Traffic & Transport Committee Progress Report on Previously Discussed Items (as at 30.4.2019)

(A) Traffic Management Scheme Project Description Agency Progress

1. Multi-Storey Carpark and ArchSD / TD TD and ArchSD are currently reviewing the design of the proposed Stanley Multi-storey Public Transport Terminus at Carpark, with an aim to provide the required parking spaces and transport facilities to Stanley Village Road, Stanley cope with the latest demand in the area. We are also bidding resources for conducting traffic review for the proposed project in 2019-20.

2. Works of Replacement and WSD Contract No. 12/WSD/10, which consists of construction works in Eastern District and Rehabilitation of Water Mains Southern District, commenced in July 2011. The progress of works was affected by Stage 4 Phase 1 traffic, congested underground utilities, conflict with other utility undertakers or other circumstances stated below. Current works fronts and details of works in the District are as below:

(a) Bisney Road Footpath and Carriageway (Completed) [100%] [Status: The road reinstatement works is targeted to be completed in July 2019.] [Reason: In order to carry out the road reinstatement works, TTA implementation with full lane closure is required. Extra time is required to coordinate with Traffic Management Liaison Group (TMLG) members];

(b) Wah King Street, Wah Hong Street and Victoria Road near Fire Station

Footpath and Carriageway (in progress) [97%] (to be completed in September 2019) [Reason: The application of the new XP for the connection works at Victoria Road is in progress. Therefore, the connection works will be carried out in stages and the connection works at Wah King Street and Wah Hong Street will be carried out first. Extra time is also required to liaise with the Management Office of Wah Fu Estate regarding the arrangement of the planned connection works in order to minimize the impact of water suspension to the residents.];

(c) Road Carriageway (near Belleview Drive) (Completed) [100%] [Status: As the CNP application was rejected by EPD in early March and mid-April 2019 respectively, extra time for seeking approval from EPD was required. The CNP was eventually approved by EPD in May 2019 and the road instatement works are targeted to be completed in May 2019.];

(d) Aberdeen Praya Road Carriageway (nearby sitting out area at Bridge and nearby Wu Nam Street Public Toilet) (in progress) [55%] (to be completed in August 2019) [Reason: As the works is located in a traffic sensitive route, carrying out the works during daytime is not allowed. TIA report was submitted to HyD for approval and extra time is required to coordinate with TMLG members for carrying the works in daytime.];

(e) Kai Lung Wan Fresh Water Service Reservoir (in progress)[97%] (to be completed in July 2019) [Reason: As Kai Lung Wan Fresh Water Service Reservoir involves a large water supply zone including Wah Fu Estate, schools, Pok Fu Lam Fire Station, commercial centers, etc., additional time was required to liaise with estate management office and local resident. Also, extra time is required for reviewing a number of proposals for minimizing the water suspension area. ];

(f) Aberdeen Main Road (near Fung Tin Street) and Aberdeen Praya Road (near

Bayshore Apartments) (in progress) [95%] (to be completed in July 2019). (i) Aberdeen Main Road near Fung Tin Street (Completed) [100%] (ii) Aberdeen Praya Road (in progress) [75%][Reason: Tunneling works (completed)[100%], mainlaying (completed) [100%], grouting (in progress) [25%].] [Reason: Proposed pipe laying works was originally to be carried out in the two working pits located at Tin Wan and Aberdeen Praya Road respectively; however, due to safety issue, pipe laying works could only be carried out in the working pit located at Tin Wan. Extra time for pipe laying was required.].

Contract No. 3/WSD/12, which consists of construction works on Island, commenced in March 2013. Current works fronts and details of works in the District are as below:

(a) Road (near Remex Centre, No.42 of Road) [32%] (to be completed in December 2019) [Status: After carrying out initial site investigation, it was found out that further investigation to determine the construction method was required. Extra time to apply a new XP and coordinate with TMLG members is required.].

3. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Type Location Progress Subways in the Southern (Structure No.) District (a) across Aberdeen Praya Footbridge Exit A & B: The Works Contract Road and Tin Wan Praya (HF134) commenced on 25 November 2015. In Road order to avoid in conflict with major underground utilities, the original proposed locations for both lifts were revised. information paper with details of the revised lifts location was presented and considered at the T&TC meeting of the South District Council on 24 July 2017 and received support from the DC members. Construction works for HF134 Lift-1 and -2 have commenced and targeted to complete by 2019 Q3. Wong Chuk Hang Road to (b) Flyover (H115) The Works Contract commenced on 25 Toll Gate of Aberdeen Tunnel November 2015 and the lift retrofitting works was completed and opened to public on 29 November 2018. The reinstatement works for surrounding landscaping works was completed in April 2019.

(c) Wong Chuk Hang Road Flyover (H116) The Works Contract commenced on 25 near Nam Fung Road November 2015. The ramp retrofitting works were in conflicts with an existing 600 fresh watermain. Revised design was circulated to relevant government departments for comments. The staircase was reinstated and opened to public on 18 January 2019.

