GENERAL MANAGER’S REPORT – 2012

Presented for the consideration of the 67th Annual General Meeting of the Association, held at Campbell Town on 27th February 2013.

1. COUNCIL, BOARD AND COMMISSIONS The Council met twice as required by the Constitution (February and November). The Board met on ten occasions (all face to face), monthly with the exception of December and January.

The Technical Officials, Competitions and Participation and Development Commissions all operated during the year and reports on the activities of all Commissions are included as part of this document.

2. BASKETBALL AUSTRALIA As an active member of Basketball Australia, Basketball Tasmania was represented at the many national meetings, seminars and teleconferences during 2012, including the following: § BA Annual Meeting § State/Territory CEOs § BA Associations Commission (State Presidents) § BA Summit § NITP Head Coaches § Specific topic workshops

3. NATIONAL COMPETITION Four teams represented Tasmania in the various South East Australian Basketball League conferences. They were: - Women : Launceston Tornadoes : Hobart Lady Chargers

- Men : North West Thunder : Hobart Chargers

The Chargers and Lady Chargers both featured in post-season play but both sides were eliminated in week 1 of their respective finals series.

The improved ranking of the Lady Chargers after two years at the bottom of the ladder is worthy of note as is the survival of the Launceston Tornadoes. It was reported 12 months ago the Launceston Tornadoes had faced the possibility of collapse however it is pleasing to note that the club has been able to largely trade its way out of trouble.

4. NATIONAL CHAMPIONSHIPS/STATE TEAMS Tasmania was represented in all of the six under-age championships played between States, these being Under 16 & Under 18 and Under 20 Men and Women.

Teams competed in both Australian Under 14 Club Championships with North West and South qualifying for both the boys’ and girls’ events.

In addition, Tasmania was represented at the Australian School Championships by the winners of the Tasmanian Secondary Colleges

Championships, Launceston College in the men's and Rosny College in the women’s division.

Tasmania also fielded a team in the men’s division of the Australian Ivor Burge Championship for Players with an Intellectual Disability which was played in Canberra, ACT concurrent with the Australian Under 20 Championships.

The standout performances undoubtedly came from the Australian U16 Championships with the Tasmanian Junior Men’s side turning in one of the best ever performances by a Tasmanian side in any age-group to finish in fourth place for the second year in succession while its female counterparts finished in sixth place in its 14 team competition. Of the remainder, the North West U14 Boys stood out, finishing in 11th place at the 24 team Australian U14 Club Championships.

Tasmanian referees were appointed to all events and more detailed comments are contained in the Technical Officials Commission report. Performances of note were those of Andrew Johnson (U20 bronze medal game for the second year in succession) and Cameron Whiteley who was appointed to the U18 gold medal game, following on from his U18 bronze medal game appointment last year.

5. FINANCE It is pleasing to report a continued improvement in Basketball Tasmania’s financial performance in 2012. It was noted in the 2011 reports that the financial position had improved significantly following on from a poor outcome in 2010.

During the 2012 year, BT’s net assets have increased by some 70% and the management and staff are to be congratulated on their contribution towards this result.

The detailed financial statements are included as part of these reports.

6. TASMANIAN GOVERNMENT State Government grants continue to be of high importance to the success of most of Basketball Tasmania's programs and the 2012 Sports Development Program grant of $55,000.00 as documented in the financial statements, is vital to our operations.

It is pleasing to note that basketball is held in high regard by Sport and Recreation Tasmania with only four sports receiving larger 2013 SDP grants.

The support by the Tasmanian Institute of Sport is also sincerely acknowledged.

7. REGISTRATIONS For the purpose of this report, “Total Membership” is defined as playing membership plus non-playing officials and registered volunteers plus Aussie Hoops program participants. Total membership as at 31 December 2012 was 9332.

The rate of increase in membership numbers steadied at 0.5% in 2012 following on from the 17% increase achieved in 2011. This flattening-out of the rate of increase was fully expected as some 70% of the 2011 increase was as a result of a change in policy with regard to the registration of school event participants.

Of some concern is the change in the ratio of males to females. In 2011, females made up 47% of the membership but this has reduced in 2012 to 44%. Clearly, this is something which the Board will be investigating during the year.

A further statistic to be kept under review is that senior registrations have increased by 10% while juniors have decreased by 7.5%.

8. REFEREE APPOINTMENTS AND DEVELOPMENT Aaron Clement and Jake Doyer were selected to attend the 2012 National Referee Development Camp at the AIS.

Other interstate referee development activities included the Victorian Junior Classic, the June Nunawading Tournament, the Australian Country Junior Cup (five referees and two referee coaches) as well as all Australian Championships.

