Notice of Temporary Water Service Interruption Caution: Do Not Use The Water During The Shutdown Period

What: The Treasure Island Development Authority (TIDA) is working with their developer and the Public Utilities Commission (SFPUC) to perform water system improvements. This will require a short interruption to your water service. The crew will do its best to minimize the length of the service interruption. We sincerely regret this necessary service interruption.

When: * 3/26/21 at 9:00 AM to 3/26/21 at 12:00 PM * Weather/construction issues may postpone this work

Who: The San Francisco Water Department will perform the work.

Important Information:

• If you are a Landlord with tenant(s) in the areas listed above and the SFPUC bill is in your name, it is your responsibility to notify the tenant(s) of the planned service interruption.

• Air or sediment may get trapped in your pipe because of this work. Upon restoration of service, we recommend that you slowly turn on the cold water to your bathtub faucet and let the water run for several minutes. This should allow any trapped air or sediment in the pipe to escape.

• To prevent flooding, ensure that no indoor/outdoor plumbing fixtures such as faucets, hoses and appliances are accidentally left on at the time your water service is restored.

Participating businesses will have a designated egg to hide in their window displays. S.F. Queer Nightlife Fund and Folsom Street Events present this annual Easter celebration. Frequently Asked Questions Theft of Funds from One Treasure Island

We understand that some money was stolen from One Treasure Island. What happened?

Sadly, One Treasure Island was recently the victim of financial fraud, resulting in the theft of $650,000 in funds earmarked for affordable housing on Treasure Island. We were intending to provide a loan to Mercy Housing, which was to serve as stop-gap funding to kick-start a new affordable development while they awaited a loan from the Mayor’s Office of Housing. Fortunately, the stolen funds did not originate from donors and were in reserves for affordable housing, so we will be able to continue providing our direct services to Treasure Island residents. However, delivering affordable housing is critical to our mission, and the theft of these funds impacts that important goal.

We're sounding the alarm and warning our non-profit partners far and wide because we think this could happen to anyone. The fraud perpetrated against us was highly sophisticated and involved the use of email addresses that appeared to be from trusted partners, which was made possible through an e-mail breach of one of our long-time vendors. Thankfully, the theft was not the result of a breach in either One Treasure Island nor Mercy Housing’s IT systems.

Is the incident currently under investigation by law enforcement?

We have filed official reports with the San Francisco Police Department, the FBI, and the Odessa, Texas Police Department, the jurisdiction where the fraudulent bank account is located. The United States Attorney’s Office has declined to open a case, which means the FBI will most likely will not be pursuing an investigation. We are still waiting for both the San Francisco Police Department and Odessa Police Department to open an official investigation.

Independently, our bank was able to recoup $37,000 in unclaimed funds from the fraudulent bank account.

While the theft won’t impact our direct services, it will impact our ability to support the development of affordable housing on Treasure Island, a goal that is critical to our mission. We have been saving these funds for over 20 years, and while the loss of this money represents a set-back to our efforts to kick-start these critical projects, rest assured we will ensure to the best of our ability that affordable housing development will continue. And we will be able to continue providing our residents with community services such as access to a food pantry, community center, job training, financial training, and COVID-19 resources.

Will the loss of funding impact Mercy Housing in any way?

Fortunately, no. The pre-development funds that Mercy Housing was awaiting from the Mayor’s Office of Housing have come through.

Do you think you’ll get your money back? What happens if you don’t?

While we were initially hopeful that the FBI and other law enforcement agencies would look into the case, in reality we do not know whether or not that will come to pass. We understand that there has been a significant uptick in fraudulent activities during the pandemic, so we are competing for limited law enforcement resources. It is for this reason that we are going to pursue additional avenues and partners who may be able to help replenish these funds.

How will you keep anything like this from happening again?

Given the significant uptick in fraud, we have to keep ourselves up to date on the latest scams and train ourselves to be extra vigilant. The biggest lesson learned from this situation is to ask questions when things deviate even slightly from the expected protocols, even when you believe you are corresponding with someone you know and there is no hint that something is amiss. In addition to obtaining cyber crime insurance, we are also developing policies focused on cyber security and will be pursuing cyber security trainings.

Treasure Island to get first vaccination site this weekend Meghan Bobrowsky March 22, 2021

San Francisco’s least vaccinated neighborhood, Treasure Island, will get its first vaccination site this weekend, The Chronicle has learned.

Eligible residents will be vaccinated at a mobile clinic set up at the ShipShape Community Center the next three Saturdays from 9:30 a.m. to 3:30 p.m., officials said Monday. Then the clinic will move to another location as the city continues to expand its mobile outreach, seeking to drive up vaccination rates in communities that are underserved and that thus far have had comparatively low rates of uptake on vaccines, health officials said.

