Planning Statement - Introduction

The purpose of this statement is to outline the local and national planning policy context for the planning application site. The site is located on Sywell Road, Overstone and lies within the administrative area of District Council.

The key documents reviewed for this project include: ·

Reference/guidance has also been drawn from the following documents to inform the design proposals (although not specifically referenced within this supporting statement): ·

We have reviewed the above documents and highlighted the relevant policies/sections (using their references) which have informed the design basis for this project and added an explanation and commentary advising the specific reference to this project.

We have included a ‘Statement of Planning Need’ prepared by Northamptonshire County Council’s Strategic Planning department, within the Children, Families and Education Directorate to underpin the justification for the proposed school development. This is provided at the beginning of this Planning Support document, to explain the reasons and educational criteria which have generated the inception and scoping requirements for the project.

Statement of Need (prepared by Northamptonshire County Council)

Introduction This planning application is for a proposed expansion at Overstone Primary School to increase capacity by 105 primary places. This will allow the school to increase its admission number from 15 children per year group to 30, and to operate as a full form of entry. Following a Cabinet Member decision on 18th August 2015, a statutory notice of expansion for Overstone Primary School was published on 3rd September 2015, to expand the capacity of the school from 105 to 210 places. Cabinet granted full approval on 10 November 2015.

Demand for pupil places The need for expansion is related to the increase in demand for primary school places across the county due to a rising birth rate, in migration and new housing. The Council has a statutory duty to provide school places for children who reside within the county and have added 22 forms of entry into primary capacity serving and the immediate area since 2010; this equates to 4620 new primary places in the town. Despite the extra capacity, considerable pressure remains on school places and this is only expected to increase as new housing is completed. Overstone Primary admits children from Reception to Year 6 (4 to 11 years of age) and has an admission number (PAN) of 15. Demand for school places is high and the school is full in every year group. New housing approved in the vicinity includes over 600 new houses in Moulton and 2000 houses at the Sustainable Urban Extension (SUE) at Overstone Leys. Although a new school will be part of the SUE infrastructure, additional capacity will be required for the first phase of housing before this is built. Other local schools include Moulton, Boughton and Sywell; these are also at or over capacity in every year group, except Sywell which has four places in Year 5.

Accommodation The original building dates back to 1877 with extensions added since to provide additional teaching space and a school hall. Due to the age of the building, many rooms are undersized and require reconfiguration for modern teaching. The school struggle for withdrawal spaces and use a mobile classroom for breakout teaching. The capacity of the building needs to increase to ensure it can accommodate the extra pupils and provide curriculum facilities for a primary school that will eventually have 210 pupils on roll. The plans include: New teaching block with 4 classrooms and associated space; Internal reorganisation to improve classroom sizes and teaching spaces; Additional hard play area; Removal of existing mobile; Increased staff parking.

Rationale There is no surplus capacity available in Overstone Primary and the surrounding village schools. Families moving into the area are unable to secure a local school place for their children; this is especially difficult if they have more than one child and siblings may be separated at different schools. Plans are in progress to add an additional 210 primary school places at Moulton Primary and 35 at CEVC Primary. These places are needed, in addition to those at Overstone, as the admissions position remains extremely tight. The new primary school on the Overstone Leys SUE will not become available prior to housing being completed, therefore additional capacity is required in existing schools to ensure the county council continues to fulfil its statutory obligation of providing sufficiency of school places within the area. The head teacher and governors have been proactive in considering the future of the school and have, for several years, aspired to expand. The school is popular and has an Ofsted rating of Good. Doubling the capacity will provide greater financial security for the school, improved facilities and allow discreet rather than mixed age teaching.

Proposal Overstone is within the administrative area of Council, and is subject to the Joint Core Strategy Plan. As such this is a key document in planning terms for the proposed development.

Planning Justification:

Section 38(6) of the 2004 Act requires that planning applications be determined in accordance with the development plan unless material considerations indicate otherwise. Therefore, the enclosed proposal should be judged against those relevant policies from the Daventry District Local Plan (1997), the West Northamptonshire Joint Core Strategy Local Plan (Part 1) as well as the content of the National Planning Policy Framework NPPF (2012) where applicable.

The Daventry District Local Plan Map confirms that there are no designations relating to the element of the site where the proposed extension is to be located.

The school site does not sit within a conservation area.

West Northamptonshire Joint Core Strategy Plan

Policy SA – Presumption in favour of sustainable development. The proposals accord with this policy to make Overstone more sustainable in terms of its education provision by providing facilities for a one form entry in line with the County Council’s Strategic Plan for Schools 2010-2021 to meet both changing educational needs and expanded capacity for intake to suit the expanding needs of the village. The improved facilities for both the school and for use within the wider community will serve to improve the economic, social and environmental conditions in the area.

The proposal to expand Overstone Primary School will support the local workforce by providing further employment opportunities which will in turn benefit the local economy.

Policy S7 Provision of Jobs The expanded school will provide a total of approximately 16 full-time and 5 part-time jobs, both securing the existing jobs for those already employed and allowing the opportunity for further employment – new teachers, teaching assistants, mid-day supervisors, etc.

Policy S10 Sustainable Development Principles The proposed extension fulfils these objectives by delivering a high quality design solution for the proposed extension.

Due to the constraints of the site the new extension is two-storey to minimise the footprint and it is positioned to the east of the existing building. The extension will abut the Hall and will be connected to the existing building with a single storey link corridor. The location minimises the impact on the existing playground area and provides reasonable space separation between the new block and the neighbouring dwelling.

The construction will provide an envelope which will exceed the minimum statutory requirements for thermal insulation and will utilise energy efficient heating, lighting, ventilation and control systems. Each classroom will have natural ventilation although the ground floor will be supplemented with mechanical ventilation to provide appropriate levels of natural ventilation and temperature throughout the year.

Heating and hot water for the new block will be provided by wall hung gas boilers located within the first floor cleaner’s store.

The building will incorporate water saving measures such as dual flush toilets and non-concussive taps.

Storm drainage will be connected to a series of trench soakaways located within the permeable Northampton Sands formation.

During the construction stage the existing car park will be largely given over to contractor compound / site access. The playground will be separated from the construction site area. It is proposed to complete the MUGA before the new extensions are commenced in order to provide a safe external hard play area for the pupils. The contract will include restrictions which will prohibit site deliveries / removals during the periods around the start and close of the school day.

