1 Manchester City's Champions League opener postponed after heavy rain (1.03/2) Manchester City's Champions League Group C opener against Borussia Monchengladbach has been postponed following a torrential thunderstorm. Heavy rain saturated the pitch at the Etihad Stadium in the two hours before the scheduled 7.45pm kick-off. Referee Bjorn Kuipers and officials inspected the surface at about 6.55pm and a decision to postpone was communicated around 30 minutes later. City themselves announced the news via Twitter. "Tonight's #UCL match between #mcfc and @borussia_en has been postponed due to adverse weather conditions," a statement read. Although the stadium was largely empty at the time, with most City fans having decided against entering, a number of Monchengladbach supporters, who had taken their positions, booed a public announcement. According to UEFA regulations, officials would make a decision as to when the game would be rearranged within two hours. The protests against the Dakota Access pipeline have drawn international attention, sparking a renewal of Native American activism and prompting the U. S. government to block its construction on federal land, even as the company building the line expressed its commitment to the project on Tuesday. "We were all moved by the spirit to be here," said Linda James Thomas, 59, a Native American who said she attended at the request of the Georgia State Tribe of the Cherokee. S. stocks fell more than 1 percent on Tuesday, with energy stocks slammed by lower oil prices and financials dropping on diminished prospects of a near-term rate hike. The energy index's 2.8 percent slide led declines as oil prices tumbled more than 2.5 percent after both the IEA and OPEC said the global crude glut would persist. Yousafzai's statement comes a week before U. S. President Barack Obama hosts the first U. N. summit on refugees in New York where he is expected to urge leaders to do more to help refugees in countries like Lebanon, Turkey, Jordan and Kenya. "Why do world leaders waste our time with this pageant of sympathy while they are unwilling to do the one thing that will change the future for millions of children? The United States alleges that China doled out $100 billion in "market price support" for the grains, above levels agreed at the Geneva-based WTO. "When other countries flout the rules to try and undercut American workers and farmers, we hold them accountable," Obama said in a statement announcing the action. China is the world's largest producer of wheat and rice, holding significant sway over world markets. Rice, in particular, is a food staple, with important cultural and political significance. Today, China's government has put a premium on agricultural self-sufficiency and safeguarding supply, much to Washington's ire. It believes that Chinese state aid lowers production costs for the country's farmers, making them more competitive around the world. 9 House passes bipartisan resolutions on Israel NEW YORK - The House of Representatives unanimously passed three bipartisan Israel-related resolutions on Monday, honoring the life and work of Holocaust survivor and Nobel Peace Prize recipient Elie Wiesel, encouraging the conclusion of a robust US defense deal with the Jewish state, and highlighting the needs of living Holocaust survivors. 10 10 US and Israel conclude landmark 10-year defense deal The United States and Israel have concluded a landmark aid agreement worth at least $38 billion, the largest pledge to an ally in American history, that will govern their defense relationship through 2028. The memorandum of understanding, negotiated over a year by senior officials in the Obama administration and Netanyahu government, will be announced officially at a signing ceremony on Wednesday at the State Department. "We can't have the executive branch dictating what the legislative branch will do for a decade based on an agreement we are not a party to. 14 The Guardian view on the gig economy: time to get serious about casual work L et us begin with a paradox: more people are in work than at any time in British history, yet British workers rank among the most insecure and stressed in Europe. They want more hours and better pay. Key to all of this is an apparently new kind of employer, fuelled by billions in venture capital and marked by a new precarity among the people who work for them. The big names are well known to many of us. They deliver packages and takeaways up and down the country and pick up customers who want a lift. They include delivery group Hermes – which, it was revealed this week, faces a probe by Her Majesty’s Revenue and Customs – Deliveroo and Uber. Such businesses are often referred to as the “gig economy”, a term that summons up images of groovy, footloose, free-spirited work. The reality is far more pedestrian and often straightforwardly grim. This is piecework, in which drivers and couriers are paid by the ride or the drop. The wages are highly variable and the protections are threadbare. Some workers might welcome the flexibility and the stepping-stone to better opportunities. For others the gig economy is a trap – a poverty trap. Two months ago, the Guardian found that some couriers for Hermes were getting paid less than a living wage. Peter Jamieson, a driver for the company, recounted how his wife was diagnosed with inoperable cancer and he asked to swap delivery days on his rounds so he could attend her hospital appointments. “They told me everyone has problems … and I would never work for Hermes again … there was no compassion,” he said . The gig economy includes some big names and has drawn in major investment; Hermes commands a fleet of 10,500 couriers such as Mr Jamieson. Deliveroo , which has also been hit by wildcat strikes by drivers, is one of the best-funded startups in Europe. Out of the 2.6 million people who have gained a new job since David Cameron moved into No 10, more than a third – 900,000 – were classed as self-employed. Many of these were not would-be Richard Bransons and Alan Sugars – they were going off into the gig economy. Statisticians do not have a clue about the scale or the scope of the gig economy, just as they do not know precisely how many workers are on a zero-hours contract, that other totem of the new jobs market. The big trade unions that have been gathering at Brighton this week for the TUC congress have largely failed to reach out to this new casualised workforce. Meanwhile, politicians are only just waking up to the fact that the orthodoxy that both Conservatives and Labour have pushed for decades – that work always pays – is wrong. In modern Britain, someone can slog their guts out and still have to go to the food bank or rely on benefits to get by. Against that backdrop, this week’s report into the gig economy by Frank Field is to be welcomed. The MP for Birkenhead has seen how his own constituency lost its industry and the stable jobs that went with it, and got back insecure and low-paid work. His intervention should shame the new business secretary, Greg Clark, into conducting his own full inquiry, but makes some sound recommendations – chief among them that gig companies should “guarantee minimum daily and weekly rates of pay”. New laws do need to be made – but the old ones could also do with being tweaked and enforced properly. HMRC needs more cash and staff so that it can investigate whether employers are paying the minimum wage. With Hermes, the tax inspectors only got going after the Guardian’s investigation. In other cases, they have been prompted by tiny unions such as the admirably scrappy Independent Workers’ Union of Great Britain. While couriers are plainly not employees, it is false to claim that they are “independent contractors” – however convenient it may be for their companies to do so. Better to have a presumption in law that they are “workers” – and to grant them rights to statutory sick pay and redress against unfair dismissal.

18 David Davis's default waffle a model of clarity for foreign affairs committee I t hasn’t been the easiest fortnight for David Davis. Last week, he got slapped down by Theresa May for making up government policy as he went along in the Commons;on Tuesday, he found that the Boundary Commission had put his parliamentary seat at risk. So the last thing the Brexit minister could have done with was an afternoon in front of the foreign affairs committee giving an update on his department’s lack of progress. “While the government may have a majority in the Commons to repeal any EU legislation that may be needed to implement article 50, it almost certainly doesn’t in the Lords,” said committee chair Crispin Blunt. “What steps have your department taken to make sure there is no delay?” “None whatsoever,” Davis replied confidently. “We have a massive mandate. A very, very big mandate. Possibly the biggest mandate ever. So everything is going to be tickety-boo. Besides, everything is very complicated and I’m certainly not going to spend any time hypothesising about anything as complicated as how the Lords might vote.” Blunt suggested this could be considered negligence, but had more pressing matters to deal with. Such as why the letter he had written to the attorney general in late June enquiring whether all the necessary changes in EU law could be dealt with under a single act of parliament had only been answered that morning by Davis with a “Dear Crispin, I can’t really answer as it’s all terribly tricky, lots of love, David”. “I can’t really answer as it’s all terribly tricky,” said Davis, for once keeping to the letter of the letter. “The simple answer is that it might be and it might not be, depending on what happens in the negotiations that I can’t tell you about as they are top secret. But I can tell you we will be going for the best deal we can possibly get, but if we don’t get it then we will end up with something else. It’s much more complicated than I had thought it would be.” A more forensic committee might have asked Davis why he hadn’t bothered to find out how complicated leaving the EU was going to be before telling everyone how easy it was going to be during the referendum campaign. But the foreign affairs committee doesn’t possess many of the sharpest minds on the parliamentary block at the best of times, and with so many of its members being Brexit supporters it appeared hell-bent on being even less enquiring than usual in order to try and make Davis look a bit less hapless. Conservative Nadhim Zahawi wanted to know when the government would work out what it wanted from its EU negotiations. “Whenever the prime minister says so, but probably some time in the new year,” Davis replied, deliberately not specifying a month or even which new year. “I can assure you, though, that anyone who wants a round table can have a round table. Let me make one thing clear: my job is to give the public what they voted for even if we lied about what they were voting for. I can’t think of any way of making this more exhaustive and complicated, but if I can I will do it. The step between now and then will require qualification.” To the untrained ear, this all sounded suspiciously as if Davis really didn’t have a clue what was going on and was just waffling to kill time, but to Zahawi it was the model of clarity. Incredibly, this was almost the high point of the committee’s proceedings. Conservative Andrew Rossindell was not in the slightest bit interested in any trade negotiations. He just wanted to know when Britain would get its old blue passports back. Little things please little minds. Daniel Kawczynski was even more desperate. He begged Davis to stop the EU forming its own army even though we were leaving the EU and would have no say in it one way or the other. It was almost as if the Conservative members of the committee were going out of their way to achieve the impossible: to make Davis look statesmanlike and on top of his brief by acting like half-wits themselves. The only real questioning came from Labour’s Mike Gapes and Mark Hendrick, but Davis was content to go back to default waffle. He may or may not have been speaking in a personal capacity when he had said whatever he had said though he couldn’t be sure he had said it until the prime minister had told him what was happening. “We’ve worked out some answers,” he offered as belated reassurance. “Only they’re not the ones to the questions anyone has asked.”

