INTRODUCTION

“IF YOU PLAN ANY THING FOR THE TOTAL TRANSFORMATION OF COMMUNITY, THE MOST VULNERABLE PEOPLE OF THE SOCIETY SHOULD BE THE PRIME FOCUS”. This says of Mahatma Gandhi remains been the guiding philosophy of SATHEE (Society for Advancement in Tribes, Health, Education and Environment) since its inception. Since last 17 years, SATHEE has been focusing those fractions of community, which have been surviving amidst isolation, oppression, and exploitation along with acute poverty-stricken conditions for a long time.

The initiation of this organization was from the executed major research project entitled “Ecological Survey of Paharia Community in Santhal Pargana” in the years 1988-91 at that time it was the part of Bihar, but it got its formal shape on 11th April 1996 with the conviction of societal transformation through long-term and empowering initiatives. During the execution of the above research project, the team had successfully explored various existing problems of primitive and so called degenerating Paharia Tribe of the Hills and lower genetic areas of Santhal Pargana along with the other tribal community residing in and around the Rajmahal hill range of Santhal Parganas.

People’s participatory process protection and restoration of people’s aspirations and revitalization of local/indigenous technology in value added version along with beliefs in community capacities are the key operational principles of team members of SATHEE. Team also believes in transparency, joint responsibility, honesty and foresightedness through which greater task can be made easier. Besides above the basic thoughts of team is to motivate people to initiate sustainable development process leading towards better standard of life and prosperity as to transmit from one generation to another. Empowerment of deprived and unjust society with the help of above principles, values, thoughts, SATHEE has been performing with a clear perspectives of the benefits of oppressed, poverty stricken, disadvantaged sector of society specially the vulnerable sector of referral community in which women and children have been given priority.

Vision of SATHEE Sustainable and dynamic development of suffering and excluded community in the periphery.

Hunger free society, just society equitable sharing among the peoples and ensuring the transparent governance are the key values and strong ladder to move towards the above vision.

Mission of SATHEE Socio-economic empowerment of tribes, OBCs and other socially and economically oppressed community including the women, children and other disadvantaged groups through their capacity building and ensuring provisions meant for them.

Objectives of SATHEE  To start the process of sustainability leading toward self-reliance using available local resources and identified skills.  To build up the capacity for the maximum utilization of local skills for its best use as to aware the people regarding health, nutrition and hygiene.  To start certain need based income generation programme especially for the unemployed and vulnerable sector of the society.  To initiate appropriate and sustainable land and water management practices for the targeted sections of the society with the local and traditional perspectives.  To aware and empower the community to realize their entitlements, provisions and other accessibility as per the govt norms and constitution. .

In fact SATHEE came into existence through peoples demand and dedicated to change the scenario of the struggling society. Team of SATHEE is totally dedicated to the people of the area and its role has been facilitators apart from a sensible watchman.

MAJOR ACTIONS TAKEN BY THE ORGANISATION BELOW IN THE YEAR 2016-17

THE CHILD ISSUES-Issue of development survival and protection: -

It has been seen that the children of the primitive paharia and other tribal community mostly dropped out after primary education among which the girl children between 6-18 years are more in numbers. Birth registration, routine immunization, ante and post natal care, safe delivery and other related problems which are directly or indirectly related to the child rights are quite ignorant in the area since a long time. Therefore to ensure the survival, protection and development issues of the children following initiatives have been undertaken by the organization. The organization in the above period initiated the work on the Early Childhood Care and Development (ECCD) as per that national ECCE policy along with discussion held with the team. But the organization also undertaken this model building initiatives in the child rights frame work .

a. Development issues: -

 Mainstreaming of children to formal Education: - Through the continuous initiatives of the organization along with empowered Gram Sabhas, Women forums and other alliance emerged in the area have protected the Development Rights of the Children in the tribal dominated blocks of Godda, Pakur, Dumka, Deoghar and Sahibganj Districts. During the period of one year 2819 children enrolled in the govt. primary schools between the age group of 6–18 years.These enrolment process also supported the govt. initiatives.