Another interstate development activity worthy of note is that as part of a Basketball Australia initiative, Basketball Tasmania funds the attendance of a statistician and a scoretable official to attend one or other of the Australian U16 or U18 Championships.

Further detail is covered in the Technical Officials Commission report.

9. STAFFING/OFFICE The three way agreement between Basketball Tasmania, Basketball Australia and Tasmanian Institute of Sport continued with Justin Schueller continuing to fill the position of TIS Basketball Coach. This arrangement was reviewed and subsequently extended with a new four year agreement signed in 2012.

The part-time Community Basketball Development Officer position occupied by Craig Taylor was extended to full time mid-year and a further part-time CBDO position (one day per week) was established in the northern half of the state. Current Participation and Development Assistant Sarah Veale was appointed to the CBDO position, adding to the duties of the P&D Assistant position.

The extension of the CBDO positions was made possible utilising funding from the Federal Government Participation Program grant.

The Launceston office accommodation arrangements for the Participation and Development Assistant (Adele Styles, then Sarah Veale) continued. This also provided a stadium base for the TIS Basketball Coach.

The state office staff (General Manager David Scott, Admin Officer Angela Mills and CBDO Craig Taylor) continued to occupy office and storage space at the Warrane Sports Centre.

10. JUNIOR DEVELOPMENT PROGRAM The Basketball Tasmania Junior Development program underwent some significant albeit somewhat superficial changes leading into 2012 with the program now incorporating the TIS Program, the TIS Emerging Talent Squad Program, State Development Program (state and regional tiers), State Team Programs, Regional Programs, Isolated Areas and Smaller Association Programs, Local Association Development Programs and Schools Program.

As always, the efforts of the coaching staff and the many network coaches together with squad managers, athletes and their parents, in ensuring the successful continuation of these programs, is very much appreciated by the Board and basketball fraternity at large and most importantly, by the players of the future. In particular, the financial contribution made by parents should be acknowledged as without this, many of our programs would simply not exist.

11. TASMANIAN OLYMPIC COUNCIL/TASMANIAN SPORTS FEDERATION Membership of the TOC continued with the General Manager being appointed Basketball Tasmania's representative. TasSport continues to be in recess.

12. MARKETING/SPONSORSHIP Aurora Energy Pty Ltd continued as the naming rights sponsor of our Primary School Development Program. The partnership with Aurora is by far Basketball Tasmania’s most significant sponsorship and it is pleasing to note that after the completion of 14 years of support from Aurora and a further two from Hydro, the relationship is still as healthy as ever and is now heading into year 17.

The Ricoh Hobart Business Centre and Madison Sport (Molten) continued to make a valuable contribution to our operations.

13. CONCLUSION After the concerns brought about by the financial and membership issues which were reported following the 2010 year, the highlights of 2011 and 2012 must be headed by the increase in membership together the magnitude of the financial recovery.

That we were able to recover so quickly from such a poor year is tribute to the invaluable efforts of the many hundreds of volunteers spread throughout the state as well as to my staff, all of whom I sincerely thank.

It would also be remiss of me not to recognise the contribution of our sponsors and in particular Aurora Energy, Madison Sport (Molten) and the Ricoh Hobart Business Centre.

I will again single out Aurora for specific mention as 2012 marked the 16th year of our enduring partnership which commenced under the Hydro Electric Commission banner in 1997. This is recognised nationally as one of basketball’s longest standing sponsorships while the Aurora Basketball in Schools Program itself is recognised as a best practice model Australia-wide.

Community Basketball Development Officer – Craig Taylor Annual Report 2012

Aussie Hoops This year a major focus has been to provide more pathways for children into basketball through the partnership with Active After School Communities on the NW coast, they facilitating in conjunction with four local associations* gala days to help promote the respective AH programs. Our participation numbers at the end of the year reveal some 450 children participating. Hobart (x2), Brighton, Kingston, Grenadiers, Latrobe, Deloraine, Smithton*, Ulverstone*, Somerset, Burnie*, Devonport*, Scottsdale and Launceston (x3) all conducted sessions.