Policy C1 Changing Behaviour & Policy C2 New Developments As noted in the School’s Travel Plan the School is actively trying to encourage parents and pupils to commute to school via walking, cycling and public transport. In addition traffic observations have taken place around the school at peak times to review current and future traffic flows and management within the vicinity of the school as documented in the Transport Statement. Please refer to the specialist report prepared by JPP Consulting for further details and information.

Policy BN2 – Biodiversity A Preliminary Ecological assessment has been carried out of the school site and the playing field. The enlarged car park will have no impact on biodiversity nor on boundary hedgerows which are species- poor. The new gated opening onto the Playing Field will locally affect a small section of species-poor defunct hedgerow. The proposed location for the MUGA will necessitate the removal of two mature scattered silver birch trees and a group of three semi-mature silver birch trees to the west; replacement with new stock is to be agreed. The MUGA has been positioned so that the football pitch, which is used solely by the school, can remain in its current location. The MUGA is also located adjacent to the Early Years outdoor area - which is too small for 30 pupils - and will be used for the EYFS outdoor curriculum as well as for playtimes and sport.

Policy BN7A – Water supply, Quality and Wastewater Infrastructure. Adequate and appropriate water and drainage will be provided for the new extension.

As noted above storm water from the new building, the extended car park area and the MUGA will be discharged into a series of trench soakaways.

Policy BN7 – Flood Risk The site is some distance from the nearest water course and the flood risk map on the Environment Agency’s interactive website shows that there is no risk of flooding.

Policies N3 - Northampton North SUE The SUE is located close to Overstone on land between Cowpasture Spinney, Overstone Park and the A43. The SUE will be self contained with a primary school and other local facilities. The developers have no responsibility to provide additional land or places for children in existing housing.

As noted in the Statement of Need despite extra capacity being provided in schools throughout Northampton, considerable pressure remains on school places, especially in the Overstone, Moulton, Boughton and Sywell, and this is expected to increase with the new housing developments in the area.

National Planning Policy Framework, March 2012.

The NPPF sets out those roles which the planning system is required to perform in order to ensure the delivery of sustainable development. The application will enable the improvement and continued supply of the education offer in Northamptonshire and will ensure that the school is able to offer an attractive local option to parents who are considering the educational needs of their children without the need to travel excessive distances. The proposal is clearly in line with the Core Planning Principles set out at Para 17 of the Framework.

The Government attaches great importance to ensuring that a sufficient choice of school places is available to meet the needs of existing communities. In addition, Para 72 of the framework encourages local planning authorities to take a pro-active, positive and collaborative approach to widening the choice of education. Para 72 also requires LPA’s to afford great weight to the need to expand, create or alter schools, the application is therefore in conformity with the Governments planning and education objectives.

The proposal will improve the education offer for Overstone itself and for the neighbouring settlements from which the Primary school draws its pupils. This is in line with the vision and objectives of the West Northamptonshire Joint Core Strategy Local Plan (Part 1). The Local Plan clearly states that an increase in population is expected and the development of Overstone Primary School will clearly support this part of the plan.

Overstone Primary School is a key piece of local infrastructure which needs to remain an attractive place for parents to send their children in their formative years. It is clear that the demand on local primary school places will increase over the next few years and the increase in primary places offered by the proposed school extension will help to meet these demands. It is therefore considered that the application, which conforms to both national and local planning policy, should be seen favourably and approved without delay in line with the presumption as set out at Para 14 of the Framework.

Pre-Application Consultations and Community Involvement

A number of bodies have been consulted in developing the design proposals.

NCC Planning Informal advice was sought by the County Council’s project manager regarding public consultation, Highways requirements and archeology in order that comments could be taken into consideration prior to the Planning Application

Public Consultation A Public Consultation was held at the School on 18th November 2015. Invitations were issued to school parents, pupils, local residents and parish councillors. Questionnaire and feedback forms were available to allow comments and possible concerns to be expressed. Representatives from Northamptonshire County Council and the School were present to respond to queries raised and provide accurate information and clarification.

No-one objected to the principle of increasing the capacity of the school with some statements showing support for the extension. All negative comments concerned traffic on Sywell Road during the short drop-off and pick-up period each school day; however it was noted that these concerns apply to the current level of traffic. The school is encouraging pupils and parents to use alternative means of transport and it is actively pursuing strategies to facilitate this.

Sport We have consulted with Sport England on the proposed scheme, ref EM/NRC/2015/41235/P, and have received their response regarding the proposed MUGA.

The playing field includes a football pitch which is used by the school when playing against other schools (but it is not used by a club) and an adventure play area in the north east corner which is used by the village but not by the school. At present the school has use of the playing field during school hours and the community are able to use the facility at all other times, weather and ground conditions permitting. The MUGA is required by the school to provide an all-weather hard play area suitable for a number of games and sports. It is also located adjacent to the Early Years outdoor area which is currently too small for 30 pupils and will be used for the EYFS outdoor curriculum as well as for playtimes and sport.

The current hard playground area provides limited scope for sports and games and the available area will be reduced as a result of the proposed teaching block. The MUGA will be a vital resource regarding outdoor sports provision, especially for the Key Stage 2 children who will be able to have access to sports such as netball and hockey which will be otherwise limited due to the size of the playground. For younger children, activities such as riding 2 wheeled toys will be possible as part of their outdoor curriculum; their outdoor space is currently limited, even for the current 15 pupils.The MUGA will provide greater scope for games and sports within the school and increase pupil involvement in sports. The facility will not be enclosed by fencing and will be available for community use outside of school hours. The location of the proposed MUGA has been agreed by Overstone Playing Field Association. The area of the playing field is approximately 7888sq.m. and that of the proposed MUGA is approx. 715sq.m.

The MUGA will have line markings for sports and PE activities to provide an all-weather hard play area. This will ensure that sports and PE facilities are available for use by the school - and the community and outside groups - especially when the condition of the playing field is unfit for use.

Highways Authority An on-site study has been carried out and a Transport Statement has been prepared by JPP Consulting Engineers, ref R-TS-T8015PM-01-0. The document is included with the planning application.

A School Travel Plan has been prepared and will be submitted shortly for inclusion in the planning application.

Ecology A Preliminary Ecological assessment has been carried out by Middlemarch Environmental, ref RT- MME-119489-01 dated August 2015; this document has been included in the planning application.

