The Committee in issuing volume XII of the Transactions desire to express their thanks to all those members who, by contributions to the text or by the loan of photographs for re­ production, have assisted the Sub-committee responsible for publications; and they are especially grateful to Mr. Hamilton Thompson, who, in spite of his many pressing and important duties, has found time to write so exhaustive a description of Noseley chapel in medieval times. That Mr. Thompson should show his continued interest in the work of this Society by con­ tributing an article on a subject which he has made peculiarly his own must be a matter of congratulation to all our members. The articles contained in part II are intended to illustrate the two half-day excursions made by the Society in the summer of 1921. They should have included an account of Hallaton, a place full of interest, but this had to be omitted through con­ siderations of expense. It is hoped that a description of Hallaton may be printed in a future volume. With the exception of the article on Noseley which Mr. Hamilton Thompson, working upon Mr. Farnham's researches, has treated at length, the Sub-committee, for the financial reasons stated above, have been compelled to reduce the papers on Potters Marston, Frolesworth and Claybrooke to the 'smallest dimensions consistent with the accounts of those places being intelligible. It is hoped the plans and pedigrees printed with these papers will be found useful by the members. The Committee take this opportunity of reminding mem­ bers of the Society that the cost of publishing a volume of Transactions such as the present one entails a very large drain on the Society's income; they earnestly hope therefore that members will promote the welfare of the Society by getting as many of their friends as possible to join as members, otherwise future volumes of Transactions must be considerably curtailed, a contingency which the Committee would greatly regret. THE 67th ANNUAL REPORT

Your Committee in presenting their Report for 1921 can congratulate the Society on active and interesting work during the past year.

The Meetings have been well attended and the papers read appreciated.

We have lost by death the following valued members: — Colonel G. C. Bellairs, V.D., J.P., for 68 years a subscribing Member of the Society and a Vice President; and the Reverend Hugh Parry, M.A.

Much regret will be felt at the news of the death of Colonel George Clarke Bellairs, V.D., J.P., which occurred at his residence, "Highfield," Southbourne-on-Sea, on Thursday, January 12th, 1922, at the advanced age of 95 years.

George Clarke Bellairs, son of the late Mr. George Bellairs, was born at Narborough on December 12th, 1826; and he thus lived in the reigns of George IV, William IV, Victoria, Edward VII and George V.

One of the leading Archaeologists of the district, he was a prominent Member of this Society, was elected a Member on its formation in 1855, a Member of the Committee on the 10th of September and Hon. Secretary on the 30th June, 1856, in the place of the late Thomas Ingram, Esq., acting as Treasurer to the Society for the long space of over half a century. At one time Colonel Bellairs was a fairly prolific contributor to the Society's publications and his articles were always read with delight and profit, especially those on stained glass in Stockerstone Church, Trinity Hospital, Leicester (2 papers), the great Gateway of the Newarke, Roman Leicester and the Roman Roads of Leicestershire. The funeral took place in the cemetery at Christ Church, Hants. The first portion of the service was held in St. Catherine's Church, Southbourne-on-Sea, the Vicar taking the service. Many relatives and friends attended.

Your Committee much regret the resignation of the Hon. Editorial Secretary, A. Hamilton-Thompson, Esq., F.S.A., and thank him for all he has done for the Society.

Major Freer attended the Congress of Archaeological Societies held at Burlington House on November 29th.

Your Committee recommend that he and the Rev. Canon A. O. James, M.A., be elected as Representatives for 1922.

At a Special General Meeting held at the Church House, Leicester, on Monday, 28th November, 1921, it was unanimously resolved "that Rule 8 be altered as follows : — That the Annual General Meeting shall be held in the month of March in each year in the place of the usual Bi-Monthly Meeting."

Your Committee in presenting their Report for 1922 can once again congratulate the Society on increased activity, much useful and interesting work having been accomplished during the past year. The Meetings have been well attended, the papers read and exhibits being much appreciated.

The annual excursion took place on July 17th, Clifton Camp- ville, Lichfield and Tarn worth being visited by many members under the able guidance of Canon Winckley, and was much appreciated.

