551/0818 The Chair, Cllr. Williams gave the following updates: Chair’s Report He had attended the Panel meeting and given various updates on traffic safety, highways, bonfires. Cllr Trollope-Bellewe had offered to pick up any further concerns with highways. Clarity was given on the litter bins at - the contract states that they will be kept from overflowing at all times (although there is no weekend cover). An extra bin is going to the Blue Anchor end. He also updated on the phone box option.

552/0818 The Clerk, Philippa Harper, reported that: Clerk’s Report • Passes to Cleeve Abbey for local residents were no longer being issued but reportedly local residents can get in for free if they provide a utility bill • Cllr Louise Baker had over passed the SSE bills and Philippa had now contacted SSE to change the contact details 553/0818 Sarah Ellwood, Project Officer, gave a brief presentation on the Steam Coast Trail. Presentation including the following highlights: from Louise • Tarmac was being laid on the 1.1 km stretch from to Dragon’s Ellwood, Steam Cross Coast Trail • In response to councillors’ question, it was confirmed that, working with SUSTRANS, there would be a fence, bollard, signage and narrowing at the Dragon’s Cross end, and barriers at the Washford end. • Warning signs will be put up, 30mph signs and directional signs will go into the lane by Dragon’s Cross. • The bank by Dragon’s Cross would be sprayed with seed to soften the impact P1

• Ditches have been cleared and drainage ditches dug. Pipes narrow to 6” by the railway bridge, to be monitored • The next phase is not yet known, but landowners’ wishes will be respected

Sarah Ellwood welcomed feedback and would share the contact email address with the council. Cllr Lawrence noted that Alan Jones of Highways would like to meet the Steam Coast Team sooner than later.

554/0818 Cllr Lawrence reported from Somerset County Council: Report from • Overall the air quality in Somerset is good, excluding Taunton, East Reach, SCC and WSC Yeovil(part) and Bridgwater • Highlighted the Adopt a Footpath scheme, which Cllr Lillis endorsed • Dillington House will be serving Sunday lunches for £11 a head and holding Christmas events, a service to be used as much as possible • The Council is reviewing public library provision

Cllr Hunt arrived at 7.20.

Cllr Dewdney reported from West Somerset Council: • Consultation for ward boundaries had closed on 27th August 2018, with a mid-October response anticipated • The new council had a stand at Dunster Show • The HPC Park and Ride at Smithyard’s Terminal is nearly complete. It was hoped that parking on the verge would stop once this was done. • There is still funding available through the HPC Small Grants scheme • Cllr Lillis commended the new council building in Taunton Deane, with good technology 555/0818 There were no questions from the public. 557/0818 Weight limit signage at Blue Anchor Action Points Has not arrived. Cllr Smith that reported some cars park for a week, Cllr Dewdney from previous recommended reporting it to Customer Services or Rachel Mulcaire Cllr Smith meetings Housing Needs Survey The Clerk had met the Withycombe Clerk, who confirmed that Withycombe Parish Council had not formally agreed to proceed, pending a meeting on 3rd September. The Clerk was awaiting news, and any other options to proceed which would not entail the Parish acting as fund holder for the project. Clerk Washford Road Safety and Wig-Wags No news. Cllr Lillis reported that Walnut Tree Corner is now a statistic following a major incident with Police and Ambulance. Slow Down signs could be considered.

Cllr Duncan will complete the leaflet delivery spreadsheet and draft the strategy. Washford has the second highest increase in the county in volume of traffic. Crossings may not be feasible. Slipway and Land erosion, Blue Anchor Hotel To give some clarity, Cllr Dewdney will discuss what the latest position is with Chris Hall and report back Cllr Dewdney Telephone kiosk, Old Cleeve Posters for consultation are going up in Bilbrook, Old Cleeve, Chapel Cleeve. Cllr Eggar had provided the costs for the phone box in Roadwater. Blue Anchor Litter Bins As above in Item 551/0818. Traders need to take away their rubbish Solar Panel Farm application No news. Item closed. Bonfires in Old Cleeve Had been covered. Any further to report to David Alford, Concerns were noted at bonfires of silage wrappings in the dark at Old Cleeve. Item closed.