A Bat Survey has been carried out by Lockhart Garratt ref 15-1655 3693 09 dated September 2015; this document has been included in the planning application. External lighting on the new teaching block and link corridor has been designed to respond to the recommendations of the report and will be on limited timed operation during evenings.

1.0 Introduction

This design statement has been prepared by DarntonB3 Architecture in conjunction with their design team. It has been written in accordance with CABE’s guidance booklet “Design and Access Statements – How to Write, Read and Use Them”.

Overstone Primary School is located in Overstone, Northamptonshire, approx 5 miles north- east of Northampton.

The site is located at the western end of the village on Sywell Road and is bounded by residential properties to the east and west and Overstone Playing Field to the north. Pedestrian and vehicular access is directly off Sywell Road.

The original building dates from 1877 since when there have been modern extensions to provide additional teaching, ancillary, administration and assembly/sports hall facilities. The school currently has four classes for reception to year 6. A temporary (mobile) classroom currently provides library and group accommodation.

Overstone Primary School is currently a half-form of entry primary school with around 15 pupils per year group, 105 pupils in total. The current pupil intake is mainly from the Village itself, and from other areas to the north east of Northampton. There is already pressure on places in Northampton and the surrounding area, however pupil numbers for Overstone are forecast to increase and there is also a long-term need for places in the area due to new housing developments and the rising birth rates.

Northamptonshire County Council and the School are seeking to double the capacity of Overstone to one form entry per year group, 210 pupils in total. This Design & Access Statement outlines the proposals to provide the four classrooms and curriculum space that would be required.

Constraints and Opportunities

The position of the existing school building and the layout of site results considerable constraints and limited opportunities for development.

An initial sketch study identified the site constraints, together with a brief site analysis, and included an appraisal of 6 options for the provision of new teaching accommodation, Multi-Use Games Area (MUGA) and enlarged car park.

The siting of the proposed new teaching accommodation was restricted to either i) the frontage of the school as an extension or a completely detached block, or ii) to the east side of the school in the location currently occupied by a temporary mobile classroom.

The option with the teaching block as an extension adjacent to the existing Hall was selected as the preferred proposal by the School and Strategic Planning (Education), Northamptonshire County Council. That option has been developed through a number of design stages.

The new accommodation is set back from Sywell Road and comprises a two-storey classroom block consisting of 4No. classrooms of approximately 56sq.m each, storage, toilet facilities, a group areas, circulation and associated plant. The new block will be accessed via a new corridor from the existing main reception.

Externally the pedestrian and vehicle entrances will remain the same. The existing car park however will be extended towards Sywell Road.

The existing playground will be partly taken up by the new classroom block. To partly compensate for this and to provide a much needed all-weather games facility a new 18.8m x 38m MUGA will be located in the south west corner of the adjacent Overstone Playing Field. This will be primarily used by the school as a MUGA and general playground and will be available for public use at all other times. The location of the MUGA has been agreed with Overstone Playing Field Association and allows the existing football pitch to remain.

The existing temporary classroom will need to be removed prior to works commencing on the new classroom block. This currently houses the library and provides space for group working and peripatetic activities. The library will be permanently housed within the existing school when the new block is completed.

2.0 Facilities

The extension includes the following: 4 classrooms. Group areas. Storage space. Plant Room. Pupil and staff toilets including disabled access toilet at ground level. Link corridor. 3.0 Amount

The proposals include a gross additional floor area of 484m2 at ground floor level and 379m2 at first floor level.

The internal gross floor area of the main elements is as follows:

Ground Floor 195m2 First Floor 179m2 Link Corridor 27m2 Class 03 and 04 extensions 25m2

The MUGA provides a usable area of approximately 715m2. The additional car parking has an area of approximately 256m2.

Individual teaching, curriculum, activity and ancillary spaces in the new teaching block are sized in accordance with guidance in BB103.

4.0 Layout

4.1 Extensions

In developing the design the aim has been to

Minimise encroachment into the existing playground area Minimise the likelihood of privacy issues for the adjoining property. Simple form for ease of construction as a framed structure Replication of plans at ground and first floor levels

Due to the limitations of the site (refer 1.0) the new teaching block is two storey and the design aims to minimise the mass of the building.

4.2 New Teaching Block

The staff and pupils accommodated in the new Teaching Block will require access to the existing school facilities, in particular access to the Hall for lunch and curriculum activities. An enclosed link corridor is proposed along the outside of the Hall as this will provide a secure route. The link corridor will be largely glazed and have a flat roof with rooflights. The corridor will include emergency exit doors to provide a means of escape from the Hall and the new block and will also provide direct access to the existing playground area. The roof lights are coincidental with the existing window openings in the hall in order to provide some borrowed natural light in the Hall.

The new ground floor circulation space has an external exit/entrance door to provide a direct means of escape from the ground floor accommodation and als o provides access leading to the MUGA.

The new ground floor circulation space leads to an external exit/entrance door and to a separate enclosed staircase appropriate for ambulant disabled use.

Floor to floor height is 3.6m. The staircase and first floor landing are separated from the teaching accommodation with fire rated doors at both levels. An emergency exit door at ground floor level provides direct escape to the outside. Space for wheelchair waiting and refuge is provided. Glazing in the north elevation will allow natural light to enter the staircase and landing areas and a small window in the east elevation at first floor level will provide some daylight at the lift waiting / refuge area.

The new Teaching Block plans are largely identical at both levels with accommodation located on each side of the internal circulation space.

The Classrooms and open Group Areas are located north and south of the central circulation with main windows in those elevations to take cognisance of the potential privacy issue for the adjacent dwelling. The windows will have opening lights to provide natural ventilation and will provide views out of the playground and the playing field.

The small window in the east elevation of classrooms 46 and 59 will aid cross-ventilation and they are restricted in size and level to limit views out. The glazing to the first floor circulation space overlooks the car park and may be obscure glass to avoid overlooking the adjacent dwelling.

The toilets are directly accessible from the circulation space and will be artificially lit, operated via occupancy sensors.

Three identical unisex toilet cubicles for pupils are to be provided on each floor level. Each cubicle will have a toilet based on appropriate sanitary-ware for this age group, a hand rinse basin and a hand dryer. A disabled toilet is provided at ground level and will also be used as a staff toilet. The layout will be compliant with Approved Document M (Building Regulations). All toilet accommodation will have an extract fan system with appropriate occupancy and timer controls. The first floor classrooms will be naturally ventilated by means of roof mounted ventilators and will be supplemented by opening windows when required; opening lights will be fitted with restrictors.