Shots will be administered by city EMTs from the Fire Department, according to the Department of Public Health. Residents can either sign up for an appointment in advance through a community outreach referral or drop in to the site on a first-come first-serve basis, said San Francisco Supervisor Matt Haney, who represents the island and plans to help register residents in advance. About 100 doses of the Moderna vaccine will be available the first weekend, and then supplies will be adjusted as needed, according to city health officials.

Starting Wednesday morning, Haney and others will go door-to-door to sign up people for appointments and provide information about the vaccine, Haney said.

“Residents of Treasure Island have had among the least access to vaccines in the city for months. Having this low-barrier vaccine site on the island is critical to the city’s recovery and meeting our equity goals,” said Haney.

Just 14% of the island’s 3,064 residents have received at least one shot thus far, compared to a rate of 37% citywide, according to San Francisco’s COVID-19 vaccine dashboard. The city states, however, that among the high-priority 65-and-older age group, 75% on Treasure Island have been vaccinated.

Treasure Island is also one of just two ZIP codes in San Francisco that included on its list of the 400 lowest-income ZIP codes that the state was prioritizing for vaccine access.

The Treasure Island outreach “is a key part of our vaccination strategy to reach those that have been hardest hit by COVID-19 who may have barriers to accessing vaccine at some of the other city sites,” said Dr. Grant Colfax, head of the city health department.

“In Treasure Island, there’s only one way on and off the island,” Haney said. “Treasure Island residents are uniquely isolated, many are older, and having a site on the island is really important.”

San Francisco's poorest areas still not getting enough coronavirus vaccine, Supervisor Matt Haney says

California has given San Francisco steadily more COVID-19 vaccine doses since California started an equity program this month directing 40% of the state’s supply to the lowest-income ZIP codes. But the city’s two qualifying neighborhoods have yet to receive any benefit from the influx of lifesaving shots, says the supervisor who represents them.

California allocated 62% more vaccine doses to San Francisco’s hospitals and its public health department by the third week of March compared with the first week — 42,640 doses compared with 26,260 — according to a Chronicle review of records. Within that, the public health department received 5% more doses by the third week: 16,260, up from 15,450.

But Supervisor Matt Haney says the low-income Tenderloin neighborhood and Treasure Island, which include the 94130 and 94102 ZIP codes on the state’s priority list, have seen no uptick in vaccine availability so far.

“At the end of the day, there are two neighborhoods still being left behind, despite the fact that they’ve been prioritized by the state,” Haney told The Chronicle.

“The fact that there isn’t a drop-in site in the Tenderloin in light of the extra doses being provided for this neighborhood is entirely unacceptable,” he said. “And Treasure Island does not have access to clinics currently, despite the fact that these extra doses have been allocated for three weeks. The answer to that question sheds light on the flexible nature of the state’s equity program, developed by Gov. Gavin Newsom’s administration to get vaccinations to the people who need them most. The targeted ZIP codes on the equity list are essentially recommendations, according to the state.

“Counties receive vaccine doses, and they decide where to allocate them within their county. To the extent a ZIP code (on the equity list) is not getting doses — those decisions are being made at the county,” said Darrel Ng, Newsom’s spokesperson on vaccine issues.

The San Francisco Department of Public Health publicly tracks the doses it administers in each neighborhood and says on its website that it prioritizes older people, those at risk of severe disease and health care workers. The state’s equity program is not mentioned.

California hands out vaccine supply each week to the health department and, also in San Francisco, to UCSF, Kaiser and Dignity Health. Nearly half of last week’s doses went to Kaiser’s mass vaccination site, and 38% — the 16,260 shots — went to the health department. Kaiser said it is “reaching out to residents in the identified ZIP codes” but provided no details.

The health department says it uses its allocation to serve the city’s “most vulnerable communities.” In all, the department has administered 57,065 doses in 38 neighborhoods since it began vaccinating people.

Bayview-Hunters Point has received the largest portion: 13.53%. Next are the Mission (10.47%), the Excelsior (8.94%) and the Sunset/Parkside (6.13%).

Fifth is the Tenderloin, which has one of its three ZIP codes, 94102, on the state’s equity list. The neighborhood has received 5.91% of the health department’s doses, but it’s not clear if they have been concentrated in the lower-income 94102 area.

Treasure Island — all of which is within the 94130 ZIP code on the equity list — has received 0.27% of the city’s doses. It’s third from last, just above two of the wealthiest San Francisco neighborhoods, the Presidio (0.12%), and Sea Cliff (0.07%)

On Thursday, the city announced that eligible residents from eight ZIP codes can drop in for shots without appointments at Southeast Health Center and San Francisco General Hospital. Both the Treasure Island and Tenderloin ZIP codes from the state’s equity list were included in the Thursday announcement.