Aurora Basketball in Schools Program Numbers were slightly down from previous years with 109 schools participating but over 6,500 children experiencing the opportunity to expand their basketball skills and interest. All schools were contacted and apprised of Aussie Hoops programs and advised of local association contacts. Riverside primary school hosted the Aurora program launch in May. Launceston’s Tayla Roberts was the special guest along with SEABL players from the Tornadoes. A clinic was run for the school children with their assistance. There was excellent televised media coverage. All three regions helped co-ordinate throughout the year with the SEABL imports commitment to the program giving students a wider variety of basketball expertise. Shawntes Gary, Eric Gaff, Rhonda Price and Katelyn Mainwaring (NW), Dylan Warren (Nth), Tiri Masunda and BJ Radcliffe (Sth), with the addition of Olivia Howard (Nth), Lindsay Laur, Caila Desroches, Deba George and Jordan Gregg (Sth). The funding of the 2013 program has been confirmed by Aurora. This year we are requesting that schools give preference to grade 1 and 2 students completing the program, which will be tailored at these age groups. These students will generally turn 8 or 9 years of age in 2014, thus be eligible for under 10 club competition in that year. Our intention is to offer those students completing the program in 2013 a structured pathway throughout 2013 with the view toward club competition in 2014. This will be attained through follow up Active After School Communities sessions if applicable to the school, and/or an invitation to a Basketball Australia sanctioned Aussie Hoops program in their area. Local clubs will be facilitating the Aussie Hoops sessions and subsequently inviting participants to trial with their club for the 2014 under 10 season.

We feel it is imperative that these opportunities be given to students at this age so that they not only experience basketball at an earlier age, they also commence learning fundamental skills which will greatly enhance their ability to play the game and stay engaged with the game as they approach their teenage years. Accordingly once these students reach grade 5 and 6 they would have already had an extended exposure to basketball and a healthy and active lifestyle.

Coach Development During the year we continued (temporary) revamped level O (x2) & level 1 (x4) courses in line with BA’s implementation of the new coach education and development program. This implementation has been deferred from BA end however looks like roll out will occur early in 2013. Much time has been spent working with BA coaching education committee, particularly upon the content and delivery of Introduction to Basketball Coaching (replacing previous Level O). Work continues on transition of existing accredited coaches to the new structure. Also facilitated ‘Adaptive’ coaching course for teachers of students with special needs.

Referee Development 3x level O courses ran.

Manager Development Updating of State/Regional Manager’s Manual continued during the year, and presented to respective state and u14 team managers in readiness for their championships. Handbook completed specifically for Country Cup managers.

Disability Special Olympics skills and ribbon days were a great success catering for over 500 ID children. Also a college day with over 50 attending. Attended Deaf Sports days with over 40 experiencing basketball.

Indigenous Clinics held for Tas Aboriginal Council primary and high school students some 21 attending.

High School Roster Only 10 southern high school teams participated in a term 3 roster, the highlight being representation of a special needs team from Hobart Polytechnic undertaking their Pathways program.

No School No Play Completed for Jordan River Learning Federation (Bridgewater Senior School grades 9-12) in July/August. Sessions aimed at “at risk” children some 83 participated, all receiving reversible singlets and off court sessions run by subject matter experts on such topics as drug education, careers, nutrition, conditioning and bullying. Unfortunately federal government funding has now been cut for this program.

The Basketball Network In July 2012 Basketball Tasmania moved to implement Basketball Australia’s Basketball Network into the Tasmanian Associations, with the goal of only accepting all 2013 player and official registrations online in 2013.

It is pleasing to note that all North West Associations have successfully transitioned to input all registrations online, withsome clubs opening this option to their members and other associations inputting manually with their own goals to open up to members throughout 2013.

The Southern and Northern Associations have also commenced embracing this new system with work still to be completed in terms of training and supporting them through this transitional stage.

The Basketball Network will revolutionise the way Basketball Tasmania, Regional bodies and associations work and communicate with each other and indeed, around Australia with online permits and clearances allowing access to players all over Australia. In particular there will no longer be a requirement to collect and collate member information manually, with members now responsible fo ensuring their information is up to date and correct.

This is a significant improvement and step forward in our risk management strategy, ensuring all members on court are registered correctly with full immediate visibility at a State and Regional level.

High Performance Pathway Report Through the tutelage of the State Development Program (SDP) Coaches in each region, Sarah Veale (North), Ben Keeley (North West) and Peter Robertson (South) continued to be an important component to the underpinning tier of the High Performance Pathway. Athletes in this tier were exposed to an entry level of the State and National style of play as well as continue to develop the key skill proficiencies required by our state and national level athletes. These include; • You have to be able to make the open shot

• You have to be able to run the floor…both ways

• You have to be able to …. both ends

• You have to be able to defend your player when they have the ball

• (To do this you have to able to play in the appropriate stance)

• You have to be able to beat your man off the dribble

• You have to be a high percentage foul shooter

TIS Program The TIS basketball program is grateful for the ongoing support received from Basketball Australia and Basketball Tasmania. Australian Country Cup 2012 In January of 2012 Tasmania’s involvement at the Australian Country Cup was increased to 100 athletes over 10, 10 coaches and 8 managers represented Tasmania at the tournament out of our Tasmania High Performance pathway. Results at the tournament were a reflection of the successful re structure within the state’s high performance path with teams recording 65% wins over the tournament, our highest to date with 1 team playing of for a gold medal and two teams in the top 4