The ground floor classrooms will be mechanically ventilated and incorporate heat recovery. Windows will have opening lights matching those on the first floor.

The first floor cleaners cupboard will house wall hung gas fired boilers and pumps and hot water plant to serve the new Teaching Block.

4.3 Alterations to Existing Accommodation

Reception Classroom 03 is undersized (currently 46sq.m.) and is to be increased to approx. 56sq.m.

Classroom 04 is also undersized (currently 44sq.m.) and is to be increased to approx. 56sq.m.

The existing staff room 10 is too small for the number of staff and is to be enlarged by internal alterations, combining four spaces into one.

The existing community room 07 is to be utilised as an enlarged staff room.

Classroom 05 is to become the Library and group room (currently housed in the temporary mobile classroom). An existing window opening in the west elevation is to be altered to accommodate a door to provide access to an external reading area

4.4 External works and landscaping.

MUGA The MUGA is required by the school to provide an all-weather hard play area suitable for a number of games and sports. The current hard playground area provides limited scope for sports and games and the available area will be reduced as a result of the proposed teaching block. The MUGA will provide greater scope for games and sports within the school, particularly for Key Stage 2 pupils, and increase pupil involvement in sports. The facility will not be enclosed by fencing and will be available for community use outside of school hours. The location of the proposed MUGA has been agreed by Overstone Playing Field Association. The area of the playing field is approximately 7888sq.m. and that of the proposed MUGA is approx. 715sq.m.

The MUGA is located adjacent the Early Years outdoor area and an access gate is to be provided between the two areas. For younger children activities such as riding 2 wheeled toys will be possible as part of their outdoor curriculum, the existing outdoor space is currently limited, even for 15 pupils. Footpath access to the MUGA is to be provided from both school access points. The proposals for the MUGA have been submitted to Sport England for pre-application advice.

Additional Parking

The School currently has 10 full-time staff and 5 part-time (latter includes site supervisor, midday supervisors and cleaners) which requires 12 car parking spaces based on the ratio of 1 per full time and 1 per 2 part-time staff. Currently the car park proves adequate as part-time staff choose to park

Design & Access Statement continued Overstone Primary School – Proposed Extensions & Alterations on the road because it is difficult to exit the car park during the school day due to the car park entry being part of the playground and therefore a security issue. The staff numbers will increase to 16 full-time and 5 part-time when the school is full to capacity following the expansion. The enlarged car park will provide increased space with parking for up to 15 cars. Parking bays are 2.4m wide x 4.8m deep with a 6.1m clear zone for manoeuvring and also allowance for perimeter margins along the east boundary (as existing) and adjacent the new Teaching block. A small retaining structure will be necessary alongside the Teaching Block. The access roadway is approx. 4.5m wide; this will be demarcated from the playground. A short flight of steps is provided at the north-west corner of the car park to provide staff with a direct means of access to the school. The car park is to be restricted to staff use and it will be locked off during school hours; this is no change from the existing arrangement.

5.0 Scale

The extension to Classroom 04 will be single storey and identical in scale to this existing modern extension to the building.

Similarly the small extension to Classroom 03 will be single storey to match the existing.

The link corridor will be single storey and have a largely glazed facade to provide a lightweight link in both scale and appearance.

The new teaching block will inevitably be different in scale to the existing school building. The new block is two storeys high and is to have a flat roof to minimise the mass of the building. The new block will be marginally higher than the Hall.

6.0 Materials

A lively and contemporary reflection of the existing building is achieved using a palette which provides contrasts in colour whilst providing some continuity of materials.

New Teaching block

Fair faced golden/buff brickwork at GF level with feature blue bricks to the plinth and head; Coloured render to wall surfaces at FF level, with a light beige colour generally. Trespa rain-screening cladding as feature panels to the first floor Group Area and to the recess on the east elevation, colour reddish brown. Aluminium windows, external doors and curtain walling, polyester powder coated, white window frames, mid/dark grey doors; Aluminium capping to the roof level parapet wall, polyester powder coated, mid/dark grey; Flat roof with single ply roof covering e.g. Sarnafil or Bauder, on insulation cut to falls to the roof area; Opening windows will be provided throughout (refer elevations drawing) and will be top hung with restrictors.

7.0 Appearance

Where appropriate the elemental design and palette of materials reflect the design vocabulary of the existing school building to provide a coherence of appearance.

The Teaching Block is largely read as a golden/buff coloured brickwork ground floor storey with a light coloured rendered upper storey, punctuated with blocks of a deeper and richer coloured Trespa cladding. The south and north elevations have large individual windows at both levels to achieve adequate levels of natural light in the classrooms and group areas. Trespa panelling is introduced at first floor to the envelope of the Group area and the central circulation space as a further material and colour element within the elevations. The east elevation is punctuated by fewer and smaller windows generally for reasons of function and privacy and will therefore be more solid in appearance. The link corridor is intended to be lightweight in appearance.

The appearance and materials of the extensions to the existing classrooms 03 and 04 will match the existing.

8.0 Access

The Disabled Discrimination Act (DDA) requires all service providers, building owners/managements and designers to accommodate the needs of people with disabilities or impairments and guarantee that services are available to them on an equal basis. The new facilities will comply with the requirements of the Equality Act 2010, Code of Practice BS 8300 and the requirements of Part M of the Building Regulations.

Circulation space The link corridor and the central corridor at both levels within the new block will be 1800mm wide.

Stairs The stairs are designed to meet ambulant disabled standards; each flight will be 1800mm high divided into 12 equal risers of 150mm, treads are 300mm. The width of the main stair is 1400mm to allow flow in both directions.

Doors Generally all doors within the new building have a clear opening of at least 875mm and are located so that there is at least 300mm clear to the leading edge.

Door furniture, closers and vision panels on new doors will be of a style and type that meets the requirements of APD Part M and the recommendations of BS 8300.

Toilets A single Unisex Accessible WC is to be provided at ground floor of the new Teaching Block. This will be designed will comply with the recommendations of BS 8300.

Finishes The surfaces throughout the facility will be suitable for wheelchair users and ambulant disabled people and junctions will be level and well defined.

Contrast in colour and tone will be achieved between floor and wall finishes and in addition doors and their frames will also contrast with the walls in which they are fitted.

Means of Escape An evacuation strategy will be put in place with responsibility allocated to certain staff for the assisted evacuation of pupils or staff with disabilities.

