Somaprasad: Will the Minister of Communications be pleased to state: (a) whether Government has allowed Bharat Sanchar Nigam Ltd (BSNL) to go ahead with the roll out of 4G services and if so the details thereof; (b) whether Government will allow BSNL to upgrade equipment from China which is already being used for 2G and 3G services and if so, the details thereof and if not, the reasons therefor; and (c) whether Government has prepared a timeline in which BSNL will be able to undertake a full fledged rollout of 4G services and if so, the details thereof?

Venugopal: Will the Minister of Communications be pleased to state: (a) whether the reserved price for spectrum for 5G is far higher than the auction spectrum price in other countries; (b) if so, the details thereof; (c) the reasons for this higher auction price; (d) whether it is a fact that these high input cost will be charged from the consumers only; and (e) if so, the impact on consumers of this?

Rising number of incidents of call drops 2736 Dr. Fauzia Khan: Will the Minister of Communications be pleased to state: (a) whether the Ministry has taken cognizance of the rising number of incidents of call 670 drops; (b) if so, the details of the number of call drops reported across different telecom operators during the last one year, month-wise; (c) the steps taken by the Ministry to rectify the situation; (d) whether telecom subscribers are entitled to compensation for call drops; and (e) if so, the details of subscribers of different telecom operators who have been compensated and the amount of the total compensation provided, during the last one year, month-wise?

High speed broadband facility to Gram Panchayats 2737 Shri Subhash Chandra Singh: Will the Minister of Communications be pleased to state: (a) the number of broadband connections working in Odisha and actions being taken for providing broadband facility to all the Gram Panchayats (GPs) under phase-I; (b) the number of GPs in Odisha under BharatNet project which have been provided with infrastructure to provide high speed broadband connectivity and the plans to connect all villages with internet connectivity; and (c) the reasons for very poor utilization of Phase I of BharatNet project?

Release of long pending dues to BSNL employees 2738 Shri M. Shanmugam: Will the Minister of Communications be pleased to state: (a) whether Government is aware that BSNL has not paid salaries to its employees due to fund crunch; (b) whether request has come from BSNL authorities about immediate release of long pending dues amounting to more than Rs.29,000 crore from the Department of Telecommunications; (c) if so, the details thereof; (d) the reasons for not releasing amount to BSNL when it is already due; and (e) by when Government would release the dues including Viability Gap Funding, surrender of CDMA etc.?

Mortgaging of land parcels of BSNL 2739 Shri M. Shanmugam: Will the Minister of Communications be pleased to state: (a) whether the BSNL requested for withdrawal of Department of Telecommunications (DoT) letter on mortgage so that it can mortgage specified land parcel and building for availing term loan from banks; (b) if so, the details thereof; and (c) the reasons for not withdrawing the said letter to help BSNL to take loan from banks to tide over the financial crisis?

BSNL towers in Surguja, Chhattisgarh 2740 # Shri Ram Vichar Netam: Will the Minister of Communications be pleased to state: (a) the number of BSNL towers installed in Surguja Division in Chhattisgarh during the last two years; 671

Implementation of BharatNet Project in Tamil Nadu 2741 Shri P. Wilson: Will the Minister of Communications be pleased to state: (a) status of implementation of Phase I & II of the BharatNet Project, State/UT-wise along with details of Gram Panchayats covered so far thereunder, State/UT-wise, including Tamil Nadu; (b) whether Government has fixed any time limit by which all the Gram Panchayats will be provided with broadband connectivity and if so, details thereof, State/UT-wise, including Tamil Nadu; (c) details of funds so far allocated, released and utilized under Phase I , Phase II separately, State/UT wise especially in Tamil Nadu; and (d) whether Government has approved BharatNet implementation through Public Private Partnership Model in States with optical connectivity fiber and reasons for PPP?

PPP model to accelerate the pace of BharatNet Project 2744 # Shri Mahesh Poddar: Will the Minister of Communications be pleased to state: (a) whether Government is taking initiative to increase the pace of BharatNet Project to provide high speed internet to all the Panchayats of the country as soon as possible, in view of the needs of online education, E-schools, E-clinic etc. during the Corona pandemic, details thereof; and (b) whether Government would consider including private sector communication companies in BharatNet project by adopting PPP model, to increase the pace of BharatNet Project and to provide high speed internet to all Panchayats of the country in a stipulated time-frame, in view of current needs, if so, by when and if not, reasons therefor?

Collection of Universal Access Levy 2745 Smt. Priyanka Chaturvedi: Will the Minister of Communications be pleased to state: (a) the details of revenue that Government has collected from telecom companies by charging the Universal Access Levy for the financial years 2018-19, 2019-20, and 2020-21; and (b) the details of revenue collected in the Universal Service Obligation Fund (USOF) that has actually been deployed towards meeting the ‘universal service obligation’ for underserved areas for the above mentioned financial years?

