Parish Council Update Planning Applications The following were considered by the Parish Council:- Farm wide development plan at Keveral Farm. Construction of two monkey enclosures and wooden hut at the Monkey Sanctuary. Construction of link extension between dwelling and office at Plowd-Rytyn Barn. Provision of 18 new pitches at Looe Caravan Club site. Extension and completion of plat- form at Waresmill, Millendreath. Construction of garage and parking space at Tighna-Mara, Millendreath. Donations Councillors received requests for funding from Playing Fields Association, CAB, and Shelter Cornwall; a donation of £30 per organisation was unanimously agreed. Youth Shelter Project A meeting took place with Russell Hale from , and it was agreed in light of the residents objections to abandon the project on the suggested site. A new site is being sought on Duchy land and further funding has been promised, so watch this space for exciting news. Ellie’s Haven Nigel Libby and his team organised a meeting on 9th April 2009 to inform residents of the parish of their plans for the site at No Mans Land. The meeting was well attended and residents made their feeling known to Nigel and his team who agreed to consider all the comments made. Street light request The Parish Council have asked Cornwall Council Highways to install a street light on the road from the B3253 up the one way road to Holland Road. Cornwall Council have confirmed that this has ben added to “the list” and will be done once funds become available. Meeting dates You are always welcome to attend the Parish Council Meetings. The next meetings are on May 7th at 7.15pm and May 28th at 7.30pm. Public participation is welcome before the meetings start.

The current 50 mph limit through the village of No Mans Land is too high and should have been reduced to 30 mph; I understand you have certain criteria that must be met, (21 properties fronting the road), however an exception to this rule must be made before there is a tragedy. The residents of Holland Road and Springfield Park cross this busy road daily to use the shop, post office and bus stop, many of whom are elderly or very young. There is no footpath (despite many requests), no streetlights or any way to safely walk and cross the road, and a 50 mph limit has done nothing to improve the safety of the residents. I urge you to look again at the speed limit through No Mans Land before it’s too late. Yours faithfully

Exploring the estate’s lush woodland and parkland along the banks of the , taking in the historical re- mains of the Priory gardens and St Germans Church. 4 Busy Bee’s Gardening tips

Just a few reminders ....be alert to frost warnings and protect where neces- sary. Plants and seedlings may be sluggish due to cold nights. Summer & Au- tumn plants and bulbs may go in now, don’t cut back daffodils etc ...too early. Do feed, weed and de-moss your lawns. As for the kitchen garden it’s all go, get small seeds in as well as second crops. Plant so that you have a continuous supply of crops all summer, and indeed beyond. Sow winter greens seeds into cold frames or cooler parts of the greenhouse. Happy gardening, Busy Bee Don’t forget now is the time to grow for the flower shows. No Mans Land will be holding theirs on Saturday August 8th 2009.

Ron’s 30 years Although being born at Middle Wringworthy (in Morval Parish) in May 1925, Ronald Matthews’ connection with the parish encompasses the eight decades of his life. He left the parish when he volunteered to serve in the Royal Navy between 1942 and 1946. He took part in the D-Day landings in 1944. On being de- mobbed he returned to live and work in the parish. In 1950 he married Nancy Lee, and for the next few years Ronald and Nancy lived in Looe. In 1957 they moved to Windsor, St Mar- tins, where they still live. He became a Parish Councillor in 1979, being elected to serve as Chair- man in 1987, for 14 years he served until finally step- ping down in May 2001. 5 One stop shops

