SUMMARY São Paulo is the ninth largest in the world. Its population has increased by 10 per cent since 2010. Unfortunately, the use of private vehicles has increased by 27 per cent over the same period, making its congestion notoriously bad. The city has set strict vehicle emissions standards and aims to reduce public transport emissions 80 per cent by 2025. The city’s transport system has suffered from lack of a proper development plan, limited investment due to frequent economic shocks, and inequitable coverage. Yet, thanks to the support of the donor community, the city has expanded its urban rail network – albeit slowly. Attention needs to be given to the bus network, which covers a wider area with about 9 mn passenger journeys each day, twice as many as the train network.
