ABOUT RECTPCL

REC Transmission Projects Company Limited (RECTPCL) a wholly owned subsidiary of REC Limited (Formally Rural Electrification Corporation Limited), Public Sector Undertaking under Ministry of Power (MoP), Government of India (GoI), incorporated in 2007.

In order to encourage Competition in Development of Transmission Projects, Ministry of Power, Government of India initiated a scheme under the Electricity Act to invite private sector investments in major transmission projects pursuant to which private developers become Transmission Service Provider on Build, Own, Operate and Maintain (BOOM) basis.

The GoI has identified a number of Transmission projects to be implemented on a Build, Own, Operate and Maintain (BOOM) basis and has appointed RECTPCL as Bid Process Coordinators (BPC’s) for Inter State Transmission Projects to be awarded under Tariff Based Competitive Bidding. Since 2007, RECTPCL has completed Bidding Process of 28 projects through Tariff Based Competitive Bidding (TBCB) process to successful bidders.

The development of inter-State Transmission System now done through PPP (Private Player Participation) model and, evidently, RECTPCL plays a vital role in implementing the ambitious policy of GoI to make the PPP in transmission a success and facilitate in building and augmenting transmission sector in the country through private sector participation.

RECTPCL is also engaged inter alia in the business to promote, organize or carry on the consultancy services and/or project implementation in any field relating to transmission, distribution, and generation of electricity in India or abroad.

 e-trans – is a platform for e-bidding and e-reverse auction for Tariff Based Competitive Bidding (TBCB) in transmission projects. Till date transmission sector providers have been participating in transmission bids through manual mode. With e-Trans, manual bidding has been transformed to electronic. Further, reverse auction has been introduced in transmission sector to facilitate better price discovery in transmission projects.

RECTPCL as nodal Agency for Ministry of Power Government Of India Schemes:-

 11KV Rural Feeder Monitoring Scheme - scheme shall enable real time monitoring of energy input/power supply at feeder level and also give an accurate picture of power supply in villages of the country and to get a complete picture of the entire distribution network in country to ensure achievement of “24 x7 Power for All”, vision of government of India. It is essential to capture real time supply parameters of rural India and this can be achieved by monitoring the availability/quality of power supply in rural areas of the country by capturing actual distribution parameters- Power supply, outages and conduct feeder wise Energy audit and AT&C losses estimation.

 Power Outage Management in PAN India for transparency and greater customer satisfaction.

RECTPCL as BID PROCESS COORDINATOR (BPC) RECTPCL commenced working as BPC in the year 2007 and successfully awarded its first project in the FY - 2009-10. RECTPCL is conducting the bidding process for Inter State Transmission System (ISTS) projects in the shortest time span and greatest transparency, starting from selection of qualified bidders to handing over of the Special Purpose Vehicle to the lowest bidder. This has led to greater participation of the private sector in the transmission business domain, and hence greater competition.

RECTPCL as a BPC has catered to the following categories of projects in India;

I. Inter State projects approved by Empowered Committee (formed by Ministry of Power, govt. of India) on Transmission under TBCB.

II. Intra State Projects being notified by states of their own.

Ministry of Power has appointed RECTPCL as Bid Process Coordinator for 28 (Twenty-Eight) Inter-State Transmission Projects with an aggregate project cost of Rs. 41,839 Crore, out of which 22 Inter-State Transmission Projects aggregating to Rs. 36,905 Crore and two (2) Intra-State Transmission Projects aggregating to Rs. 3220 Crore for Uttar Pradesh have been successfully delivered, whereas remaining projects are at various stages of bidding.

Currently, RECTPCL is carrying out bidding process for following seven inter/intra- State transmission projects, projects aggregating to Rs. 11,224 Crores, is on-going:

1. Transmission System strengthening for relieving over loadings observed in Gujarat Intra-state system due to RE injections in Bhuj PS 2. Transmission System associated with RE generations at Bhuj–II, Dwarka & Lakadia

3. Construction of Ajmer (PG)-Phagi 765 kV D/C line along with associated bays for Rajasthan SEZ 4. Jam Khambhaliya Pooling Station and Interconnection of Jam Khambhaliya Pooling Station for providing connectivity to RE projects (1500 MW) in Dwarka (Gujarat)and installation of 400/220 kV ICT along with associated bays at M/s CGPL Switchyard 5. Rural Electrification Corporation Limited (REC) a listed Navratna* Public Sector Enterprise under Ministry of Power Government of India.
