CHAPTER 1

EXECUTIVE SUMMARY

1.1 About the Company / Proponent

Shri. Rajesh P. Timblo is having vast experience in mining and mining allied business and having registered office at B1 – B2, Felecinta Complex, Near Statue Circle, Gogol, Post Box No 785, Fatorda - Margoa, Goa – 403602. Have been granted a mining concession by name of Godbaem Ou Cuttiem (Curpem) Mine (TC No. 63/51) of 19th October 1951 situated at Survey no 2(part) of Govt. Forest land and survey no’s 5(part), 6(part), 7(part), 8(part), 10(part), 12(part), & 13(part) of private lands of Curpem Village, Sanguem District, South Goa District, Goa State of an total extent of 70.7948 ha., as per DGPS survey approved by DMG, Goa.

Originally, this lease was held by Shri. Chandrakant Fondu Naik of , Goa as a mining concession. Lease area constituting of 38.6001 ha of forest land and 30.8744 ha of private lands. As per abolition of Concessions and Declaration of mining lease Act, 1987 by Government of Goa, this mining concession was declared as mining lease under MMRD Act, 1957. There upon the lessee has applied for the renewal of mining lease for the period of 20 years. While pendency of application, by a public will, dated 20.04.2000, the lessee has bequeathed all the rights in the said mining lease in favour of Shri. Rajesh P. Timblo and further on 20.06.2005 the lessee has expired. In view of the aforesaid will, Govt. of Goa has renewed the said mining lease in favour of Shri. Rajesh P. Timblo for a period of 20 years with effective from 22.11.1987 to 22.11.2007 by Order No. 96/385/86-Mines/3521 dated 23.02.2007. Further mining lease was renewed for a period of 20 years with effect from 22.11-2007 to 21.11.2027 vide Directorate of Mines and Geology, Goa, Order No. 96/377/88/llR) - Mines/3243 of 14.12.2009 and corrigendum No. 3273 dated 21.12.2009. Copy of the Corrigendum is enclosed as Annexure No. 1 and copy of the Lease Deed is enclosed as Annexure No. 2.

Approval under section 2 or F(C) Act, 1980 was accorded for 38.6001 ha. vide Government of India, MoEF letter no. F. No. 8-68/2012-FC dated 11.11.2008 and is Co- terminus with the lease period under MMRD Act 1957. Copy of the forest clearance letter is enclosed as Annexure No. 3.

Environmental Clearance to produce 0.1 mtpa. was accorded by MoEF, Government of India vide letter no. J-11015/10/2005-lA.ll (M) dated 30.09.2005 for a period of 2 years during which a detailed Hydrological Report of the area to be carried-out and report to

Accordingly, the Hydrological Report of the area was prepared during 2005 - 06 and submitted to MoEF and condition laid down in the Environmental Clearance was deleted by MoEF vide letter no. l-11015140/2005-IA.II (M) dated 23.07.2007.

DGPS Survey of the lease area has been carried-out as required under IBM circular No. 2/2010 dated 06.04.2010. The extent of the lease as per the DGPS survey is 70.748 ha out of which 37.9602 ha of forest land and 32.8346 ha of private lands. The survey number-wise area addition / deletion after DGPS survey. DGPS survey plan is enclosed as Drawing No. 1.

Due to increase in the export of low-grade ores and as this, mine contains low-grade deposits, lessee has proposed to enhance the production of iron ore from 0.1 mtpa to 0.5 mtpa. Accordingly, the proposal was made and obtained Terms of Reference (ToR) from MoEF vide letter No. J-11015/212/21)09-lA.ll(M) dated 27.10.2009. Later on, Government of Goa, has issued a general moratorium on enhancement of production limit. Hence, the proposal could not be processed further.

The Modifications in the Mining Plan is prepared due to change of lease area after DGPS survey for an area of 70.7948 Ha. and submitted under Rule 17(3) of MCR 2016 for working proposal for the remaining two years i.e. 2016-17 to 2017-18 of 5 years block of 2013-14 to 2017-18 for the production capacity of 0.045 mtpa of iron ore for approval as per the ad-hoc pro rata distribution of production made by Govt. of Goa. A copy of the approval letter is enclosed as Annexure No. 4.

Meanwhile, as per Hon’ble Supreme Court Judgment dated 07/02/2018 in SLA (C) 32138/2015 and Gazette Notification dated 06/04/2018, exiting mining leases has to obtain Fresh Environmental Clearance.

Further, Modification of mining plan with progressive mine closure plan for the production capacity of 4,00,000 Metric Tons/Annum is under preparation under Rule 17 (3) of MCR 2016 and Under Rule 23 of MCDR 2017.

