Combined Planning Data Standard Structure Purpose of this Document

This is the technical specification applicable to the Combined Planning Data Standard. This technical specification is intended to be interpreted and used by planning submission portals, back-office system providers and the London Development Database to support the ongoing Greater London Authority project to automate and enrich the flow of development data in London, Devon and South Hams.

Simple UML Diagram

What is UML?

UML stands for Unified Modelling Language, a standard visual modelling language for software-based systems.

The data structure for the Combined Planning Data Standard is described using a simple UML diagram (overleaf) to show the relationships between abstract classes and entities. This diagram is followed a series of tables containing text that describes the abstract classes, entities and individual features.

The UML diagram should be interpreted using the following key:

Table Descriptions

A Table refers to an entity or abstract class in the data hierarchy. Each entity is defined below referring to the attribute themes that are contained within them:

APPLICATION DEFINITION An entry that provides key information relevant to all application types. Holds identifiers, descriptions and the location attributes of the permission. This table DESCRIPTION also holds information about the nature of the decision and starts and completion dates.

HOUSEHOLDER DEFINITION An entry that provides key information relevant to householder applications. Holds information relating to the category of householder development, proposed DESCRIPTION additional floorspace, parking and additional bedrooms/bathrooms.

PRIOR APPROVALS DEFINITION An entry that provides key information relevant to prior approval applications. Holds information relating to occupation status, intended starts and completion dates DESCRIPTION and the developer.

ALL OTHER DEFINITION An entry that provides key information relevant to all other applications. Holds information relating to various requirement assessments, intended starts and DESCRIPTION completion dates if the scheme isn’t phased, contributions associated with decision and infrastructure requirements.

EXISTING USE DEFINITION An entry that provides information relating to the existing use of the site. DESCRIPTION Contains the existing gross internal floor areas associated with each use class.

SUPERSEDING DEFINITION An entry that provides information relating to the superseding of existing permissions. Contains the application numbers, unit references and component details of those to DESCRIPTION be wholly or partially superseded.

INFRASTRUCTURE An entry that provides information relating to the infrastructure requirements for the DEFINITION development. DESCRIPTION Contains information on infrastructure demands, electric vehicles and emissions.

DEFINITION An entry that provides information relating to parking provision for the development. DESCRIPTION Contains information on proposed and existing parking provision.

WASTE DEFINITION An entry that provides information relating to waste facilities for the development. Contains whether provision has been made for internal and external storage of dry DESCRIPTION recycling, food waste and residual waste.

RESIDENTIAL DEFINITION An entry that provides summary information relating to proposed residential units. Contains the number of proposed residential units, total floor area to be lost and/or DESCRIPTION gained and densities.

RESIDENTIAL UNITS DEFINITION An entry that provides information on all residential units to be gained or lost. Contains the unit types of each residential unit, floor areas, tenure and other related DESCRIPTION details.

NON-RESIDENTIAL DEFINITION An entry that provides summary information relating to non-residential units. DESCRIPTION Contains the site area and total floor areas to be lost and/or gained

NON-RESIDENTIAL UNITS DEFINITION An entry that provides information on each non-residential unit to be gained or lost. DESCRIPTION Contains the use class of each non-residential unit and the gross internal floor area.

NON-RESIDENTIAL ACCOMODATION DEFINITION An entry that provides summary information on non-residential bedrooms. DESCRIPTION Contains the numbers of council tax rateable bedrooms lost/gained and site area.

INDOOR COMMUNAL SPACE DEFINITION An entry that provides indoor communal floorspace for each building DESCRIPTION Contains the indoor communal floorspace for each building
