue between States, the major powers in particular, is stalling; growing discontent with - or disregard for - multilateralism, with actors, frameworks and interconnections more complex and divides – digital or otherwise - between States more evident.

The speakers will explore the opportunities and challenges of establishing dialogue among States and between States and other actors in the current environment; the feasibility of facilitating or establishing dialogue between States; the involvement of actors other than States in dialogue; and the international security implications if dialogue between relevant actors is not feasible or if dialogue breaks down. This panel will discuss the specific purposes or goals of establishing dialogue on ICTs and international security. Questions include, for instance, whether a more formalized dialogue under the auspices of the UN would serve as a precursor to a more formal agreement or arrangement, or if it would simply serve as an ongoing platform for States to exchange views on different issues relevant to ICTs and international security, such as information sharing on existing and emerging threats, norm and CBM implementation, exchanges of good practices, capacity building gaps and opportunities. This panel will focus on the lessons that can be drawn from these experiences. For instance, what criteria do States or groups of States bear in mind when assessing their options for entering into dialogue on issues pertaining to ICTs and international security such as norms or CBMs? LATHA REDDY served as an Indian diplomat from 1975- 2011. She held various posts, including as Ambassador to Portugal and Thailand. She was then appointed as the Deputy National Security Advisor in the Prime Minister's office from 2011-2013. She has extensive experience on strategic and international affairs, both nationally and multilaterally. She has served on two Global Commissions on Cyber issues, the GCIG and the GCSC from 2014-2019. She has developed deep domain knowledge on Cyber policy issues, particularly on governance, norms and international cooperation. AMB. MARINA KALJURAND was elected to the European Parliament and started her tenure on July 2nd. Kaljurand is a member of the UN Advisory Board on Disarmament Matters since 2020. Kaljurand was a member of the UN Secretary General’s High-Level Panel on Digital Cooperation (2018-2019) and Chaired the Global Commission of the Stability of Cyberspace (2017-2019). Kaljurand served as Estonian Foreign Minister in 2015-2016. Kaljurand has served twice as the Estonian National Expert at the GGE (2014-2015; 2016-2017). RENATA DWAN joined UNIDIR after many years working on peace and security issues at the United Nations, most recently as Chief of Policy and Best Practices in the Departments of Operations and Field Support. She led the team to implement Secretary-General Ban Ki-Moon’s reform initiative on peace operations, the High-level Panel on Peace Operations, and was a member of Secretary-General Guterres’ team reviewing the UN’s peace and security architecture. Renata has worked on peace operations and complex emergencies at UN Headquarters and in Afghanistan, the Democratic Republic of Congo, Haiti, Mali and Syria. She led major UN-wide policy and reform initiatives on peace and security issues including security sector reform, peacekeeping partnerships and crisis management capacities.

Renata holds a M.Phil and D.Phil from the University of Oxford where she was the Hedley Bull Junior Research Fellow in International Relations. HENRI VERDIER was born in 1968. Currently, he is Ambassador for Digital Affairs for the French Ministry for Europe and Foreign Affairs. Mr Verdier is also an entrepreneur: he was the co-founder and CEO of MFG Labs, an internet-based startup involved in social data mining, and chairman of the board of Cap Digital, the French-European Cluster for Digital Content and Services, located in Paris. He is member of the ARCEP strategic committee, member of the CNIL strategic committee and also served as member of the board of Paris- Sorbonne University. MADELINE CARR is Professor of Global Politics and Cybersecurity at University College London. She is the Director of the UK-wide Research Institute for Sociotechnical Cyber Security (RISCS) which looks at the political, human and organizational factors of cybersecurity. She is also the Director of the UCL Digital Technologies Policy Lab, supporting policy making to adapt to the pace of change in society’s integration of digital technologies. Professor Carr is a Deputy Director of the UCL Centre for Doctoral Training in Cybersecurity, a member of the World Economic Forum Global Council on the IoT, and Deputy Director for the Protecting Citizens Online hub, REPHRAIN. Her research focuses on the implications of emerging technology for national and global security, international order and global governance. Professor Carr has published on cyber norms, multi-stakeholder Internet governance, the future of the insurance sector in the IoT, cybersecurity and international order, and public/private partnerships. JüRG LAUBER is Permanent Representative of Switzerland to the United Nations Office and to the other international organisations in Geneva. Before he was the Permanent Representative of Switzerland to the United Nations in New York and since 2019 he is Chair of the UN Open-ended Working Group on developments in the field of information and telecommunications in the context of international security. Before joining the Federal Department of Foreign Affairs (FDFA) in 1993 he worked in peacekeeping missions in Namibia (UNTAG) and Korea (Panmunjom). As a diplomat he was posted in Bangkok, Bern, Beijing and the Permanent Mission of Switzerland to the United Nations in New York. Between 2011 and 2015 he served as head of the United Nations and International Organisations Division in Bern. Jürg Lauber has a law degree from A M B . J Ü R G L A U B E R the University of Zurich. KATHRYN JONES is Head of International Cyber Governance at the UK Foreign, Commonwealth and Development Office. Her role sees her leading delegations to the UN Open Ended Working Group on Developments in the field of information and telecommunications in the context of international security and the Organisation for Security and Cooperation in Europe (OSCE) Informal