Sapper The Rt. Hon. The Lord Mayor referred to the recent death of Sapper William William st Blanchard Blanchard of the 101 Regiment in Helmand Province, Afghanistan and informed the Court that he intended to write to his Commanding Officer to convey the condolences of the Members of this Honourable Court on behalf of the City to Sapper Blanchard’s family and colleagues. The Court stood for a while as a mark of respect.

Chief The Rt. Hon. The Lord Mayor welcomed the return of the Chief Commoner following Commoner Sherlock, his recent operation. M.R.C., M.A., Deputy The Chief Commoner, in reply, thanked Honourable Members for their good wishes.

Minutes Resolved – That the Minutes of the last Court are correctly recorded.

Draft Vote of Deputy Joyce Nash introduced and read the draft of a vote of thanks to the Rt. Hon. Thanks to the Lord Mayor The Lord Mayor, which was intended to be formally Moved at the next meeting of the Court.

The Rt. Hon. The Lord Mayor, in his reply, thanked everyone for the support they had given him throughout the year.

Overseas The Right Honourable the Lord Mayor reported on his recent visits to Mexico, Visits Columbia and Brazil and to India. He also referred to his forthcoming visit to Oman and Kuwait.

Resolved – That this court doth hereby assent to the admission of the said persons to the Freedom of this City by redemption upon the terms and in the manner mentioned in the several Resolutions of this Court, and it is hereby ordered that Mr. Chamberlain do admit them severally to their Freedom accordingly.

Bill A Bill for an Act of Common Council. To review ward boundaries and changes to the number of Common Councilmen returned by each ward. (On 7th October the Court of Common considered and approved the Bill for its first and second readings and a printed report of the Policy & Resources Committee thereon has been circulated).

PLANNING AND TRANSPORTATION COMMITTEE (Martin Charles Farr) 22 October 2010

St Paul’s Churchyard Project

Our Streets and Walkways Sub Committee is committed to improving the public realm and visitor experience at St Paul’s Cathedral, which is a global attraction with a significant need of an upgrade. Members may recall that your Committee had recommended to your last meeting an evaluation and design report for the St Paul’s Churchyard Project, which sought to deliver a more efficient transport environment and improvements to the general appearance of the St Paul’s area. After some concerns were raised about one element of the proposals, the Court referred the report back to your Committee for further consideration.

Following further consultation, we have agreed an amended proposal to address those concerns, which principally removes from the scheme the previously proposed coach pick up/drop off facility in Ave Maria Lane.

We have submitted our amended recommendations in the form of a printed and circulated report, and, with the approval of the Policy and Resources Committee, we recommend its approval.

In concluding the debate and, in noting that the pedestrian crossing at St Pauls would be to be looked at in next stage of proposal, the Chairman undertook to request that the reported problems associated with the pedestrian crossing at be investigated separately.