 Capacity building to School management Committees: - This year also with the support of SAMARTHYA module of local education department, capacity building training also organized in our operational areas. Now the SMCs at certain places started to monitor the different development activities, institution and act upon accordingly and now under the preparation of school

development plans. The local gram sabhas also supporting and monitor the School Management Committees formed under Right to Education act 2009. The organization also built the capacity of SMC on SCHOOL DEVELOPMENT PLAN. This year altogether 20 plans have been prepared.

 Initiatives under ECCE –This year also 13 ICDS centers are strengthened as the model centers on preschool education in Godda, Dumka, Sahebganj and Pakur districts with the support of our cadres and volunteers in our working areas under the ECCD process as per policy.

 Organizing district consultation on SMARTYA MODULE- In this regard two district consultations were organized with local district department in which report on modules were shared with officials to take actions. b. Survival issues Achievement under this are as below: -  Strengthening of Local MATA SAMITIES: -This year through the various Capacity Building Training and awareness meetings related to ICDS functioning and undertake the child issues during the period, again 36 MATA SAMITIES have tried to strengthened in the core operational areas of SATHEE. The SAMITIES also supporting in VHNCs also actively participating in the NH day, polio immunization and also supporting SAHIYAS for institutional delivery at certain places.  Growth Monitoring of children- During the period growth monitoring ensured in all 45 model AWCs in which 12 severely mal nourished children have been supported through referral to MTC in the blocks .  Activation of AWCs- During the period of one year 06 AWCs have been activated (other than model) with the support of local volunteers and federation members. Our staffs and few cadres also provided support to these AWC staff to regularize the whole process.  Preparation of ECCD plans-Through the support of MATA SAMITI and ICDS workers 5 ECCD plans were prepared and ratified with gram sabha to submit the govt for further support to care the children .

 Special immunization camps - In this regard 3 successive immunization camps were organized in which more than 300 beneficiaries including children and pregnant women are participated. Through the initiatives of Village Health & nutrition committees, Gram Sabha and their linkages with the health institution 80-90% new children immunized through routine immunization. This year the local Lions club also supported in the mission.

 Organizing POSHAN MELA –With the support of local LIONS club ,this event was organized in Sunderpahari in which 200 children,11 pregnant women along with other mothers tested and treated by the team of Doctors and other health staffs.

C. Child Protection

1. Mainstreaming of pre-school children to formal education Initiative of Gram Sabha, support through AWW and local SMCs resulted into enrollment of 236 pre -school children in govt. school and other local and residential formal education centers. 2. Mainstreaming of child labor: - This year also 18 identified child labor have been recovered from the work sites and enrolled in the local govt. school through the effort of Gram sabha. School Management Committees also played vital role in it.Mostly are recovered from Madhupur,Sunderpahari and Borio blocks under Deooghar,Godda and Dumka districts. 3. Support to disable children: - Last year 19 children (6-18 Yrs.) identified as disabled which was found in a pitiable situation. Through the effort of people’s organization this year 16 children have got disability certificates also linked for inclusive education and physical support through linkage with proper institution. 4. Initiatives against child marriage-In this regard 19 adolescent groups have been formed in 32 villages. These groups have been oriented to avoid the child marriage. These adolescent groups prevented 24 child marriages in the respecti e communities.In this regard KISHORE KISHORI SAMMELAN, workshop on the child marriage initiatives also been organized at blocks and district level respectively. . C . Participation

INITIATIVES BAL SANGHAS and BAL ADHIKAR KENDRAS-During this year 11 new BAL SANGHAS and 12 BAL SANSADs have been strengthen. Till this year altogether 77 BAL SANGHAS and 23 BAL SANSADS are created. Now these forums initiated its own process to support the depriving children at different level.

INITIATTIVES PRI TO CRREATE DROP OURT FREE GPs-Through the different levels of engagements along with mobilization and motivation to the local community and school administration 11 GPs have been created ZERO drop outs with 100% retention in schools.