Bidlake, Esq., M.A. In November :—A Paper on "The Predecessors and Co­ adjutors of John Nichols the Leicestershire Historian," prepared by C. J. Billson, Esq., M.A., and read by Canon S. T. Winckley. During the year 1922, Part 2 of Vol. XXXV, of Reports and Papers, also No. 1, The Year's work in Archaeology, 1921, as issued by the Congress of Archaeological Societies, have been distributed to members. In addition to these publications, Part 1, of Vol. XII, of our own Transactions dealing with the Pre- ceptory, the manorial and ecclesiastical history of Rothley, and Star Chamber Proceedings relating to Leicester and the Forest of Leicester temp. Henry VIII, has been issued and distributed. The last-named publication, the joint labours of six prominent members, in style and qiiality of printing, and in the completeness of the parochial history included, is admittedly the finest part so far issued, and reflects much credit on the Sub-committee who had charge of its production. Mention must be made of the inception and success during the past year of the Endowment Fund, for special research work, consequent upon the spontaneous proposal and offer of Mr. H. S. Bennett, supported by Mr. T. H. Fosbrooke and others. This promises to be a valuable asset to the Society. During the year the Society has taken an active part in promoting the successfully launched scheme for raising funds to carry out important restoration work at Cathedral. Vlii. LEICESTERSHIRE ARCHAEOLOGICAL SOCIETY.

No important discoveries of local interest have been reported to the Society during 1922. The proposition to widen Peacock Lane, and the threatened destruction of the existing portion of the Grey Friars wall abut­ ting on that thoroughfare, is still in abeyance.

At the Annual Meeting held March 27th, 1922, Mr. G. E. Newill was unanimously appointed Hon. Treasurer of the Society. The thanks of the Society are due to Mr. Newill for his painstaking and successful efforts in collecting so many out­ standing arrears and getting the accounts into excellent order.

Owing to the continual growth of the Society and the additional work placed upon the Hon. Secretaries, and the Hon. Treasurer, a sub-committee was appointed to consider the desirability of having an Assistant Secretary. In October, 1922, this sub-committee recommended the appointment of Mr. H. Hartopp, as Assistant Secretary, until the Annual Meeting of 1923, the payment for his services to be at the rate of £20 per annum. This the General Committee approved at their meeting on October 30th, 1922.

It is gratifying to be able to report that at the close of the year 1922 the names of 305 subscribing members remained on the register.

At a meeting of the Society held on January 29th, 1923, the following resolution was passed unanimously, and was afterwards conveyed to Mrs. Watts : —

"The Committee and Members of the Leicestershire Archaeological Society wish to record their sincere regret for the loss by death of the Rev. J. Wallace Watts, Rector of South Croxton and Vicar of Gaddesby. He was one of the most energetic and valued supporters of the Society. Of his good humoured spirit and willingness at all times to employ his great ability, especially as a Lecturer, in promoting its efficiency, they cannot speak too highly. His successful efforts to increase the general interest in Leicestershire antiquities will be remembered by all." RESTORATION WORK IX.

RESTORATION WORK IN 1922

THE OLD TOWN HALL, LEICESTER

The most interesting restoration work of the past year has been that done at the Old Town Hall. This is still proceeding, and at least another twelve months must elapse before it can be completed. For bringing the unsatisfactory condition of this ancient monument -to the notice of the Estates Committee, our Society is much indebted to Mr. Councillor Snow, upon whose initiative the Committee instructed Mr. T. H. Fosbrooke, F.S.A., one of our members, to inspect the buildings and furnish a report. This was received on the 10th February, 1922, by the Committee, who on the 28th presented their own report to the City Council as follows: — " Your Committee have carefully considered the report and recommend the Council to include a sum of £1,000 in the estimates for General District Rates for the ensuing year to enable an exhaustive examination of the building to be made and such work as may be absolutely necessary for the preservation of the same to be at once proceeded with." This recommendation was adopted and carried unanimously by the Council, and in the following month work was commenced. Mr. Fosbrooke had pointed out in his report the terrible state of decay into which the building had fallen, but it was soon discovered that the condition was far worse than had been an­ ticipated. Some portions were actually dangerous, and it was marvellous how the place had held together. The work had to be carried on by quite a small number of men, and as a matter of fact only four were employed, for one small portion had to be made safe before another could be begun. X. LEICESTERSHIRE ARCHAEOLOGICAL SOCIETY.