4. “Universal Accessibility” CEDD Progress of the three prioritized items for Southern District under the project are as follows: Programme Provision of Universal Access Type Location Progress Facilities at Public Footbridges, (Structure No.) Elevated Walkways and Subways (a) Flyover connecting Elevated Walkway The lift at Exit B (near Tin Wan Praya Package 1 – Investigation, Design Tin Wan Praya Road (H186) Road) was completed and opened to and Construction and Tin Wan Hill public on 20 March 2018. The lift at Road Exit A (near Aberdeen Praya Road) was completed and opened to public on 28 March 2019. (b) Footbridge across Footbridge The construction contract Aberdeen Praya (HF104) commenced in July 2016 for Road near Nam Ning completion in September 2019. Street Construction of lift shaft and link bridge at Exit A (near the Aberdeen Centre) was completed. Glazing and louvre installation was in progress. Erection of steel frame for the lift tower at Exit B (near the Aberdeen Promenade) was completed while demolition of the existing link deck and construction of the re-provided link deck column were in progress. (c) Footbridge across Footbridge The construction contract commenced Aberdeen Praya (HF105) in November 2015. The lift at Exit B Road near Ocean (near Ocean Court) was completed and Court opened to public on 18 April 2019. Lift installation works and construction

5 of bridge roofing were in progress for the lift at Exit A (near Jing Hui Garden). The lift would be completed

by mid-2019. 5. Second Phase of the “Universal HyD Progress of the three items for Southern District for the implementation under the second phase Accessibility” Programme of the UA Programme are as follows: Type Location Progress (Structure No.) (a) Across Lei Tung Estate Road Footbridge HyD had presented the preliminary design scheme of near Tung Sing House Lei Tung (HKS01) provision of lift facilities at this Estate, Aberdeen footbridge to the T&TC on 18 March 2019. However, the committee generally agreed that HyD should provide lifts to the exits at both ends of the Footbridge. The preliminary design scheme was not supported by the committee.

[Note: Chairman of TTC wrote to the Transport and Housing Bureau on 11 April 2019 to relay the Committee’s concerns and comments.] (b) Across Tin Wan Street near Tin Footbridge HyD had presented the preliminary design scheme of Wan Shopping Centre (HKS02) provision of lift facilities at this footbridge to the T&TC on 13 September 2018 and gained the T&TC’s support to the proposed scheme. The consultants have been carrying out the local consultation for the

proposed scheme.

6 6. Request to add a pedestrian MTRCL MTRCL has no objection to the installation of the pedestrian sign to direct pedestrians to the crossing facility between Ocean existing pedestrian crossing. As the area concerned is yet to be handed over to the Park Road and Aberdeen Sports Government from MTRCL, the department will study the feasibility on adding a pedestrian Ground crossing subsequent to the handing over of the site.

7. Traffic Report of Ocean Park Ocean According to the 2nd Meeting on 5 April 2016, the Committee requested the Ocean Park to Park Co. submit traffic report at alternate meetings, and that they should actively explore how to enhance the traffic management measures for implementation in the vicinity of the Park in collaboration with the government department concerned. Please refer to Annex 1 to TTC Paper No. 10/2019 for details of the updated report (as at February 2019).

Junction Chung Hom Kok improvement works will require Road / Stanley substantial slope works, transplanting a Gap Road large number of trees, and temporary closure of traffic lanes. The current traffic condition is considered acceptable. If other works are to be carried out at the above area in future, such as slope upgrading works, or new private development, Transport Department will request the project proponent to carry out the junction improvement works.

Additional Walkway Cover Works HyD HyD has entrusted the construction of walkway cover to MTRCL. at Wong Chuk Hang Public Transport Interchange (WCHPTI) MTRCL awarded the works contract for cover construction in January 2019 and commenced pre-construction works. The excavation permit was issued in March 2019 and the cover construction started on 11 April 2019. To facilitate the construction works, the bus stops located at Heung Yip Road have been temporarily relocated. The cover works are anticipated to be completed by the first half of 2020.

TD had also discussed with the bus company, and was considering installing the bus information display panel to the wall of the bus regulator kiosk.

10. Road (Dam Section) TD The traffic signals at Tai Tam Road (Dam Section) was commissioned on 25 August 2018. Traffic Signal Arrangement Since commission of the traffic signals, the time for driver to wait and pass through the dam was greatly reduced, it was considered effective in terms of enhancing road safety and traffic flow. As a result, the traffic signal could be operated in the long run.

11. Installation of Journey Time TD The tenders for the contract was invited on 26 October 2018 with closing date on 21 December Indication System in the Southern 2018. Lost Trip Situation of TD The reliability of bus services is more or less affected by traffic conditions, crew shortages, bus redeployment, Bus Services in failure of vehicles and other possible factors. According to the operational records of the bus companies, those Southern District bus routes serving Southern District with the actual number of departures significantly deviated from the scheduled number of departures are listed below:
