ORDINANCE NO.6-2015
DESIGNATING PEDESTRIAN CROSSING LANES INCLUDING BLUE LANES FOR PERSONS WITH DISABILITES (PWD’S) AND SENIOR CITIZENS AND VEHICULAR U-TURN SLOTS ALONG THE STRETCH OF THE HALSEMA HIGHWAY FROM KM. 3 TO KM. 6 AND OTHER THOROUGHFARES WITHIN THE MUNICIPALITY OF LA TRINIDAD, BENGUET.
Explanatory note.
WHEREAS, there is a need to designate pedestrian crossing lanes along the national highway and other major thoroughfares especially on areas where schools, commercial buildings , markets and where government institutions or offices are located.
WHEREAS, the designation of pedestrian crossing lanes along the national highway and other major thoroughfares will help in the prevention of road accidents and will likewise improve the flow of vehicular traffic thereat;
Now Therefore, on joint motion of Councilors Joey Jovencio L. Marrero, Roderick C. Awingan and Henry M. Kipas, be it ordained by the Sangguniang Bayan in session assembled that:
SECTION 1.Short Title. This Ordinance shall bereferred to as the “Pedestrian Crossing and U-Turn Ordinance” of the Municipality of La Trinidad, Benguet.
SECTION 2.Definition of Terms: As used in this ordinance, the following terms shall mean: Pedestrian – a person who walks and or crosses the road on foot. Pedestrian Crossing Lanes – is an area or space officially designated withinthe highway or public road and plainly marked or indicated by two parallel lines, for the use of pedestrians crossing the highway or public road. Blue Lane - this are lanes officially designated within the highway or public street marked or indicated by a blue color paint for the use of persons with disabilities and senior citizens crossing the highway or public road. U-Turn Slot- are those designated areas along the highway where a travelling vehicle could make a 180 degrees rotation to reverse its direction of travel.

SECTION 3.Designated Pedestrian Crossing Lanes and Blue Lanes. All pedestrians including Senior Citizens and Persons with disabilities, shall only walk or cross on the following designated pedestrian crossing lanes and blue lanes along the Kilometer 3 to Kilometer 6 stretch of the Halsema Highway and other thoroughfares within the municipality:

Km. 6, Betag 1.) In front of Police Community Precinct # 2
Km. 5 near Epiphany Compound and BSU Cooperative In front of Epiphany and BSU Marketing with Blue marketing Lane
Km. 5 near Benguet General Hospital In between BSU main gate and Benguet General Hospital with Blue Lane
Km. 5 Public Market area 1.) In front of 2002 Public Market building with Blue Lane
2.) In front of Petron Gas station along Pico-Lamtang National Road

SECTION 4.Designated U-Turn Slots. All motoriststravelling or cruising along the Kilometer 3 to Kilometer 6 stretch of the Halsema Highway shall make a u-turn only at the following designated U-Turn Slots:

Km. 4 Area 1.) In front of Khalies Grill but for only vehicles coming from Baguio side 2.) In front of Shell Gasoline Station
SECTION 5.Road Sketch Map.A road sketch map marked as “Annex A”, showing the designated pedestrian crossing lanes /blue lanes and U-Turn Slots as provided under Sections 3 and 4, is hereby attached and made an integral part of this Ordinance.
SECTION 6. Penalty- any person violating this ordinance shall be penalized to pay a fine in the amount of Five Hundred Pesos (P500.00) for every offense.
SECTION 7.SeparabilityClauseIf for any reason or reasons, any part of this ordinance shall be declared invalid or unconstitutional, the remaining provisions hereof which are not affected thereby shall remain in full force and effect.
SECTION 8.Repealing Clause.All existing ordinances, resolutions and regulations or part of parts thereof, which are inconsistent with this ordinance, are hereby repealed or modified accordingly.
SECTION 9.Effectivity. This ordinance shall take effect in accordance with the provisions of Republic Act 7160 otherwise known as the Local Government Code of 1991.