Inside Edition stayed in nine upmarket hotels in New York and allegedly found three hadn't changed or washed their bedding before new customers arrived. 24 Syrian ceasefire appears to hold, but aid on standby Aid agencies stand poised to distribute much-needed assistance but say they are awaiting guarantees of security from all parties before beginning their deliveries to hundreds of thousands of desperate Syrians. The Syrian Foreign Ministry says it refuses any entry of humanitarian aid to the city of Aleppo, a priority for aid agencies, unless it is coordinated through the Syrian government and United Nations -- especially aid coming from Turkey, the state-run Syrian Arab News Agency reported. Staffan de Mistura, UN special envoy for Syria, told reporters in Geneva, Switzerland, that there has been a "significant drop in violence" and that the "situation has dramatically improved, with no airstrikes. " He said humanitarian aid has not yet been delivered because the Syrian government hasn't sent a letter of authorization to the United Nations. International Committee of the Red Cross spokeswoman Krista Armstrong said supplies were in warehouses ready to be delivered to rebel-held east Aleppo and other besieged areas as soon as they were cleared to enter. Between 250,000 and 275,000 people in east Aleppo have been cut off from assistance since early July, according to the United Nations. But she said that "there hasn't been a breakthrough in accessing new areas" without any guarantees on security. Jens Laerke, deputy spokesman for the UN humanitarian office, said the United Nations called on all parties to respect the cessation of hostilities "to enable unimpeded, unconditional and sustained access without delay. " "We hope and are prepared to commence those deliveries as soon as we are satisfied that the cessation of hostilities holds and that safe deliveries can be made," he said. 26 'La La Land' set to make beautiful music this awards season The film which stars Ryan Gosling and Emma Stone as Sebastian and Mia, two artists who fall in love in a fantastical Los Angeles filled with singing and dancing, added to the list of accolades it has already gotten on Monday when it enchanted audiences at the Toronto International Film Festival. Those in attendance for the screening in Toronto even cheered following some of the film's multiple musical numbers, making the experience feel more like a Broadway show than a movie. The film, which was directed by Damien Chazelle and is being distributed by Lionsgate, was easily the most anticipated film of the festival. It came into Toronto having garnered acclaim from a number of movie critics and even Tom Hanks. Following its world premiere at the Venice Film Festival and screenings at both Colorado's Telluride Film Festival and Toronto, "La La Land" is now on, if not at the top of, many critics lists of early Oscars favorites. Its position on these lists make sense for reasons even beyond the great early reviews. Chazelle's last film, "Whiplash," was the darling of the 2014 season. Plus, Hollywood loves to give awards to films about Hollywood ("Argo," "The Artist," etc.) and as much as this is a love story between the characters played by Gosling and Stone, it's also a love story about Hollywood itself. The Toronto Film Festival was packed with movies that are intensely powerful ("The Birth of a Nation"), emotional ("A Monster Calls") and thought provoking ("Arrival"). But "La La Land" is the one that feels most like Hollywood at its purest. A. traffic.

27 On Eid al-Adha, Syria's children laugh again The celebration of the Islamic holiday of Eid al- Adha, which began on Monday, has provided a long-overdue respite for the littlest victims of Syria's devastating war. Also known as the Feast of Sacrifice, the four-day celebration started with morning prayers and continues with feasts and visits to friends and family. Gifts are exchanged. The second of two major holidays in Islam, Eid al-Adha coincides with a fragile peace brought on by a ceasefire deal brokered by the United States and Russia. The deal calls for a halt to the violence between the Syrian regime and rebel forces. It also allows much-needed humanitarian access to besieged cities such as Aleppo. Aleppo has seen many of its neighborhoods come under fire and more than 6,000 people -- mainly civilians -- killed or injured. But this week at least, the giggles, laughs and excited voices of young children were heard rising from the city's ruins. Children lined up for simple amusement rides and mingled with costumed characters. A decade ago Aleppo was a bustling economic hub boasting more than 2 million residents. Its robust history and ancient architecture drew many tourists. The fighting has been brutal, and many residents have been killed. Others have fled. Those who remained haven't received much aid and are suffering shortages of food, fuel and medicine, a situation that grew only more desperate in July when President Bashar Assad's forces bombarded a major supply artery into the city. Just hours before the ceasefire began Monday evening, airstrikes continued to bombard opposition targets. At least seven people, including three children, were killed in rebel-held eastern Aleppo on Monday, according to UK-based monitoring group the Syrian Observatory for Human Rights. The 44-year-old was attacked by another inmate Rajesh, they said. Officials declined to spell out details of the incident, including the reason for the attack, maintaining that an inquiry by prison authorities was on. Perarivalan is being treated at the prison hospital, police said. Rajiv Gandhi was killed by a suicide bomber at nearby Sriperumbudur on May 21, 1991 and seven persons-- Murugan, Santhan, Perarivalan, Nalini, Robert Payas, Jayakumar and Ravichandran, were convicted in the case. Nalini's death sentence was commuted to life in 2000 following a cabinet recommendation and appeal by Rajiv's wife, Sonia Gandhi. The Supreme Court had commuted the death sentence of Murugan, Santhan and Perarivalan in February 2014 following delay in deciding on their mercy plea. The Tamil Nadu government had in March this year decided to remit the sentences of all the seven convicts. However, the matter soon went to the Supreme Court and is pending there, with the Central government questioning the State's powers to grant remission to them on specific grounds.

34 34 'Disloyal' Labour MPs could be forced out in boundary shake-up, it is claimed A member of Labour's ruling National Executive Committee has suggested the party may use a massive shake-up of constituency boundaries to force out MPs who have been disloyal to leader Jeremy Corbyn. New proposals designed to slash the number of MPs from 650 to 600 will abolish a number of Labour-held seats, including the constituencies of Mr Corbyn and his leadership rival Owen Smith. Corbyn-backing Darren Williams, who joined the NEC earlier this year, said that the process of choosing candidates to fight new or altered seats in the 2020 general election would provided an opportunity to select individuals who are "in tune with the views of ordinary party members". Along with Mr Smith - whose Pontypridd seat is being merged with neighbouring Cynon Valley - Chuka Umunna (Streatham), Yvette Cooper (Normanton, Pontefract and Castleford) and Tristram Hunt (Stoke-on-Trent Central) are among leading Labour moderates facing significant changes which could leave them vulnerable to de-selection attempts by hardline Corbyn supporters. Mr Williams told BBC Radio 4's Today programme: "I think where MPs have consistently demonstrated a disloyalty to the party leader and to the views on which he was elected then I think party members are within their rights to ask whether those MPs should continue to represent them. "I do think the redrawing of boundaries does present an opportunity for the selection of some new candidates who may be more in tune with the views of ordinary party members. " But shadow cabinet member Jon Ashworth insisted the process was "not about deselecting MPs". Mr Williams' comments did not represent "the position of Jeremy or his people", he told Today. Mr Ashworth said the party had "a very clear process" for dealing with boundary changes. "If your seat disappears - like Jeremy Corbyn's seat apparently does - but you have some territorial claim to a neighbouring seat - as Jeremy Corbyn does apparently with the Finsbury Park and Stoke Newington seat - you have the right to contest that seat," he said. "This is not about deselecting MPs. " Aides to the Labour leader insisted there was "every reason to believe" he would be candidate for one of the new seats created by the proposed carve-up of north London constituencies currently held by Mr Corbyn and his close allies Diane Abbott and Emily Thornberry. But Mr Corbyn himself said he was "very unhappy" at the size of the new constituency created by the proposed abolition of the Islington North seat which he has represented for 33 years. Labour has vowed to fight the "unfair, undemocratic and unacceptable" changes proposed by the Boundary Commissions for England and Wales, arguing that the 2015 electoral rolls used to calculate the size of new constituencies were out of date, because they miss out a surge of two million extra voters who signed up to take part in the EU referendum. " The initial proposals for England and Wales, announced on Tuesday, follow those for Northern Ireland which were disclosed last week. Plans for Scotland are due to be published on October 20. Final proposals are due in October 2018 for use in the general election scheduled for May 2020. The number of MPs will be cut from 533 to 501 in England, from 59 to 53 in Scotland, from 40 to 29 in Wales, and from 18 to 17 in Northern Ireland, with the aim of ensuring that each constituency - with the exception of a few island seats - has a broadly similar population. Sam Hartley, secretary to the Boundary Commission for England, denied that the Government had influenced the proposals. He told Today: "It's absolutely not the case. Every MP's view is worth the same as every member of the public's. " Labour's Sadiq Khan warned the party leadership not to use the review to get rid of opponents. The London mayor said: "What this shouldn't be used as an excuse for is either from the Conservative Government to reduce the number of Labour MPs or by the Labour leadership, and I'm sure they wouldn't, to get rid of unpopular Labour MPs. " Mr Khan said the case load of a London MP is "humongous". He added: "I think the Government is making a big mistake reducing the number of Labour MPs in London. And those wishing for space and privacy are in luck as the remote Scottish island is now up for sale for just £300,000 - half the price of an average London home. Don't be put off by the grim name, as the island - off the coast of Orkney - boasts free electricity and its own seal colony. It also includes a one-bedroom cottage, as well as a mill and a stable. The current population of the island is three, making it 800 times less densely populated than central London. Inhabitants of the Holm can reach the mainland by foot, via a seaweed covered causeway, or by car, when the tide is out. Jamie Watson of Savills estate agents said the property allowed a buyer to 'get away from it all' whilst still being able to access amenities. He said: 'Attractions include seal colonies and a wonderful array of nature and wildlife. (AP) — A man convicted in two of Nashville's most notorious cold cases has won a small victory at the state Court of Criminal Appeals. Jerome Barrett will get a new hearing on claims that his attorney was ineffective in a 2009 trial in the murder of Vanderbilt University student Sarah Des Prez more than 30 years before. Barrett will also get a new hearing on a request to independently test DNA evidence. The Appeals Court on Monday found the judge who ruled against Barrett on those claims after a 2015 hearing ignored Barrett's protests that he had never previously spoken to his court-appointed attorney. Barrett is serving a life sentence for Des Prez's murder and a 44-year sentence for the 1975 murder of Girl Scout Marcia Trimble.