Shri. Rajesh P. Timblo has Authorized Mr. K.A. Narasimhan to file online application and correspondence for Environmental Clearance from MoEF & CC, New Delhi in respect of Godbaem Ou Cuttiem (Curpem) Mine (TC No. 63/51) of Shri. Rajesh P. Timblo and has engaged the services of the METAMORPHOSIS Project Consultants Pvt. Ltd., Bengaluru for obtaining Environmental Clearance (EC) from MoEF & CC, New Delhi. NABET Certificate of Consultant is enclosed as Annexure No. 5.

2.2 Identification of Project

The mine situated at Survey no 2(part) of Govt. Forest land, survey no’s 5(part), 6(part), 7(part), 8(part), 10(part), 12(part) & 13(part) of private lands of Curpem Village, Sanguem District, South Goa District, Goa State of an total extent of 70.7948 ha. 2.3 Employment Generation

Re-commencement of mining operation will help the local community for their livelihood, as the mine requires about 100 employees.

Preference for employment shall be given to local merited / eligible people from the nearby villages. About 500 people will be benefited directly and indirectly.

Operation of mine will support ancillary units such as workshops and other facilities.

The company shall promote education, health care, youth and women-empowerment programs, etc, through its Corporate Social Responsibility (CSR), which shall benefit the local community of the surrounding area.

PROJECT DESCRIPTION

3.1 Location

 Project Proponent: Shri. Rajesh P. Timblo  Mailing Address: B1 – B2, Felecinta Complex, Near Statue Circle, Gogol, Post Box No. 785, Fatorda - Margoa, Goa – 403602.  Mine Location: Survey no 2(part) of Govt. Forest land, 5(part), 6, 7(part), 8(part), 10(part), 12(part) & 13(part) is situated in private land of Curpem Villages, Sanguem District, South Goa District, Goa State.  Total Extent: 70.7948 Ha, as per DGPS survey approved by DMG, Goa (37.9602 Ha of forest land and 32.8346 Ha private lands).  Type of Land: Forest and Private lands.

3.2 Alternative Sites

This is an existing/operating mine. Therefore, alternative site not applicable.

3.3 Geology of the Area 3.3.1 Regional Geology

The area has an undulating topography. Two small mounts occur within the mining lease. One is located in the north-eastern corner of the lease and the other the occupies south-east quadrant of the lease. Broadly the north-eastern portion of the lease area is elevated as compared to the south western part. In the former part, the highest elevation is 125 m RL and in the latter, the general ground level is 84 to 85 m RL. The two mounds form the water divided within the lease area. The valleys trend towards north-east and west-south-west. There are no perennial sources of water within the lease area. The rain water drains into the natural water course existing in the vicinity.

Goa is dominantly covered by the rocks belonging to the Dharwar Super Group of of Archaen -Proterozoic age except for a narrow strip along the north-eastern corner occupied by Deccan traps of upper Cretaceous-lower Eocene age. The general strike of these formations is NNW-SSE. Iron ore formations of Goa belong to the Goa group of rocks, which form a part of Dharwar Super group of rocks, which are of Precambrian age. The Goa Group had been sub- divided into 4 formations namely - The Barcem formation, The Sanvordem formation, The Bicholim formation & The Vagheri formation. The Barcem formation is the oldest

and the Vagheri is the youngest. The iron ore formations occur within the Bicholim Formation of Goa group of rocks. The major rock types within these formations are the

Quartz Chlorite Biotitic Schist’s with lavers of chert, iron oxides, carbonates, metabasalts, metagabbros, quartzite & Limestone. The iron ore formations are found to be included within the Quartz Chlorite Schist horizon. These formations have been intruded by younger intrusive which have been completely weathered and are referred to as clastic dykes. The general trends of this formation conform to the Dharwarian trend.

The iron ore formations are generally capped by thick laterite cap of 15-20mts followed by lateritic lumpy ore. Below the lateritic lumpy ore Zone, lies the powdery ore zones and within the powdery ore zone and within the powdery ore zone, these are numerous clay intercalations. Extensive zones of manganiferous clays with free silica with decomposed quartzite from the footwall.

3.3.1 Local Geology

3.4 Mining Process Description 3.4.1: Method of Mining

Mining will be carried out by mechanized open cast mining method by making benches of 6m height and width of >6m. Excavators will be used for progressing the benches. major portion of the lease area which is already exposed is proposed for iron ore

production and development. Systematic benches are already formed for carrying-out scientific method of mining.

The ore from the pits will be loaded into 10-ton tippers and transported to mobile Crushing/Screening plant. Over all bench slopes will be maintained at 40°.