Personal emergency egress plans (PEEPS) will be provided for any disabled pupils, staff or visitors who use the building. These will deal with how staff will react and how assistance will be provided in the event of an emergency situation

1.0 Introduction

1.1 Instructions

1.1.1 This report is a Flood Risk Assessment which has been prepared by JPP Consulting Limited on behalf of LGSS Property Services to support a planning application for the proposed extension to Overstone Primary School. The benefit of this report is limited to our instructing Client.

1.1.2 Overstone Primary School is located to the north of Sywell Road, Overstone, as shown in Figure 1.1 below. Overstone is located to the north-east of Northampton and east of the A43. The National Grid Reference for the school is E480440 N266325.

1.2.1 The objective of this report is to advise interested parties in the development to the potential risk of flooding and management of surface water from a drainage perspective. The report both assesses flood risk and describes a strategy to drain the site in respect of surface water drainage.

2.0 Description and history of the site and development proposals

2.1 Location and description of the site

2.1.1 Overstone Primary School is located to the north of Sywell Road, Overstone, as shown in Figure 1.1 above. The school is bound by existing residential dwellings to the east and west, Sywell Road to the south and Overstone Playing Field to the north.

2.2 Proposed Development

2.2.1 An expansion of Overstone Primary School is required to meet increasing primary education demand created by new housing developments and rising birth rates. The proposal to extend the school will double pupil numbers from 105 to 210 places by increasing it from ½ form entry to 1 form entry.

2.2.2 The proposed extension to Overstone Primary School will comprise the following:

 New teaching block with 4 classrooms and associated space;  Internal reorganisation to improve existing classroom sizes and teaching spaces;  Additional hard play areas; and  Increased on-site staff parking.

2.2.3 The proposed site layout is shown in Appendix A and the proposed floor plans are enclosed in Appendix B.

2.3 History of the site

2.3.1 The site of the new teaching block currently comprises a temporary classroom, part of the tarmac playground and a small area of grass. The additional parking spaces will be located on an existing grassed area which also comprised play apparatus. The existing site layout is shown on the topographical survey enclosed in Appendix C.

2.4 Geology of the site and ground investigation data

2.4.1 Soiltechnics have completed a Ground Investigation (GI) of the site, see Appendix D. The GI identified that the underlying geology comprises of Topsoil, overlying Northampton Sand Formation (bedrock), which ultimately overlies Whitby Mudstone Formation (bedrock) at depth.

2.4.2 Infiltration testing was completed in four locations with infiltration rates ranging from 6.11 x 10-4 m/s and 5.80 x 10-5 m/s. Hence, infiltration techniques are viable for drainage of the proposed extension.

2.5 Development proposals and flood risk vulnerability

2.5.1 With reference to Table 2 of Planning Policy Guidance to the National Planning Policy Framework, the proposed primary school extension would be classified as More Vulnerable.

2.5.2 An extract of Table2 of the PPG for Flood Risk and Coastal Change is replicated below in Table 2.1, with the proposed development type highlighted.

3.0 Flood risk

3.1 Fluvial / Tidal flooding

3.1.1 An extract of the Environment Agency’s Flood Map for Planning (Rivers and Sea) is provided below in Figure 3.1. The flood map was extracted from the Environment Agency’s web site on the 26th January 2016. The approximate boundary of the proposed extension is shown in red. The map indicates that the development site is located within Flood Zone 1 (Low Probability) and as such, the report considers the development to be in Flood Zone 1 and at a low risk of flooding from rivers or the sea.

3.1.2 Table 3.1 is a copy of Table 1 from Planning Practice Guidance for ‘Flood Risk and Coastal Change’ to the National Planning Policy Framework which defines Flood Zones. The proposed development, which is located within Flood Zone 1, is assessed as having a less than 1 in 1,000 annual probability of river or sea flooding in any year.

Flood Zone Flood Zones Definition Zone 1: Land having a less than 1 in 1,000 annual probability of river or sea flooding. Low Probability Zone 2: Land having between a 1 in 100 and 1 in 1,000 annual probability of river flooding; or Medium Land having between a 1 in 200 and 1 in 1,000 annual probability of sea flooding. Probability Zone 3a Land having a 1 in 100 or greater annual probability of river flooding; or High Probability Land having a 1 in 200 or greater annual probability of sea flooding. Zone 3b This zone comprises land where water has to flow or be stored in times of flood. The Functional Local planning authorities should identify in their Strategic Flood Risk Assessments areas of functional floodplain and its boundaries accordingly, in agreement with the Environment Flood plain Agency.

3.2 Flooding from surface water

3.2.1 An extract from the Environment Agency’s map ‘Risk of Flooding from Surface Water’ is provided below in .The approximate boundary of the proposed extension is shown in red. The site is shown to be located in an area of very low (less than 1 in 1,000) risk of surface water flooding in a given year.

3.3 Flooding from groundwater

3.3.1 From information provided on the Environment Agency’s website, see Figure 3.4 and Figure 3.3, the site of the proposed extension does not appear to be underlain by an aquifer in the superficial deposits. However, the site does appear to be underlain by a Secondary A aquifer in the bedrock layer. We are not aware of any flooding on the site caused by ground water. We would therefore consider the probability of flooding on the site from groundwater as low.

3.4 Flooding from sewers

3.4.1 We are not aware of any sewers located within the site application boundary. We do not have any records of sewer flooding within the vicinity of the proposed development.

3.4.2 We therefore do not consider the risk of flooding from sewers to be a significant risk to the proposed development.

3.5 Flooding from reservoirs, canals and other artificial sources

3.5.1 We are not aware of any canals or artificial water sources that may result in flooding of this site.

3.5.2 An extract of the Environment Agency map ‘Risk of Flooding from Reservoirs’ is provided below in Figure 3.5. It can be seen that the site of the proposed extension, shown in red, is not at a risk of flooding from reservoirs.

3.6.1 We do not have any records showing historic flood events within the vicinity of the site.

3.7 Flood risk vulnerability and flood zone compatibility

3.7.1 Based on the above assessment of the site being located within Flood Zone 1 and classified as a Less Vulnerable development, and with reference to Table 3.2 below (Planning Practice Guidance for ‘Flood Risk and Coastal Change’ to the National Planning Policy Framework, Table 3), the proposed development of this site would be considered "appropriate". A copy of Table 3 is presented below highlighting the above. Neither a sequential or exception test will be required.