38 Detectives in the Stephen Lawrence murder inquiry have received 30 calls and 'significant information' after a Crimewatch appeal Detectives in the Stephen Lawrence murder inquiry say they have received 'significant information' following a new Crimewatch appeal. A reconstruction was aired on BBC1 on Monday night showing the moment the white youths ambushed the 18-year-old in an unprovoked attack in Eltham, south east London, in 1993. Police are hoping to identify a woman whose DNA was found on a bag strap found at the scene where Stephen was stabbed to death. Scroll down for video Officers have stressed the woman is a witness, not a suspect. Detectives are also continuing to appeal for information about another possible witness - a man reportedly seen in a distinctive green jacket with a V emblem near Well Hall Road Roundabout at about the time Mr Lawrence was attacked. The reconstruction – the first on the Lawrence case on Crimewatch – shows the countdown to the tragedy. Two unnamed youths played the roles of Stephen and his friend Duwayne Brooks, who witnessed the murder. Earlier in the day, Stephen was at school at Blackheath Bluecoat School in south-east London, before meeting Duwayne at Stephen’s uncle’s house where they played computer games. Later in the evening, the pair were waiting for a bus in Well Hall Road, Eltham, when a gang approached from the opposite side of the street. They were heard to shout ‘What, what n*****?’ in the direction of Stephen and Duwayne as they ran towards them. Duwayne was able to get away but Stephen was caught and kicked to the ground, where he suffered two horrific stab wounds. Chris Le Pere, the senior investigator in the case, said on Tuesday that the response had been 'positive'. He said: 'Given the length of time this inquiry has been running, I am happy with the positive result. 'Some of the calls hold significant information, and will take time to work through.' He also appealed for a male who rang Crimewatch and Crimestoppers in 2013 to contact the incident room on 020 8785 8310. Mr Le Pere added: 'We are offering a reward of up to £20,000 for information leading to the identification and prosecution of persons responsible for the murder of Stephen Lawrence.' Speaking on Crimewatch, Stephen’s father Neville Lawrence made a desperate appeal for information. He said: ‘I wanted my son to be famous for the buildings he made, not from being dead. ‘One small bit of information can bring it all together. There’s people out there who might just have that one small little detail that will help us put closure on this, around this. 'I’m begging them and asking them, please come forward and give the information and let’s put closure on this long-running tragedy.’ He also relived the heart-breaking moment when a nurse told him and his wife Doreen that Stephen had died. Mr Lawrence said: ‘I remember seeing him on the slab and touching him and thinking he is still warm and it looks as if he is sleeping.’ In January 2012, Gary Dobson and David Norris were jailed for life for murdering Stephen. 39 Russian oligarch leads art donation to Paris museum PARIS (AP) — An exhibition with more than 250 works of Russian and Soviet art, donated by one of Russia's richest oligarchs, opened Tuesday at the Pompidou Center in Paris. Vladimir Potanin, who wasn't present for the formal opening, initiated the donation of the art to France's national modern art museum in a bid to strengthen cultural ties. He has previously described the collection as "a symbolic act that aims to encourage Russian art in living culture. " The 55- year-old's charitable organization, the Vladimir Potanin Foundation, was the main contributor of works to the museum, which houses the best collection of Russian modern art of the first half of the twentieth century, according to Bernard Blistene, Director of the National Museum of Modern Art. "It's not cultural PR," said Oksana Oracheva, the director general of the Vladimir Potanin Foundation. "It's trying to communicate Russia to the world through its soul, not its politics. " The donations came after Potanin shocked Russia in 2010 by saying he'd spend most of his vast fortune on good causes and not on his family — several years before Microsoft founder Bill Gates made a similar pledge. "Mr. Potanin believed that it would be good not to give the entire wealth to his children, not to spoil them with money," Oracheva added. Potanin has been involved in protracted court battles with his wife of 30 years over a divorce settlement. Forbes magazine now ranks him as Russia's fourth-richest with an estimated fortune of $12.1 billion. (AP) — A college student killed herself because the university she attended didn't properly investigate her rape report, her mother said in a lawsuit. William Paterson University officials knew about, but didn't address, sexual violence against students, creating a climate in which such misconduct was tolerated, Marquesa Jackson- Locklear alleged. School officials did not immediately respond to requests for comment from The Associated Press on Tuesday. Jackson-Locklear's 21-year-old daughter, Cherelle Jovanna Locklear, said she was raped at a fraternity house in September 2015, according to the lawsuit filed Thursday. About a month later, Locklear tried to kill herself. After the suicide attempt, she reported the sexual assault to the school's victim services coordinator, the lawsuit said. The coordinator didn't immediately notify campus police, and when the police did hear about it, they didn't conduct an "appropriate and thorough investigation," the lawsuit alleges. The lawsuit says Locklear hanged herself in November 2015. Originally from Jackson, she had been a student at the school in Wayne since 2012. Besides the university and its police force, defendants named in the lawsuit include several school officials and the school's chapter of the Sigma Pi fraternity, where Locklear had said the rape occurred. The AP couldn't locate phone numbers for the fraternity or its leaders, and the organization didn't immediately return a message sent to its Twitter account on Tuesday. Jason Walker, executive director of the Sigma Pi Fraternity International in Lebanon, Tennessee, said he was not aware of the lawsuit and declined comment on the matter. Peter Till, a lawyer representing Locklear's relatives, declined further comment on the litigation. He said the firm usually does not comment on pending litigation and did not want to discuss the matter without Jackson- Locklear being present. He said they were planning to hold a news conference, but it has not yet been scheduled. No charges have been filed in the alleged sex assault.

41 Chile ad thanking military in dictatorship years causes stir SANTIAGO, Sept 13 (Reuters) - A two-page newspaper advertisement in Chile commemorating members of the armed forces killed during the nation's 1973 to 1990 right- wing military dictatorship is causing a stir in a country still divided by its political history. During the dictatorship, which began on Sept. 11, 1973 when military strongman Augusto Pinochet overthrew the elected socialist president Salvador Allende, an estimated 3,200 people were killed and 28,000 tortured by the state. While most Chileans abhor the abuses of the era, a sizeable minority considers Pinochet's government to have been a necessary bulwark against communism. "Forty-three years after the liberation, Chileans grateful to the armed forces and order haven't forgotten the sacrifices they made for the fatherland," read the insert, published in national newspaper La Tercera on Sunday. La Tercera did not say who had placed the insert. The insert, which coincided with the anniversary of the coup, featured photos and details of soldiers and police that it said were killed between 1978 and 1986. Pinochet was president from December 1974 until March 1990. The publication provoked strong reactions on social media and was criticized by journalists who work at Copesa, one of Chile's largest media groups and the owner of La Tercera. "To those of us who are journalists, it seems inconceivable that our newspaper has allowed this kind of anti-democratic propaganda to be published," a statement from the journalists' union said. La Tercera responded that it was committed to freedom of expression for those who chose to purchase advertising space, though it regretted if it had hurt anyone affected by violence during the dictatorship. 42 ESPN: Notre Dame police have 'core powers of the state' INDIANAPOLIS (AP) — An attorney for ESPN says the powers of the University of Notre Dame's campus police mirror those wielded by other Indiana police departments and that its officers are therefore subject to the same laws of disclosure. ESPN wants the police department to release information about the arrest of athletes on campus. ESPN attorney Maggie Smith told the state Supreme Court Tuesday that the ability of university police to arrest and apprehend are "the core powers of the state," meaning the department must comply with state public records laws. Notre Dame attorney Peter Rusthoven argued that those laws don't apply because Notre Dame is a private institution without government functions. He pointed out that Indiana's public access counselor has found three times that private universities' police records aren't subject to Indiana's records laws.

Erhan Havaleoglu, 35, killed 29- year-old social care worker Leighanne Cameron at their former home in West Lothian. Their four-year-old daughter and son, aged 18 months, were asleep upstairs at the time of the attack in October 2015. The High Court in Glasgow had previously heard that the marriage had ended approximately five months earlier. Although the separation was not amicable Leighanne relied upon Havaleoglu to look after the children so that she could work. It was just after she arrived home from work that evening that Havaleoglu carried out the brutal and unprovoked assault and knife attack. Cameron was stabbed 10 times in the neck and twice in the back. After leaving her dying, Havaleoglu drove to Edinburgh where police believe he ditched the weapon and clothes he was wearing, which were never found. But a speck of her blood was found on his shoes and on the front door of his flat - which she had never been to. Her body was found by her lover Philip Kilkenny, who she had been having an affair with for six months before she split with Havaleoglu, the court heard. Mr Kilkenny, 42, found Leighanne's body lying in a pool of blood and called the police, telling them Havaleoglu had 'told her she'd never get to love another man'. Havaleoglu was then arrested but denied murdering his wife five months after they split up, instead blaming the killing on Kilkenny. But a jury saw through his lies and took just under seven hours to find him guilty, by majority, of the 'brutal' murder at the High Court in Paisley. More than a dozen friends and family of Leighanne were in court to hear the verdict, punching the air and shouting 'yes!' as he was convicted. The former soldier was told today the he must serve at least 20 years in jail after being given a mandatory life term. Speaking following the sentencing, Nicky Patrick, Procurator Fiscal for Homicide and Major Crime, said: 'This was a terrible and violent crime that has left two children without a mother and family and friends devastated at the loss of a loved one. 'However the proper investigation of the crime and effective prosecution of the case to the jury has ensured that he now faces a very substantial prison sentence.'