EMPOWERING THE WOMEN AND OTHER GENDER RELATED ISSUES- Women lots of the community suffering from the lots of man made and natural disastrous situations. Several inter and intra community atrocities are going on in the community resulting in to the precarious situations. To mitigate the above-mentioned situation following actions have been taken during the period to empower the women and to counter balance the government and oppressing counterparts-

Formation of village level women’s organization: - This year more than 45 SHGs (Nari Vikash Samiti) have been formed and srengenthened to initiate the economic empowerment process with 467 members. These SHGs have been formed to raise the credit and saving among the poor women of the society with the aim to mitigate emergency and regular need as well as to protect the downtrodden families from the shackle of moneylenders.  Out of 16 SHGs are on the verge linked to the govt. schemes and got capital to start their own IGP this year.  This year 154 women which were directly linked to local commercial bank and got KCC (Kisan credit Cards now started their economic activities to ensure their livelihood and to protect them- selves from the other odd situations  50 women who had got skill training and of them 37 started income generating activities in the area. This season total income rose to 30%.  The SHGs from the Godda block Jharkhand and Jalalgarh block,Purnea Bihar also strengthened agricultural activities through them they are coping with the effects of the severe flood in the last year. More than 400 families have supported by the initiatives.  516 women initiated goat based income generation process in Bihar Besides the above initiative these women group also acting upon the atrocities against women. This year these groups have protected 114 women from different atrocities. Goatery promotion among the SHG women- During the period 600 women have been supported with goats and related training to initiate the income generation activities with the support of local business communities

Strengthening of bungalow level, GP and block level women forums: - In our operation areas in Jharkhand 6 Bungalows level forum of women which have been formed in Boarijore, Telo, Sunderpahari, Borio (Sahebganj), Dharampur(Pakur) now started to assert against the all kind of atrocities. 4 block level federations in Boarijore, Littipara, Sunderpahari and Borio are also emerged to continue this year. The women forum raising the voice against the women atrocities & domestic violence such as witchcraft, polygamy, sexual harassment etc. on a frequent basis and solved no. of cases of atrocities at broader level in the area.

In Bihar GP level federation of women (PMC) emerged, now continue to undertake the economic and social issues of the women. In this federation there are 22 women which are now started to undertake the broader issues of women. More than 634 women have passed on the assets to the fellow women for her socio economic development. The women at this area along with Godda also created producer organization initiate the long-term activities.

Sensitization of Gram Sabha and bungalow level federation to reduce the cases of women atrocities ensures livelihood during their live other related issues. During this year also through the regular discussions and capacity building initiatives, gram sabhas have been acting as the safe ground of those women who have been suffering from the atrocities and other odd situation. The GS has resolved several cases of atrocities in the al the functioning districts..

Identification and recovery of trafficked women and positioning in the society: This year no women have been recovered from different trafficked sites with the help of local administration and people’s organization. These women have been supported by WSHG and Gram Kosh to stay at her home comfortably through the decision taken by Gram Sabha and different level women federations. FOOD AND LIVELIHOOD SECURITY

SATHEE has taken initiatives to ensure the food and livelihood security among the most marginalized sections among the referral community. Since the inception of organization, initiatives Page 7 of 13

have been taken to strengthen the food safety net among the community. Above few actions like gram kosh,grain banks, seed banks,coopearatives,land restoration etch are also the part of the food security which will enhance the proper livelihood among the community. During the current year few major actions taken under this are as below-

Preparation of food and livelihood security plans- In this regard 14 community based FOOD AND LIVELIHOOD SECURITY plans prepared and follow up of another 12(last year) individual and community plans have been done with the participation of local family and community and which had submitted to the local officials for its realization through the effort of its gram Sabhas and their federations. This year not any community based plans are realized.

Goattery support to the women and initiation of cooperatives- In Purnea this year again 600 families have been supported with 1400 goats and related training of rearing and management. Para -vet also supported in this regard to ensure the better results and income support to the farming families. The group women now registered themselves as the producer company named as NARI VIKAS PRODUCER COMPANY LTD and linked their products with different institutions for sustained marketing value chains.

Promotion of kitchen garden through community efforts In the Bihar Purneaand and in Jharkhand project during this year more than 500 kitchen gardens have been promoted by the community and respective families with full of nutrition based plants and prosucts.Through this garden till date more than 1600 kgs of vegetables are sold in local market and also within the community to enhance the livelihood situations. In Jharkhand 23 nutrition garden promoted among the community and in the local ICDS.

