Chapter 1: Executive Summary

M/s Jai Shree Krishana Cements is an existing 50 TPD cement grinding unit operational since 2017. The unit is situated at plot No.-G-27, RIICO Industrial Area, Sotanala, Tehsil: Behror, District: . The unit now intends to undergo expansion and modernization in its manufacturing unit and as below:

Therefore, the unit will manufacture 300 TPD of cement i.e. Portland Pozzolana Cement (PPC) /Ordinary Portland Cement (OPC)/Composite cement (PSC) after the proposed expansion.

The existing plot area of the unit is 1500 sq.m. However, additional land area of 1710 sq.m. {Plot no. G 26 (B)} will be required for the proposed expansion. The same has been purchased from RIICO. Therefore, the total land area after the proposed expansion will be 3210 sq.m. Land documents are enclosed as Annexure.

The total investment for the project is estimated as Rs 292.73 Lakh after the proposed expansion (existing: Rs. 101.1 lakh + proposed: 191.63 lakh).

Due to the location of State boundary at ~ 3 km. from the project, the project falls under category A of schedule 3 (b) column 3 {Cement plants [<1.0 million tonnes/annum production capacity. All Stand alone grinding units} of Gazette Notification dated Sep 14 th , 2006 and its subsequent amendments. Therefore, the unit requires environment clearance for the proposed expansion & modernization.

• The unit was granted Environment clearance for the exiting capacity vide letter No. J-11011/99/2012-IA II (I) dated 13/04/2016 by MoEF&CC, New Delhi. • Consent to Establish was granted vide File No. F(CPM)/Alwar (Behror)/2690(1)/2017-2018/447-449 dated 21/04/2017 by RSPCB • Consent Operate was granted vide File No. F (CPM)/ Alwar (Behror)/ 2690(1)/194-196 dated 06/04/2018.

Major pollutant emitted from the cement plant is Particulate matter. Various major sources of particulate emission from the proposed cement plant constitute flue gases from kiln/raw mill, coal mill, cement mill and cooler. Other sources of particulate system include limestone crusher, raw material storage cum blending silo, raw coal handling and crushing, clinker stock pile, clinker transport to cement mill, clinker hopper at cement mill section, cement silo and packing machines. All the pollution control equipment in the proposed cement plant is designed for an outlet emission of less than 20 mg/Nm3. It is proposed to install a bag house for raw mill/kiln, bag filter for coal mill and cement mill and ESP. All the pollution control systems will be designed for an outlet concentration less than 20 mg/Nm3. The dust collected from the various pollution control equipment will be recycled in the cement manufacturing process. The other pollutants generated from the cement plant are SO2 and NOx. The unit will have all the required pollution control measures and every effort will be made to mitigate the emissions from the proposed project. Jai Shree Krishana Cements Ltd. follows minimum of air emissions; zero liquid & solid waste philosophy.

The fresh water requirement will be met through RIICO supply. Domestic effluent shall be handled through septic tank, soak pit. There will be no industrial effluent as this is a dry process and no water is required for production hence, no process waste water generation.

The project site is well connected with adequate infrastructure like National Highway, Railway, Airport, telephone, internet, fax, post, etc.

PROJECT PROPONENT

Jai Shree Krishana Cements is a private firm incorporated in 2017. It is classified as Non-govt. Company and is registered at Registrar of Companies, . The proposed unit will have a production capacity of 300 TPD (96,000 TPA) of cement production. The organization was established with a vision to provide highest quality products at the best price for the people of the nation.

2.2 Nature of the Project

The proposal involves production of 300 TPD of Portland Pozzolana Cement (PPC) / Ordinary Portland Cement (OPC) / Composite cement (PSC). The proposed expansion

2.3 Need for the Project

It is expected that, the cement demand in western Rajasthan will grow at much higher rate than the national average. The bulk distribution of cement in the region is likely to see a high growth due to a number of new Ready Mix Concrete (RMC) plants being installed and sizable new projects announced by the Government. Considering this, Jai Shree Krishana Cements proposes to expand its cement production.

2.4 Demand and Supply Gap

Market demand and projections Cement growth is expected to be above the GDP growth of the country, which is expected to be around 8% for the coming years. The Indian cement Industry is poised for a period of significant growth and the demand for cement is expected to match the current availability by the end of the current fiscal. Cement demand has registered a CAGR of about 8.5% over the last decade. In fact, at the current levels of growth, the cement industry may have to add over 90 Million Tons of cement capacity to meet the demand for cement over the next 5 years. Cement companies were operating at levels below capacity in the past but with the demand and supply reaching equilibrium, almost all plants are working at above 90% capacity. The rate of growth in cement demand is growing at a faster pace as compared to the capacity expansion. This will improve the realizations of the industry in the coming year.

Future Cement Demand in Rajasthan The likely demand-supply gap has been calculated based on the estimated future most likely demand as well as the expected growth of cement plants capacity in Rajasthan. Future supply has been estimated based on the assumption that in the year of commissioning a plant is capable of supplying only 50% of its installed capacity and it starts supplying 100% from the next year onwards.

2.5 Imports versus Indigenous Production

India is self sufficient to meet the demands of the market with the GDP projected at 10 % in the coming decades and in view of the infrastructure. Facilities going across the region the growth rate of demand will increase to meet the expansion of new proposal are mooted.

2.6 Export Possibility

The proposed production is very small which can easily be consumed in the local demand and the possibility of export is not there.