3.8.1 Access and egress to and from the proposed extension in the event of flooding will be via the existing school access of Sywell Road, which will allow users of the development to move to higher ground.

3.9 Flood compensation

3.9.1 Flood compensation is not required as the proposed school extension is located within Flood Zone 1.

4.0 Management of surface water

4.1 Current conditions

4.1.1 The site of the new teaching block currently comprises a temporary classroom, part of the tarmac playground and a small area of grass. The additional parking spaces will be located on an existing grassed area which also comprised play apparatus.

4.2 Surface water drainage outfalls

4.2.1 It is a requirement of the The Building Regulations (2010), Drainage and Waste Disposal, Approved Document H, to dispose of surface water collected by a development in the following list of priorities:-

1. Infiltration systems where ground condition permit 2. To watercourses 3. To sewers

Each of these is considered separately below:

4.3 Infiltration systems

4.3.1 The ground conditions of the site are described in Section 2.4 above. Infiltration is viable and will be used for the proposed extension.

4.4 Watercourses / Main river

4.4.1 Infiltration techniques are viable on the site, therefore, draining to a watercourse will not be considered further.

4.5 Sewers

4.5.1 Infiltration techniques are viable on the site, therefore, draining to sewers will not be considered further.

5.0 Proposed drainage strategy

5.1 Surface water drainage strategy

5.1.1 Surface water from the proposed extension will be discharged via infiltration techniques, thus ensuring that the rate of surface water runoff from the site does not increase as a result of the proposed extension.

5.1.2 Dependent on the final level design and external works proposed for the car park area, a drained area equivalent to or in excess of the new impermeable area (238m2, see Appendix E) will be drained via permeable paving or a geocellular soakaway.

5.1.3 A drawing showing the proposed drainage arrangement is enclosed in Appendix F.

5.2 Surface water design and management

5.2.1 Proposals are to design the surface water drainage system to accommodate storms up to the 1 in 100 year event and allow for increase in storm intensities up to 20% (design life of the development assumed at less than 60 years). Table 5.1 below is a copy of Table 2 from the Environment Agency’s guidance ‘Climate Change Allowances for Planners’ to support the National Planning Policy Framework.

5.3 Infiltration requirements

5.3.1 The proposed extension to the school will result in a 238m2 increase in impermeable area, as shown on the drawing enclosed in Appendix E. The final proposal for the disposal of surface water will depend on the final finishes and level design of the car park. A minimum of 238m2 of drained area equivalent to the additional drained area will either be drained via permeable paving or a geocellular soakaway. The drainage options are shown on the plan enclosed in Appendix F.

5.3.2 The soakaway design is based on the following parameters.

5.3.3 Full calculations for the permeable paving and geocellular soakaway are enclosed in Appendix G and Appendix H respectively.

5.4 Overland flows

5.4.1 Proposals are to design the surface water drainage to accommodate the 1 in 100 year storm event, taking into account the predicted future effects of climate change (20% increase in intensity). There is a risk of this storm event being exceeded, albeit the risk is considered very low. In such an event, the proposed drainage systems will become overwhelmed and overland flows could occur. Overland flows will be directed to follow the path that overland flows currently flow and away from the proposed new building.

5.5 Foul water drainage strategy

5.5.1 Foul water from the proposed new classroom block will connect into the existing foul water network at Overstone Primary School.

6.0 Maintenance

Introduction and brief

Further to our correspondence on 12th January 2016, and your subsequent instructions, we confirm completion of investigations at the above site and can now offer the following report.

Our brief was to test the permeability of soils onsite for infiltrations systems to be designed by JPP Consulting (Consulting Structural and Civil Engineers).

Site location, description and geology

The site is positioned on the side of a shallow sided valley carrying the Cowpasture Spinney, the channel of which is located about 255m west of the site. The site boundary encompasses Public Open Space, known as Overstone Playing Field (within the north) and the main school (within the south). School buildings are typically single storey in height and of stone construction, with the exception of a temporary classroom. There is limited soft landscaping around school building, with hardstanding principally comprising bituminous bound materials. The Playing Field is surfaced in grass.

Established vegetation in the form of trees are located along the Playing Field boundaries. Topographically the site and Playing Field are generally flat. The site is bordered to the south by Sywell Road with housing beyond, housing to the east and west and farmland to the north.

With reference to geological maps and to our ground investigation report (R-STM3284G-G01, dated October 2015) site geology consists of Topsoil, overlying Northampton Sand Formation (bedrock), which ultimately overlies Whitby Mudstone Formation (bedrock) at depth.

Fieldwork

Fieldwork consisted of machine excavated trial pits in four locations, to a maximum depth of 2.16m with infiltration testing subsequently undertaken. At location TP102, an initial trial pit was excavated to determine geology (TP102a) with a shallower pit excavated close by to undertake infiltration testing (TP102b).

Locations of infiltration testing were proposed by JPP Consulting and are shown on Drawing 02 Rev 01 attached.

Ground conditions

Ground conditions encountered consisted of Topsoil/Made Ground over Northampton Sand Formation.

Topsoil extended to approximately 0.5m at positions TP101-TP103 and generally consisted of dark brown clayey silty sand. Made Ground extending to approximately 0.4m at position TP104 and consisted of bituminous bound material overlying gravel and topsoil type material.

Northampton Sand Formation was encountered at all positions to a depth in excess of 2.15m and consisted of a medium dense gravelly clayey sand overlying dense sandy gravel with many cobbles of sandstone, which became bedded with depth. We were unable to excavate deeper due to the competency of the Northampton Sands.

No groundwater was encountered in any of the exploratory positions. Trial pit records are presented in Appendix A.

Infiltration potential

Soil infiltration tests were carried out in TP101, TP102b, TP103 and TP104 at depths between 0.77 and 2.16m. Infiltration tests were carried out in accordance with Building Research Establishment Digest 365 (2007) “Soakaway design”.

Infiltration measurements

Infiltration tests at locations TP101, TP103 and TP104 were undertaken within the bedded Northampton Sand Formation deposits. Infiltration at location TP102 was undertaken within the clayey gravelly sand deposits at approximately 1m below ground level. Results of infiltration testing are attached, but are tabulated below.

Based on the information above, it is evident that Northampton Sand will exhibit some variation in permeability. On this basis, the use of trench type soakaways will increase the likelihood of locating more permeable soils along its length.