Oak beams had been turned into dust by the ravages of beetles, and decay and dry rot were everywhere manifest. A very bad settlement, caused by a leaky downright and visible to this day, had occurred in a storey-post of the Mayor's Parlour; tenons had been draw completely out of their mortices ; and in one case a great beam, supposed to be carrying one of the trusses in the roof, was found, on the stucco being removed, to have entirely rotted through at the base, so that it could be swung like a pendulum. We hope next year to be able to give a full account of the work done, together with a history of the old Hall; at present it will be enough to note a few of the interesting facts disclosed in the course of the work already accomplished : — 1. The Great Hall is of two dates, the eastern part having been erected about 1400, and the rest 60 or 70 years later. 2. Before 1586, the wholeof the western sideof the building consisted of one large room, open from end to end and from floor to ridge ; in that year, the Mayor's Parlour and the rooms over it were constructed by order of the governing body of the town. 3. The staircase block was built in 1586, to give access to the room over the Mayor's Parlour and to the floor in the roof. 4. In 1842 the Petty Sessions were removed from the Exchange to the Gildhall, and the newly organised Police Force was housed there at the same time. The effect of these innovations was disastrous to the building, for which no respect was shown. The Grand Jury Gal­ lery, the stone staircase to the library, the library and hall chimney-breasts, the old heating apparatus, the cells beneath the library, the Chief Constable's house, etc., are all of this period and tell their own tale. It is probable that some of the present wood panelling was brought from the Exchange. 5. In 1876, the Corporation left the Gildhall for the present Municipal Buildings. Since then, a new roof has been RESTORATION WORK XI. placed over the old roof of the Hall, which in other respects is pretty much as it was then, except that the process of decay has had an additional half-century in which to operate.

CASTLE DONINGTON

Church of St. Edward, King and Martyr

The elegant fourteenth century spire of this church, rising about a hundred feet above the tower, is of grey sandstone, octagonal in form, plain and slender, and without enrichment. It is pierced by eight openings facing the cardinal points of the compass, four being single lights about a third of the way down, and four are two-light openings, at about a seventh of the total height above the parapet. A century ago it was found to be in need of repair, and some excellent work was done by a native of the village named George Garton, who rebuilt the structure to the extent of about 25 feet; unfortunately, however, leaving a slight bulge on the south-east side. The repair held good until 1888, when a builder was employed without archi­ tectural supervision, with very unfortunate results, a recent examination revealing a serious condition, to remedy which con­ siderable work has been carried out by Mr. Akiens, of Burton-on- Trent, under the direction of Messrs. Currey and Thompson, Architects, Derby. It was found necessary to take down about 12 feet of the spire. Iron cramps which had been built in, in 1888, had rusted, opening tke joints and fracturing the.stones. New stone was required, and a Tansley Moor grit was adopted. The apex stone has been replaced by one similar to that which existed in 1820 and as shown by old prints. A copper rod, in place of an iron one, runs down the centre of the spire a distance of some 25 feet, where it passes through a strong oak frame. A large copper ball, which was fixed below the weather-cock in 1888, not being part of the original design, has been done away with. Nine years ago the spire was pointed with mastic cement, but as the joints were not sufficiently raked out, the work was XI1. LEICESTERSHIRE ARCHAEOLOGICAL SOCIETY. a failure. The condition of the mediaeval mortar has, however, proved to be the greatest trouble. It was found on examination that the jointing material had perished, and new cement was forced in through the total thickness of ten inches by raking out on both sides. Attention was also given to the stonework at the base of spire next an old settlement, in a similar way. No move­ ment has since taken place. The cost of the repairs, including a new weather-cock and lightning conductor, is about £440.

LOCKINGTON

Church of St. Nicholas

To what extent the abbot and convent of St. Mary de Pratis, Leicester, who were impropriators and large land owners in Lockington, were concerned in building this church, is not know, definitely. The similarity of its tower with that of Youl- grave/ where the abbey owned Meadowplec Grange and a large tract of land, suggests a common origin, at least in the erection of the towers. The beautiful fourteenth century inserted window on the south side of Lockington church might also be attributed to the work of the abbey. Within the last five years it has been found necessary to undertake considerable repairs to the structure of this church. A settlement on the south side of the chancel was arrested by placing concrete under the walls, and the upper part of the east gable has been taken down and rebuilt. The beautiful window referred to was found to be too distorted for renovation or removal, but such repair and reglazing as was possible was care­ fully done. Removal of some comparatively modern plaster revealed a fine single-framed thirteenth century roof, which in the course of necessary repair has been faithfully reproduced, much of the old timber being re-used, and the old Swithland slates replaced. This roof formerly had no tie-beams, but two have now been inserted, in view of the settlement of the walls. RESTORATION WORK Xlll. Last year the roof of the nave was dealt with. This is a fine fifteenth century double-framed firred roof. That is to say, the slope to the ridge is built up by laying wedge-shaped firring pieces on the straight, or but slightly cambered tie-beams. The tie-beams were found to be rotten at the ends, and were in part replaced by new timber with the old mouldings. The lead covering was re-cast and re-used. At some period unknown the roof was re-boarded lengthwise; but rebates were found parallel with the rafters and the original arrangement has been reverted to. A cradle has been constructed to support the remainder of the roof until funds will permit the completion of the work. • Messrs. Currey and Thompson, of Derby, have been the architects concerned throughout the repairs. THE LEICESTERSHIRE Receipts and Payments Account for