COMPETITION COMMISSION REPORT 2012

During 2012 The Commission once again met at Longford with representatives from all Regions. Angela Ashcroft as Secretary has worked hard over the past year and as such I would like to thank her for all of her assistance. During 2012 we have as a commission worked as a group to attempt to achieve the following:

Ø Amended Rules & Regulations for State Championships were addressed again and finalised and have now been completed and are forwarded to each Association conducting the event on our behalf. Kits will be issued each year to new Executives.

Ø Regional vs. State Championships. Discussions took place regarding each regions idea on State Championships. After lengthy discussions, the South presented a proposal from the newly formed HJB (Hobart Junior Basketball) where they have a memorandum of understanding from 9 clubs for their new venture. Hobart guaranteed 1 club team in each age group, U14’s, U16’s & U18’s both boys and girls and 2 teams where possible. The North West following advice from Devonport during the meeting have decided to remain the same as the current format. The North guaranteed 2 even teams in boys and girls U14’s, 2 x U16 boys, 1 U16 girls, 1 U18 boys and 1 U18 girl’s teams

Ø For athletes to be eligible to play State Primary and High School Championships, the athlete must have played in the regional round. Exceptional circumstances may be considered on a case by case basis in writing to the Competitions State Championship Coordinator.

Ø P & D U14 review, it was decided by North & South to not support changes to U14 regionals as proposed but all 3 regions did support a later change in 2014 with the exception of the camp being on the June long weekend due to a clash with teams going to Nunawading and the NW Thunder Classic.

Ø 3 x 3 Competition as recommended by P & D Commission was not agreed upon by Competition Commission- All Commissions need to meet to agree on format.

Ø Thank you to all the regions for hosting State Championships & Regional events during 2012. The assistance of all assures us of successful Championships.

Ø A new position has been developed for the Competitions Commission as State Championship Coordinator. (SCC) This position will require the position holder to be responsible for all state championship draws,

media releases, liaise with host associations ensuring host kits are distributed to responsible person/s, liaise with Basketball Tasmania regarding all entries etc. The Competitions Commission through the Position of SCC need to look at the payment schedules and incentives for our up and coming referees.

Without the tireless work of David Scott for liaising with the respective Associations prior to and at times during events the Championships would not be conducted to the high standard that they are. Frustrating I am sure is the word especially as teams are known to withdraw at the last moment. The Commission would like to thank you for your continuing hard work. David has shown great passion for junior basketball and without his continued input and support, I am not sure events like Championships would be as successful as they are. The Commission would like to wish David well in his retirement and thank him for all of his tireless work for the Commission and Basketball in Tasmania as General Manager and hope he enjoys his new role with us.

To the Commission Regional Representatives, Raelene Salter, Gina Hills, Lyn Butt , Annette Lutwyche, Kim Rainbird, Julie Doran and Angela Ashcroft thank you for your hard work in the past 12 months and especially the support you have given me as I have endeavoured to attend as many Championships as possible. We welcomed in November Scott Wilson who comes on to the Commission for 2013. We look forward to 2013 being proactive for Tasmanian Basketball and successful in all facets.

BASKETBALL TASMANIA TECHNICAL OFFICIALS COMMISSION 2012 REPORT

This year started with the annual Referee Action Day, held in Launceston. There was a large turnout which was very pleasing to see and Tim Mills also addressed the group in his capacity as SEABL Referee Commissioner.

Australian Championships: It is pleasing to see our referees continuing to develop and performing well at National Championships and other tournaments this year. The following lists those referees who were selected to represent the state and their achievements. Under 20s: Andrew Johnson, Aaron Clements Under 18s: Ronnel Riggs, Cameron Whiteley (Women's Gold Medal) Under 16s: Joe Lade, Jake Doyer Under 14 Boys: Hannah Martin, James Westwood Under 14 Girls: Cameron Hingston, Ruben Woolcock National Schools: Dave Griffiths, Joe Lade Fiba Oceania Youth Tournament: Andrew Johnson We were also able to send referees interstate to other tournaments and this has given some of our referees added exposure and experience. We sent five referees to the Country Cup tournament held in Albury; however one referee did not make the trip due to various reasons. We also sent two referee coaches, to help further their education. The people sent included: Hannah Martin, Joe Lade, Josh Sparks, Bridgette Shelton, Ben Tyeson, Bruce Ellis and Babs Robinson.