1.0 Introduction

1.1 Background

1.1.1 This report has been prepared by JPP Consulting Limited on behalf of LGSS Property Services to support a planning application for the proposed extension to Overstone Primary School. The benefit of this report is limited to our instructing client.

1.1.2 Overstone Primary School is located to the north of Sywell Road, Overstone, as shown in Figure 1.1 below. Overstone is located to the north-east of Northampton and east of the A43. The National Grid Reference for the school is E480440 N266325.

1.2.1 The aim of the Transport Statement is to support a planning application to extend Overstone Primary School. The proposed development layout is shown on the plan enclosed in Appendix A.

1.2.2 This report will consider the wider highway network implications of the Overstone Primary School extension, and will also focus on the sustainable credentials of the development.

2.0 Site Description and Development Proposals

2.1 Site Location

2.1.1 Overstone Primary School is located to the north of Sywell Road, Overstone, as shown in Figure 1.1 above. The school is bound by existing residential dwellings to the east and west, Sywell Road to the south and Overstone Playing Field to the north.

2.2 Development Description

2.2.1 An expansion of Overstone Primary School is required to meet increasing primary education demand created by new housing developments and rising birth rates. The proposal to extend the school will double pupil numbers from 105 to 210 places by increasing it from ½ form entry to 1 form entry.

2.2.2 The proposed extension to Overstone Primary School will comprise the following:

 New teaching block with 4 classrooms and associated space;  Internal reorganisation to improve existing classroom sizes and teaching spaces;  Additional hard play areas; and  Increased on-site staff parking.

2.2.3 The proposed site layout is shown in Appendix A and the proposed floor plans are enclosed in Appendix B.

2.3 Vehicular Access

2.3.1 Vehicular access to the school will be directly off Sywell Road, as per the existing arrangement.

2.4 Pedestrian and Cycle Access

2.4.1 Pedestrian and cycle access to the school will be directly off Sywell Road, as per the existing arrangement.

2.5 Parking

2.5.1 The proposed extension will increase the number of on-site staff parking spaces from 8 to 15.

3.0 Existing Conditions

3.1 Road Network

3.1.1 Overstone Primary School will continue to be accessed off Sywell Road. Sywell Road provides connections to Sywell village to the east and Moulton village and the A43 to the west. In turn, the A43 provides connections to and the A14 to the north and Northampton and the A45 to the south.

3.1.2 Sywell Road is street lit and subject to a 30mph speed limit within in the vicinity of the school.

3.1.3 There are ‘SCHOOL KEEP CLEAR’ road markings on Sywell Road outside Overstone Primary School.

3.2 Pedestrian Facilities

3.2.1 Sywell Road is bound by a footway to the north of the carriageway. The footway is separated from the carriageway by a verge.

3.2.2 Walking distances are shown on the plan enclosed in Appendix C. 3.3 Cycle Facilities

3.3.1 Local cycling facilities are shown on the map enclosed in Appendix D. Based on this map produced by Northamptonshire County Council, Sywell Road is classed as a through route with moderate traffic and usually low speeds, but with often parking and turning movements. Northamptonshire County Council state that “well trained school children should cope”.

3.3.2 Cycling distances are shown on the plan enclosed in Appendix E. 3.4 Public Transport: Bus

3.4.1 The nearest existing bus stop to the school is located on Sywell Road outside Overstone Primary School. The location of this bus stop is shown on the plan enclosed in Appendix C.

3.4.2 General bus service frequencies and routes of buses utilising the Sywell Road bus stop outside Overstone Primary School are set out in Table 3.1 below. Full timetable and bus route information is enclosed in Appendix F. The information provided in the table below and the appendices was correct at the time of publication.

3.4.3 Collectively, the 38, 39 and 43/X43 bus services will provide staff and pupils (travelling with their parent / guardian) at Overstone Primary School with public bus services at suitable times for school journeys.

3.5 Public Transport: Rail

3.5.1 The nearest railway station is Northampton, located approximately 13.3km (8.2 miles) from Overstone Primary School. The railway station is located on the line between London Euston and Birmingham New Street. The station is served by regular trains between these two destinations, with stops including Milton Keynes, Rugby and Coventry.

3.5.2 The railway station can be accessed from Overstone Primary School via a multi-modal route: taking the number 39 bus service from outside the school to Northampton bus station and walking approximately 700m to the railway station.

3.6 Summary

3.6.1 Overstone Primary School is located to the north of Sywell Road, Overstone. The school is bound by existing residential dwellings to the east and west, Sywell Road to the south and Overstone Playing Field to the north. Vehicular, pedestrian and cycle access to the school will continue to be directly off Sywell Road.

3.6.2 The school has good links to the existing walking and cycling infrastructure.

3.6.3 The nearest bus stop is located on Sywell Road outside the school. This bus stop is served by hourly Monday to Saturday buses to Northampton and Kettering, in addition to less frequent Monday to Saturday buses to Market Harborough. These buses will offer staff and pupils (travelling with their parent / guardian) the opportunity to travel by more sustainable forms of transport.

3.6.4 The nearest railway station is Northampton, located approximately 13.3km (8.2 miles) from Overstone Primary School. The railway station is located on the line between London Euston and Birmingham New Street. The station can be accessed from Overstone Primary School via a multi-modal route utilising local bus services.

4.0 Traffic Flow Observations

4.1 Introduction

4.1.1 Observations of vehicle movements and parking were completed on Wednesday 11th November 2015 between 08.15-09.15 and 14.40-15.40. The weather was dry on the day of observation.

4.1.2 The general arrangement of Overstone Primary School and the local road network is shown in Figure 4.1 below.

4.2.1 Traffic generally flowed well within the vicinity of Overstone Primary School during the morning observation period. There appeared to be more traffic travelling westbound towards Northampton than eastbound towards Sywell.

4.2.2 On arrival at 08.15, there were some cars parked on-road along the north carriageway, both to the west and east of the school. These cars comprised a mixture of local residents and parents waiting with children in their car ready for the start of school. These parked cars partially blocked the eastbound flow of traffic along Sywell Road, although space remained for two cars to pass. Short duration congestion occurred past the parked cars when westbound traffic was busy or when westbound traffic did not move over to allow oncoming traffic to pass at the same time. Congestion peaked when slow-moving wide bin lorries stopped regularly within the vicinity of the school and restricted the flow of traffic past the parked cars. This congestion lasted for a short period of time and it should be noted that bin collections only occur one morning each week.

