2. Humanitarian Responses

2.1 National

OCD-NDCC • Facilitated the release of 300 sacks of rice: 150 in City and 150 in Region IV-A (100 PDCC Cavite, 30 PDCC Rizal, 10 Tanauan City and 10 Calamba City) amounting to P285,000.00

a. Per coordination made by OPCEN with national implementing agencies, the summary of response activities undertaken were the following:

DSWD • Activated its Quick Response Teams (QRTs) at the regional and provincial levels for technical assistance to affected LGUs on data generation/reporting, relief distribution and evacuation management;

• Provided P25,550.00 worth of assorted supplies to the affected families in Regions IV-A and NCR; and

• The Disaster Response Operations Monitoring and Information Center (DROMIC) has been closely coordinating with OCD-NDCC and the DSWD field offices for any reports in the affected areas and necessary services and interventions being undertaken by its local offices.

DOH • DOH-HEMS provided medical assistance worth P352,959.06 in the form of assorted drugs, medicines, supplies, compact food and chlorine in CHD Region I and NCR; • Released P400,000.00 worth of Quick Response Fund to CHD III ; and • Local Health Units concerned conducted consultations at the evacuation centers

DPWH • Provided OCD with regular update of roads and bridges conditions through its Regional Engineering Districts and the Provincial Engineering Offices; • Conducted clearing operations at the landslide areas; and • Assessed the extent of damages on roads and bridges and other structures.

PAGASA • Provided update of the weather conditions brought about by the 2 weather disturbances from the time it entered the Philippine area of responsibility up to the time it exited out of the country and of the status of dams every six hours. • Recommended to the NDCC re suspension of classes and work of government offices for dissemination to the public

DA • Conducted initial assessment on the extent of damage to agriculture through its local agriculturists.

AFP • The NCRCOM initiated its operational activities through conduct of search and rescue operations in the flooded areas, clearing operations and ferrying of stranded passengers in Metro .

• The AFP responding units were NCR-DRTG, DRRU of PMAR; Marine Reaction Force (MRF); 750th CG PAF; DRTU-PAF and SOU.

• Assets dispatched were nine (9) SAR teams, 1 rubber boat, and 8 M35 trucks to assist in the evacuation operations in various flooded areas in , Region III and Region IV A.

2.2 Regional Responses

• The respective local government units (LGUs) in Regions III, IV-A, IV-B and CAR have initiated appropriate actions in their respective areas of responsibility (AOR). in terms of warning disseminations, search and rescue operations relief and recovery operations, clearing operations and conduct of damage and needs assessment

• So far, the assistance provided by the LGUs to their affected constituents has already amounted to P3,083,197.68 while the NGOs and other GOs have also provided assistance in the amount of P1,363,007.00

3. Status of Roads

Road networks which incurred damages

• Secondary roads , : Candaba-San Miguel Road (Brgy. Paralaya & Mangumbali); Baliauag-Candaba-Sta. Ana Road (Brgy. San Agustin & Paligul);,and Km. 71+900-km 72+500 (Brgy. – Pansul Box Culvert), are still closed to traffic as of 6:00 AM, Aug. 20, 2007. Maintenance crew and equipments are deployed on the site. DPWH have designated an alternate route: Sto. Domingo – San Luis – Bahay Pare Road.

4. Status of Dams as of 6:00 AM, 19 August 2007

a. Ambuclao Dam and Binga Dam opened 1 gate at 1 meter each while San Roque Dam current level is 251.46 meter above sea level (38.54 meter lower than the critical level of 290 meter ASL).
