Contract No. CW-4: Construction of Regional Laboratory Buildings (Siem Reap, Pursat, and Title: Preah Sihanouk, and Kratie Provinces)

Deadline for Submission of 20 November 2019, 15:00 hours (local lime) Bids:

1. The Royal Government of Cambodia (RGC) has received a loan from Asian Development Bank (ADB) toward the cost of Road Network Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Public Works and Transport (the "Employer") invites sealed bids from eligible Bidders for the construction of four (4) regional laboratory buildings in Siem Reap, Pursat, Preah Sihanouk, and Kratie provinces. The construction period is 365 calendar days.

3. National competitive bidding (NCB) will be conducted in accordance with the ADB’s Single Stage – One Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• The average annual volume of construction work of the successful Bidder over the last three (3) years shall be: US$2,000,000. • Bidders shall demonstrate experience as prime contractor in the construction of at least one (1) work of a similar nature or complexity equivalent to the works within the last five (5) years with minimum amount of US$1,500,000. • The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be: USS400,000.

The qualification criteria are more completely described in the Bidding Document.

5. 6. A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the address below. To purchase the Bidding Documents in English, eligible Bidders should:

The Bidding Documents may be collected in person at the discretion of the Bidder. Other than payment of non-refundable fee, there are no other conditions for the purchase of the Bidding Documents.

7. Deliver bids: • To the address below • at or before 15:00 hours (local time) on 20 November 2019 • Together with a Bid Securing Declaration as specified in the Bidding Documents.

Late bids will not be accepted.

Bids will be opened in the presence of the Bidders ' representatives who choose to attend in person at the address below at 15:15 hours (local time) on 20 November 2019.

8. The RGC and the Asian Development Bank will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by the RGC and/or Asian Development Bank, if they at any time determine that the firm has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in completing or in executing a contract.