Cllr Lillis Street light, Abbey Road Washford The Clerk had obtained ballpark costings of £3,000 from the street lighting team and an offer of a site visit. In view of the sums involved, it was resolved to close the matter; Proposed: Cllr Baker Seconded: Cllr Webb Resolved unanimously Obstructions of footpath/bridleway, Mineral Line, Roadwater After some discussion, Cllr Binding offered to talk to Tim Parrish. Item closed. Cllr Binding Lorries using Ham Lane, Leighland A meeting with Highways has been set for 26th September. Cllr Binding and local resident Carole Fawcett would attend. Cllr Binding will raise all the issues Cllr Binding concerning that area. Planned closure of Bilbrook Lane The works are on hold. Item closed. Blocked drains, Abbey Road, Washford The Clerk has sent the plan prepared by Cllr Gannon to David Peake, also to include the cobbled drain.. Cllr Lawrence requested a copy of the message to be Clerk sent to her. Blocked gullies, Blue Anchor Pub to Beeches The Clerk had checked and received confirmation that the blocked gullies at Blue Anchor and Roadwater had been cleared. Item closed. Old Cleeve cobbled drain, clearance As above. It was also noted that the drain is listed and therefore there is a statutory Clerk duty to clear it. Hedge cutting around Island Cottage, Roadwater The Clerk had reported this item on the online portal owing to uncertainty of the Clerk present occupiers of the property Hedge cutting Old Cleeve from The Cedars eastern side to Old Cleeve Farm Cllr Williams had reported this and was called back the same day. It has been added Cllr Williams back onto SCC’s list for future cutting. Cllr Williams will inform the owner of the property. New fencing on the A39 Fencing over 2m high by Station Road It was resolved not to action this item as a council owing to the apparently low priority given to dealing with this issue; Proposed: Cllr Duncan Seconded: Cllr Lillis Abstention: Cllr Gannon, Cllr Conley All other councillors voted in favour. b) West Somerset Council Bilbrook Lane clearance and second winter road sweep Road-sweeping Roadwater, change to schedule Two winter sweeps had been agreed. It was resolved to ask the Clerk to request from Keith Richards a winter road sweep to Bilbrook Lane, Linton, Batallers Lane and the new sweep by Glasses Farm as part of the December sweep, and to copy Clerk in Cllr Brenda Maitland-Walker. Road between Road Barn and Stamborough Lorries misdirected from Vemplett’s Cross Concerns regarding maintenance of minor roads Access to the Mineral Line after expiry of permission for footpath closure for logging Cllr Binding will discuss these four items with Highways at the meeting of the 26th Cllr Binding September. Steam Coast Path intersections near Dragon’s Cross and Verdun Terrace Covered under Item 553/080 560/0818 Update Washford The Clerk reported that the tree had been lopped, balsam cleared, electricity Recreation fixed, padlock to electric cabinet replaced, and bench repair was pending (Cllr Cllr Gannon Ground Gannon had offered to do this repair). Gate repair Following receipt of the first quote for the gate repair, it has been proposed to get a price for a metal post instead of simply replacing with wood. The ROSPA report had been received and would go onto the next meeting’s agenda. Clerk 561/0818 Cllr Smith had taken photos and circulated them to councillors. 562/0818 Planning Applications Planning Langtry House, Washford. Ref 3/26/18/009 Erection of stone wall and gates plus alterations to access. Cllr Gannon has spoken with the Council to confirm that the two trees will remain. It was noted that when doing excavations, the roots should not be disturbed. It was resolved to raise No objection to the application on these grounds. Proposed: Cllr Webb Seconded: Cllr Conley Resolved unanimously. Clerk

Cllr Lawrence and Cllr Dewdney left the meeting at this point.

Woodside House, Greenland Lane Ref 6/26/18/104 Two-storey extension. It was resolved to object to the application on grounds of size which is out of Clerk proportion to ENP planning policies Proposed: Cllr Johnson-Smith Seconded: Cllr Wedd Abstention: Cllr Duncan, Cllr Lillis All other councillors voted for the motion.

Traphole Bridge It was noted that the temporary bridge was still up after more than 3 months. Non-compliance of property on A39 Ongoing Clerk

White Horse Inn, Washford Ref 3/26/18/004 The application was received late but it had not been possible to get an extension for the council to consider at more length. Plans had been resubmitted for planning in breach, longer, wider and higher than planning permission had been given.
