Staff Position .................................................................................................................................... 305 vi FOREWORD Department of Agriculture, with a proud history spanning over 100 years is the main institute vested with the mandate of developing the agriculture sector in Sri Lanka. The Department owns a staff over 10,000 attached to 192 Institutes, Centres and Units spread throughout the island. This Annual Performance Report presents the activities carried out by 10 technical institutes and 3 support service divisions of the Department of Agriculture during 2013. Information contained in this report will be of immense benefit for the researchers, policy makers and legislators in planning their future activities. Department of Agriculture received a total allocation of Rs. 3,977 million for the year 2013, out of which more than Rs. 450 million were spent directly for the production and purchase of seeds and development of farms. The Department has taken steps forward in the journey from green revolution to a white revolution, launched with the aim of continuous production throughout the year similar to white poly tunnel agriculture and transforming agriculture into a profitable, high-tech and environmentally friendly industry with due recognition and youth attraction. Marking steps in this journey, 3 new rice varieties and 4 new vegetable varieties have been developed during 2013 and seed production of certified other field crops and vegetables has increased by 16 % and 50 % respectively compared to year 2012. Four new ‘Krushi Seva Piyasa’ were established to enhance transfer of new technology to farming community while 2 new ‘Hela Bojun Alewi Piyasa’ were set up in Peradeniya and Bata Atha, to improve women agricultural entrepreneurship and promote local food. Department of Agriculture won the award for the best exhibition site in the ‘Deyata Kirula’ exhibition in 2013. The year 2013 marked another accomplishment for the Department through recruitment of the highest

    29 complaints against newspapers PCCS, Colombo, 07.06.2007 The Press Complaints Commission of Sri Lanka had received 29 complaints against newspapers during the first quarter of this year of which the commission had dealt with. A statement by the commission on its activities is as follows: The Press Complaints Commission of Sri Lanka (PCCSL) was established three and a half years ago (Oct. 2003) by the media to resolve disputes between the press, and the public speedily and cost-effectively, for both, the press and the public, outside the statutory Press Council and the regular courts system. We hope that the PCCSL has made things easier for editors and journalists to dispose of public complaints on matters published in your newspapers, and at no costs incurred in the retention of lawyers etc. In a bid to have more transparency in the work of the Dispute Resolution Council of the PCCSL, the Commission decided to publish the records of the complaints it has received. Wells 1 The Sri Lankan President Mahinda Rajapakse finally ended the Eelam War2 in May 2009 – though, perhaps, not in the manner many would desire.     UNHCR ELIGIBILITY GUIDELINES FOR ASSESSING THE INTERNATIONAL PROTECTION NEEDS OF ASYLUM-SEEKERS FROM SRI LANKA United Nations High Commissioner for Refugees (UNHCR) 21 December 2012 HCR/EG/LKA/12/04 NOTE UNHCR Eligibility Guidelines are issued by the Office to assist decision-makers, including UNHCR staff, Governments and private practitioners, in assessing the international protection needs of asylum- seekers. They are legal interpretations of the refugee criteria in respect of specific profiles on the basis of assessed social, political, economic, security, human rights and humanitarian conditions in the country/territory of origin concerned. The pertinent international protection needs are analyzed in detail, and recommendations made as to how the applications in question relate to the relevant principles and criteria of international refugee law as per, notably, the UNHCR Statute, the 1951 Refugee Convention and its 1967 Protocol, and relevant regional instruments such as the Cartagena Declaration, the 1969 OAU Convention and the EU Qualification Directive. The recommendations may also touch upon, as relevant, complementary or subsidiary protection regimes. UNHCR issues Eligibility Guidelines to promote the accurate application of the above-mentioned refugee criteria in line with its supervisory responsibility, as contained in paragraph 8 of its Statute in conjunction with Article 35 of the 1951 Convention and Article II of the 1967 Protocol, and based on the expertise it has developed over the years in matters related to eligibility and refugee status determination. It is hoped that the guidance and information contained in the Guidelines will be considered carefully by the authorities and the judiciary in reaching decisions on asylum applications.

Methods: A case based descriptive study was carried out from January 2018 to April 2019 in the Mirigama Medical Ocer of Health (MOH) area, which reported the highest number of CL cases in Gampaha District. Laboratory conrmed cases were traced and socio-demographic and clinical data were collected via a validated questionnaire and clinic records respectively. The quality of life (QOL) of study participants was measured using the Dermatology Life Quality Index (DLQI). Global Positioning System (GPS) coordinates of patient residences were recorded using handheld GPS receivers.

January 2, 2014 - Thalgaswala, Galle District: The beef stall at Thalgaswala Weekly Fair closes down. The principal of Nagoda Sri Sunnanda Vidyalaya and the Viharadipathi (chief monk) of the Thalgaswala Buddhist Centre Ven. Welwea Sujaatha were instrumental in executing this. He obtained the tender bid for 325,000 at the Pradeshiya Sabha call for tenders. Subsequently they cleansed the beef stall with milk and with the Blessings of the Maha Sangha closed down the beef stall‟s business on January 1st. According to the Nagoda Pradeshiya Sabha President there are about 500 consumers in this area. He said that the large companies are supplying packetted frozen meat to the shops in the area; by closing down the beef stall it is not going to reduce the consumption of meat in the area. The objective of this study is to identify the relationship between the rate of suicide in contemporary society and how it can be affected by the way of suicide reporting at the same time. Qualitative method is used to analysis the data capturing from observation, interviews and textual analysis. Special attention has been paid to the news reporting in the suicide in Sri Lankan newspapers. Sinhala medium newspapers: Lankadeepa, Diwaina, Lakbima, Silumina, Dinamina, Rivira, were used as the major sample of this study. Time period is located from January 2000 to January 2010. In conclusion, Suicide has been reporting in Sri Lanka as a heroic and sensational action for the target of maximum selling and the financial benefit of media institutions. Use of Language in suicide reporting and the placement of the story in the newspaper have been two major factors that cause to glamorize the incident. Suicide reporting is highly sensational and rhetorically made by the ownership of the media and non-ethical consideration of the journalism in Sri Lanka. Victims and vulnerable are encouraged to get in to suicide and they are generally encouraged to their action for faith. Suicide should be reported in the newspaper as a problem of mental health and attention should be drawn to well inform the public on the issue.