As part of the National Referee Development Program (NRDP), Aaron Clement and Jake Doyer attended the AIS camp and these referees did extremely well in an unusual environment of 3 person officiating and the exposure to a much higher level of competition.

This year also saw the appointment of Andrew Bradshaw to the new role of State Referee Mentor. The rationale behind this appointment was to give those referees attending a national championship a particular person to go to with questions regarding performance, what is expected of them and how to handle the pressure that comes from being an official at a championship.

Previously there have been some referees under-perform at nationals and those who were simply not ready for the challenges that the tournaments present.

State Championships All of these events seemed to run smoothly, however the lack of intermediate officials attending these events continues to be of a concern and SEABL referees have been required to referee some games instead of referee coaching.

We continue to encourage others to travel out of their region and comfort zone to improve their officiating, but referees find it hard to give up an entire weekend of work to referee for the payment they receive. It is

because of this reason I strongly urge the Competitions Commission to look at the payment schedules and incentives for our up and coming referees.

U/14 Regional’s Our under 14 regional play offs continue to attract more referees than required, which is exciting to see so many young referees trying out for 4 spots to the Australian Club Championships. It is really encouraging to see everyone developing each year and challenging the next level of referees. The under 12 regional group are now looking to grasp the opportunity to step up and be counted.

The hard work of Steve McLaren, Bruce Ellis and Andrew Bradshaw put in to these groups every year is just outstanding and I am sure the referees benefit from the experience passed on.

I'm already looking forward to seeing some more new smiling faces attend the regional play offs and Australian Championships in 2013.

Referee Coaches As in previous years, an emphasis needs to be placed on recruiting more referee coaches state wide. This will achieve two main outcomes: • Strengthen the education that is available for referees at all levels of the game; • Give Basketball Tasmania a wider base, in terms of young, enthusiastic referees to draw from

State Courses Successful referee clinics and courses have been held in all regions and this needs to continue to ensure further development of referees and aide progression through to higher levels.

Score table courses have been held this year and each region is looking at new ways to encourage more people to undertake this task. It continues to be difficult to attract statisticians and we are looking at perhaps focusing on obtaining more teenagers to have a go in the new year.

General This year saw the retirement of another senior SEABL referee in Andrew Bradshaw. His departure leaves a large hole in the SEABL, especially in the southern region. Cameron Whiteley has also decided to take a break from refereeing next year meaning there will be a reliance placed on junior panel officials and possible some from interstate.

As in previous years, there appears to be an issue surrounding the process of referees, who have been selected to go away to a national championship, refereeing training matches for the respective coaches.

Currently, the process involves the state coach providing the referees with a training schedule and where a referee is unavailable, it is their responsibility to find a replacement. Appropriate notice of matches needs to be provided, with at least 4 weeks being an appropriate timeframe. Anything less than this, and the referee incurs no obligation to find a replacement.

Some education needs to occur surrounding this policy to ensure referees understand their obligations and coaches are not contacting referees with only a few days notice.

I would like to thank Stephen McLaren, Andrew Bradshaw, Bruce Ellis and Andrew Johnson for their continued support and time they give to improve the standard of officiating in Tasmania. The countless hours they spend behind the scenes are very much appreciated.

Thanks to all the score table people and statisticians who volunteer their time every year to keep our games running smoothly.

I would also like to thank Basketball Tasmania for the ongoing support they give to our commission, therefore allowing our officials to further their knowledge and develop to higher levels.

SOUTHERN TASMANIAN BASKETBALL LEAGUE PRESIDENT’S REPORT 28 JANUARY 2013.

2012 has been another huge year for the Basketball community in Southern Tasmania and I’d like to thank everyone involved for the effort and time they have put in to progressing the dream of a united and cohesive basketball structure in Southern Tasmania. It has been a long and slow process, but necessarily so as it has been important that the change be driven from the grass roots up, rather than from the top down. This has required frequent consultation and airing of views, which has resulted in steady progress towards the aims expressed clearly by all at the Strategic Planning Meeting held in July 2010 and followed up on 31 July 2011, at the “Be a Part of the Solution, Not a Part of the Problem” meeting.

During the course of 2012 a Basketball Hobart Working Group was formed under the Chair of Tim Leedham, unanimously appointed by the delegates representing Basketball Hobart Juniors, the SBL, the Chargers and the STBL. This group worked co-operatively for the overall benefit of Basketball and I am both proud and honoured to have been involved with such a positive and dedicated group. It is very uplifting, when a group like this can see the grand picture, and how, by working together, we can achieve so much more than we can as individuals.