Exclusion of Chinese companies for 5G trials 2746 Smt. Detrimental impact of COVID-19 on school education 2753 Dr. Banda Prakash: Will the Minister of Education be pleased to state: (a) whether Government is aware that girls living in rural areas have much less access to technology than boys, there exists 50 per cent gender gap in mobile internet users in country where 21 per cent of women and 42 per cent of men use mobile internet moreover, an assessment on issues faced by adolescents during COVID-19, it is found that more boys than girls had access to digital infrastructures such as mobile phones, internet services; (b) if so, whether Government has assessed detrimental impact on education of girls during lockdown; and (c) measures taken by Government to address this issue?

Technological education in Indian languages 2754 Shri Sushil Kumar Gupta: Will the Minister of Education be pleased to state: (a) whether Government is aware about the need to develop an ecosystem of technological education in Indian languages and translate global journals into regional languages; (b) if so, the details of new initiatives being taken in this regard; (c) whether the Ministry's attention has been drawn to a statement of the Prime Minister about the need to progress towards education models that are flexible, seamless and are able to provide learning opportunities according to the requirements of the learners; and (d) if so, the details of the new measures being taken in this regard?

Sivadasan: Will the Minister of Education be pleased to state: (a) whether Government has the data of dropout students in Central Government schools, since the first lockdown, if so, provide SC/ST/OBC/General categorized data; (b) whether Government had carried out any study regarding the dropout of students in the country from public as well as private schools; (c) if so, the details thereof; and (d) whether Government had taken any steps to deal with the problem?

Impact of COVID-19 pandemic on specially abled students 2762 Dr. Narendra Jadhav: Will the Minister of Education be pleased to state: (a) whether hostels for visual, speech, and hearing impaired students have been closed due to lack of funds during COVID-19 pandemic, if so, the details thereof; (b) whether teachers were trained to impart education on online classes to specially abled students, if so, the details thereof; (c) if not, the reasons therefor; (d) whether Government has any data on number of specially abled students who dropped out of schools due to COVID-19 pandemic, if so, the details thereof; and (e) if not, the reasons therefor?

Vacancy of teachers in Central Universities, IITs and NITs 2763 # Shri Harnath Singh Yadav: Will the Minister of Education be pleased to state: (a) the number of vacant teaching positions in educational institutes like Central Universities, IITs and NITs and whether Government has any time-bound action plan to fill these vacant positions and, if so, the university/educational institute-wise details thereof; (b) the number of Government and Government-aided State universities and colleges in the country including Uttar Pradesh and the State-wise number of vacant teaching posts; and (c) whether contractual teachers have been appointed in the above-mentioned universities and colleges in large numbers resulting in falling standards of education, if so, the details thereof?

Compulsory English medium in schools and colleges of Andhra Pradesh 2764 Shri G.V.L. Narasimha Rao: Will the Minister of Education be pleased to state: (a) whether the decision of Government of Andhra Pradesh to introduce compulsory English medium in Government schools and colleges is violative of the new National Education Policy to promote Indian languages; (b) if so, whether the Ministry direct State Government of Andhra Pradesh to continue Telugu medium in schools and colleges; (c) the steps Ministry would take to ensure that Andhra Pradesh Government conforms to National Education Policy; (d) whether there is a system of incentives and disincentives which the Ministry follows to encourage State Governments to follow new National Education Policy or to promote Indian languages; and (e) if so, the details thereof? 677

Replacing UGC and AICTE 2766 Shri Neeraj Dangi: Will the Minister of Education be pleased to state: (a) whether it is a fact that Government is proposing to scrap the University Grant Commission (UGC) and All India Council for Technical Education (AICTE); (b) if so, the details thereof and if not, the reasons therefor; (c) whether Government will introduce an alternate structure to replace UGC and AICTE; and (d) if so, the details thereof?

Lack of digital access in rural areas 2768 Shri Anand Sharma: Will the Minister of Education be pleased to state: (a) whether Government's attention has been drawn to the number of children affected in the remote areas because of shut-down of schools during COVID-19 pandemic and non- availability of smart phones, computers or internet connections; (b) if so, the percentage of children affected; (c) the number of children who are forced into child labour in the absence of online education facilities; and (d) the steps Government has taken in coordination with the States so that these children do not fall out of the educational mainstream? 678

Construction of toilets in Government schools 2769 Dr. Amee Yajnik: Will the Minister of Education be pleased to state: (a) whether Government celebrated a 100 per cent completion of toilet construction in Government schools on August 15, 2015; (b) if so, whether the Report by the Comptroller and Auditor General of India (CAG) has revealed that only one thirds of such toilets are claimed to have been constructed by Central Public Sector Enterprises (CPSE) and if so, the details thereof; (c) whether the same CAG report points out that several toilets in Government schools were non-existent, partially constructed or lacked hygiene and water; and (d) the steps Government intends to take to improve the situation?

Eradication of child marriage 2880 # Shri Mahesh Poddar: Will the Minister of Women and Child Development be pleased to state: (a) the State-wise number of child marriages reported during the last five years; (b) the initiative taken by Government for eradication of the practice of child marriage and the number of villages which have been declared child-marriage free in the country; (c) whether it is a fact that around 4,000 villages in Odisha have been declared child- marriage free, if so, the initiative taken in Odisha for the same; and (d) whether Government would consider to implement the measures adopted by Odisha across the country to stop the practice of child-marriage?
