Umhlosinga Development Agency (UMDA) is the development agency of

Umkhanyakude District Municipality in KwaZulu Natal. The mandate of the agency is to co-ordinate, plan and manage the implementation of a locally driven programme to fast-track development of the local economy of the district of UMkhanyakude.

UMkhanyakude District Municipality The District of uMkhanyakude has two main sectors with the largest economic Harlingen No. 13433 potential, namely agriculture and tourism. The potential of these two sectors are Kingfisher Road Mkuze KwaZulu-Natal derived from the range of natural assets that attract tourists to the area, as well as a P O Box 449 favorable climate and fertile soil suitable for agricultural production. Despite this, the Mkuze 3965 District remains one of the poorest and least-developed districts in with a Tel: 035 573 8600 high unemployment rate and low skill levels. The main objectives of UMDA are: • To foster local economic growth by removing barriers and blockages to equitable and sustainable growth and development • To facilitate public and private investment to the district economy • To broaden and diversify participation in the district economy to reverse economic and social exclusion; and, • To develop robust institutional partnerships, linkages and networks to support and optimise development interventions

To achieve the above, UMDA together with the District Municipality have identified several projects that seek to develop the economy of the district and to remove barriers to the economic growth. Amongst the projects that have been identified is the development of Mkhuze Airport.

2. SPECIFIC OBJECTIVES

Mkhuze Airport was developed as an airstrip years ago, which was later developed into a local airport. The projected passenger demand for the airport and the planned development around Mkhuze has prompted the need to upgrade the current airport to a Regional airport.

The main objective of the project is to ensure that all the development approvals for the aviation section of the Mkuze Airport City Development Project are secured. This will assist the municipality in developing the Mkuze airport in line with all the relevant legislations after all the development approvals have been secured from all the relevant authorities.

3. LEGISLATIVE AND POLICY FRAMEWORK:

This section outlines the key legislative and policy framework that will be used during and after the completion of this project.

 Jozini Municipality’s Spatial Planning and Land Use Management Bylaw, 2017 The subdivision application will be submitted in terms of Section 50 (f) of the Jozini Municipality’s Spatial Planning and Land Use Management Bylaw, 2017.  National Building Regulations and Building Standards Act, 1977 The existing and future municipal office expansion will be undertaken in line with the provisions of the National Building Regulations and Building Standards Act, 1977 (Act No. 103 of 1977).

4. SCOPE OF WORK

The scope of work involves the preparation of a development application for the development of Mkuze Airport in line with the Spatial Planning & Land Use Management Act, Act 16 of 2013 (SPLUMA). The application will have to be submitted to Jozini Local Municipality, as the Mkuze Airport falls under its area of jurisdiction. Further to the above, the appointed service provider is also expected to ensure securing of all development approvals.

 Preparation of a draft subdivision diagram and submission to S.G Office.

 Reserve new Erf number for the proposed subdivision portion.

 Preparation of Subdivision and Zoning Application as well as conditions of establishment for consideration by the Municipal Planning Approval Authority (Joint Municipal Planning Tribunal).

 Submission of the final subdivision diagram for consideration by the S.G Office.

The successful completion of this project will be a registration of the newly created property in the name of the municipality which will enable the municipality to register this office in the municipal asset register.

6. DELIVERABLES Expected deliverable is to prepare a sub-division and rezoning application for the Mkhuze Regional Airport situated in Mkhuze town, under the Jozini Local Municipality.

7. MONITORING AND SUPPORT The appointed consultant shall report to the Infrastructure Manager of Umhlosinga Development Agency.

8. PROJECT IMPLEMENTATION PLAN The service provider will conduct all tasks to the best of their abilities and liaise with the Infrastructure Manager at Umhlosinga Development Agency.

9. PROJECT OUTCOMES The main objective of this project is to prepare a sub-division and rezoning application for the Mkhuze Regional Airport situated in Mkhuze town, under Jozini Local Municipality.

10. DURATION OF THE PROJECT The project is expected to be completed within four (4) months from the appointment date.

11. VALIDITY PERIOD Four (4) months

12. PAYMENT SHEDULE Payments will be made within 30 days after submission of a valid invoice and final report on the workshop.

(i) Submission of all information and documentation as listed in the Terms of Reference for this appointment. On top of this the following documents for the assessment of the capacity and capability are required and non- submission will reduce the bidder’s chances of appointment: o List of experience with similar projects or airport infrastructure in general, with verifiable references; o In the case of a Joint Venture: Official legal documentation stating the extent of the co-operation;

GUIDELINES FOR EVALUATION ABILITY Bidders to provide proof of current capacity and ability to produce the Capacity required standard of work CAPABILITY Demonstration of competency to render the required service & Competency providing proof of registration with professional bodies such as South African Council for the Architecture Profession (SACAP) etc.

Experience Bidders to provide evidence of similar projects completed recently METHODOLOGY Provide a short description of your intended implementation methodology indicating time frames to complete the work. NOTE: To ensure meaningful evaluation, bidders must submit detailed information in substantiation of the evaluation criteria mentioned.

Submissions will be scored using the scoring table below. This bid will be evaluated on functionality which will determine the capability, ability and capacity of the prospective bidders to provide the required services. A minimum score of 70% must be obtained by the bidder to qualify and may be required to make a presentation of their methodology for their final assessment.
