Ireland is giving 671 million in 2010 (i.e.: 0.52 % of GNP) Because: • 2 billion living in extreme poverty under 1.40 per day. • 1 b. chronically hungry. • Almost 10m children under 5 dying from hunger related causes. • 75 m children – without any education.

About the Fund

ƒ Established by Irish Aid in 2005 in memory of the late Irish journalist and cameraman, Simon Cumbers. ƒ To promote better quality coverage of global development issues in the Irish media. ƒ Themes cover global development issues and reflect Irish Aid priorities and the partner countries in which we work.

Simon Cumbers

Simon was a journalist and cameraman from Navan whose career included newspaper and radio reporting in Ireland and reporting and producing for ITN, Channel 4 Daily and the BBC in the UK.

In June 2004, Simon Cumbers was killed by terrorist gunmen while filming for BBC in Saudi Arabia. Simon died at the scene and his colleague Frank Gardner was seriously injured. About the 2010 Rounds

• Two rounds: summer and winter. • Total Fund for 2010: €180,000. Average allocation in 2009: €5,000. • Deadline for applications: 15th October 2010. • Winter round applicants will be informed of judges’ decisions in late December.

Guidelines

Who Can Apply ƒ Media organisations, media professionals and media students. ƒ Collaborative projects between applicants and local service providers are encouraged. ƒ Print, broadcast, photographic and new media projects accepted. Key Requirements ƒ Project must be new. ƒ Commitment to publish from media outlet in Ireland. ƒ Broadcast proposals must be with registered outlets. ƒ Focus on international development themes.

Guidelines

Key Requirements (contd.): ƒ Relevance to Millennium Development Goals.* ƒ No promotion of organisations or agencies. ƒ Funding not awarded for retrospective or capital expenses. ƒ Funding will not cover staff wages, production or printing costs. ƒ Applicants expected to source best value for flights, accommodation, transport etc.

Keep in Mind: ƒ Links with sub-Saharan Africa and / or Irish Aid partner countries will be favoured. ƒ Applications that explore Hunger and / or promote a positive image of Africa are encouraged. ƒ Collaborations between applicants and local service providers in developing country are encouraged. ƒ Always consult with a number of agencies working in the area in developing the project - not just one.

Terms & Conditions

ƒ One project proposal per applicant per round. ƒ Completed application form only with letter of commitment from media. ƒ Funded projects must acknowledge the Fund. ƒ Tax (PPS) number needed. ƒ Applicants awarded €6,350 or more must provide a tax clearance certificate. ƒ Successful applicants are expected to cooperate with fund administrators and participate in showcase activities. ƒ Copyright of final product remains with applicant but materials produced must be available and free-of-charge to Irish Aid.

Judging Panel

There will be a seven-person judging panel, which will be chaired by former RTÉ Director General, Bob Collins. It will include representatives from the following: ƒ The Cumbers Family ƒ Broadcasting Authority of Ireland ƒ Media expert ƒ Irish Aid ƒ Development experts Application Form

Application Form

Project Budget ƒ Breakdown of funding required under the Fund. ƒ Breakdown of costs covered by applicant.

Eligible Costs: ƒ Travel, Subsistence, Car Hire resulting from project. ƒ Overheads: Phonecalls, office expenditure (only overhead costs relating to project; general running costs such as rent will not be funded).

Ineligible Costs: ƒ Retrospective work. ƒ Capital or Equipment costs. ƒ Third-level fees. ƒ Consultant fees to write applications. ƒ Purchase, repair or furnishing of buildings. ƒ Servicing debts or loans. ƒ Staff wages.