With the changes in the way the County is governed and the end of District Councils, Council service will be delivered in a new way, and although I know that there will be difficulties, the new Council must be made to work, delivering better services for the people of Cornwall. Recently two new facilities have opened in Looe where you will be able to get new services, and those are the Children's Centre at the old Barbican Church Hall and the One Stop Shop at the Library on the Millpool West Looe. The Children's Centre provides a large number of activities and services based around children, and the centre also provide space for commu- nity events. It has a Preschool, Child Health Clinic, Ante-natal appointments, Soft Play Young mums group and many more events through the week, contact Madeline on 265611 for more information. The new Cornwall Council One Stop Shop, situated at the Millpool, can provide all the Council services that were previously only available at Liskeard; everything from applying for a council house, pot holes in the road to rubbish not being collected, it is as it says a One Stop Shop. In addition, knowing the area as I do, I have asked, and the Council has agreed that five parking spaces should be made available for the exclusive use of those wanting to use this facility, as is the summer months the car park is very busy. Over the last four years, whilst I have been the County Councillor for the Looe and St Martins ward, I have always tried to attend the Parish Council meeting as it provides a spotlight on what the community needs; these meetings are always well attended by the public who have at times provided very sound ideas. There are two projects that still need addressing, and those are the speed of traffic through No Mans Land especially in the Holland Road and Springfield area, the second being a suitable crossing to make it safe to access the village Post Office. I have appreciated the support of the Parish Council over many of the schemes that we have tried to get; lastly the new Cornwall Council ward which includes St Martins Parish is called Looe East which I feel is not right. To this end, I have written to the Electoral Commission and the Boundary Commission asking that the name be changed to Looe East and St Martins as it should have been all along. 7 Last year, Make a Will Week raised over £18,000 to help fund the work of our two hospices; St Julia’s in and Mount Edgcumbe in . This was achieved thanks to the hard work of nineteen solicitor offices throughout Corn- wall who generously gave their support and time to write and update a total of 226 Wills. Following this success, we have decided to repeat the scheme in 2009. If you have not yet made a Will, or it was written some years ago and needs updat- ing, this is a chance for you to have it done and at the same time help a wor- thy cause. How does it work? Participating local solicitors are giving their time to update or write standard Wills free of charge. In return they ask for a donation to Cornwall Hospice Care. I’ve been looking back to the days when there was no credit to crunch. Amazing as it seems, Christianity would not allow - usually - lending money for profit. So the Jews were traditionally looked upon as the movers and shakers in industry and enterprise. William the Conqueror flooded the country with his supporters, putting them at the helm of estates and parishes. These men would arrive with a retinue of personal attendants, including personal finance advisors - Jews! But where there’s money there’s muck and when loans weren’t forthcoming to finance crusades, Edward 1 banned Jews. From C14th to C17th there was economic stagnation - no credit! For our parish this meant that only the rich could afford new-builds like Keveral Barton which had a portico and 15 fireplaces. But on the plus side, the lack of development has added to our landscape where ancient boundaries and field patterns are so well preserved. And, curiously, in 1522 three men reported at St Martin’s for military inspection. They were quite well-to-do. Their name was Broda, later written as Broade. Broda is a surname that comes from Morovia in the Ukraine which was the centre of Eastern European Judaism. It’s brilliant to think that this illegal immigrant family thrived and prospered in our parish all those centuries ago. 10 New pilot scheme for Cornwall Healthy Early Years

Young children from around Cornwall are set to benefit from a new pilot scheme to help boost health and wellbeing. The Healthy Early Years (HEY) programme was set up by Cornwall Council and health to ensure best practice around health within nurseries, children’s centres and through childminders. The programme supports settings around personal, social and emotional devel- opment, health and wellbeing, healthy eating and physical activity. Six early years settings piloted HEY throughout 2008. These were Mount Charles Stepping Stones in St Austell, Nurture Day Nursery in , Townend Pre-school in Bodmin, Coombe Valley Nursery near Launceston, Liskeard Nursery School and Pensilva Pre-school. Each of the settings did a range of activities to improve health and wellbeing involving staff, children and parents. This included a reward scheme for walking or cycle to the setting, growing projects, bread making and cooking, dance sessions and football with parents, all-weather gear for outdoor play, staff training to improve practice and information packs on sun safety, road safety, recipes and healthy eating. One setting organised a ‘pedal push’ and another a sponsored walk. One setting arranged a food evening where parents came to taste the food provided for children, learn about a balanced diet and how to pack a healthier packed lunch. Another is reviewing snack menus to ensure a more balanced menu for children and asking parents for suggestions. As a result of the feedback from the first pilot a new audit was developed and a second phase of HEY is now being piloted with 15 new settings. Sophia Aston, HEY co-ordinator, said: “We congratulate the brilliant work that went on during the first pilot and are delighted that a second pilot scheme is about to start. We hope that our work will help 0-5 year olds across Cornwall to be fitter, happier, healthier children.” HEY was designed to sit within the new Early Years Foundation Stage curricu- lum which has been in use by all registered childcare settings from September. This ensures that the HEY programme is seen by settings as part of the required delivery rather than an additional activity. A training day was held in March to showcase the good work of the first six settings and to train the new settings and Cornwall Council’s early years’ teams who support them. Once the second phase pilot is completed in September it will be evaluated then rolled out to all early years settings in Cornwall 11 Saving energy, the planet and money too!

PARISH PLAN GROUP

Finally the 50mph speed limit on the B3253 has been introduced and the signs have been erected. One hopes that this action together with visibility improvements at Tregoad dip will reduce the constant string of accidents along that stretch of road. We fear that the speed limit reduction has done nothing at all to improve pedestrian safety at No Mans Land for the people wishing to use the local shop and Post Office.