45 Doping-Wada systems hacked by Russian cyber espionage group By Alan Baldwin Sept 13 (Reuters) - Confidential athlete medical data relating to last month's Rio Olympics has been hacked and published by a Russian cyber espionage group with the threat of more to come, the World Anti-Doping Agency (WADA) said on Tuesday. It identified the group as Tsar Team (APT28), also known as Fancy Bear. The www.fancybear.net website said it had information about a number of U. S. athletes, including tennis sisters Serena and Venus Williams as well as multiple gold medal-winning gymnast Simone Biles. "WADA condemns these ongoing cyber-attacks that are being carried out in an attempt to undermine WADA and the global anti-doping system," said director general Olivier Niggli in a statement that did not name any athletes. "WADA has been informed by law enforcement authorities that these attacks are originating out of Russia. " Russian news agencies quoted Kremlin spokesman Dmitry Peskov as saying any possible Russian government or secret service participation in the hacking was "out of question". Russia's track and field team, with the exception of one athlete based in the United States, were banned from the Rio Games in August over what WADA said was a state-backed doping programme. Russian competitors in other sports also had to prove they were clean by meeting several criteria to be eligible to compete in Brazil. The fancybear.net website said the group had hacked the WADA databases and would start by releasing exclusive information on the U. S. team followed later by other national Olympic teams. CONFIDENTIAL INFORMATION WADA said the group was believed to have gained access to its anti-doping administration and management system (ADAMS) via an International Olympic Committee- created account for the Rio Games. Data accessed included so-called Therapeutic Use Exemptions (TUE) issued by sports federations and national anti-doping organisations that allow athletes to take certain substances. "WADA deeply regrets this situation and is very conscious of the threat that it represents to athletes whose confidential information has been divulged through this criminal act," said Niggli. "We are reaching out to stakeholders... regarding the specific athletes impacted. " Niggli added that the hack was "greatly compromising the effort by the global anti-doping community to re-establish trust in Russia further to the outcomes of the Agency's independent McLaren Investigation Report. " The McLaren report described, among other things, how Russians were replacing positive doping samples with clean ones during the Sochi winter Games with the support of the Russian secret service. WADA revealed last month that Russian whistleblower Yulia Stepanova's electronic account had been illegally accessed with a "perpetrator" obtaining details which would normally include her registered whereabouts. 46 Music Review: Amanda Shires explores the meaning of home Amanda Shires, "My Piece of Land" (BMG) Amanda Shires has a fine sense of humor, which may be why a single measure at the start of "My Piece of Land" is propelled by handclaps. They seem odd and out of place, but funny. Soon enough we're on to the main attraction, which is Shires' voice — a distinctive, delicate alto with an uncanny quaver that punctuates the end of a phrase. Her approach is bend but don't break, like a good NFL defense. It's the voice of a performer fully invested in her material, and the 10 songs on "My Piece of Land" warrant such commitment. She wrote them all, with help on two from her husband, fellow singer-songwriter Jason Isbell. The material explores the many definitions of home, and also love, lust and loss. There's not an ounce of flab in the 34- minute set, and varied musical approaches make it seem even shorter. Some tunes are slow and quiet, with Shires' ukulele playing a prominent role, but her humor shows with a Broadway-esque rat-a-tat delivery on "Nursery Rhyme," and Mr. Shires delivers a crank-the-volume solo on "My Love (The Storm). " ''When You're Gone" is radio-ready pop rock, and Shires turns up the Texas twang as she reflects on her youth on "Mineral Wells. " By the end Shires has found a new home, giving the album a happy ending. That's when clapping seems most appropriate.

It will be easier to move around and do more without switching apps, but the changes will take getting used to. The changes are the most dramatic since 2013, when Apple redesigned icons and introduced functions with swipes from various edges. Now, new things happen when you swipe, and you can handle more tasks from the lock screen. If you aren't prompted for the free update Tuesday, go to "Software Update" under "General" in the settings. Once you get it, here are some things to know about using it. ___ NEW GESTURES Swiping up from the bottom edge still gets you the Control Center with quick access to the flashlight, airplane mode and other frequent functions. But it's now split into multiple screens. Once Control Center is open, swipe to the left to get audio and video controls. Swipe left once more to control lights and other accessories through Apple's HomeKit automation system. From the lock screen, you used to be able to access the camera by pulling up from the bottom right corner. Now, you swipe left from the right edge. Swiping down from the top edge still gets you recent notifications, but your widgets and calendars have moved. Now, you get those by swiping right from the left edge. Those widgets join app and news recommendations that were already there. ___ MORE FROM THE LOCK SCREEN The screen now turns on automatically when you lift your phone. You can do much more from the lock screen, such as viewing a photo from a friend or listening to a voice message. Tapping the home button with fingerprint ID will unlock the phone, but won't necessarily get you the home screen. It will allow greater access to messages and other notifications from the lock screen, but you need to press the home button again to get to all your apps. ___ COMMUNICATIONS The Messages app has been redesigned to offer more expression options. After you type your message, hold the blue "up" arrow. You can give the message a "loud" effect, so that it briefly appears huge to the recipient. "Invisible ink" hides the message until the recipient rubs a finger over it. (It's not meant for security, though, as there's no extra passcode once the phone is unlocked.) If you're sending a message to an Android phone or an iPhone without iOS 10, the recipient won't see the desired effect, but rather a note such as "sent with Loud Effect. " You can send animated doodles (hit the heart icon) and handwritten notes (turn your screen horizontally), though recipients without compatible phones will see a static image. Meanwhile, if someone sends you a link, you'll see a preview rather than a link, similar to how it appears on Facebook feeds. ___ APP INTEGRATION The Messages app now has its own app store to get additional functionality, sometimes for a fee. 51 Italy gives details of planned Libya military hospital Italy is to build a 50-bed military field hospital to treat injured Libyan government forces in the conflict-wracked north of the country, ministers said Tuesday. The hospital will be built at Misrata airport and will be protected by a unit of 100 troops. "We are planning to deploy around 300 people, 65 doctors and nurses, 135 logistics staff and 100 for the protection of the hospital," Defence Minister Roberta Pinotti told a hearing of the parliamentary committee for defence and foreign affairs. A C-27 transport plane is to be stationed at the airport in case of a need for emergency evacuations and an Italian warship will provide further security back-up from just off the Libyan coast, Pinotti said. The minister said the Italian contingent would be operational immediately but gave no timetable for having the hospital up and running. Italy was acting on a request made by Libya's UN-backed Government of National Accord (GNA) on August 9, she added. Italy, which has offered to lead a UN-backed peace force into its former colony when conditions on the ground allow, has recently evacuated and treated a number of GNA-loyal fighters who suffered serious injuries during an offensive against Islamic State jihadists in the city of Sirte. As well as trying to eliminate the IS contingent in Sirte, the GNA is facing a new challenge to its authority from a rival administration based in the east of the country and backed by military strongman General Khalifa Haftar. Forces operating under Haftar on Monday took control of a key Mediterranean oil port, after seizing two others at the weekend. The move has raised fears Libya could be on the verge of a new cycle of conflict with analysts saying Haftar is taking advantage of the GNA forces being exhausted by their efforts against IS. But its 45-billion-euro mountain of bad loans is deterring investors from backing it in its third recapitalisation in as many years, according to four leading European fund managers and the investment banking source with knowledge of the matter. Since the private sector- backed rescue blueprint was announced in late July, hundreds of investors had been sounded out about buying stock but interest has been lukewarm, said the source. The source added this had triggered the departure of CEO Fabrizio Viola, who agreed to make way for a new boss to come in to persuade investors to back the cash call. Gennaro Pucci, chief investment officer at London-based investor PVE Capital, said he would not buy shares because, even if a significant proportion of its bad loans were spun off into a special vehicle - as envisaged under the plan - he feared the bank could suffer further losses from remaining soured debt. A similarly sceptical view was expressed by the other three European fund managers who told Reuters they would not be buying Monte dei Paschi equity. They declined to be named, saying their business dealings were confidential. Monte dei Paschi declined to comment. The 5-billion-euro cash call, which under the original plan was to be completed by year-end but now looks set to be delayed to early 2017, is a tall order for a lender that is worth just 679 million euros on the market and has burned through 8 billion euros from two previous share issues since 2014. The bank emerged as the worst performer in European stress tests that showed its capital would be entirely wiped out in a severe economic downturn. Its poor financial health threatens the wider Italian banking system, the savings of thousands of retail investors and the political standing of Prime Minister Matteo Renzi. A financial crisis in the euro zone's third-biggest economy would also risk creating contagion across Europe, a region already reeling from Britain's decision to leave the EU. BONDHOLDERS If the attempt to raise capital from investors fails, it shifts the problem back to the Italian government. But heavily-indebted Italy would struggle to help. Under new EU rules for dealing with bank crises, any state bid to help would require penalising the banks' bondholders - a politically sensitive issue as many ordinary Italians own such debt - before any taxpayer money can be used. The government is also reluctant to ask for international aid, as that too would require Monte dei Paschi's existing investors to share some losses. Monte dei Paschi's 45 billion euros of gross problematic loans represent around 40 percent of its total loans - a higher proportion than any Italian lender. Under its rescue blueprint, it plans to transfer around 27 billion euros of its worst loans to a special vehicle which, in turn, will seek to repackage and sell them. Even if it succeeds in getting rid of these loans, however, it would be left with billion of euros of so- called "unlikely to pay" loans, meaning it could face further losses. A consortium of banks led by JP Morgan and Mediobanca has made a preliminary commitment to underwrite the bid for fresh cash. However attempts to put the bank back on its feet have been dogged by uncertainty over the outcome of an upcoming constitutional referendum in Italy, and a competing search for fresh money from healthier Italian rival UniCredit. The head of Bank of America Merrill Lynch in Italy, Marco Morelli, is widely expected to take over as Monte dei Paschi's chief executive. Morelli was in Frankfurt on Tuesday to meet regulators at the European Central Bank, a source familiar with the matter said. Information gathered so far seems to indicate that the three -- arrested Tuesday morning in the northern state of Schleswig-Holstein by special police forces -- were brought to Europe by the same organization of smugglers that imported the Paris attackers, German Interior Minister Thomas de Maiziere said in Berlin. Their travel documents also appear to have originated from the same forger, de Maiziere said. The three -- two Syrian teenagers and one man in his 20s, identified as Mohamed A. -- came to Germany in the middle of November 2015 via Turkey and Greece, the German Federal Prosecutor's Office said. Tuesday's arrests come as European security officials hunt for people connected to those who killed at least 130 people in gunfire and suicide bombings at six locations in the Paris area on November 13. European security officials had estimated that 30 to 40 suspected ISIS terrorists who helped support the November Paris attacks are still at large, CNN reported last week. De Maiziere did not say what connection Tuesday's three arrested suspects may have had with the Paris attacks, other than coming into Europe via the same smuggling group that brought in the Paris attackers. Three allegedly came to Germany on ISIS' orders Investigators suspect the three of coming to Germany on the orders of ISIS in November 2015, to either commit an act of terror or to wait for further instructions, the prosecutor's office said. They were charged with being members of a foreign terrorist organization. "She patted out the fire and observed a male standing next to her with a lighter in his hand," police said. The victim, who local media reported was a tourist from Scotland, was not injured and declined medical attention, police said. Authorities did not name her. The suspect fled before officers arrived. On Tuesday, police released video surveillance footage of the suspect, a slim young-looking man wearing a backwards baseball cap walking down a sidewalk. No arrests have been made. The Council on Islamic American Relations has condemned the incident, which it said followed an increasing number of attacks targeting Muslims in the United States. "We direct Joint Secretary (Home), Government of Maharashtra, and other senior officers concerned with the issue to remain present on the next date, i.e September 21 for directions," a bench of justices Naresh Patil and Prakash Naik said in a recent order. The court was hearing a petition filed by Shaikh Abdul Naeem, who raised various issues concerning the criminal administration system. The issues raised by him included tackling the problem of overcrowding in various jails of Maharashtra and assignment of escort officers/constables for producing prisoners before the court for various purposes. The high court sought data regarding delay in serving summons and notices to accused and witnesses in criminal cases by police. It also sought data regarding delay in conducting trials due to want of service of summons on prosecution witnesses by police. The bench further wanted to know in how many criminal cases trials had been delayed due to want of service of summons in the state. Viewing the matter seriously, the judges directed the counsel appearing for the high court, S R Nargolkar, to seek instructions independently from the respective Principal District Judges in the state of Maharashtra. During the course of hearing, the bench heard various issues concerning the Criminal Administration system and also perused the government resolution, circulars, communications issued from time to time by the high court on such aspects. "We have heard Amicus Curiae Niteen Pradhan on certain suggestions. We have also taken into consideration the submissions advanced by the learned public prosecutor M M Deshmukh. We want the prosecutor and the High Court counsel to take instructions from the authorities and make submissions broadly on these issues on the next date," the judges said.

