Someone You Should Know SOMEONE YOU SHOULD KNOW GOVERNOR RALPH L. CARR OF COLORADO IN THE TURMOIL OF WORLD WAR II-AMERICA Kaoru Yamamoto Denver, CO In the aftermath of the Japanese attack on Pearl Harbor on December 7, 1941 , the United States declared war against Japan on December 8, and belatedly issued a parallel declaration against Germany and Italy three days later. In the ensuing turmoil, President Franklin D. Roosevelt signed Executive Order 9066 on February 19, 1942, leading to the wholesale uprooting of West Coast inhabitants of Japanese heritage. The subsequent Executive Order 9102 (March 18, 1942) and Public Law 503 (March 20, 1942) mandated the eviction, relocation, and incarceration of the target populace.1 Close to 120,000 people of Japanese ancestry,2 including 30,000 children, then living in the West Coast states and now classified as "enemy aliens," suffered the exclusion experience for three years in a dozen concentration camps, located in the most desolate, hostile areas of the country.3 More than seventy percent of all those "enemy aliens" had been born in the United States- hence, they were full-fledged American citizens. Someone You Should Know 35 report ofthe U.S. Commission on Wartime Relocation and Internment of Civilians.4 Meanwhile, neither the 160,000 Japanese-lineage Americans in Hawaii nor the 201,000 Italian and German aliens residing in the Western states at the time were subjugated to 5 f similarly discriminatory treatment. Yet, in Colorado at least, this story of national infamy has a solitary hero in the I person of Ralph Lawrence Carr. Born in 1887 in Rosita, a small silver-mining town of south-central Colorado, and schooled in Cripple Creek, a historic gold-mining town west of Colorado Springs, Carr earned a law degree from the University of Colorado. Then he began his practice in Antonito, another small town in south-central Colorado, bordering New Mexico. Thereafter, having progressively held the positions of county attorney, state assistant attorney general, and then U.S. district attorney, Carr was elected the governor of Colorado in 1939 and served two terms through 1943. Under Executive Order 9102, the War Relocation Authority (WRA) had the task of relocating and handling the excluded population of Japanese lineage. In a Salt Lake City meeting on April 7, 1942, the new WRA head, Dr. Milton S. Eisenhower, requested the cooperation ofthe governors offourteen Western states in the resettlement of the displaced people. Governor Carr, who had opposed Executive Order 9066 from the outset,6 stood totally alone in declaring his state's welcome for the evacuees.7 Against overwhelming opposition everywhere, he argued that "one cannot test the degree of a man's affection for his fellows or his country by the birthplace of his grandfather!" Thereafter, even the name of this man of principle has been mostly obliterated from the memory ofboth the general populace and the political circuit. He returned to his private practice as a country lawyer, continuing to fight Americans against "the shame and dishonor of race hatred" he had originally witnessed in small mining towns of Colorado and also against federal infringement upon Constitution-warranted state rights, particularly in relation to the water management issue in the western states. 10 Eight years later, during a re- election campaign for the governorship in 1950, his life was cut short tragically by a heart attack at the age of 63. In the years following his death, even the name of this man of principle was mostly obliterated from the memory of both the general populace and the political circuit. But times change and so can memories. Needless to say, Americans of Japanese heritage never forgot their debt to this exceptional public figure, a fighter and martyr for justice. Over the years, they repeatedly expressed their appreciation and respect for his "courageous stand for Democratic American principle." That phrase was inscribed on a gold watch, presented to Governor Carr at the 1946 Denver convention of the Japanese American Citizens League. In 1974, a plaque honoring him as "a wise, humane man, not influenced by the hysteria and bigotry directed against the Japanese-Americans during World War II" was placed just outside the governor's office in the Colorado capitol by the Japanese community and the Oriental Culture Society of Colorado. In 1976, the centennial year of Colorado statehood, a bust of the governor was built in Sakura Square in downtown Denver, touting him for his "wisdom and courage to speak out on behalf of the persecuted minority." Belatedly in 1996, the Colorado legislature honored Carr for his "efforts to protect Americans of Japanese descent during World War II." Someone You Should Know 37 "Person of the Century" for his "humane leadership during one of the nation's most troubled times."11 In the same year, another memorial was placed on the capital ground of Colorado as "a remembrance of Governor Carr and Those Americans Who Passed f through the Gates of Amache ... to secure the blessing ofliberty."12 This was under the I joint auspices of the Colorado Bar Association and the Japanese American community. More recently, in 2008, the Colorado General Assembly designated a major north-south highway "Ralph Carr Memorial Highway" (U.S. 285 over the symbolic, ' " 10,000-foot Kenosha Pass, all the way into New Mexico).13 Further, in the fall of 2009, the Denver City Council voted "for the preservation of the home of former Governor Ralph Carr."14 Significant, likewise, was the dedication in May 2013 of the new Ralph L.