My heartfelt and grateful thanks go to both Clarence and GHBA clubs for working together to make Basketball Hobart Juniors the success it has been and for uniting what had been a very divisive and unsettling sector in our sport. I pay tribute to past City of Clarence President Ivan King for placing his confidence in us that we would do our utmost to deliver the vision we jointly shared. A tremendous amount of gratitude and respect goes to Angela Ashcroft for guiding Basketball Hobart Juniors through its first year of operations. I envisaged the task we gave Angela as one of the most challenging for the STBL and she has come through with flying colours. This is not only a credit to Angela, but also to the members of Basketball Hobart Juniors who made it work. They have now established a very sound footing for Junior Basketball in Southern Tasmania that will be a huge benefit to our sport. Fantastic effort BHJ and thank you to all involved.

BHJ now follows the success of the SBL which had earlier taken full responsibility for the elite senior competitions in Southern Tasmania and there are now much closer synergies between the juniors and the seniors – their constitutions for example, are almost identical. Sitting around the same table discussing the future overall structure of basketball in the south has had added benefits as it has broadened the vision of all involved.

In addition, The Chargers have also been at the same table so that now a clearer picture has emerged as to how these three sectors dovetail into each other with each sector benefitting from each other. I get very excited about the potential that exists and is now coming to the fore through this much closer collaboration and I’m sure I speak for them all when I say that BHJ, SBL and the Chargers are excited about the possibilities opening up through our working together.

THE 3 AMIGOS: Much of the credit for where we are today goes to my fellow Amigos, Glenn Shaw and Tim Leedham. We spent many enjoyable hours together throwing ideas and thoughts around at what became known as the city office, “the Pump House”, just around the corner from Glenn’s office. Besides Glenn’s great wisdom he was/is a wiz at putting our, and other people’s thoughts on paper and for drawing up legal documents. He could do in hours what would take me weeks and still not be as professional. It is with very much regret that I report that Glenn has, with his family, gone to live in Perth, Western Australia. I will very much miss chewing the rag with him but he has offered, and I have gratefully accepted, to continue helping us in whatever way he can and with modern technology I believe he will be able to do that for us.

Glenn was Chair of the STBL Officials Standing Committee providing a two way flow of information between STBOA and the STBL. I believe this has drawn us closer together and I am keen to see this closer link maintained and strengthened.

STBL REPRESENTATIVE TEAMS: 2012 saw a very successful year for our representative teams on and off the court. Off court for the first time all our teams wore "Chargers" uniforms and had a real identity. Once again our U12 program benefitted from the coaching expertise of Craig Taylor, Basketball Tasmania's Development Officer. The STBL would like to thank him for his many hours of time spent developing this most important age group and keeping our coaches up to date with latest trends. I sincerely hope that all realise the importance of basics being taught correctly and continue to utilise those in our community that can do this. Along with Craig the boys U12 program benefitted from Brian Larkins coaching experience joining us for a year from Victoria. Unfortunately Brian has now returned to Melbourne and we thank him for passing on his love of the game to those he coached. The U12 girls were lucky enough to have the very experienced Annabelle Mollineaux involved in the program. Annabelle has been involved with our regional programs before and her coaching ability and overall interest in seeing the improvement in the players she coaches is excellent. Charlotte Collins and Jason Williams managed the teams and made all our lives much easier. Overall 2012 was a great program and I thank all involved.

U14 PROGRAM The decision was made to try something different in 2012. Willie Joseph was appointed as Head Coach of both male and female programs. Although this decision was met by some with scepticism for the first time both our male and female teams qualified to compete at Nationals. The amount of time that Willie spent training and coaching went above and beyond, and the players, parents, STBL Coordinator Mandy Finlayson and the BOM thank him sincerely. CJ Johnson came onboard to help with the boys program and coached them at Nationals. His contribution was invaluable.

Our managers Jan Bresnehan, Rachel Amos (boys) and Carmel Thomson and Robyn Mole (girls) helped Willie, CJ and myself immensely. They ensured the smooth off court running of the program and their work load and importance should never be under estimated.

CHAMPIONSHIPS In the South we run the Southern Primary Schools and Southern High Schools championships with the 2 successful schools in each section, male and female, qualifying for the State Championships. The STBL also hosted the State High Schools and the State U18 Championships. All tournaments were held at the Kingborough Sports Centre. A huge thanks to John French and his team at Kingston who go out of their way to help out in any way they can.

I would like to take this opportunity to thank the members of the STBL Board of Management who give up their time to help out at these events. Catherine Mallett is an expert on the door which ensures others can concentrate on other areas of running a tournament. My final thanks to Kim Rainbird who has ensured that the many hours spent prior during and after tournaments has been enjoyable. Her commitment to these events has been indisputable.