The decision was made on the margins of a historic one-day summit in the Somali capital, which was hosting a top-level African gathering for the first time in more than four decades. Speaking at the close of the summit of the eight-nation IGAD trade bloc, Kenya's foreign minister Amina Mohamed said "the leaders have discussed relations between the two countries and... the Miraa ban will be lifted as of the 14th September. " Khat, which is also known as miraa, is a red-stemmed, green-leafed plant that has a mildly amphetamine-like effect when chewed, like having one too many espressos. Among Somalis it has long had social, cultural and religious uses but it is also frequently abused. Early last week, Somalia's government suddenly banned aircraft that were carrying khat from entering Somali airspace. While it is enjoyed in Somalia, khat is grown in neighbouring Ethiopia and Kenya, both of which have large farming communities relying on its export for their livelihoods. Contacted by AFP, Somalia's transport minister Ali Ahmed Jama Jangeli had refused to give any reason for the ban and no explanation had been offered by any other government officials. "This is a big loss to us," Dave Muthuri, chairman of the Kenya Miraa Farmers and Traders Association said last week. "Farmers are crying because of the loss they are incurring. It caught everyone off-guard," he added. Khat is banned in the US, Canada and most of Europe -- all places with large diaspora Somali communities. But no government or authority has ever succeeded in banning it in Somalia, not the military dictatorship, the warlords nor the Islamic extremists. The one-day summit was the first held there of the IGAD trade bloc since its creation in 1986. 69 Researchers Follow Hunch, Find Long-Sought Shipwreck (Newser) – A crew searching the Arctic has found the second and final lost ship from one of the most renowned polar expeditions in history. Researchers with the Arctic Research Foundation say they have located the HMS Terror off King William Island, reports the Ottawa Citizen. (Coincidentally, it was found in Terror Bay.) The ship and its sister vessel, the HMS Erebus , went down in 1848 after an expedition led by British explorer John Franklin to find the Northwest Passage got stuck in ice. None of the 129 men survived. The discovery of the Terror is notable on several fronts, including its pristine condition. "If you could lift this boat out of the water, and pump the water out, it would probably float," a researcher tells the Guardian. Three panes of glass still guard the captain's cabin. Also of note is how it was discovered: The search vessel detoured miles away from the main group after an Inuit crew member told the captain of seeing a mast sticking out of the ice years ago in this general location. The hunch paid off. And certainly not least, the location of the two ships may now change the narrative of the crews' final days. It has been long thought that the men abandoned their ships near the north end of Victoria Strait and attempted to walk out of the Arctic. Now it appears that at least some of the men reboarded the vessels and tried to sail south. "This discovery changes history," says a foundation official. The theory is that the remaining Terror crew eventually scuttled it intentionally, then boarded the Erebus, which made it another 50 miles or so south. (The Erebus was found two years ago.)

70 Silicon Valley online course to mint self-driving car engineers By Heather Somerville SAN FRANCISCO, Sept 13 (Reuters) - Silicon Valley is creating a crash course in self-driving car technology to address a shortage of engineers with help from a startup in a different field: online education. Nearly every major tech company, car company and ride services company, it seems, is developing or partnering with developers of self-driving technology, from Google parent Alphabet Inc to Tesla Motors, General Motors Corp and Uber Technologies Inc, creating an insatiable demand for the people teaching the machines to think. In about a year's time, a Lincoln sedan will be driving itself from Mountain View to San Francisco, using software developed by 250 or so students enrolled at education start-up Udacity, if all goes according to plan. Udacity bought the Lincoln already equipped with the digital interface needed in autonomous vehicles; students will write the code. Udacity's course, which costs $2,400 for three, 12-week terms, starts next month and was designed by company co-founder Sebastian Thrun, who launched Google's driverless car program. Self-driving truck startup Otto, recently acquired by Uber Technologies Inc, automaker Mercedes-Benz and chip maker Nvidia Corp contributed to Udacity's curriculum. "If you go through this curriculum you are on the bleeding edge of self-driving cars," said Thrun. FAST-TRACK TO JOBS? The aim of the program is a faster path to employment, Thrun said, in a career that has an average salary of $138,000. Mercedes-Benz, Chinese ride-service Didi Chuxing and others agreed to consider Udacity graduates for job openings. The employer pool is growing quickly. Research firm and venture capital database CB Insights has identified 33 corporations working on autonomous cars, including auto makers GM and Volvo, internet giants Baidu and Google, and Silicon Valley companies tech firm Intel and startup ride-service Lyft. "I love people with MIT and Stanford degrees," Thrun said. But "there are a lot of people who can't make it to those institutions. There are entire generations of people who are equally smart and equally capable. " Yet the idea that a certificate from an online training program would secure a job in one of the most difficult emerging technologies strikes some recruiters as very unlikely. A master's degree in computer science from a leading university such as the Massachusetts Institute of Technology or Stanford University is the usual, and still preferred, course. "You'd be hard-pressed to say the Udacity candidate is going to be more qualified because they have some specific knowledge about self- driving cars, versus someone who has a rock-hard degree in computer science or data science," said Dave Carvajal, chief executive of recruiting firm Dave Partners, which fills executive jobs at venture-backed tech companies. HUNGRY FOR TALENT With a scarcity of talent in the workforce, companies have been recruiting directly from universities with strong programs in data science, robotics and machine learning. Carnegie Mellon University suffered an exodus of staff last year after Uber hired away 40 faculty and researchers for its Advanced Technologies Center. Startups, too, are sparring to build autonomous vehicle staff. Varden Labs, a company of fewer than 15 people working on self-driving car technology, is "hiring aggressively" although the field is "very competitive," said co- founder Alex Rodrigues. Technology companies frequently bemoan their struggle to hire qualified engineers, but the challenge is more pronounced in autonomous vehicles, which combines complex technologies such as machine learning and computer vision, and applies them to cars. Startups in particular are struggling to hire against powerhouses such as Apple Inc and Google, say recruiters. "The startups will have to get by with one, two, three or four people who can do it," said Dan Portillo, talent partner at venture firm Greylock Partners. But a small team may be enough for startup success. GM in March purchased Cruise Automation, a three-year-old autonomous vehicle startup with about 40 employees, for about $1 billion. " Tensions between Warsaw and Brussels have grown steadily since the Law and Justice (PiS) party won elections a year ago, introducing a eurosceptic tone to foreign policy, defying Brussels and Berlin on migration and carrying out changes at home that critics say threaten the rule of law. The PiS government says it has a strong public mandate to carry out reforms and accuses the main opposition, the pro-EU Civic Platform (PO), of undermining its own country abroad. 73 Man shot by trooper: 6 months too long to wait for sentence COLUMBIA, S. C. (AP) — The unarmed black driver shot by a white South Carolina trooper as he reached for his wallet during a traffic stop said waiting six months for the officer to be sentenced is far too long. Sean Groubert needs to be sentenced as soon as possible after pleading guilty in March to assault and battery of a high and aggravated nature and needs to receive the maximum 20-year sentence, Levar Jones said at a news conference Monday. Groubert was taken out of the courtroom in handcuffs after his plea. Typically, defendants are sentenced as soon as they are found guilty in South Carolina but in Groubert's case, Circuit Judge Casey Manning asked for a pre-sentencing report before deciding the former trooper's punishment. Groubert has been jailed ever since and the reasons for the delay have not been explained. Jones' shooting was captured on Groubert's dash-cam. Jones had parked his truck and was walking to a Columbia convenience store in September 2014 when Groubert, who spotted a seatbelt violation, demanded his license after pulling up without his siren. Jones was shot after turning back and reaching into his truck. The video shows his wallet fly out of his hands. Groubert's boss fired him shortly after viewing the video. There is no minimum sentence for Groubert's crime. But Jones has created a website with a petition demanding sentencing take place now and that Groubert receive the maximum sentence. He said a South Carolina judge can show that the state takes seriously crimes committed by officers who fire on people when such force isn't justified. "My situation could have set a precedent a long time ago if officers had to think twice before reaching for their firearms because they know there are consequences and repercussions when they become judge, jury and executioners right in the street," Jones said. Behind bars, Groubert is taking medication and seeing a psychiatrist to deal with post-traumatic stress disorder from an on-duty shooting in 2012. His supervisors said Groubert protected the public by chasing a suspect who fired on him during a traffic stop. Groubert was awarded the Highway Patrol's Medal of Valor. Groubert and his wife were arrested for shoplifting in October, and those charges are pending. Jones received a $285,000 civil settlement from the state in the shooting. A message left with Groubert's attorney seeking comment was not immediately returned.

