Corus Entertainment Inc. (Corus), through its wholly owned subsidiaries Corus Radio Company and Corus Premium Television Ltd., operates four radio stations in the Vancouver market – CHMJ and CFOX-FM in Vancouver, and CKNW and CFMI-FM in New Westminster. As such, the Commission has deemed Corus to be a Respondent to the above-noted application for a technical amendment to change the authorized contours of CKPM-FM Port Moody by relocating the antenna site and increasing the effective radiated power from 470 watts to 540 watts. 2. In accordance with section 25 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, Corus hereby submits this answer to the CKPM-FM application. 3. Corus does not take issue with this application to relocate the CKPM-FM antenna site. We note the applicant’s statement that the change was made necessary 2 because the antenna site originally proposed was not available due to action taken by the site owner, not by the applicant. 4. We do, however, wish to comment on the following statement made by the applicant in section 7.3 of the application form: The technical aspects of this amendment show a modest 30% increase in both population and households within the 3.0mV/m contours, however a more significant increase in the weaker 0.5mV/m contours is anticipated (90%-100%) The applicant wishes to point out that these coverages are due to the unforeseen need to relocate the antenna, and in any case would be significantly less than those covered by a possible application to increase power in the future. [emphasis added] 5. Corus notes that the proposed technical parameters at the new site are similar to those approved at the currently authorized site. At the same time, based on the comparison map supplied with the application, it appears that the new site may offer significant benefits in terms of more favourable coverage potential towards Vancouver, New Westminster, Surrey and Langley. 6. While we do not object to the current application, we would note that approval of the new antenna location could position CKPM-FM for a future power increase application to extend its signal into adjacent markets served by other broadcasters, including Corus. Indeed, the applicant’s reference to “...a possible application to increase power in the future” suggests that it may already be contemplating a subsequent application to enable CKPM-FM to expand its coverage into these markets. 7. Broadcasting Decision CRTC 2008-117 authorized CKPM-FM to serve Port Moody. The Commission further noted in the decision that the station would also serve listeners in Coquitlam and Port Coquitlam. This is the service mandate defined for this station and it should continue to be the service mandate in the future. 8. Accordingly, if it approves the present application, the Commission should make it clear that approval is based solely on the need to find a new antenna location to serve its currently authorized market. Approval must not be construed in any way as opening the door for a possible future application to increase the power of CKPM-FM in order to expand its coverage into Vancouver, New Westminster and/or other adjacent markets. 9. Corus appreciates the opportunity to file this answer to the application by CKPM-FM.