Working Group on Cybersecurity, as well as taking her place on the UN Group of Governmental Experts on Advancing responsible State behaviour in cyberspace in the context of international security. She has previously worked in a range of government departments including the UK’s Department for Digital Policy and National Cyber Security Centre. AMB. KÁROLY DÁN Károly Dán was appointed Permanent Representative of Hungary to the OSCE, UN and other International Organizations in Vienna in 2014. In this capacity, he has been the Chair of the OSCE Informal Working Group established by PC decision 1039 since 2017. Prior to his current appointment, he was Consul General of Hungary in New York from 2010 to 2014. Between 2006-2010 he hold different senior management positions, including Director General of international Affairs in the Hungarian Ministry of Education and Culture and Chief Foreign Policy Advisor to the Chairman of the Hungarian Parliament, FIDESZ – Hungarian Civic Union Caucus. Earlier in his career, he was posted as Political Secretary and Cultural Attaché to the Hungarian Embassy in Washington DC. AMB. SANG-BEOM LIM, Head of Delegation to the Conference on Disarmament and Deputy Permanent Representative, Permanent Mission of the Republic of Korea to the United Nations, Geneva. Before the current position, he was the Director-General for Nonproliferation and Nuclear Affairs at the Ministry of Foreign Affairs (MOFA), Republic of Korea. Since joining the Ministry in 1994, Mr. Lim has accumulated many years of experience in multilateral and global affairs. Prior to taking on this post, Mr. Lim worked in the Korean Permanent Mission to the United Nations in New York as Counselor and Korean Mission to ASEAN in Jakarta as Deputy Chief of Mission. WIKTOR STANIECKI is the Head of Cyber Sector in the Security and Defence Policy Division at the European External Action Service. Before assuming this post, he was posted to Tokyo, working in the Political Section of the EU Delegation to Japan. Within the European External Action Service, Mr Staniecki also worked as desk officer for Brazil (2013-2015) and the United States (2008-2013). Mr Staniecki holds Master's Degree of European Studies from Adam Mickiewicz University in Poznan, Poland, as well as Diplôme d'Etudes Générales Européennes of Centre Européen Universitaire de Nancy 2. GIACOMO PERSI PAOLI is the Programme Lead for Security and Technology at UNIDIR. His expertise spans the science and technology domain with emphasis on the implications of emerging technologies for security and defence. His recent work focused on arms control, technology horizon scanning, AI and cyber security. Before joining UNIDIR, Giacomo was Associate Director at RAND Europe where he led the defence and security science, technology and innovation portfolio as well as RAND's Centre for Futures and Foresight Studies. He served for 14 years as warfare officer in the Italian Navy and has been extensively engaged in small arms and light weapons research in support of UN processes. He holds a PhD in Economics from the University of Rome, Italy and a master's degree in G I A C O M O Political Science from the University of Pisa, Italy. MARIETJE SCHAAKE is international policy director at Stanford University Cyber Policy Center and international policy fellow at Stanford’s Institute for Human-Centered Artificial Intelligence. She is the President of the CyberPeace Institute. Between 2009 and 2019, Marietje served as a Member of European Parliament for the Dutch liberal democratic party where she focused on trade, foreign affairs and technology policies. Marietje is affiliated with a number of non-profits including the European Council on Foreign Relations and the Observer Research Foundation in India and writes a monthly column for the Financial Times and a bi-weekly column for the Dutch NRC newspaper. AMB. ANDREY KRUTSKIH hold a PhD in History, is a Professor, and a Member of the Russian Academy of Natural Sciences. In 1973 he graduated from the Moscow State Institute of International Relations. He occupied various diplomatic posts in the Departments of USA and Canada in the Russian Embassies and General Consulates in the United States and Canada on the issues of security, disarmament, and new threats. He was a member of the Russian-USA delegation at the negotiations on the limitation of strategic offensive arms. MICHELE MARKOFF is the Acting Coordinator for Cyber Issues at the U.S. Department of State. Since 1998 Michele has been the senior State Department subject matter expert overseeing the development and implementation of foreign policy initiatives on cyber issues. She helps to coordinate United States policy on cyber policy issues and develops diplomatic strategies to encourage states to join the United States in taking steps to protect their critical networks and to cooperate internationally to enhance and preserve global cyber stability. She implements those strategies through negotiations in a wide variety of venues. Her initiative led to the successful completion of the first ever bilateral agreement on confidence-building in cyber space between the United State and the Russian Federation, announced in June 2013. Michele also has been the United States Government Expert on five Groups of UN Government Experts (2005, 2010, 2013, M I C H E L E M A R K O F F 2015, 2016) devoted to international security cyber issues. RAMAN JIT SINGH CHIMA serves as a Policy Director and Senior International Counsel at Access Now, working with the international non-profit organisation's team of global public policy staff in protecting an open Internet and advancing the rights of users, with a focus on the Asia Pacific region. He also coordinates the organisation's work on global cybersecurity policy, and assists with initiatives on digital identity and strategic litigation. He was a founding volunteer with India's landmark SaveTheInternet.in campaign for net neutrality and co-founded the Internet Freedom Foundation - where he currently chairs the board of trustees. He assisted the legal team involved in the Supreme Court of India's landmark Shreya Singhal v. Union of India judgment on Internet free speech, and has previously been included in Forbes Magazine's 30-Under-30 list of leaders in India under the Law and Policy R A M A N J I T category.