Haney, however, said the hospital is “very far from Treasure Island and the Tenderloin,” and that “language and (lack of) technology” might prevent residents of those neighborhoods even from learning about the availability. “We have to keep barriers as low as possible,” he said.

San Francisco isn’t relying on the state’s equity list, which “did not account for the fact that many of our neighborhoods, like the Mission for example (include) extremely low-income census tracts,” said a statement from the city’s COVID Command Center.

The exclusion of many low-income areas is at the heart of strong objections by a number of Bay Area officials to the way California created its equity list. The state relied on its Healthy Places Index, which combines dozens of economic and social measures to score ZIP codes for priority https://www.sfchronicle.com/local/article/San-Francisco-s-poorest-neighborhoods-not-16056250.php attention. A Chronicle analysis found that just 2% of the people prioritized for vaccines under this approach live in the Bay Area.

San Francisco’s COVID Command Center said that nearly 80% of its doses go to organizations that serve prioritized people, “which take into account income levels, crowding” and groups with little access to health care.

The rest are offered to people over age 65 “with digital and language barriers to appointments,” a group with the highest risk of hospitalization and death from COVID that still has “significant gaps” in access to vaccines, the COVID Command Center’s statement to The Chronicle said.

The Command Center also cited its use of mobile units to take vaccines into underserved areas. Haney said the mobile units are too small, and that drop-in vaccination centers are what’s needed for Treasure Island and the Tenderloin.

“I absolutely believe this is the county’s responsibility,” he said. “They are getting additional doses for the explicit purpose of equity distribution — but I’ve no evidence of expanded access.”

The state’s equity list included eight other Bay Area ZIP codes. In Solano County: 95625, 94535, 94512, and 94590. In Alameda County: 94601, 94621 and 94603. And in Contra Costa County: 94801, which includes Richmond.

The Contra Costa County health department has been prioritizing appointments for Richmond residents, vaccinating about 35% of the nearly 30,000 people in the 94801 ZIP code, said spokesperson Scott Alonso.

Bela Matyas, Solano County’s health officer, said his county has targeted low-income Vallejo, which includes 94590, but not the other ZIP codes in the county that are on the state’s list.

One of those ZIP codes covers Travis Air Force Base — “which is responsible for vaccinating their own,” Matyas said, and the others are very sparsely populated.

“There is a genuine disconnect between what the state says they’re doing and what’s real,” he said. “We are aware of our poorest communities and have been very aggressively targeting not just that ZIP code but all those we believe are impacted by health equity issues.”

20 Years And 450 Public Hearings Later, 266 Homes On San Francisco’s Yerba Buena Island Hit The Market

A rocky bump rising in the bay between San Francisco and Oakland, Yerba Buena Island is a dramatic and historic part of the City by the Bay. In 1868, an army camp was established here which, in 1875, led to the construction of an octagonal lighthouse that still stands. Over the years, it has been called Sea Bird Island, Wood Island and Goat Island, but in 1931 its original Spanish name was restored. The Y erba Buena Tunnel runs through its center, connecting the western and eastern spans of the San Francisco- Oakland Bay Bridge.

Now, after decades of transition and struggle, the island is becoming home to some of the most dramatic and beautiful homesites in the world within 72 acres of open space. The aptly named Hilltop Park will crown the island’s peak and was designed by landscape and public artist Walter Hood, a 2019 recipient of the MacArthur Genius Grant. There are also five miles of wooded, winding dirt and gravel hiking trails, as well as a wind-protected sandy beach called Clipper Cove. Y erba Buena Island remained in military hands into the 20th century. The Works Progress Administration created the adjoining 403-acre Treasure Island in the 1930s; intended to be San Francisco’s airport, it served, for a time, as the departure and landing site of Pan Am’s China Clipper. In 1996 the military base was decommissioned and both Treasure Island and Yerba Buena Island passed into the jurisdiction of the City of San Francisco.

“When Treasure Island became a Naval Base, Y erba Buena Island is where the officers lived,” says Chris Meany, partner at Wilson Meany, a San Francisco-based boutique developer who, together with the Stockbridge Capital Group, is building 266 residences on the island. “Treasure Island is man-made and, thus, flat as a pancake. Y erba Buena Island, on the other hand, is a natural island, with scenic natural beauty and steep hills. 70% of the island is restored natural habitat. From here, in all directions, homeowners will have some of the world’s most wonderful views.”