HEALTH AND NUTRITIONAL SECURITY.

Initiatives taken by the organization in this regard

Organization of Health camps This year 16 health camps were organized in which more than 1700 community people have been examined. After the detection of diseases respective diseased 1134 persons linked to the local PHCs for proper medication and follow up. All the above patients got proper medicine and referral services from the health centers at proper time excepting few cases. Through these camps 82 pregnant women also got full course of routine immunization at their doorsteps. Immunization of children is mentioned in child rights.

Health and Nutrition awareness Melas : - During the period of one year 6 small hat based health awareness generation Melas were organized to aware the community regarding maternal new borne health and nutrition issues. These melas have impacted a lot and changed the situation of new borne care and mother. These health melas ensured more than 350 institutional deliveries in the remote areas. This health meal also protected the lives of 122 neonates through caring and referral services .

Strengthening of ICDS related Anangwari centers - This year also altogether 16 AWCs of ICDS have been strengthened by the team of SATHEE to improve health and nutrition condition with a view to decrease the ratio of IMR, MMR and CMR in four blocks of i.e Boarijore, Sunderpahari, Godda and Porayahat.This year also with the support of local cadres this process is continue to get the things in right direction. This year 15 AWCs under Dumka,10 under Godda,10 under Sahebganj and 10 under Pakur districts have taken under the strengthening process to support the local workers and institutions in this regard. . MAJOR ACHIEVEMENTS THIS YEAR HEALTH  Through the effort of these women SHGs more than 88% of pregnant and lactating women and 96% of the children 6 – 36 month of age in the programme areas got supplementary food from AWCs.  These children also supported with cognitive, physical and psychological development process  More than 1200 children 12 – 23 months old in programme areas received measles vaccines and VIT-A.  More than 300 pregnant women are linked with the services of AWCs.  More than 92 % pregnant women in programme catchments areas received 2 dose of TT.  Nearly 90 % of the pregnant women in programme catchments areas delivered 90 – 100 iron folic acid tablets.  This year also more than 80% of new borne children in the area of respective AWCs receiving breast fed and solid meshed food after 6 – 9 months of age.  IEC materials on ANC,PNC and five cleans have been distributed for awareness generation on healthy behaviors.  Project staffs along with the lead community people have created awareness on various health problems among the community. Platforms have also been prepared where issues like ANC, NBC and EBF etc. could be addressed.  Conducted other awareness generations Programmes -Prabhat Pheri ,Role play ,Wall writing.  Identification of Left out/Drop out beneficiaries through discussion with Mahila Mandal, Change Agents, Adolescent groups etc. 7 blocks under Godda, Sahebganj, Dumka and Pakur districts.

HYGIENE, WATER & SANITATION: This year major actions were carried out on the systems strengthening in WASH sectors,waater security models along with institutional sanitation and hygiene promotion.

Under Godda district through UNICEF ,system support has been initiated to achieve to district ODF.

Major Achievements:

 Hygiene: - . During this year more than 3000 families changed the water related hygiene behavior as the family members now use to utilize water pots, hand wash after defecation.

. Children of 223 schools and 140 AWCs have again been targeted under hygiene practices

WATER:  Realization of water security plan in villages with the support of local governance for immediate report.  Village created water secured through routing the stream water in to village. Nearly 300 families have been covered under safe drinking water  t. SANITATION:-  The families constructed household latrines with the support of local SHGs/DWSD. In which more than 70% are in community use.The technical support provided by the organization to the local district officials.  Construction of nearly 109 compost Pits to train the villagers in the method of decomposition of the organic waste material and convert it into usable fertilizer to promote vegetable production in the rural areas ensuring health and economic sustainability.  6 block along with 7 gram panchayats have been completely free from open defecation and also with proper hygiene and sanitation.

