Dennis Silver, P.E. Registered Professional Engineer 3404 West 2640 South West Valley City, Utah 84119 Tel: (801) 973-7759 Fax: (801) 326-4869 December 28, 2007 Amended July 14, 2008 To add details. Frequency Coordination Frequency coordination was conducted as follows: Each licensee of a STL or ICR system operating in the 942 to 952 MHz STL band was contacted as follows: 1. An E-mail was sent to the email address shown in the on- line license record for the STL-ICR station if available, or to the technical representative or principal at the E-mail addresses shown in the online records for the parent station. In the case where such an E-mail address was not available, or if the E-mail was returned as being undeliverable, the technical representative or principal of the parent station was contacted by telephone. In each case of telephone contact, the responsible party for the parent station agreed that the proposed STL operation by Ruby Radio Corporation would not be a problem for them, and in the case of E-mail contact, a reply email indicating no problem was received or no response was received within 30 days of the notification. No negative responses regarding the proposed STL use were received at any time. Following is the text of the E-mail that was sent to each interested party: “Ruby Radio Corporation is proposing to move Aural STL (AS) stations WPQV604, 945.5 MHz, WQFA328, 951.5 MHz, and add a new Aural STL station on 949.5 MHz. “The existing STL Transmitting stations will be moving about 1.9 km at 351.6° True to a site that is lower in elevation than presently authorized, so the existing terrain shielding toward your receive facility could be expected to increase, with a consequently reduced interfering signal. “Technical parameters for the proposed operation are as follows: “Transmitter Coordinates: WPQV604, WQFA 328: 40° 50' 49.2" N, 115° 44' 49.1" W [NAD'83] Proposed New: 40° 50' 49.1" N, 115° 44' 49.3" W “All: Max ERP: 57.5 dBi Antenna Orientation: 313.7° True Antenna Polarization: Vertical Antenna Beamwidth [-3db]: 12° Antenna Make/Model: Kathrein-Scala PR-950 Transmit Antenna Elevation 5.5 meters AGL, 1554.5 meters AMSL Receive location: 40° 55' 18.6" N, 115° 51' 0.3" Receive Antenna site elevation: 2261 meters Receive Antenna Make/Model: Kathrein-Scala PR-950. Path length: 12 km. “An evaluation made by this office indicates that no interference is expected to licensed STL or Intercity Relay equipment operated by your station. Kindly review the above and reply to this office as to whether you agree that your operation will not be impacted or that interference may be caused. If no response is received within 30 days, it will be assumed that you have no objection to the above proposals. “Dennis Silver, PE E-mail: [email protected] Tel: (801) 973-7759 Fax: (801) 326-4869 Back up voice mail: (801) 326-4868 USPS: PO Box 702392 West Valley City, UT 84170 Terrain Shielding Analysis: (A terrain profile graph from the proposed transmit location to the contact’s receive location was provided where relevant.)
