PREFACE
The development of any country depends on the infrastructural facilities available therein. Good road network facilities play major a crucial role. The developed countries have good road infrastructure not because of the fact that they are wealthy; but because of good road infrastructure. Realizing this fact, an ambitious and biggest ever infrastructure development project in India, namely as Pradhan Mantri Gram Sadak Yojna (PMGSY), under Ministry of Rural Development, was conceptualized and launched on 25th December, 2000, with an objective to provide basic access by way of all-weather roads to the all habitations having population “250 or above in desert and tribal areas” and “500 or above for the rest of habitations” by year 2007 in a phased manner. The role of Rural Roads is very important in a country like India where majority of the population reside in rural areas and the main source of their earning is based on agriculture products. Rural roads provide the access to basic amenities and means of transporting agricultural products to nearest market centers. Implementation of PMGSY scheme poses major challenges. It is very difficult and hard to manage this massive programme using traditional methods of project management, as these methods are not only tedious and time consuming, but also difficult to retrieve the desired information. To overcome these difficulties, use of geoinformatics will help in better planning, decision making and monitoring of PMGSY scheme. Geo-informatics is a advance technology and science which emerged very strongly in past 10-15 years, which includes Geographic information System (GIS), Remote Sensing, Global Positioning System, Communication, programming, statistics, geo processing, image processing, digital photogrammetry etc. GIS is a key component of geo-informatics and is a computer assisted system for capturing, storing, checking, integrating, manipulating, analyzing and displaying, data which are spatially referenced to the Earth for solving complex planning, decision making and management problems. GIS allows us to manipulate and display geographical knowledge in a new and exciting ways. GIS integrates spatial and other kinds of information in a single system like spatial information and its attribute information within a single system. Similar to other information system, GIS also depends on the computerize information content input, and requires spatial processing. In this regard, C-GARD, National Institute of Rural development & Panchayati Raj (NIRD&PR) in collaboration with National Remote Sensing Centre (NRSC) ISRO, Hyderabad having the technical expertise on the use of Space Technology, a proof of concept under PMGSY was undertaken in Mehboobnagar district, Telangana. The Satellite imageries obtained from NRSC spread over different time series were analyzed to derive progress related information on PMGSY road construction on the Maddur to Mominapur Road (Via Renavepla and Chennareddipally). The progress reported by the State Government on the Online Management Monitoring & Accounting System (OMMAS), the MIS of PMGSY, was cross verified with the progress of implementation in the construction of PMGSY road, which was actually made on ground with the help of Satellite imageries. Based on the proof of concept, the Ministry of Rural Development intends to upscale the project using the Application of Space Technology. The current project involves the Application of Rural Road Projects under the PMGSY, which involves the temporal changes for monitoring roads taken up under PMGSY. The present study is taken up to check the feasibly of the proposed alignment of Roads in terms of its cost effectiveness and other geo-morphological constraints and facilitate real-time monitoring of PMGSY Roads using satellite imageries and bring a comparative statement showing deviations, if any.

APPLICATION OF SPACE TECHNOLOGY IN RURAL ROAD PROJECT UNDER PMGSY
1. Introduction:
The development of any country depends on the infrastructural facilities available therein. Good road network facilities plays major role here. The developed countries have good road infrastructure not because of the fact that they are wealthy; instead they become developed because of good road infrastructure. Realizing this fact an ambitious and biggest ever infrastructure development project in India named as PradhanMantri Gram SadakYojna (PMGSY) under ministry of Rural Development was conceptualized and launched on 25th December, 2000. The objective was to provide basic access by way of all-weather roads to the all habitations having population “250 or above in desert and tribal areas” and “500 or above for the rest of habitations” by year 2007 in phased manner. The role of Rural Roads is very important in a country like India where majority of the population resides in rural areas and the main source of their earning is based on agriculture products. Rural roads provide the access to basic amenities and means of transporting agricultural products to nearest market centers. The Rural Roads can be classified as Other District Roads (ODR) and Village Roads (VR). ODR are those roads which connects the rural areas to market centers, Block, tehsil/taluka HQ or main roads while VR are those roads which connects villages and group of villages and each other or to the market place or with the nearest road of higher category.PMGSY scheme is becoming very popular among rural areas because of the specifications and quality aspect adopted for construction of roads. Although it is a Rural Road Connectivity Project but it has well designed working system, clear guidelines and streamlined efficient monitoring and execution strategy.PMGSY envisages providing single all weather connectivity to all the eligible habitations in the country. The eligibility for New Connectivity is defined in terms of population of the habitation, which is decided to be 500 in case of plain areas and 250 in case of hill states, tribal (Schedule V) and desert areas. It is also the mandate that all roads proposed, either for New Connectivity or for upgradation, shall be a part of the Core Network, identified for this purpose starting from the block and making a mosaic of the block maps at
1 district level.In order to get the updated connectivity status / surface condition of the rural roads, there is an immediate need to update the Core network data, incorporating the latest status of the connectivity of habitations as well as the surface type and condition of the existing rural roads duly considering the roads constructed under PMGSY as well as those taken in the other programmes such as NABARD and other state sponsored programmes.