STBL TRIBUNAL PANEL: This comprised Chair Kevin Anderson, and members Tim Leedham, and I as Secretary. This is an unpleasant but necessary feature of most sports today and we have been very fortunate in having members of the calibre of Kevin Anderson and Tim Leedham giving up their spare time to sit on this panel. Thank you Kevin and Tim.

WARRANE STADIUM: Under Pat Sullivan’s supervision we continue to make improvements to the stadium. The dressing rooms and toilets got a long-overdue upgrading and years of grime have been washed away from walls and ceilings before being repainted to make it a much more pleasant place to visit.

A severe storm in September blew in the windows at the end of the stadium causing minor damage to the backboard and floor. We were fortunate no- one was around when it happened.

Court usage is high from 3pm onwards on week days and from 8am onwards at weekends and the income the stadium generates is a very welcome addition to our bottom line. We allow serious athletes to use the stadium for no charge when it is not being used, providing they do not use the lights. This is very much appreciated by the athletes and we are pleased to be able to give them the opportunity to improve their skills without the cost of hall hire.

Very special thanks to Pat Sullivan for the upkeep of the stadium. The work and care he puts into maintaining the stadium is reflected by the condition of the floor – it has to be the best kept sporting floor in Sthn Tasmania if not the State and is a real credit to Pat. Thank you Pat.

BOARD OF MANAGEMENT: The BOM comprised: • Elected members: Mandy Finlayson, Angela Ashcroft, Catherine Mallett and Tim Leedham • Appointed Members: Glenn Shaw (2nd year) and Chargers President Brett Johnstone (1st year) • Coopted Member: Kim Rainbird.

Special mention must be made of the very professional way our Secretary/Treasurer, Catherine Mallett, carries out these quite demanding duties. In all the years Catherine has held these positions she has never once failed to fully report on our finances and fulfil all the duties of secretary in a timely manner. Thank you, Catherine, we are very fortunate having you on the team.

To Mandy and Kim special thanks for again managing State and Regional Championships within the South. This is not an easy task and your enthusiasm and dedication to successfully manage these special events is very much appreciated.

I have enjoyed working with the Board Management in what has been a very productive and full year. Everyone has contributed to our debates and you have been a pleasure to work with. Thank you all for your valuable contributions throughout the year.

NTABA Presidents Report 2012

It is with pleasure I write this report for 2012. I have enjoyed working with a group of people who are here for basketball and do the things that no one else wants to.

Highlights for 2012 Having Two referee Courses and Score table course at the beginning of 2012.

Our under 14 Program was a re building year in 2012 but yet again because of some Parents we lost another Coach. I am afraid if players want to be in the regional squad they need to make that commitment. I think the work our regional coaches put in 2013 we will get the rewards.

Our under 12 program has seen a lot of budding players coming through and we hope this continues. Yet again we have not got an under 12 boy’s and we need to get the program started.

Our under 14 program has started for 2012/2013 and the coaching staff and players are working hard getting ready for Camp and Regional Play- Off’s.

This Year for the first time St Helens played in our High School Tournament. They also have two players in Sarah’s Development Squad. I was invited to Deloraine Junior Finals it was great Day. Also to see there Aussie Hoops Program and they will benefit from the program run by Torn Olivia Howard and some of their Parents in 2013.

Last week to Start off 2013 Baptist had their National Carnival there was some great games through the week.

Thank you for the co-operation of our member associations Deloraine, Scottsdale, Baptists, Launceston Seniors and Launceston Juniors but in particular Launceston Juniors without their continued support our juniors would not have the opportunity to play regional or state championships which shows there commitment to basketball in the north.

Referees and NTBRA we need to work on more volunteers to keep this going and to work on getting more referees in the North and referee coach’s courses.

I would like to thank the executive for continued support for basketball. A special thank you to Mr Heath Butt for his tireless effort working for basketball on the Elphin board and seeing basketball is looked after and the Coaches Panel.

To Julie Thomas for being the Northern Coordinator for Aussie Hoops to Annette for her work in all areas of basketball and support in whatever she is asked to do.

In 2013 we have Referee and score table courses we will have coaches and ongoing courses as needed. Once again let’s not loose sight of what we are here for to make basketball a success in the North.

North West Basketball Union President’s Annual Report 2011 - 2012

The NWBU has again completed a most satisfactory year of operations commencing in November 2011 and concluding at the end of October, 2012. The beauty of having such a successful year lies solely with the 8 clubs who continue to support the NWBU in all rosters that are scheduled, with almost every club being represented fully in all scheduled rosters, including the Senior roster for men and women, the U/22 roster for men and women, the NWBU Junior rosters in U/12, U/14, U/16 and U18's for both boys and girls.