74 UN aid trucks cross into Syria through Turkey: state media Twenty aid trucks on Tuesday crossed the Turkish border and headed toward the divided Syrian city of Aleppo after a ceasefire went into effect, state media said, although the UN could not confirm the report. The trucks carrying UN humanitarian supplies crossed into Aleppo province through the Cilvegozu border gate in the southern Turkish province of Hatay, Anadolu news agency said, citing security sources. Aleppo city lies 60 kilometres (35 miles) from the frontier. At least 40 trucks are expected to cross the border by the end of the day, Anadolu said. No confirmation could be immediately obtained from United Nations officials in Turkey. Turkey has said it was already making preparations to deliver humanitarian aid to Aleppo, where some 250,000 people in the rebel-held east are under government siege. A spokesman for the Turkish Red Crescent told AFP the aid group would start sending trucks to Aleppo from Wednesday, in coordination with the UN. Mustafa Ozbek from Turkey's Humanitarian Aid Foundation (IHH) said the charity had begun dispatching meat to several parts of Syria including the northern city of Idlib, to mark the Muslim feast of Eid Al-Adha. 76 Atlanta Fed president leaving in February WASHINGTON (AP) — Dennis Lockhart, the president of the Federal Reserve's Atlanta regional bank, has announced plans to step down in February of next year. Lockhart is leaving after a decade as president of the Atlanta bank, one of the Fed's 12 regional banks. He says he plans to pursue his interests in public policy, civic work and private business after stepping down on Feb. 28. Lockhart has been a supporter of Fed Chair Janet Yellen's cautious approach to raising interest rates, though he is not one of the voting members of the Fed's policy committee this year. In a speech Monday, Lockhart said he believed economic conditions justified "serious discussion" of a rate hike in September. However, in a separate speech Monday, Fed Board member Lael Brainard urged "prudence" and indicated she was in no hurry to raise rates. Private economists believe December is the most likely time for the Fed to hike rates for the first time this year. Thomas Fanning, the chairman of the Atlanta Fed's board of directors and the president of Southern Company, will lead the committee that will conduct the search for Lockhart's replacement. Marie Gooding, the Atlanta bank's vice president, will serve as interim president if a successor is not found by Feb. 28. Lockhart took over as president of the Atlanta Fed in March 2007 after serving on the faculty of Georgetown University's School of Foreign Service from 2003 to 2007. Before that, Lockhart had been a managing partner of Zephry Management, a private investment firm. Lockhart began his banking career at Citicorp, now Citigroup, where he held various international and domestic positions from 1971 to 1988. They say she forgot about it and left. Four children ages 6 to 8 used the bathroom while the gun was on the toilet. One child told his parent, who told a teacher. 78 Two Staffordshire terrier dogs seized in Perth after mauling a nine-year-old girl had attacked teenager in same park earlier Two Staffordshire terriers have been seized after they viciously mauled a nine-year-old girl as it has been revealed the dogs had attacked a teenager in the same park only three weeks earlier. 17-year-old Celeste claims she was a victim of the dogs at Success Hill Reserve three weeks ago, and has come forward in the hope it will prevent future attacks. 'I was thinking 'why isn't this lady helping me?', she can see that her dogs are hurting me,' she told Nine News. The nine- year-old girl was attacked while playing with her three brothers at the same park, in north-east Perth, on Friday. The two Staffordshire terrier-crosses pinned her to the ground and began to bite her, leaving the girl with serious lacerations to her face, head and right leg. The Staffordshire terrier-crosses were seized by Bassandean Council rangers and taken to the RSPCA late on Monday, Nine News reports. The girl's parent's claim the dog's owner, described as a woman aged between 30 and 40 with blonde hair, had told the girl to 'stop screaming' and to 'stay still' while she was being attacked. Her 16-year-old brother rushed over to fight off the dogs, lifting his sister above his head to keep them away and carried her home. The nine-year-old girl was rushed to Princess Margaret hospital where she had surgery for injuries on her leg that exposed her muscles and tendons and was treated for multiple puncture wounds to her skull. She remains in a stable condition. 'If my son had not put his own safety at risk and fearlessly intervened, it is likely that the dogs would have killed her,' the girl's father told Nine News. The dog's owner allegedly did not have the two dogs on leashes and is said to have told the group of children: 'If you see my dogs coming make sure you stand up.' She could be fined up to $20,000, and the girl's father has called for law changes to make owners more responsible for their dogs' behaviour.

79 Sperm and skin cells 'could one day be fused to create babies' A landmark experiment has opened a window to a sci-fi future in which babies are conceived from skin cells. Scientists admitted that such a scenario was "speculative and fanciful", but did not rule it out in principle. Working with mice, the team produced healthy offspring while bypassing the normal process of fertilising an egg cell with sperm, and without cloning. The extraordinary result means that sperm could potentially be fused with ordinary cells derived from skin or other tissue to create viable embryos. It also raises the possibility of ethically questionable applications that turn nature on its head by doing away with the female side of reproduction. Gay men, for instance, could have babies with each other, and a man could even fertilise his own cells to produce offspring containing a mixture of genes inherited from him and his parents. More realistically, the technique could allow women whose fertility has been wiped out by cancer drugs or radiotherapy to have their own children. While eggs can be frozen before cancer therapy and later fertilised in an IVF clinic, currently nothing can be done once they have been lost. Conception using sperm and somatic cells would also aid the preservation of endangered species, since it avoids the need to recover eggs. Lead scientist Dr Tony Perry, a molecular embryologist from the University of Bath, said: "Our work challenges the dogma, held since early embryologists first observed mammalian eggs around 1827 and observed fertilisation 50 years later, that only an egg cell fertilised with a sperm cell can result in live mammalian birth. " But he stressed that the early work demonstrated only a principle, and major hurdles would have to be overcome before reproduction without egg cells became technically feasible. He added: "This is speculative - it's entirely speculative and fanciful. " For the experiment, the scientists started off by creating "parthenogenote" mouse embryos. These are all-female embryos made without sperm by tricking an egg into developing as if it has been fertilised. Mammalian embryos produced this way usually die after a few days because they lack the right programming. But Dr Perry's team of researchers found that injecting the parthenogenotes with sperm transformed them into normal embryos that went on to produce healthy offspring. The outcome, reported in the journal Nature Communications, is hugely significant because parthenogenotes share much in common with ordinary cells such as skin cells. Both kinds of cell multiply by means of a non-sexual form of cell division known as mitosis. If injecting sperm into a mammalian parthenogenote can produce offspring, theoretically at least it should be possible to achieve the same result using mitotic cells not derived from eggs. The process relies on the sperm cell being reprogrammed in a way scientists previously thought could only occur as a result of egg fertilisation. In the study, 30 mouse pups were born with a success rate of 24%. This compares with a 1% to 2% success rate for offspring created by the Dolly the Sheep method of cloning by transferring DNA to donated eggs. Some of the mice went on to have offspring themselves, and a number had offspring that went on to have their own pups. Fertility is generally seen as a sign of fitness and good health. Dr Perry said his team was planning to take the next step of attempting to produce live offspring from ordinary non-egg cells rather than parthenogenotes. Speaking at a press conference in London, he said: "The practical applications of this as the technology stands at the moment are not very broad. "What we're saying is that these embryos are mitotic cells - mitotic cells are the type of cell that almost every dividing cell in your body is. And therefore potentially one day we might be able to extend what we've shown in these mitotic cells to other mitotic cells. "Will we be able to do that? I don't know. But I think, if it is ever possible, one day in the distant future people will look back and say this is where it started. " Dr Paul Colville-Nash, from the Medical Research Council, which funded the study, said: "This is an exiting piece of research which may help us to understand more about how human life begins and what controls the viability of embryos, mechanisms which may be important in fertility. "It may one day even have implications for how we treat infertility, though that's probably still a long way off. " The parthenogenotes injected with sperm were found to have undergone "distinctive chromatin remodelling", meaning that the protein "packaging" housing their DNA had been altered. Embryologist Professor Robin Lovell-Badge, from The Francis Crick Institute in London, said: "I'm not surprised that the authors are excited about this. I think it is a very interesting paper, and a technical tour de force. And I am sure it will tell us something important about reprogramming at these early steps of development. "