The spirit and the objective of PMGSY is to provide single all-weather road connectivity to the eligible unconnected rural habitations in the Core Network. The ministry felt the need for a robust mechanism to detect the variance between the progress of implementation of the scheme and the progress reported
2 manually/electronically by the states, on a real time basis. Establishing such a mechanism would ensure appropriate and timely corrective action. 2. Objectives: The present study is taken up with the following objectives: A. Check the feasibly of the proposed alignment of Roads in terms of its cost effectiveness and other geo-morphological constraints. B. Check the progress reported by the States (manual or OMMAS) with respect to; Reported alignment, i.e. Habitations covered. C. To facilitate real-time monitoring of PMGSY Roads using satellite imageries and bring a comparative statement showing deviations, if any. D. To assess the Physical Progress of the Roads using the Satellite imageries by CGARD, NIRD&PR. E. To verify whether the road is being laid as per approved DPR and approved alignment. F. To decide the Resolution of the Satellite imagery in such a way that it helps in monitoring the progress. G. To verify whether the road actually connects the targeted habitation/habitations as per approved DPR. H. To mark the Culverts and Causeways and crosscheck with the DPR

4. Methodology: For the execution of this project, the teams went to the district and collected the List of roads to be taken up for the study. Based on the information given by the State government officials the Alignment of the road is captured. For procuring the satellite data the GPS coordinates of the roads are taken and based on the year of completion the pre and post imageries of the road are procured. The image analysis is done based on the Images of Bing Maps Cartosat data procured from NRSC and other high resolution satellite data. For the analysis, the length of the road is marked from the imagery and the BT and CC portion are distinguished from the imageries based on the reflectance values and visual interpretation. The length of the road under BT and CC portion is calculated from the imageries and compared with the OMMAS data of the respective road. The width of the road is calculated from the imagery using the image processing software and the numbers of culverts constructed are captured from the imagery along with the length.
Digital Image Processing
Digital image processing is carried for the extracting information from satellite imagery. Following operations were carried for obtaining the same.
Importing Image
Images which were in the compressed format, for extracting images of IRS satellites generic binary option provided with Image Processing Software Import Tool is used. Number of Bands, data arrangement format such as BIL, BSQ, etc, rows and number of pixels such information obtained from CDINFO were used to extract image from the compressed format. Extracted images were automatically saved into ‘.img’ format compactable to Image Processing software.
Georeferencing
The images were georeferenced using tool ‘Geometric correction’ tools provided with Image Processing Software, polynomial transformation and Geographic projection with Modified Everest spheroid were used for Georeferncing. Identical points (places) were identified in image as well as in reference image (Toposheets
9 were used for inputting reference points) and georeferenced. Four ground control points (GCP) are required for first order polynomial transformation.
Subsetting Study Area
Georeferenced images were used for sub-setting the study area, Area of interest i.e., Study area was defined using vector data – Boundary, and subsetted images that covers the study area.
Image Enhancement
For improving image contrast and brightness of image enhancement process like histogram equalization were used.
Change Detection
Change detection analysis was carried out with the help of Change Detection Matrix provided with Image Processing software. By image of two different periods as input, the model automatically finds out the area where changes are happened.
5. Result and Discussion of satellite imagery based analysis:
The present study is an attempt for Generating Monitoring Progress Report of existing PMGSY Roads. In this study, the pre and post Remote Sensed Data (Temporal Imageries) is, to observe the temporal changes happened before Starting and After Completing Road Network and also for Cross Drainage Networks with Detailed Project Report (DPR).
The Satellite data for different years is procured and analyzed for the PMGSY Roads. The analysis is done by using Cartosat and other high resolution satellite data. The study area was divided into different segments based on road. Based on the satellite image analysis, the road length under Black Top and concrete Cement road were calculated and compared with the road details which is given in OMMAS. The number of culverts, road width and road alignment was verified and cross checked with the details given in the DPR.

Based on NIRDPR Analysis, the total length of the road is 0.939 km. in which BT is 0.613 km and CC is 0.325 km. OMMAS Analysis when compared with NIRDPR is not matching.

6. Conclusion based on Satellite Image analysis: Based on the satellite image analysis of the roads in Rajasthan state covering Alwar and Jaipur districts, the following observation were made:
A total of 50 roads were taken up for the study out of which 37 roads are analyzed based on the availability of satellite data. The Procurement of satellite data for remaining roads is in process. The summary of findings for 37 roads in the 2 districts is as follows:
In Rajasthan state two Districts, namely Alwar and Jaipur were selected for the study, in which around 20and 17roads were analyzed respectively. From the analysis, in Alwar district, it is observed that 10 roads are having variations in length out of total 20 roads analyzed and the in Jaipur district, it is observed that 3 roads are having variation in length out of 17 roads analyzed. The below tables 6.1 and 6.2 show the road that are having variations in length in Alwar and Jaipur Districts respectively.