4.2.3 Until 08.40, only staff arrived at the school. During the observation period, one member of staff opened the gate and parked within the school site, others parked on the road.

4.2.4 Parents and pupils started arriving from 08.40. Those who arrived closer to 08.40 tended to park on-road and wait in the car. Those who arrived closer to the start of the school day parked and got out of the car immediately. The school bell rang at 08.50, however, late arriving pupils were dropped off up until 09.10. Parents departing the school after dropping of their child(ren) was staggered with a higher proportion of parents leaving shortly after the school bell rang at 08.50.

4.2.5 The gated vehicular school access was occasionally used as a pull-in space to drop off pupils or to turn around. This resulted in cars having to reverse back onto Sywell Road. The ‘SCHOOL KEEP CLEAR’ markings were generally kept clear during the observation period.

4.2.6 From observations, it would appear that a high number of pupils arrived at school on foot. 4.3 Afternoon observations: 14.40-15.40

4.3.1 Traffic flowed better within the vicinity of Overstone Primary School during the afternoon observation period than during the morning observation period. Overall traffic flows along Sywell Road within the vicinity of the school were a lot lighter during the afternoon observation period.

4.3.2 Similar to the morning observation period, short duration congestion occurred due to the parked cars partially blocking the eastbound carriageway. However, congestion was significantly less during the afternoon observations due to the lighter traffic flows along Sywell Road.

4.3.3 Some parents started to arrive from 14.45, however, the majority of parents arrived between 15.05 and 15.15. School finished at 15:15 and most pupils appeared to have been collected by 15.25. A few remaining pupils were collected between 15.25 and 15.35.

4.3.4 Parents who drove generally parked in on-road spaces slightly further from the school and walked to the gates. One parent partially parked on the ‘SCHOOL KEEP CLEAR’ road markings.

4.3.5 Eight staff cars were seen to be parked on the school site along the eastern boundary. The vehicular school gates were not opened during the afternoon observation period, therefore, eight staff cars remained on the school site at 15.40.

4.3.6 At the end of the observation period, one parked car remained in front of the school – assumed to be a member of staff. A few parked cars remained immediately west of the school – either members of staff or local residents. A van pulled up temporarily outside the school and parked half on the verge and half on the road.

4.3.7 From observations, it would appear that a high number of pupils left school on foot.

4.4 Summary

4.4.1 Whilst there was some short duration congestion on Sywell Road due to parked cars within the vicinity of Overstone Primary School, there were no significant issues that require addressing or that would be made significantly worse by the proposed expansion of the school.

4.4.2 The expanded school car park should limit the number of teacher parked cars on Sywell Road, thus potentially reducing the observed congestions spots.

5.0 Accessibility

5.1.1 Walking

5.1.2 With reference to the Chartered Institution of Highways and Transportation (CIHT) publication ‘Guidelines for Providing for Journeys on Foot’ (2000), it is suggested that around 80% of walk journeys and walk stages are less than 1 mile (1610m). This guidance also provides ‘suggested acceptable walking distances’ which are set out in Table 5.1 below.

5.1.3 Indicative walking time calculations have been calculated assuming a ‘typical’ walking speed of approximately 1.4m/s or 3mph. These are shown against the suggested walking distances set out in Table 5.1 below.

5.1.4 From the plan enclosed in Appendix C, it can be seen that all existing dwellings in Overstone and Sywell, and also the dwellings on the eastern edge of Moulton, are located within desirable and acceptable walking distances of Overstone Primary School.

5.2 Cycling

5.2.1 Section 3.10 of the Local Transport note 01/04 states that generally a 4km cycle distance is considered acceptable.

5.2.2 Assuming a cycling speed of 12kmph, the maximum accepted time for a cycling journey is 20 minutes.

5.2.3 Cycling for work journeys are generally considered acceptable up to 5km. All of Overstone and Sywell is located within 5km of the school, see Appendix E. The school therefore offers significant opportunities for staff to travel to and from the school by bicycle.

5.2.4 The school’s location therefore offers opportunities for staff and pupils (travelling with their parent / guardian) to travel sustainably by bicycle.

5.3 Public Buses

5.3.1 The closest bus stop is located on Sywell Road outside Overstone Primary School. The existing bus services using this bus stop are described in Section 3.4 and above. These services will provide opportunities for staff to travel to and from the school sustainably.

5.4 Summary

5.4.1 It can be seen that Overstone Primary School is adequately served by more sustainable forms of transport.

6.0 Vehicle Trip Impact

6.1 Vehicle trip generation rates have been obtained from the TRICS database version 7.2.3. The TRICS data is enclosed in Appendix G. Vehicle trip rates are shown in Table 6.1 below.

6.2 From the above vehicle trip rates, the number of vehicle trips for the proposed primary school extension can be calculated based on an additional 105 pupils. The predicted vehicle trip numbers from the proposed primary school extension are set out in Table 6.2 below.

6.3 It can be seen that the proposed primary school extension is predicted to generate 47, 40 and 8 vehicle trips in the 08.00-09.00, 15.00-16.00 and 17.00-18.00 peak periods respectively.

6.4 From observations of existing highway conditions, the predicted additional vehicle trips generated by the additional 105 pupils at Overstone Primary School are not expected to have a significant adverse impact on the surrounding highway network.

7.0 Conclusions

7.1 Overstone Primary School is located to the north of Sywell Road, Overstone, Northamptonshire. The school is bound by existing residential dwellings to the east and west, Sywell Road to the south and Overstone Playing Field to the north.

7.2 The proposed school extension will accommodate an additional 105 pupils, raising capacity from 105 to 210 pupils by increasing the school from ½ form entry to 1 form entry. The proposed extension to Overstone Primary School will comprise the following:

 New teaching block with 4 classrooms and associated space;  Internal reorganisation to improve existing classroom sizes and teaching spaces;  Additional hard play areas; and  Increased on-site staff parking.

7.3 Vehicular, pedestrian and cycle access to the school will be directly off Sywell Road, as per the existing arrangement.

7.4 The school is shown to be well served and accessible to more sustainable modes of transport.

7.5 The predicted additional vehicle trips generated by the additional 105 pupils at Overstone Primary School are not expected to have a significant adverse impact on the surrounding highway network.

7.6 There are therefore no reasons on highway grounds why planning permission for the present development should not be granted.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip rates are then rounded to 3 decimal places.