John McCain's forthright message to voters was lettered on his 2000 campaign bus and an airplane eight years later: Straight Talk Express. Their independence is what lands them in the first episode of an intriguing new PBS series about modern presidential campaigns, "The Contenders: 16 for '16. " Each hour-long episode of the series, debuting 8 p.m. EDT Tuesday (check local listings) and airing through Nov. 1, examines two White House hopefuls who, whether they won or lost, left a mark on future races. The approach often makes for political odd couples, with host Carlos Watson teasing out the shared elements of their campaigns. Watson promises "The Contenders" will offer useful perspective on what he calls this year's interesting if "confusing" race. The other candidates included are Howard Dean and Pat Buchanan (Sept. 20); Mitt Romney and Michael Dukakis (Sept. 27); Gary Hart and Jesse Jackson (Oct. 4); Barry Goldwater and Ronald Reagan (Oct. 11); Ross Perot and Ralph Nader (Oct. 18); Geraldine Ferraro and Sarah Palin (Oct. 25) and George W. " In the program, Watson asks McCain how criticizing prominent conservative figures affected his run for office. "Well, I don't think it helped," McCain replies, dryly. The International Olympic Committee said Tuesday that four Russians have been disqualified from the Beijing Games in cases involving turinabol. Maria Abakumova, who won silver in the women's javelin, and Denis Alexeev, who helped Russia's men's 4x400-meter relay team win bronze, have both been disqualified, the IOC said. Britain is set to gain two bronze medals from the disqualifications. In the javelin, Christina Obergfoell of Germany is set to be upgraded to silver and fourth-placed Goldie Sayers of Britain could get the bronze medal. Sayers had a national-record throw in Beijing. The gold medalist was Barbora Spotakova of the Czech Republic. In the men's relay event, Britain finished fourth as the Russian team including Alexeev set a national record. The United States won gold and Bahamas took silver. The other two cases announced Tuesday involve distance runner Inga Abitova, who placed sixth in the women's 10,000, and Ekaterina Gnidenko in cycling. Gnidenko has been disqualified from two track events at the 2012 London Olympics after her sample from four years earlier tested positive. 86 Wembley will not be an excuse for Mauricio Pochettino Mauricio Pochettino has dismissed suggestions Tottenham could struggle with the transition to Wembley when they host Monaco in the Champions League on Wednesday. Spurs are to play their European fixtures at the 90,000-capacity national stadium while their new ground - to succeed White Hart Lane, presently reduced to 32,000 - is being developed. In addition to the change of environment that similarly undermined rivals Arsenal from 1998 to 1999, Spurs will be playing on a bigger pitch. Pochettino's high- intensity pressing and brand of football will likely prove more demanding given Wembley's greater dimensions, but the manager has drilled his players on a new pitch of the same size at their Enfield training ground. "We trust in us," said the 44-year-old, who remains without the injured Danny Rose. "We believe in the way we play and it's a good chance to play on a big pitch. We need to adapt our game. "We feel good at White Hart Lane because it's our home and we need to feel good at Wembley. With two pitches (at the training ground) we designed the same dimensions as Wembley. We change between the pitches to keep the grass at a good level. We use different pitches on different days during the week. "You have more space to play, it's more difficult for the opponent to press you when (there are) more metres to run, but the same for both. " During Spurs' run to the Champions League quarter-finals in 2011, the last time they qualified for the competition, their fixtures at White Hart Lane were particularly crucial. The Clark County School District said Tuesday that students are back at Walter Johnson Junior High School. A few dribbles of the neurotoxin were first found on campus Wednesday morning, prompting a hazmat situation that lasted until 5 a.m. Thursday. It was the largest decontamination effort in the history of the school district and Las Vegas fire department. The U. S. Environmental Protection Agency says the cleanup effort has yielded more than a quarter cup of the element. Officials say the campus has been fully decontaminated though they're still investigating how the mercury got to the school.

88 Tenement Museum is expanding its exhibit on NYC immigration NEW YORK (AP) — The Tenement Museum is expanding its story of immigration on Manhattan's Lower East Side for the first time to include those who settled there in the decades after World War II. In July, the New York City museum is adding an exhibition on Holocaust survivors, Puerto Rican migrants and Chinese immigrants who arrived in the neighborhood after 1945. It's now launched an online tour of their stories. The exhibition will focus on three families who lived at 103 Orchard St., which the museum purchased in 2007. They include the Saez (sy-EHZ') family. A son was the building's superintendent in the 1970s. His mother worked in a garment factory. Until now, the museum has focused on the residents who lived next door at 97 Orchard St. from 1863 to 1935.

89 Zimbabwe protests: Robert Mugabe faces youthful rebels There have been challenges, opposition and violence, but the 92-year-old leader has always known how to deal with dissent and stay in power, frequently using brutal tactics. But now there are protesters, young and leaderless, united by social media. Erstwhile confidants of Mugabe, themselves liberation war heroes, are emerging to challenge him for political leadership. And members of the security forces, so key to maintaining order, are no longer unquestioningly loyal. Are all of the ingredients finally in place for a change in Zimbabwe. MORE: Who could replace Mugabe? "OUR FUTURE IS BEING DESTROYED" That's what the activists would have you believe. They are a new breed for Zimbabwe, growing up under Mugabe, and they seem fearless and ready to be counted. "Let them see us," says Hardlife Mzingu of the Tajamuka campaign. Translated, the movement's name means 'we are fed up'. Unlike previous opposition movements, they don't have a single leader to depend on, who could disappear or be discredited; instead they have social media to reach and unite thousands. "We have a future that is being destroyed in this country. And it is our role in this country to rebuild that future," says Mzingu. "These are young people, across the political divide, across creeds, across social divisions in the country, who have met and resolved they have to fulfill our generational mandate. " That mandate, he says, is to push Mugabe out. For weeks now they've stood up to Mugabe's security forces on the streets of the capital Harare in what are quickly becoming weekly protests. Armed with smart phones, they capture the confrontations. There's the video of the protester dressed in bright red on the steps of the courthouse, turning briefly to face the five riot police that surround him. He raises his arms and they raise their batons, beating him from all sides. "MUGABE MUST GO" It's videos like that, and the countless still images of abuse shared on Whatsapp, that are driving these activists. But they know, for the movement to work, it needs to take hold outside of the capital city and in the rural strongholds of Mugabe's ZANU-PF party. As dusk approaches, we follow them away from our meeting spot at an upscale shopping center and down one of the roads leading outside of Harare. "Wait here," says one of the activists as they slip through the gate of a nondescript cement house. A few moments later they return and invite us in. A crowd of about 30 sits in the backyard as chickens scuttle around. All of them are wearing white "Mugabe must go" t-shirts. They say the t-shirt alone could get them beaten or arrested. "How many people from your area can we count on tomorrow? " one of the leaders asks those gathered. "One hundred? Can we count on that? If you bring 100 people, we'll make sure to provide you with transportation. " "Tomorrow" is another protest planned over social media. The courts have just overturned a government order banning demonstrations for two weeks and the activists don't want to waste any time getting back on the streets, where they expect to face tear gas and worse. "We are not afraid of what will come," says Mzingu. POLICE LOYALTY WAVERS The same court ruling has put Mugabe's security forces on edge. For days we've been trying to set up a meeting with a veteran Harare police officer and now that face-to-face is in jeopardy. He's been called in to another emergency meeting on how to deal with the expected fresh round of protests; he's not sure if he can make it. For more than three decades, Mugabe has used state security to brutally crush dissent. The response from police has always been an unquestioning, unwavering loyalty to him and obedience. But that too is changing and so are our plans. The police officer texts to say he's on his way. He could lose his job or worse, get arrested for what he's about to tell us. But he's determined to talk. We are hiding his identity for his protection. What he says smashes the veneer of unity in Zimbabwe's state security apparatus. "I think people don't know what is actually happening in Zimbabwe, particularly within government institutions like the police, the army," he says. "They see us on the streets beating up people, they think it is from our own liking, but that is not the case. " He says following orders is becoming harder and harder for his fellow officers and that they are being used as political pawns. Demands from Mugabe's ruling ZANU-PF party trump their training, their orders. "We are briefed by our superiors, we are briefed not to beat up people, but when we are on the ground, the instructions changed," he says. Those new instructions, he says, outline a very clear order of escalation. "Eventually we are going to use live ammunition. They talk of the use of tear smoke, they talk of the use of animals, of dogs and horses and the like, and the last one is the use of firearms. In that order. " A presidential spokesman denied allegations that Mugabe's party is ordering the police to attack protesters. "It's not the case," said George Charamba simply. "LIVE AMMUNITION IS NEXT" But the revelations shed a new light on the repeated allegations of abuse by state security in Zimbabwe. Prominent human rights lawyer Harrison Nkomo says that Mugabe is running roughshod over the Zimbabwean constitution, which guarantees the right to protest. "One would want the government to hear those voices and implement on their concerns," Nkomo says in his office, around the corner from where some of the biggest demonstrations have occurred. "But instead we are getting the opposite. We don't want you to say out your views. And how do we make sure you are not heard? We crush you before you express yourself. " When asked if he's afraid someone is going to be killed, the police officer answers without hesitation. "If the momentum of these demonstration continues, I think eventually they are going to use live ammunition. That is my worry. " REVOLUTIONARY ONCE MORE The government appears to be settling in for a battle with street protests, but some say the real danger for Mugabe comes from within. We drive out into Mashonaland, about 90 minutes from the capital, past giant commercial farms growing wheat and citrus. Many of them were taken from white farmers and foreign corporations and handed to Mugabe loyalists under the government's "land reform" program after independence from white rule. One such farm is now owned by Agrippa Mutambara. We arrive as he is giving farm hands orders, gray suit pants hitched over his blue shirt with suspenders. During the bloody liberation struggle of the 1960s and 1970s, Mutambara called himself "Dragon" and he was a key field commander. After independence he took diplomatic posts in the critical ally nations of Cuba, Russia and Mozambique. Now, he has turned his back on Mugabe, saying he is tired of the way the ruling party used fear and intimidation as its main tools. "We attained independence, yes. We were able to exorcise the colonial demon. In its place we also created another demon. Until there is a change in the way that government is run in Zimbabwe, the revolution must continue," he says. It was that outspoken criticism, he says, that caused about 50 Mugabe loyalists to pile out of trucks and cars to try to invade his farm recently. "They said 'you are a traitor,' then some of them started scaling the fence. At that time I took my pistol and cocked it. When I did that, they all went down. " Mutambara is part of a growing number of senior politicians and war veterans who are joining Joice Mujuru's Zimbabwe People First Party. Mujuru, a former Vice President, was turfed out of ZANU-PF in 2014. Now, she hopes to exploit the divisions in the ruling party and the discontent in the country, in the belief that can lead to triumph in the 2018 scheduled elections. A PERFECT STORM Right now, Zimbabweans have a lot to be protesting about. Put simply, the country is running out of cash. Since the hyperinflation of 2009, Zimbabwe depends largely on the US dollar. And the cash liquidity crunch is extreme. Each day, long lines form at banks in the capital, as citizens try to pull out their money. Banks place a cap on withdrawals to avoid a bank run. Former teacher Kudzai Gonorenda, waiting in line outside a bank in Harare, says that makes everyday life almost unbearable. "If you have money in the bank, but you can't access that money, because of the cash crisis, then it is difficult," he said. The government has been struggling to pay its civil servants -- a large chunk of the national budget -- and has paid late or less than usual when it can. Proposals to print a so-called bond note pegged to the dollar have been met with protests and suspicion by the general public. Though the International Monetary Fund does commend the government for making some tough reforms, it says that no more loans will be forthcoming until it clears the $1.8 billion in debt that it holds with multilateral lenders. A deal to get emergency funding, though, is not off the table yet. A NEW ALLIANCE The macro-economic crunch is made worse by a crippling drought that will leave more than four million people in need of help, according to the United Nations. Exacerbated by a punishing El Niño cycle, farmers in large parts of the country have been unable to grow their crops. And the cash-strapped government doesn't have the funding to provide substantial help. One long-time Zimbabwe watcher calls it a "perfect storm. " Among the civil servants who are paid months late, if at all, is the police officer who spoke to us. "Our bosses, they have got allowances that they can actually use to sustain themselves. But for the lower ranks, as in my case, you can't source money from anywhere," he says. It's a thread of anger that we hear time and again in Harare. An anger between the politically powerful haves and the have-nots. And it's creating what could be a new kinship, a new alliance. "The very same people we are beating, some of them are my schoolmates," says the police officer. "Some of them are my friends, or people we live with in the community. "