The time and dedication shown by each Club and their working committees has been the backbone of the NWBU since 1974 and this highly regarded nationally competition continues to lead the way in many areas of our great game, certainly being the leader within Tasmania.

Having been a part of the NWBU and it's rosters since inception in 1974 and before I have a great deal of pride in seeing how the product is delivered for the Clubs, players, volunteers, and most of all the spectators, who continue to support us in large numbers, especially at final's time be it Senior, Junior or U/22s.

Many people put in many hours of dedicated and selfless work to ensure the success of the NWBU and they also ensure that the 8 clubs are viable, well presented and competitive at the same time.

I want to congratulate the Devonport women and the Ulverstone men on being the 2012 champion teams and also to mention the great effort of the Wynyard women and Devonport men in being runners-up for 2012.

Congratulations also go to all clubs that had winning teams in the junior roster and the U/22 roster.

I want to thank and congratulate the NWBU junior executive and board for their great season in which both U/14 regional teams were successful and represented Tasmania at the 2012 Australian U/14 club championships. Congratulations to Head coaches Ben Keeley, Robert Bourke and their assistants and managers on their results.

The North West was also very prominent in State team representation, with many players being selected and Coaches Keith Bragg, John Fox, Michael Johnstone, Stacey Keiselis and Kristen Kay all performing extremely well.

Perhaps Keith Bragg and his U/16 boys’ team can be singled out, finishing 4th overall, but having a shot at making the grand final, a great effort by a Tasmanian team. Well done to all connected to our interstate competition efforts.

Thank you to Margaret Nothrop, Andrew Johnstone and the referees who are a large part of what we do and we could not operate without them and to all the score tables match managers and everyone who contributes to the game in these areas.

Thank you to Scott Knight and his committee who so successfully run the U/22 roster on behalf of the NWBU and to all the referees, whether they are NWBRA or club referees for your help in putting on a great roster.

The North West Thunder, under the leadership of Gerry Callander and his Board has completed a very good season, especially off court where they have worked their way into a healthy position. On the court, the team coached by Phil Thomas had a slow start before they reached full player strength, only then to be hit with a run of bad injuries which prevented any real challenge for a finals berth.

Two people need to be singled out for special thanks and they are our General Manager Sally Keeley and Finance Advisor Bob Franklin. Sally has a workload of significant proportions and she does it extremely well and provides the Clubs with all the information they require, well in advance and she is really the heart and soul of the day to day operations of the NWBU and we would not be running as smoothly without her expertise. Can I say to you the 8 clubs, I hope you appreciate what Sally does and how she goes about it, especially when you hear what happens and how information is passed on in other areas of the State. I know she makes my job much easier.

Bob Franklin returned to the Finance portfolio in 2012 and continues to be a leading light in making the NWBU the financial success it is, by investing wisely, being very careful in allocating funds, and also being on top of the registrations, as this takes a lot of hard work.

As we move to online registration this should alleviate a lot of the manual workload Bob has, a task I am sure he will gladly relinquish. Once again thankyou Sally and Bob, you are great to work with.

There has been some discussion about having a Northwest regional person similar to those operating in the South (5 days) and North (3 days) and whilst both current people make themselves available to Northwest clubs upon request, I guess the ultimate for the NWBU would be to have somebody on the ground, stationed here with perhaps the Thunder being able in the next year or two to contribute maybe two days, the Union/B.Tas three days and I feel this would address the needs we have for the delivery of Aussie Hoops, coaching and referee courses, especially at level 0 and 1.

This person could also be of great assistance to our regional and state development programmes and assist with the flow of coaches especially at the early levels. Thanks to John Fox for his work as Regional development coach for the past 4 years and we wish Ben Keeley the best as he progresses in this area. Thank you also to all the coaches that have given up their time in assisting on these programmes.

I want to say that I am a firm believer that the NWBU rosters are in the best time slots, where they currently are, to service the Northwest, to fit

into the State calendar, and to provide the best opportunity for our Clubs, players and officials to enjoy and at the same time be competitive in what they do. I will continue to be a strong advocate for the NWBU and the way we currently run, whilst I am still in the Chair.

Thank you to all the club delegates for your contributions over the year, perhaps we don't see eye to eye from time to time but I believe we make up a strong Board which has the interests of basketball on the Northwest at heart.

As we adopt new Bylaws and have our constitution reviewed we will be set up for many years to come, long after I and perhaps some of you cannot change ends.

I thank each and every one of the Executive and the delegates for you contributions, your help and look forward to keeping the NWBU at the pinnacle of basketball in Tasmania.