Each element of the project was designed by the award-winning firm, Hart Howerton. The Island Club, a private, multi-level gathering place for residents designed by the San Francisco-based firm, Aidlin Darling Design, offers a 10,000-square-foot oasis to relax and recharge.

Getting here has not been easy; in San Francisco, the tension between no-growth advocates and the need for housing is especially acute.

“In the 1990s, the city of San Francisco decided it needs housing, but in beautiful places like this, the anti-development sentiment is strong,” Meany says. “When we were given final approval, we had held 450 public meetings and been sued by no-growth advocates for three years.

“Now that process is behind us. We installed new infrastructure on the island, including new on-off ramps to the Bay Bridge and better electrical service, brought underwater from the city. One year ago, we began building the Bristol condo building. People will start moving onto the island in late January.”

Among the infrastructure improvements is a new ferry service between San Francisco’s Ferry Building and Yerba Buena Island. Slated to begin operating when residents move onto the island, the ferry trip takes eight minutes and, at a cost of two dollars, is a rare bargain.

“For many years, Yerba Buena Island was closed off to the public,” Meany says. “Now it will be a public resource: people will be able to ride their bikes to the island and spend the day hiking, picnicking and taking in the magnificent views.”

A vibrant collection of 20,000 masks designed by eight Bay Area artists will be distributed to the community as part of a public education campaign, city officials said Friday.

The mask project, funded by San Francisco's COVID Command Center, tasked artists with creating designs reflecting their art and the spirit of their cultural community.

Artist Cheryl Derricotte described the project as "our 21st century Works Progress Administration (WPA)" and said she was delighted to create a mask that would resonate with the city's Black community.

"Wearable art, during the time of COVID-19, is next-level public art," Derricotte said.

The virus has taken a devastating toll on Filipino American nurses, said artist Kimberley Acebo Arteche, who comes from a family and community of healthcare workers, nurses, and doctors. The project helps to honor the spirit of "bayanihan", or communal unity and working together to achieve a common, greater goal, and "all of the healthcare workers that continue to fight for our health and safety," Arteche said.

The masks are being distributed in communities most impacted by the pandemic, in partnership with community nonprofits, cultural district offices, senior sites, testing and vaccination sites, food distribution hubs, and shelters throughout San Francisco.

The initiative is part of San Francisco's "Mask On, Stay Strong" campaign to promote mask-wearing as essential to combatting the spread of COVID-19 and safely reopening the city for business.

Participating artists include Kimberley Acebo Arteche, Cheryl Derricotte, Nancy Hom, Crystal Liu, Lydia Ortiz, Ron Moultrie Saunders, Kim Shuck and Betty Trujillo. They were selected from community stakeholder nominations in late 2020.

SAN FRANCISCO—On Tuesday, March 23, Soccer Club announced on its website its plans to develop a soccer facility at Treasure Island. The city of San Francisco voted unanimously in February to approve the construction of the new facility, which is expected to be complete by the spring of 2022.

SF Glens was founded in 1961 and is currently part of the (USL). The team is the first in city history to build its own soccer facility. The facility will include a FIFA-certified field along with two smaller fields for practice. It will also feature a futsal court that will welcome the San Francisco community.

“With soccer’s popularity rising, there aren’t enough fields in San Francisco to meet demand,” said Ryan Maquiñana, director of communications for SF Glens SC told San Francisco News. “As a result, renting them out for our nearly 70 youth and adult teams has become more difficult, not to mention more expensive every year.”

Maquiñana added that the organization estimates having their own field will give its teams an additional 700 training hours and 200 game hours per year.

“We’ve been waiting for an opportunity to secure land for a facility for quite some time now, so when this space at Treasure Island became available, we couldn’t pass that up,” he said.

Seating will hold up to 1,500 fans. A press box, lights, locker rooms, media room, concessions, and restrooms will be built at the facility. One side of the facility will have a view of the Bay Bridge, with the San Francisco skyline on the other.

A combination of grants, sponsorships, and donations will help fund the construction. The club is a 501(c)(3) nonprofit organization. In 2018, the club added a team to USL League Two. This team is the highest ranking team of SF Glens SC. It currently sits at the top of their Pathway Pyramid, a system that aims to elevate youth athletes to play at collegiate and professional levels. Since 2018, four Glens have advanced to college soccer, a professional contract, or the MLS SuperDraft.

According to a statement, the new facility will allow the club “to add more training opportunities to improve the way we develop our players and more revenue opportunities in hosting games to offset annual operating costs”

The club has over 1,000 players in its system spread out on nearly 70 teams.

“It’s undoubtedly a game-changer for us,” Maquiñana said. “An actual facility in a market like San Francisco with the potential to expand is something we hope will allow us to take the next step toward going professional on the men’s, and possibly, women’s side.”