No Drilling and blasting are proposed, instead eco-friendly Ripper Dozer will be used in hard formations. Waste generated incidental to mining will be dumped in the area earmarked for the purpose.

3.4.2 Extent of Mechanism

The projected maximum production proposed in the mine is 4,00,000 Metric tons and the rejection to be handled will be about 1.2 million tons. To achieve the planned quantity of ore and waste the following machineries are given in Table No. 4.

3.5.4 Transportation

Final products will be transported by tippers to the buyers place. Waste will be transported to the earmarked stock yard for other uses within the lease area.

4.1 Introduction

The Mine is easily accessible by road and the broad gauge railway line is at a distance of 26 kms, Jetty Point located at a distance of 30 kms (approx.) and nearest port is located at a distance of 50 kms.

4.2 Criteria for Selection

The Mine is existing mine with the lease is valid upto 21.11.2027.

4.2.1 Land Availability

Mining is a site specific activity. The area available for mining is 70.7948 Ha., in which 37.9602 Ha of forest land and 32.8346 Ha private lands.

4.2.2 Infrastructure Requirements

Infrastructures like office, rest shelter, road, equipments, weighbridge are existing, the mine is located;

4.3 Salient Features of the Mine and its Location & Accessibility

As the mining is existing / operating as the mining is site specific activity. The mine having valid lease upto 21.11.2027. Forest Clearance is already obtained under Forest Conservation Act, 1980. The mine situated at Survey no 2(part) of Govt. Forest land, survey no’s 5(part), 6(part), 7(part), 8(part), 10(part), 12(part), & 13(part) of private lands of Curpem Village, , South Goa District, Goa State with Toposheet No. 48 I / 4.

CHAPTER 5

PLANNING BRIEF

5.1 Infrastructural & Off-Site Facilities

The Godbaem Ou Cuttiem (Curpem) Mine will have the following Infrastructural & Offsite Facilities.

5.1.1 Facilities

The Godbaem Ou Cuttiem (Curpem) Mine is existing /operating and various infrastructure to re-commission the mining operation are/ will be available as follows;

 Water Supply – shall be provided  Power Supply – shall be obtained from GSEB  Transportation Facilities are available  Office Facilities

5.1.2 Water Facilities

There is no water required for mining activities. Except Dust Suppression, domestic, Plantation/Green Belt and providing mist spray to crushing & screening plant about 120 KLD which will be met from Pit water – within the lease and about 5 KLD is required for Drinking purpose which will be purchased from the private tankers from nearby villages.

Domestic wastewater will be disposed off in CPCB approved Septic Tank and Soak Pit. Sullage water from kitchen will be utilized for green belt development.

5.1.3.2 Rainwater Drainage

Depending upon the contours of the mine, the drainage plan will be planned. The storm water during monsoon will be channelized adequate settling pond/check dams will be provided to ensure effective sedimentation of fine silt.

5.1.3.3 Sanitary Sewage

Domestic wastewater will be disposed off in CPCB approved Septic Tank and Soak Pit. Sullage water from canteen will be utilized for green belt development.

5.1.4 Power Supply

15 KVA power will be required for office building which will be met from Goa State Electricity Board (GSEB). 2 No’s of 150 KVA DG sets are provided to ensure the proper data backup, in case of power failure.

5.1.5 Transportation

Transportation arrangement for the workers shall be provided for their commuting from mine site. To transport ROM from the mine will be through 10 ton tipper duly covered with taurpalin to avoid spillage of previous ore and dust suppression.

5.1.5.1 Internal Transportation

Internal movement of skilled labour transport arrangement will be provided within the lease area. The waste generated incidental to mining operation will be moved by dumpers / tippers to rejection dump area.

5.1.6 Other Facilities 5.1.6.1 Fire Fighting Facilities

Sufficient fire-fighting instruments will be installed in fire prone locations such as office premises, workshop premises, fuel storage area, etc. All statutory personnel are being provided with first aid and fire fighting training as per DGMS requirement. Other technical staff will be given awareness-training programme at regular interval.

CHAPTER 6

ORGANISATION AND MANPOWER

6.1 Manpower

Efficient management of the unit requires judicious manpower planning, selection of Qualified and experienced personnel and appropriate organizational structure, clearly defining functions and responsibility of managerial and supervisory staff.

The manpower requirement in accordance with the targeted production of mine operation has been estimated on the following consideration:-

 The estimated production and productivity level which is achievable in various sections of the plant with the proposed plant and machineries.  The total number of statutory and non-statutory personnel required to perform various duties associated with the different processing steps.

A preliminary estimate of the manpower requirement allowing for leave, absenteeism, sickness and holidays for smooth and efficient operation of various sectors of the plant has been prepared purely on technical and managerial grounds primarily to indicate the order of manpower requirement. It would be emphasized that manpower requirement will have to be reviewed at time of commissioning of the plant. Further, implementation of industrial laws and regulations and location factors of labour employment will also have to be considered. In order to operate and maintain plant facilities, including its technical general administration needs, estimated manpower requirement is estimated to be 100 persons.

Company has already appointed key personnel for the project. The Company has also appointed many middle and junior level staff who will work to complete the project within the schedule period. Least difficulty is expected in case of unskilled person as the same is available in plenty in the State of Goa. It may be mentioned that the company shall be appointing skilled, experienced and semiskilled manpower requirement in connection with this industry by recruiting people from all parts of the Country.

CHAPTER 7

ENVIRONMENTAL CONSIDERATIONS

7.1 Introduction

The mine is located at a distance of 0.5 km (aerial distance) from the Salaulim dam backwater and 7.5 km from Salaulim dam structure. This mine is located at an aerial distance of 2.5 kms from Netravali Wild Life Sanctuary. The method of mining is mechanized open cast mining.

7.2 Environmental Issues

Major environmental issues of the open cast method of mining are:

 Principal sources of pollution,  The nature of pollution  Proposed measures required for meeting the prevailing statutory requirements of fugitive/ambient emission, wastewater discharge characteristics, noise level, OHSAS etc.

Pollution prevention and control measures for each of the section are enumerated below:

7.3 Pollution Control Measures

7.3.1 Air pollution control

The measures to control the air pollution will ensure the ambient air quality standards as laid down by Central Pollution Control Board. The roads inside the lease area will be maintained, water sparklers are adopted and also green belt will be developed all along the boundary and also either sides of the haulage roads to reduce the dust emissions and ensuring the PUC certificate for the vehicles.

7.3.2 Water Pollution Control

The pollutants present in the surface water/runoff water from the mine will be reduced to acceptable levels by adoption of the following schemes:

 There is no water required for mining activity.  Domestic wastewater will be treated in the Soak Pit and Septic Tank.  Storm Water Drainage –

 Storm water drainage system shall consist of well-designed open surface drains network so that all the storm water is efficiently drained off without any water logging.  Based on the rainfall intensity of the area drainage system shall be designed on the basis of the storm water flow and the depth available at the out fall point so as to ensure no back flow.  Storm water drains shall be provided on both sides of roads. Rectangular drains shall be provided based on the quantity of storm water to be conveyed and depth limitations.

7.3.3 Noise Pollution Control

Various measures proposed to reduce noise pollution include reduction of noise at source, provision of acoustic lagging for the equipment and suction side silencers, selection of low noise equipment, isolation of noisy equipment from working personnel. In some areas where due to technological process, it is not feasible to bring down the noise level within acceptable limits, personnel working in these areas will be provided with PPEs the duration of exposure of the personnel will be limited as per the norms.

7.3.4 Waste Material Management

The waste so generated is of non-toxic in nature. The area earmarked for storage of waste material within the lease area. About 10 million tones of solid waste will be generated during the lease period.

Generated mine waste will be dumped in the area earmarked for the same with effective environmental practices including back filling of inactive mine pits. Dumping will be carried out in a systematic and scientific way. Sufficient protective measures will be taken up to stabilize the dump with technical & biological reclamation.

7.3.5 Green Belt

Adequate green belt will be provided all around the lease area and inside the lease area. Locally available types of trees, which are resistant to pollutants. Year-wise Plantation details are given in Table No 10.

PROJECT SCHEDULE & COST ESTIMATES

8.1 Project Schedule

Modification of mining plan with progressive mine closure plan is under preparation under Rule 17 (3) of MCR 2016 and Under Rule 23 of MCDR 2017.

Meanwhile, as per Hon’ble Supreme Court Judgment dated 07/02/2018 in SLA (C) 32138/2015, exiting mining leases has to obtain Fresh Environmental Clearance. Mining will start, once all the required statutory clearances are obtained.

8.2 Cost Estimate

Since it is a existing mine, operation of HEMMs, construction of canteen & rest shelters to reach the planned production. Approximate project cost is about Rs. 9.5 Crores.

8.3 Economic viability of the project

Mine is an existing mine to mine iron ore of capacity 4,00,000 Metric Tons/Annum. There is a demand for iron ore fines (-10mm), calibrated iron ore (10 - 40mm) and iron ore lumps (+40mm) which will be sold to domestic market and exported to the Foreign Countries like China/ Japan/South Korea. There is good demand in inland countries for Iron ore.
