The Parkes Institute for the study of Jewish/non-Jewish relations Annual Review 2014 - 2015 50 years after the opening of the Parkes Library In 1965, the Parkes Library opened to the public, having been transferred to the University of Southampton the year before from James Parkes’ own 1 house. Alongside the Library, the Parkes Centre also started a new life in the University, maintaining its unique focus of the study of Jewish/non- Jewish relations across the ages. The hope of James Parkes was that within a University setting, his Centre would become an international hub, helping to stimulate intellectual and practical work to focus on the key issues of religious and racial prejudice, working to combat intolerance and to promote respect between people of different faiths and backgrounds. Fifty years on we believe that what is now the Parkes Institute has realised the ambitions of its founder. In 2014 and 2015 we have been celebrating the achievements made so far, but also promoting fresh agendas in scholarship and wider outreach work. The Celebration has consisted of fifty individual events, varying from a musical vigil for peace to a study of Dr Who and the changing face 5 of Jewish identity. There have been ten workshops and conferences held not only at the University of Southampton but also with our partners in Cape Town, Jerusalem, London, Paris and elsewhere. These have covered many different themes, including the relationship between Jewish studies and postcolonial studies, and Jews in ‘small nations’ in Eastern Europe. The Parkes Library itself has more than quadrupled in size since 1965, running to well over 20,000 items and it is now supplemented by one of the largest Jewish archive collections in Europe. -

Higher Education England Doesn't Love
Working with the Coalition: Higher Education England doesn’t love coalitions, so it has generally disguised them as arrangements within parties as distinct from arrangements between parties. This is not the occasion to speculate on the likely destiny of the present coalition, but the historical parallels are tempting. The last long-lived coalition government was a wartime administration (Churchill’s Coalition) from which the junior partners (Labour) emerged victorious at the subsequent general election in 1945. That, I suggest is an improbable guide to the outcome of the 2015 election. The previous coalition, of course, was the 1931 Coalition, and here there are some parallels, though what we now have is not a National Government in style or spirit. Nonetheless, the 1931 Coalition did lead to a significant political realignment, to an erosion of the political space for the Liberals, and to the longer-run re-establishment of the Conservatives as the natural party of government after the upheavals of the previous twenty-five years. There may be some runes to be read here. 1 The other, interesting, period of coalition and minority government is the mid-nineteenth century, in essence the period between the convulsions which followed the repeal of the corn laws in 1846 and the emergence of new, firmer party-alignments after the second reform act of 1867 and the emergence of a realigned liberalism around the figure and leadership of Gladstone. The two decades after Peel’s great premiership are interesting, partly because they produced a certain style of government and parliamentary sovereignty, and partly because they produced two key texts (perhaps the two key texts) on our government and constitutions: Walter Bagehot’s, The English Constitution and John Stuart Mill’s, Considerations on Representative Government. -

Debate on 25th February: Higher and Further Education Funding This Library Note aims to provide background reading for the debate to be held on Thursday 25th February: “To call attention to the consequences of the cuts to higher and further education funding that have been announced” This Note provides a snapshot of the UK higher and further education sector as it stands today, together with details of recent policy developments in these areas. It also gives details of the funding announcements made by the Government and the Higher Education Funding Council for England (HEFCE) and the reaction to those announcements by the universities and colleges. Finally, the Note outlines some of the recent contributions to the debate on how higher education in particular should be funded. The UK Higher and Further Education Sectors 1.1 Higher Education A picture of the UK higher education sector as it stood at the beginning of the academic year 2008–09 is provided below: • 132 universities and 33 higher education colleges; • 2,396,055 students and 179,040 academic staff and 203,720 non- academic staff; • Total income of £23,439 million and expenditure of £22,884 million (2007/08); • 36.3% of income came from funding body grants and 57.4% was spent on staff costs (2007/08); • As a percentage of GDP the UK spent 0.9% of public expenditure on higher educational institutions in 2006. -

The Browne Review of Higher Education Funding and Student Finance Standard Note: SN/SP/5739 Last updated: 29 October 2010 Author: Sue Hubble Section Social Policy Section The purpose of this note is to provide an overview of the report of the Independent Review of Higher Education Funding and Student Finance (the Browne Review). The note highlights the report’s proposals and includes analysis and responses to the report. This note follows on from two earlier notes on this topic: SN/SP/5695 Reform of higher education funding in England and SN/SP/4917 Review of higher education tuition fees. The Browne Report proposes removing the cap on university tuition fees and creating a market in higher education by allowing institutions to chose their own fee rates. No fees would be charged up front and higher earning graduates would pay back more than lower earning graduates. The report recommends that popular institutions should be allowed to expand and it is envisaged that student choice will create a new higher education landscape. This information is provided to Members of Parliament in support of their parliamentary duties and is not intended to address the specific circumstances of any particular individual.
