Estate Leechgate/Illegal Substances We continue to be advised by Chemex International that there are still ‘illegal substances’ coming off the Estate/ We cannot stress more strongly the requirement to ensure that the soak away discharges from certain operators on the Estate are not illegal as in time these will be subject to audit and prosecution. The Environment Agency can probably provide conclusive evidence in Chemex International’s opinion of the sources of the cleaning fluid discharges. We understand hefty fines are applicable for these offences. We cannot turn a blind eye to these non-compliant operators and this will cause the Environment Agency to perform ANPR Cameras Update As stated in the September 2009 newsletter, the installation of the ANPR camera’s has been completed. An assessment of the ANPR’s has been carried out and the Servers have been reprogrammed and upgraded. The Routers have also been upgraded, with improved programme systems. Technology is advancing all the time and the BID aims to maintain optimum performance of the ANPR's at all times, and the ANPR’s appear to be working well The ANPR’s are now being monitored by Homes in Havering from their new purpose built design dedicated CCTV control room, with highly trained staff. HIH have agreed to monitor the first three month period free of charge, to iron our any teething problems. Monthly crime statistics will be made available to the BID in Partnership with the local Metropolitan Police/Safer Neighborhood Teams. The BID is currently working with Homes in Havering to endeavour to put procedures in place to enable the police to access/ action relevant information recorded by the ANPR’s, of criminal activities in the BID area. The ANPRs cover the following locations in the BID area, Ferry Lane North, Ferry Lane South, Marsh Way and Lamson Road . This project has been jointly funded by the London riverside BID and Gateway to Business. The Bid has purchased six radios to be utilised by the BID’s Security Team, along with companies who currently have ‘on site’ static security and the Police. The radios have been programmed and a test survey of the BID area has been carried out to ensure that all areas will be adequately covered by the radio frequency. The Bid is aiming to go “live” with the six radios middle of January 2010, linked to Homes in Havering’s radio base. The plan is to eventually roll the radio scheme out to twelve businesses, thus providing an invaluable link, should any incidents of crime occur in the BID area, with improved response time. • Rainham & Wennington & South Hornchurch Working Party. Update
Rainham & Wennington & South Hornchurch Working Party. Update on the Rainham Compass Programme. Background The Rainham Compass vision, agreed by cabinet in June 2009, outlined the Council‟s ambition for Rainham Village, the London Riverside and the surrounding area. Set around the 4 key points of Village, Enterprise, Community and Riverside, it detailed ambitious plans to preserve and promote Rainham‟s rich heritage while further strengthening the community and providing greater cultural, educational and economic opportunities for local people. A further report to cabinet (see below) in February 2014 set out a five year review of the Rainham Compass and its achievements. The key headline was that over the five years since its inception the Rainham Compass programme had delivered on all [23] of the recommendations relating to specific projects and initiatives as set out in the June 2009 Cabinet report. Also that alongside the main programme of projects identified in the report significant additional regeneration activity has been undertaken and is continuing throughout the Compass area. Recommendation Members are asked to consider the progress and achievements of the Rainham Compass Programme. And Review progress made under each of the four themes at future working party meetings and consider whether work has been completed or where regeneration activity should be continued and intensified. Rainham Compass Themes. 1. Rainham Village. “We want to preserve and add to the attractive heritage of the Village and enhance the quality of life by providing an improved and safer local environment, enriched by educational and cultural opportunities for everyone.” Rainham Village has been the focus of significant regeneration investment and activity, 10 of the 23 original 2009 report recommendations dealt with projects designed to transform the built heritage, public realm and transport infrastructure.