 Availability of safe and sufficient drinking water . 2 wells have been renovated to ensure proper water arrangement to the community. . 24 new hand pumps have been installed in 17 villages to ensure safe drinking water to the villages through the common initiatives. . Through the local govt linkages 12 SSB and 200 kitchen garden are constructed in the area. . Using the gravity flow techniques along with making the local filter, water secured villages created at Badore Boarijore where 172 tribal families getting regular and safe drinking water at door steps,

 Organizational Aspects . 175 and above VWSCs (Village Water And Sanitation Committee), which have been capacitated now demanding HHL and safe drinking water from the Govt . 132 consumer committees, which have been strengthened, now started to monitor the water and sanitation situation.

 PRI AND WATSAN  During the period, more than 161 PRI representatives and JAL SAHIYAS have been trained.  Organized training to JAL SAHIYAS and VWSC members on management of WASH programmes along with financial management.  Organization of GP level campaigns to aware the PRI and VWSC regarding their rights and duties as per the govt notification and guidelines.

NATURAL RESOURCE MANAGEMENT Page 10 of 13

Strengthening of alternative model for shifting cultivation with the support of SELF HELP GROUPS at Telo and Babuchuri Fast depletion of forest and shortened cycle of Jhoom or Kurva cultivation practices on the hill top and slopes has badly disturbed the ecological diversity in the area. This short cycle of Kurwa cultivation not only hindering the regeneration of new bio-mass in the forest areas but also degenerated the fertility of the top soil ultimately reducing the crop yields in the area. Slope Area Land Treatment (SALT) blending with agro forestry has proved as one of the suitable alternative models against shifting cultivation and degenerating forest restoration. During this year also, 30 acres of shifted and degenerated patch of land is regenerated using SALT technology. In this programme fodder, fuel, timber and fruit plants have been planted through the decisions taken by respective gram sabha. Peoples of villages also cultivated traditional crops in between the contour bunds.

Production of vermicompost and its application; To minimize the dependencies on the chemical fertilizer as well as to utilize the house- hold organic wastes, they selves have promoted SHGs and Gram Sabhas to produce vermicompost. The SHGs and Gram Sabha have prepared 112 vermicmpost beds to apply the organic manure in their agricultural fields..

Construction of water harvesting tanks To conserve the rainwater and to mitigate draught situation two water harvesting tanks have been constructed through the gram sabha. During the reporting year, 32 acres of land have been irrigated to protect the paddy crop from draught. Dry land farming promotion It is stated earlier that our operational area is draught prone area and there was a need to initiate such type of farming practices. In this regard 22 acres of degenerated land have been cultivated with draught resistant local varieties. Crops that were selected by Gram Sabha were Arhar, Kulthi, Til, Sarsoon, Surguja so that they can survive easily through this process. The production of grain ranged between 1.7 Quintals to 8 Quintals.

NETWORK AND ADVOCACY

CAMPAIGN FOR RIGHT TO EDUCATION Campaign for right to education has established in the year 2001 to ensure the right to education and child rights to each and every child of Jharkhand and Bihar. SATHEE took the regional leadership in this campaign for the districts of Santhal Pargana. During the period of 2017-2018 following initiatives and achieved are as below: -  Monitoring of schools as per RTE by the local SMC members after their capacity building  Assessment of ICDS for model building and advocated at the state with officials.  ECCD policy prepared and shared with state authority  Organization of BAL-SANGH on the issue of children of this area-3 Bal Sansad regional level and one participated at state level.  Enrollments drive to enroll the children in formal schools. In the reporting year with the help of different NGO/CBO 2733 children have been enrolled which had been out of schools.  Organization of regional level meetings in the Godda and Dumka to initiate the different stakeholders on the issue of child right and RTE.

JHARKHAND CITIZEN’S COUNCIL, JHARKHAND During the year only one meeting was organized on the issue of malnutrition and related issues. Some plans are presented before the officials related to the nutrition related facts. Following actions have been taken: -  Organised workshops at GP and block level for ODF plnning  Organized workshop on water security planning.  Technical support to the Godda and Sahebganj districts especially in CLTS  Advocated the issue of MASON training with UNICEF.  Organized workshop on the issue of

Apart from the above SATHEE is also providing support to the district level NGO in formulating project proposals, report writing, preparation of action plan etc. in its possible capacity.