Three- month copper on the London Metal Exchange closed little changed at $4,650 a tonne, after earlier hitting $4,692, the strongest since Aug. 24. "Weakness in the stock markets is starting to seep into everything else," INTL FCStone analyst Ed Meir said. "We're down about 200 points in the Dow, and it's dragging oil lower, and causing a general sell-off in everything. " "The general theme is nervousness ahead of the Fed meeting next week. If they raise rates, that would obviously mean a stronger dollar, and a general weaker tone in all commodities. " Copper bounced from the previous session's 12-week low earlier in the session after data released overnight showed factory output and retail sales in China, the world's biggest consumer of copper, grew faster than expected last month. "All the metals-intensive data from China was a lot better, so that clearly shows there is stability coming through," Societe Generale analyst Robin Bhar said. "Also, copper inventories have not been rising in recent days. " LME copper stocks, which have more than doubled since the start of June, fell 825 tonnes on Monday, only their second drop since Aug. 19, exchange data showed. LME zinc closed down 1.2 percent at $2,234, while LME tin finished unchanged at $19,050 a tonne. Aluminium , which hit a three-month low of $1,564 a tonne on Monday, closed down 0.2 percent at $1,565 a tonne. Standard Chartered said in a report that China was likely to step up its exports of semi-processed aluminium to global markets this year and carve out a bigger market share, after a revival in prices triggered production restarts. China's semi-manufactured aluminium exports jumped 17 percent on the year to 410,000 tonnes in August. LME nickel closed down 2.4 percent at $9,860 a tonne, while LME lead ended the day up 0.5 percent at $1,893 a tonne. S. stocks are skidding Tuesday after the International Energy Agency said it expects slower growth in demand for oil this year. That's pushing the price of oil down and sending energy companies lower. Banks and phone companies are also falling. KEEPING SCORE: The Dow Jones industrial average gave up 243 points, or 1.3 percent, to 18,149 as of noon Eastern time. The Standard & Poor's 500 index fell 32 points, or 1.5 percent, to 2,126. The Nasdaq composite lost 66 points, or 1.3 percent, to 5,145. After two months of quiet trading, stocks are on track for their third big move in a row, after a big drop Friday and a rally on Monday. OIL: Crude prices fell Tuesday after the Paris- based International Energy Agency said it believes global demand for oil will grow by 1.3 million barrels a day in 2016. That's 100,000 barrels below the previous forecast. The biggest reason for the change is a more pronounced economic slowdown during the third quarter of the year. Slower economic growth has been a major worry for investors this year. It was a big reason stocks tumbled in January and early February. The price of oil has plunged over the last two years as an enormous supply glut built up while growth in demand slowed. U. S. crude fell $1.26, or 2.7 percent, to $45.03 a barrel in New York. Brent crude, the benchmark for international oil prices, slid $1.02, or 2.1 percent, to $47.30 a barrel in London. The move comes a little more than a year after activist investor Carl Icahn disclosed that he bought a stake in Freeport-McMoRan. Two directors backed by Icahn are now on the company's board, and he has pushed Freeport-McMoRan to spin off its oil and gas business so it can focus on copper mining. Anadarko stock sank 63 cents, or 1.1 percent, to $57.16 and Freeport-McMoRan fell $1.08, or 9.7 percent, to $10. CHIP CHIP, HOORAY: Among the few gainers early Tuesday was chipmaker Intersil, which agreed to be bought by Renesas of Japan. Renesas' offer values Intersil at $22.50 per share, or $3.05 billion. The director of "Stop Making Sense," the landmark 1984 Talking Heads concert film, numerous Neil Young documentaries (including "Neil Young: Heart of Gold") and a Robyn Hitchcock capsule ("Storefront Hitchcock"), Demme has long been training his cameras on stages to capture the visceral thrill of music in action. "I've come to believe, and I kind of felt this when we did 'Stop Making Sense,' that shooting live music is kind of like the purest form of filmmaking," Demme said in an interview. "There's no script to worry about. It's not a documentary, so you don't have to wonder where this story is going and what we can use. It's just: Here come the musicians. Here come the dancers. The curtain goes up. They have at it and we get to respond in the best way possible to what they're doing up there. " Demme was on Tuesday to premiere his latest concert film, "Justin Timberlake + the Tennessee Kids," at the Toronto International Film Festival. The film documents the final Las Vegas concerts in 2015 from Timberlake's two-year "20/20" tour. The film will hit Netflix on Oct. 12. 96 Desperate migrants beg to be put on coaches taking them away from Calais and further INTO France as life in the Jungle camp becomes more dangerous than ever There were emotional scenes in Calais today as migrants from counties such as Eritrea and Sudan queued to board coaches heading for different parts of France. 'Please choose me!' they shouted at officials, while explaining that life in the giant shanty town was more squalid and dangerous than ever. They are being relocated to 160 'welcome and orientation centres' across the country. But the French government move to force thousands of UK-bound migrants out of Calais have prompted claims new 'micro-Jungles' will be created instead. At the moment the Jungle camp in Calais has a population of around 10,000, but the government has vowed it will be destroyed by the end of the year. The ruling Socialists have put aside 12,000 places in units across the country - with their locations spread out as far as the Alps and the southern and western coasts. Government chiefs believe this will address the build-up of migrants in Calais, but opponents have hit out at the plan. Christian Estrosi, president of the opposition Republicans in the Provence region, said the problem is simply being dispersed. He said: 'Nothing authorises the government, just a few months before a presidential election to play the sorcerer's apprentice. 'I oppose creating so many micro-Jungles at the heart of our regions.' In a letter to the government, Mr Estrosi said the move would have 'very serious financial consequences' too. Similar dispersal schemes in the past have seen the migrants simply returning to Calais a few weeks later. Fighting often breaks out between rival gangs, while sanitary conditions regularly threaten to spread serious illnesses. Despite this, coaches with a capacity of 60 could be seen leaving the Jungle with only 20 people on board. This is because of teething problems in the administration of the new centres, which are not yet equipped to handle the vast numbers eventually expected, said sources from the local prefecture. As tempers frayed, CRS riot police were drafted in to protect officials dealing with the queues building up to get on the coaches. Migration will be a big issue when rivals go head to head as France elects a president next May. Right-wing parties including the Republicans, who are led by former head of state Nicolas Sarkozy, want to see all UK-bound migrants sent straight to England.

(AP) — More than 400 students and faculty from a Tennessee school have left their classrooms to serenade a teacher suffering from an aggressive form of cancer. Video of the group singing outside Christ Presbyterian Academy teacher Ben Ellis's home last week has been viewed more than 24 million times after country star Tim McGraw shared it on his Facebook page Saturday. The video shows Ellis watching the group from a window and singing along. The Tennessean newspaper reports the unplanned tribute came after students were told Ellis had decided to discontinue treatment for cancer. The Nashville school classes were stopped and students were taken by bus to Ellis's home. The father of five tells Nashville's WKRN-TV the moment was amazing and made him feel like he "was not alone.