2.7 Domestic/Export Market

The entire production is envisaged for the domestic market. On the basis of Cement Manufacturers Association (CMA Rajasthan, FY 10) and market information, Rajasthan receives almost all its cement requirement from plants in the state itself. Only a 2% from Madhya Pradesh is also supplied by Vikram Cement, Jawad which is part of Sirohi (Rajasthan) cluster. The dispatch pattern of cement from Rajasthan in FY10, (as per the CMA), is around 65% of cement to markets in North India viz. Rajasthan, Delhi, Haryana and Punjab. Balance 35% is dispatched mainly to markets in Central India i.e. UP (16%) and MP (6%) and Gujarat (8%).

2.8 Employment Generation

The unit will hire local people to the extent possible. Employment generation will be for about 25(existing: 10 + proposed: 15) people. The project will also increase indirect employment opportunities to several ancillary service providers. *********

3.1 Type of Project

M/s Jai Shree Krishana Cements proposes to undergo expansion and modernization of their existing clinker grinding unit as under:

3.2 Location

3.3 Details of Alternate Sites

No alternate site is required has been examined as this is an existing clinker grinding unit, however, additional land of 1710 sq.m. is required for the proposed expansion and modernization. The project is and will be based on latest and most eco-friendly technology. The unit will be utilizing natural resources like gypsum, limestone, laterite etc. Raw materials like clinker, Fly Ash (Coal based TPP) and slag etc. will be sourced from foundry or steel plant.

3.4 Size / Magnitude of Operation

The proposed project is a small scale industry in an industrially forward District Alwar of Rajasthan. Annual capacity of Cement production will be up to 96,000 MT MT of cement production.

(B) Quantity of Solid Waste to be Generated & Its Management / Disposal: a) Process solid Waste: The main solid waste generated from the cement plant is cement dust collected from various pollution control devices. This generated cement dust is recycled to the process. Hence no solid waste for disposal is available in the cement plant. The HDPE bags will be used for Cement Packaging, unused or spoiled bags will be recycled. b) Municipal Solid waste: The same will be disposed off as per SWMR, 2016. c) Hazardous waste: • Used lubricating oil is used for scraper/screw conveyors internally and the balance quantity will be sold to PCB / MoEF&CC authorized recyclers. • Waste grease will be sold to the PCB’s approved recyclers • Lead acid batteries will be exchanged with OEMs

Chapter 4: Site Analysis

4.1 Connectivity:

• The project site is well connected with state highway, railway, airport, telephone, internet, fax, post, etc. • Nearest town is Behror located at distance of approx. 7 km NNE from the project site. • National Highway 8 is at a distance of about 0.24 km towards W. • railway station at a distance of 27.6 km towards NNW from the project site. • Indira Gandhi International Airport located at a distance of about 113.5 km towards NE from the project site.

4.2 Land Form, Land Use and Land Ownership:

The existing unit is located Plot No.-G-27; RIICO Industrial Area, Sotanala, Tehsil: Behror, District: Alwar Rajasthan. However, additional land area of 1710 sq.m. {plot no. G 26 (B)} will be required for the proposed expansion. The same has been purchased from RIICO. Therefore, the total land area after the proposed expansion will be 3210 sq.m. Land documents are enclosed as Annexure.

Land use: The land had been converted for Industrial use and is bought by M/s Jai Shree Krishana Cements for the purpose of establishing a cement plant.

4.3 Topography:

The topography of the land is flat terrain. No change in topography is envisaged due to proposed expansion project.

There is no Wild life Sanctuary, National Park, Notified eco sensitive areas within 10 km from the project site.

4.5 Existing Infrastructure:

The project is existing 50 TPD cement grinding unit operational since 2017. The plant is now undergoing expansion and modernization. All necessary infrastructure facilities and amenities are present within and around the project premises. However, there will be addition in the land, plant and machinery due to the proposed expansion and modernization. The same will be installed after getting all the prior clearances.

4.6 Soil Classification:

Soil in the region is majorly sandy, highly porous, and permeable.

4.7 Climatic Data From Secondary Sources:

The climate of the district can be classified as semi-arid. It is characterized by very hot summers and very cold winters with poor rainfall during south-west monsoon period. In May and June, the maximum temperature may sometimes goes up to 48 oC.

The potential evapotranspiration rates are quite high, especially during May and June. The total annual potential evapotranspiration is 1502.6mm.

4.8 Social Infrastructure Available:

The project surroundings has well developed social infrastructure within 10 kms radius.

The district has a number of colleges offering courses in professional disciplines such as management, computer applications, etc apart from the conventional courses and hosts a number of Engineering, Medical, Nursing, ayurvedic, and physiotherapy Colleges and Industrial Training Institutes.

The district has several hospitals for providing a comprehensive range of medical services backed by modern technology and trained clinicians.

5.1 Planning Concept:

The proposed expansion and modernization is coming up at the land premises owned by the company. The present status of the project is a well established clinker grinding unit. All the required additional construction and installation of machineries etc. will take place after obtaining the necessary clearances &/ permissions. The plan showing the proposed expansion is detailed at Chapter 3 (Fig. 3.7).

5.2 Population Projection

The unit will hire local people from the nearby villages. The total employment after the proposed expansion will be for about 25 people.

5.3 Land Use Planning:

9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local People Including Tribal Population, if any, in the Area

The employment will increase due to the proposed expansion and modernization project. Locals will be given preference as per their qualification. Approx. 25 (existing: 10 + proposed: 15) persons will get employment. Due to increase in raw material and product transportation activity, indirect employment will be generated. As local people will get job, their living status will increase. Due to rain water harvesting system, coupled with conservation measures adopted by the company, water table level in project area will increase which is beneficial to surrounding farmers. Due to green belt development, aesthetic value of local environment will improve.
