June/July 2012 Volume 12 Issue 42

Dear Residents of Ward 43,

City Hall has been busy as usual with all the standing committee meetings and City Council, meeting will continue into July with a short recess in August.

I look forward to seeing you at our Annual Guild Alive with Culture Art Festival on July 28 and July 29 . This year's Festival will run from 10:00 a.m. to 7:00 p.m. and will feature as always artist vendors, a community section, great music and lots for the children to do. New this year will be the Olde Stone Cottage setting up a mini pub as the food court along with a Beer Garden for all to enjoy. The culinary offerings will be true to the Olde Stone Cottage menu and a great complement to the Festival. Theatre Scarborough will run their production at the park at 7:30 p.m. on Friday, Saturday and Sunday nights in July as well as during the Art Festival.

The Guild Alive with Culture Art Festival is organized and brought to you by my office along with the Guild Renaissance Group and Citizen members. We have all been working towards bringing the community a fantastic festival.

On Monday June 25 the Board of Health Committee adopted my motion for indoor play areas in eating establishments. The committee directed the Public Health to develop Infection Prevention and Control (IPAC) guidelines for indoor play areas and provide them to operators of food establishments containing indoor play areas during routine and complaint inspections.

I also introduced a motion at the June City Council session for the City of Toronto to designate the Park and Gardens a National Historic Site with national significance. The designation would provide a tool to for any further Federal funding for the site. I have been working with Mr. Chuck Konkel on the Federal application and have engaged grade 11 Sir Wilfrid Laurier students to participate by submitting short essays on why they believe a National Historic Site designation is warranted for Guildwood Park and Gardens.

Sincerely, Paul

Guild Inn Bickford Residence The City has hired a consultant to write the Request for Proposal (RFP)for restaurant and hospitality services at the . This consultant has met with the Guild Park Advisory Committee on June 14 th the RFP time line was discussed along with the committees input. The draft RFP is going to be prepared over the summer and the draft will be brought to Guild Park Advisory Committee at the end of August for final review. The RFP would then be issued by the City in September.

My office has been approached my many interested individuals who have been advised of the pending RFP. These individuals have been advised to view the final RFP issued by the City this September. We have all been waiting quiet some time for a proper partner for the site. Our new approach in hiring the consultant with restaurant and hospitality experience through the real estate division brings a new scope to our process, I am hopeful that it will bring the proponent needed to fulfil the rehabilitation of the Guild Inn Bickford Residence to a successful .

What is an RFP? Is issued at an early stage in a procurement process, where an invitation is presented for suppliers through a bidding process, to submit a proposal on a specific project, The RFP process brings structure to the procurement decision and is meant to allow the risks and benefits to be identified clearly up front.

I have received many phone calls from residents expressing that the fence was not attractive and rusted, the fence was also acting as a barrier to the parkland. Since the project to remove the fence has commenced many residents have advised that the area has been enhanced.

------9. Council Highlights ------

City Council meeting of May 8 and 9, 2012

Council Highlights is an informal summary of decisions made by Toronto City Council. The City Clerk provides the formal documentation at http://www.toronto.ca/council .

Community use of school pools Council approved a five-year agreement between the City of Toronto and the Toronto District School Board for the City's continued use of pools in Toronto schools. The agreement extends to June 2017. By offsetting the board's pool operation and maintenance costs, the City is able to use 33 school pools for community swim programs weeknights, weekends and during the summer months.

Sale of City properties Council decided to make changes to the procedure for considering the transfer of City of Toronto lands to the Build Toronto agency for sale on behalf of the City as surplus to its needs. The process is to include consultation with the relevant ward councillor and the City's chief planner. Meanwhile, Council authorized the transfer of several specified properties to Build Toronto as recommended by the Government Management Committee.

Toronto Sportsmen's Show Council agreed to exempt the City's from a policy that prohibits the use of City facilities for the promotion of firearms. The exemption was made to permit the Toronto Sportsmen's Show to host its annual show at Exhibition Place. The show was held at a different location the past two years, after the previous Council banned the display of guns on City property. Gun displays, as well as presentations about the safe use and storage of guns, are a component of the show.

Firearms database Council agreed to ask the Province of to do everything in its power to stop the planned deletion of existing data pertaining to non-restricted gun ownership in Ontario. Federal Bill C19 has ordered the deletion of data on millions of non-restricted firearms currently registered in Canada - including about 287,000 such firearms registered in the . Council reaffirmed its support for the registration of all firearms. The data can be useful to police in tracing guns to their last legal owners.

Site of first parliament buildings Council directed staff to work with the owner of property at Front and Parliament streets that was the site of Canada's first parliament buildings in an effort to secure the site under public ownership at no net cost to the City. A developer has applied to build a residential condominium building on the site. Full public ownership is required for the site to qualify for designation as a national historic site. The City would like to make the first Parliament Site a historic monument and tourist attraction.

Jury duty Council agreed to ask the Ontario government to deem the members of Toronto City Council ineligible for jury duty. The rationale for the request is that the mayor and councillors have responsibilities that make it impractical and inappropriate for them to serve on a jury. Elected officials of the federal and provincial parliaments are exempt from jury duty.

Toronto's aerospace industry Council approved the creation of a working group with broad representation dedicated to advancing aerospace- related employment and training in Toronto's Park area. Council wants to see continued growth of the aerospace sector through the promotion of Toronto as a world-class centre of aerospace excellence.

Specialized driver training for staff Council approved plans for a pilot project aimed at reducing collisions involving City staff - and in turn reducing the annual cost of collisions involving City vehicles. The pilot project under Fleet Services will use a simulator in the training of 100 City employees who drive daily as part of their job. Assessment of the pilot project will help the City decide whether to implement a larger-scale training program of this kind to supplement its established driver training and safety efforts.

Promoting awareness of autism Council agreed to endorse Autism Ontario

------13. Plastic Bags Ban ------

The plastic bag the centre of attention at this months meetings. The vote introduced as a Mayor's item was to deal with ridding of the 5 cent bag tax, which I voted to abolish. This charge which will seize on July 1, 2012, the banning of plastic bags altogether was put on a the floor of City Council as a fast item.

I did not vote to ban plastic bags. Why did I vote this way: firstly there was no staff report on the impact this would have on retailers, there was no community consultation, there was no questions asked to the Retail Council of Canada. As your City representatives were are responsible to make sound decisions with the proper information, no information was given, it was a haste decision made without any proper research.

Many of the plastic bags retailers now use are environmentally valid products made out of biodegradable material which can be returned to the landfills through re-use. I also don't want to see an increase in paper bags, as we should be protecting our trees not cutting them down to make bags; we need our tree canopy.

Any justification for the bag tax would see companies opening up their books to prove that the funds were being delegated to environmental issues, the City cannot ask nor do we have the right to make this request on private business. The City Solicitors was also asked for their opinion, but this was voted down. The decision to ban the plastic ban was made without a staff or legal report, it was an emotional vote not a rational one.

Other municipalities like Orillia abolished the 5 cent bag tax but did not ban the plastic bag.

When dreaming of pristine beaches, many residents of Toronto imagine tropical destinations, but they only need to look to the shores of Toronto to find some of the best swimming beaches around. Eight of Toronto's 11 swimming beaches have earned Blue Flags, making them a great choice for family fun and cooling down during the hot summer.

The Blue Flag program is a highly respected and internationally recognized eco-label for swimming beaches. An independent agency, Environmental Defence, operates the program in Canada and is responsible for monitoring 31 factors, including water quality, environmental management and education, safety and services. Blue Flags fly across the world, identifying beaches that meet the highest criteria for excellence.