The Shop and Post Office are a great asset to the local community so we should all be delighted that we have been fortunate enough to keep this ame- nity; as with everything if we don’t use it we will loose it, so everyone try to make an effort to use it as much as you can.

The village hall signs are now in place, this is a good community asset that is easily overlooked. Many events take place in the village hall, but they need your support to help keep going. Remember - use it or loose it!

There has been interest shown by some people in having an allotment; this has been discussed with the former Caradon District Council but no plots of land owned by them have yet been identified as being suitable.

It is with great disappointment we have to report that after many discussions with Cornwall County Council Highways that the U619 Symonds Lane will not now be cleared as we were lead to believe and now looks likely to be closed. Unfortunately this historic route will be lost forever. Similarly Bridleway 1 will not now be reopened because of access issues relating to buildings being erected over the path. This is not good news for equestrians looking for safe cliff road riding. On a more positive note, the Millendreath/ Bodigga cliff path / bridleway has been upgraded and is safe and pleasant to use. New self clos- ing gates with equestrian latches have been installed on the Treveria bridle- way making the path much easier to use on horseback.

It may not seem that we have achieved very much but things take a lot of time to come to fruition and we will endeavour to achieve as much as we can.

NO MANS LAND MEMORIAL HALL COMMITTEE The hall has had a very successful year, bookings are up and the hall is busy most days. Our jumble sales are still our main source of income and these are held on the last Saturday of the month. The summer flower show was again a great day, despite the weather. Sadly exhibits were slightly down but everyone who took part enjoyed themselves. The spring flower show is growing year by year. We have held many other events in the hall, some well attended, and others less so; it would be lovely to see more people from the Parish at these events. We are pleased that the snooker club has been reformed, and grants have been obtained to allow us to put much more needed heaters in the billiards room, and also to have it insulated. We were saddened this year by the death of our President, Mrs. Bet Pearn, an ardent supporter of the hall for so many years, she will be sorely missed. We are pleased to welcome our new President, Mr. Peter Powley. Also on a sad note, is the vandalism of the bench by the memorial. The first bench was given to us by Mrs. Pearn. The incident was reported to the Police, and the culprits owned up. More recently, the new bench, given by Mrs. Pearn’s family was once again destroyed, the Police have been informed but no one has come forward. On a brighter note, those of you who have visited the hall will surely agree that it is now a bright, welcoming place; the improvements have only been possible thanks to generous grants from the following: Caradon Tenants & Residents Forum. Cornwall County Council. St Martin-By-Looe Parish Council. Viridor Credits. The recently installed village hall signs make it much easier for people to find us; we hope to make further improvements when funds become available. ST MARTIN – BY – LOOE PARISH COUNCIL Chairman’s Report 2009 This has been another busy year for the Parish Council. The regular monthly meetings have been well attended by both Councillors and the general public. It is good to see members of the public with an interest in the running of the parish bringing topics to the council during the Public Question Time at the beginning of each meeting. The notice board at Nomansland has been refurbished with a much more robust design thanks to a generous donor. A new notice board has been placed at Windsworth and the Millendreath notice board remains popular. These all help to keep residents informed of activities within the parish and the work of the parish council. We continue to refer to the Joint Parish Plan when making decisions but it must be remembered that the plan is a document produced by the residents of St Martin and Morval and not the parish councils and was produced for guidance. There continues to be a problem with parking and the general appearance of parts of the Holland Road housing estate. We continue to work with Caradon District Council to try to resolve some of the issues. The council is still pursuing the provision of a Youth Shelter despite setbacks on the siting of the shelter. Many thanks to the Clerk for his efforts on this project. It is hoped that any further development for affordable housing may result in a permanent site for the shelter. The speed restrictions have finally been implemented on the B3253 from Widegates to Looe. Speeds are being monitored with a hope that the limit can be further reduced to 40mph on the stretch of road through No Mans Land village. This would improve the safety for all road users, motorists and pedestri- ans alike. Concerns are continually being raised about the condition of the roads within the parish. Partly due to the extreme winter weather conditions, Cornwall County Council are short of funds to do anything except patch the roads but we will continue to pursue the case for more major repairs. The council have recently purchased 2 salt/grit bins. One will be placed in the disused gateway opposite Holland Farm and the other on the hill at Windsor. There are still concerns over the general appearance of Millendreath. Council- lors have attended presentations from the new owners of plans for the re- development of the area and we await further progress. Yesterday saw the demise of Caradon District Council and the start of the new Cornwall Council. I hope for a smooth transition and the eventual savings that we have been promised.
