1. RESOLVED: To confirm the minutes of the meeting held on 28th March 2011.

Annual report of the Parish Council

2. The Chairman presented that Annual Report of the Council. This is available on the website but will also be delivered to every house in the parish as part of the summer edition of the Village News.

Presentation by PC Dee Faulker regarding the ‘Community Speed Watch’ scheme

3. PC Faulker is based at Lyndhurst. She helped to set up the first Speed Watch scheme in the at , and .

The scheme has been running in for about a year and can only be used in areas that have a 20, 30 or 40mph speed limit. 1

The scheme is run by volunteers but with help from the local Safer Neighbourhood Team (SNT).

The scheme is none confrontational and uses SID’s to record speed data. The SID’s show the speed of the vehicle and either a smiley or unhappy face depending on the speed. If the vehicle is speeding the volunteers (min of 3 at any time and all must be vetted) then record the speed, the vehicle details, make, model and vehicle registration. This information is then entered into a spread sheet and sent to the local SNT. These details are then entered into the Police system and a warning letter is sent to the registered keeper of the vehicle. This covers the whole of Hampshire and the IoW.

If a vehicle is caught for a second time anywhere in Hampshire the registered keeper receives a letter and visit from the local SNT. The third time involves a visit from the local Traffic Police Unit.

The cost of setting up this scheme is between £2500 - £3000 and needs to be funded by the Parish Council. This fee includes the SID, training and the back office duties carried out by the Police. There may be additional costs for safety jackets and vetting checks.

The Control Room need to be informed when the equipment is going to be used.

Is the SID set at the speed limit? Yes, there is a PDA that sets the speed limit. It does show the speed achieved but they are only there for a very short period of time.

Who provides the jackets etc? They are purchased as part of the package.

Equipment – where is it stored? It is supposed to be stored at the local Police station, but if insurance and somewhere safe is found it may be kept in the village. Twiggs Lane does not have many verges and therefore its restricting where it can be used. The Police have undertaken enforcement along here and use a couple of driveways.

How is the data transferred? You need at least 6 volunteers for the scheme to work with PC Andy Smith leading. The details collected are emailed to someone within the Police force to be inputted.

Any on-going costs? £3000 is the set-up fee. There were some problems with the SID at Bramshaw but the manufacturer just replaced it.

We are being asked to pay for more Police services such as PCSO’s and now this. We looked at other Forces before we started this scheme and it has worked in other counties.

How is the unit validated and calibrated? As far as I know this is done yearly.

How can you check that volunteers are not being vexatious or zealous? The volunteers record details of the vehicles on a sheet and this is checked against the read out. The SID doesn’t record vehicle details. If the vehicle details i.e. registration number, colour, make and model don’t match those held by DVLC then a letter is not sent.

If volunteers record a stolen, untaxed, uninsured or none MOT’ed vehicle is a summons sent? Not sure as this is a new scheme.

Has anyone ever been taken to court with this scheme? Not sure as this is a new scheme in Hampshire. It is more of an education tool.

Could Twiggs Lane have the ‘slow down’ sign the same as on the A326? These are controlled by HCC and not sure if it would be ok to locate these within the National Park area.

Since the meeting on Twiggs Lane we have had 3 speed enforcement sessions on the road.

Could this issue be taken to the Parish Council for discussion? Yes.

How long is each session? This depends on the volunteers. They normally vary from ½ hours to 1½ hours.

4. PCSO Dan Carlin and PC Gary Weston (on detachment from the TCP Team) addressed the meeting.

SNT have been undertaking speeding operations on Twiggs Lane, Normandy Way and Main Road. On the last occasion on Twiggs Lane we only caught 1 person in an hour and they were going about 3mph over the speed limit.

Crime figures

1 burglary compared to 7 over the same period last year. Criminal damage incident in Pooks Green. People have been arrested. 19 incidents of Anti-Social Behaviour (ASB) over the last month compared to 11 over the same period last year. However, the way data is recorded over the last year has changed and more items are now covered by ASB. 3 cases of vehicles crime over the last but this was all caused by people leaving their vehicles unlocked.

Starting dog fouling patrols with the Dog Warden and ACSO’s. We have got the power to issue a £75 fine. However, education is going to be the first action before fines are issued,

Speed enforcement on Twiggs Lane? There have been at least 5 enforcement sessions on Twiggs Lane recently.

Could speed enforcement happen on Tavells Lane? I can raise this with PC Andy Smith. Email any problem roads through to either the Parish Council or SNT for them to consider / look at.

Concerned about the width restriction on Twiggs Lane not being adhered too? The Police are aware of this. A second width restriction sign has been ordered by HCC and this will make it enforceable.

What can you do about cars parking on pavements? Police make an assessment on each case. If a double buggy or wheelchair can still get through on the path the vehicle is normally left. If they can’t then the Police try to trace the owner and ask them to move it.

Parish Council accounts for the year ended 31 March 2011

5. The Clerk reported that the Council’s accounts for the year ended 31 March 2011 had been audited as correct.

6. The Clerk reported that at present the accounts are within budget and will be prepared at the end of the financial year.

8. Cllr Mrs Bennison reported that more ‘beware of horse rider’ signs had been requested for Twiggs Lane.

Broadband – where does Marchwood stand as we have infinity in the village? It varies all over the village and some areas have very poor broadband.

9. Cllr Harrison reported that HCC had frozen Council Tax this coming year.

The democratic process at HCC is being reviewed. They are looking at reverting back to the committee system rather than a cabinet.

Council meetings can now be viewed live on line.

I again have an £8000 grant fund.

Cycle route between Marchwood and Totton is hopefully slowly progressing. HCC Officers are looking into it.

Waterside Railway is on track. The scheme is viable and the next stage has been funded.

I am a representative on the National Park Authority and it seems that the forests will not be sold off as thought about a year ago.

There is a governance review currently taking place on National Parks.

HWRC has been delayed, what about road safety? I am very disappointed about the 2 year wait. Concerned over the safety on the site with the metal steps. I have spoken with Highway Officers about highway safety and they are going to look at signage.

Should we have a bus users meeting to discuss the current situation? I have already contacted Colin Wright to organise this.