RULES

1.—The Society shall be called "THE LEICESTERSHIRE ARCH^EOLOGICAI SOCIETY." 2.—The objects of the Society shall be, to promote the study of Ecclesiastical Architecture, General Antiquities, and the Restoration of Mutilated Architectural Remains within the County ; and to furnish suggestions, so far as may be within its province, for improving the character of Ecclesiastical Edifices, and for preserving all ancient remains which the Committee may consider of value and importance. 3.—The Society shall be composed of a Patron, a President, Vice- Presidents, Secretaries, Treasurer, Auditor, and Honorary and Ordinary Members. 4.—The Patron, President and Vice-Presidents shall be elected at the Annual Meeting of the Society, and their election shall be subject to their payment of the Annual Subscription. 5.—The Members of the Society shall be entitled to propose new Members, either by letter or personally, to be elected at the Committee Meetings ; and Honorary Members shall be ladies or gentlemen who have either rendered signal service to the Society, or are specially learned in the subjects the study of which it is formed to encourage, and shall be nominated by the Committee at one of their Meetings, and proposed for election only at the General Annual Meeting of the Members to be held in March of each year. 6.—Each Member shall pay an annual subscription of One Pound, to be due in advance on the 1st of January every year. No Member whose subscription is more than two months overdue shall be entitled to vote until such subscription has been paid. Any Member wishing to resign must give one month's notice of his intention, and this notice should be sent to one of the Society's Secretaries before the end of November. If any subscribing Member is found to be more than two years in arrear, his or her name shall, after due warning, be removed from the list of Members of the Society. 7.—The affairs of the Society shall be conducted by a Committee composed of the Secretaries, Local Secretaries, Treasurer, and twenty Members, all of whom shall be elected annually ; five Members of the Committee to form a quorum. 8.—The Meetings of the Members shall be held on the last Monday of every alternate month ; one of such Meetings to be held in the month of March to be considered the Annual General Meeting, at which the Annual Report and Statement of Accounts be presented and the Officers and Committee for the year be elected, and such new Rules or alterations in the Rules proposed and made as may be thought necessary : provided always that due notice of such new Rules or alteration in Rules be given by circular to each Member of the Society at least seven days before the Annual Meeting. In addition to the Bi-Monthlv Meetings—so including the Annual Meeting—Public Meetings for the "reading of Papers, &c., may be held as provided for under Rule 12. 9.—The Committee shall have power to fill up vacancies in their number, and also in the vacancies of officers of the Society. RULES XXV11.

10-—The Committee shall elect each year a Chairman, at the first meeting after the Annual Meeting, and shall have power to appoint from year to year such Sub-Committees as appear to be advisable. 11.—The Members of the Committee in any neighbourhood may associate other Members of the Society with themselves, and form Committees for I^ocal Purposes in communication with the Central Committee. 12.—The Public Meetings of the Society shall be holden at such times and places as shall be appointed by the Committee. 13.—The Committee meet at the times and places which they may themselves appoint. 14.—The Secretaries shall be required, on the requisition of five Members of the Committee, to call a Special Meeting of the Society. 15.—Donations of Architectural and Antiquarian Books, Plans, &c., may be received. The Committee shall be empowered to make purchases and procure casts and drawings, which shall be under the charge of the Secretaries. 16.—When the Committee shall consider any Paper, not including accounts of Excursions, which may have been read before the Society, worthy of its being printed at its expense, they shall request the author to furnish a copy, and shall decide upon the number of copies to be printed, provided always that the number be sufficient to supply each Member with one copy, and the author with twenty-five copies. All other questions relating to the publishing Plans and Papers and illustrating them with engravings, shall be decided by the Editorial Secretary, subject to the approval of the Committee. 17.—The Committee may every year publish, or join with other Architectural and Archaeological Societies in publishing, for circulation among the Members, Transactions to contain descriptions and Papers connected with the objects of the Society. 18.—On application being made to any M_ember of the Committee, or to the Committee collectively, for the advice of the Society in the restoration of any Church, a Sub-Committee shall be appointed (of which the Incumbent or Resident Minister shall be one) to visit the Church, and submit a report in writing to the General Committee. 19.—All Plans for the building, enlargement, or restoration of churches, schools, or ancient buildings, Sic., sent for inspection of the Committee, be placed in the hands of one of the Secretaries of the Society, at least fourteen days before the Committee Meeting, for the Secretary to prepare a special report thereon. 20.—The Committee shall have power at any Meeting to make grants towards the objects of the Society, provided that if such grant—other than that for carrying out the objects contemplated in Rules 16 and 17— exceed 30s., notice be given in the circular or advertisement calling the Meeting.
