1. INTRODUCTION

1.1. This Design and Access Statement has been prepared by the Robert Doughty Consultancy Limited on behalf of Wild Jacks Ltd to accompany a Full Planning Application for planning permission for external alterations to Odling’s Butcher shop premises at 54 High Street, Navenby, Lincolnshire, LN5 0ET.

1.2. The applicant company, Wild Jacks Limited, owns Odling’s, the butchers in Navenby, as well as Bakery. Both were purchased by a local family with a view to developing Lincolnshire brands under the new company Wild Jacks Limited.

1.3. The Odling’s site at 54 Road is of a size that reflects the historic context of the business and the new owners wish to focus on rationalising the property. This has led to the need for some minor physical alterations to the buildings, both the office space above the shop and to the meat preparation areas to the rear.

1.4. The property is in the Navenby Conservation Area, which means a Design and Access Statement is a required, even though the physical alterations are minor in nature.

2. APPLICATION SITE AND SURROUNDINGS

2.1. The application site is 54 High Street, which includes the Odling’s Butchers shop at ground level and first floor office accommodation above that has historically been used in connection with the business.

2.2. The northern boundary is characterised by existing residential development. The western boundary is defined by a service yard and ancillary buildings relating to the operation of the butchery. The southern aspect faces a private car park and cold store. The eastern boundary is defined by the main A607 road running north to south through the village.

3. HERITAGE STATEMENT

3.1. The village of Navenby is approximately 8 miles from the City of Lincoln and 9 miles from the town of .

3.2. The Navenby Conservation Area was adopted in 2016 and chiefly encompasses the central area of the Village along the High Street (A607) and curtilage to the west.

3.3. The application site lies within the southern boundary of the Navenby Conservation Area.

3.4. The proposed alterations are limited to the roof of the shop building, whereby a flat roof will be replaced with a slate hipped roof to reflect that existing on the primary building, as well as a new stairwell and minor alterations to doors and the addition of a window at first floor level to the High Street frontage.

3.5. The impact on the Conservation Area as a heritage asset will, therefore, be a positive one.

4. DESIGN AND ACCESS

Use

4.1. The application buildings currently host Odlings Butchery shop with first floor offices and the meat preparation areas.

4.2. The use of the buildings remains unchanged as a result of the proposed physical alterations.

Amount and layout

4.3. The works are limited to the creation of a stairwell to improve access to the first floor, new doorways and a new window, as well as an alteration to the roof.

Scale

4.4. The conversion will maintain the scale of the existing building with the addition of a new hipped roof in lieu of the existing flat roof which is considered an improvement to the street scene given the location of the host building in the Navenby Conservation Area.

Landscaping

4.5. The application site is landlocked with only hard landscaping forming the service area to the west which will remain as existing.

Appearance

4.6. The existing shop building is finished with a rough cast render in a poor state of repair. The intention will be to replace the defective render to receive a paint finish. The new hipped roof will be finished in slate to match the existing.

4.7. A new sash window is proposed to the east elevation which will echo the proportions of the existing windows.

4.8. New cladding is proposed to the meat preparation building.

Access

4.9. It is proposed to form a new access on the south elevation in place of an existing window with new stairs.