    The Courage of Ralph Lawrence Carr By Dennis Payton Knight In 1999, the Denver Post named him Colorado’s “Citizen of the Century.” Had I been around sixty years earlier when he ran for governor in 1939, he likely wouldn’t have even gotten my vote because he was a conservative opposed to the New Deal that was lifting folks much like me from the Great Depression. I am fascinated by the story of Ralph Carr instead because of the legacy of courage he left for my son, whose ancestry on his mother’s side is of pioneers from Japan who came to help build our state a century ago. Maybe he should be an example for modern politicians, too. Carr was born in 1987 in Rosita, a mining town in Custer County. He grew up in Cripple Creek and, after earning his law degree, settled in Antonito, practicing law there for more than a decade. He moved his practice to Denver, and in 1929 President Hoover appointed him to be the United States Attorney for Colorado. He was governor in 1942 when, after the Japanese attacked Pearl Harbor, the government, under President Roosevelt’s executive order, uprooted over a hundred thousand Japanese Americans from farms, businesses and homes on the West Coast to move them to “relocation centers” in California and states to the East. That did not sit well with Wyoming’s Governor Nels Smith who said if anyone of Japanese descent came to his state, they’d be “hanging from every pine tree.” Governor Ratner of Kansas proclaimed, “Japs are not wanted and not welcome in Kansas,” and he would call out his National Guard to keep them from crossing his border.

    CHAPTER 2 BACKGROUND TO JAPANESE AMERICAN RELOCATION Japanese Americans Prior to World War II The background to Japanese American relocation extends to the mid-19th century when individuals of Chinese descent first arrived in the Western U.S. to work as mine and railroad laborers (Appendix B). Discrimination against the Chinese arose soon after because of economic (i.e., unfair labor competition) and racial (i.e., claims of racial impurity and injury to western civilization) concerns. Because a significant portion of California’s population was Chinese (i.e., approximately 10% in 1870), California played a key role in this discrimination. In 1882, U.S. President Arthur signed into law the Chinese Exclusion Act that effectively ended Chinese immigration to the U.S. until 1943 when the U.S. was allied with China in World War II (Commission on Wartime Relocation and Internment of Civilians, 1997). Individuals of Japanese descent began to emigrate in significant numbers to North America’s West Coast in the late 19th century (Appendix B). They came primarily because of the “push” of harsh economic conditions in Japan and the “pull” of employment opportunities in the U.S., partially created by the loss of the Chinese labor force (Commission on Wartime Relocation and Internment of Civilians, 1997). Most of these first generation Japanese or Issei settled in California, Oregon, and Washington where they worked in the agriculture, timber, and fishing industries. In California alone, the number of Japanese immigrants increased from 1,147 in 1890 to 10,151 in 1900 (U.S. Census Office, 1895; 1901). The total Japanese American population in the U.S.

The major series included in the collection are speeches and messages, correspondence, the Executive Record, reports, and miscellaneous. The records date primarily from 1939- 1943, although some correspondence pre- and post-date this range. There is also a separate collection entitled "The Governor's Council of Defense," which has material spanning Carr's term during the first few years of World War II. The "Council of Defense" collection has extensive documentation concerning both World War I and World War II. It comprises 80 cubic feet of records and includes publications; press releases; pamphlets and posters; correspondence; reports; subject files; newspaper clippings; memorandums; as well as numerous other record types. The strengths of the Carr Collection include documents pertaining to World War II and the treatment of Japanese-Americans. Carr spoke out in defense of the civil rights of Japanese-American citizens, arguing that it was inhumane and unconstitutional to place them in internment camps. One such camp, Amache, was located near Granada, Colorado. Besides the larger "Council of Defense" collection, Carr kept another separate group of records entitled "Council of Defense 1941-1943." Included in this material is Carr's correspondence with camp inmates, their family members, and a concerned citizenry. This correspondence sub-series is labelled "Def-Aliens." In Governor Carr's collection, there is also a wealth of material relating to the State Reorganization Act which proposed to increase the economy and efficiency of our State government.

I would not have known how. --Elizabeth Humbargar, on helping Japanese Americans during the war years, The Stockton Record, 1978 2 Introduction The history of the Japanese community in the US during World War II is often retold against the backdrop of the battlefields of Europe and Asia, where Nisei soldiers fought fiercely to prove their loyalty as Americans, or from within the confines of the incarceration centers, where Nikkei families struggled to lead a life of normalcy after being forcibly removed from their West Coast homes. Yet not only are the Nikkei wartime experiences as varied and multifaceted as the thousands of people who endured them, but they also involved many other individuals who were not of Japanese descent, people who, like schoolteacher Elizabeth Humbargar, could do “no different” but join in the struggle. The Japanese community as a whole rallied together in support of one other. But there were also countless individuals outside of this tightly knit community who either on their own or within a group sought fair and just treatment for the Nikkei. They were everyday people—from ministers to teachers to farmers to teenagers—who often endured condemnation from others who viewed those of Japanese descent through eyes clouded by hatred, fear and suspicion. They were ordinary people who took extraordinary measures for people they viewed as their equals and more significantly, as their friends.
