Welcome to the 2019 edition of the Thames Valley Handbook. We wish you all the best for another rugby packed year with so much to look forward to. There is a new sponsor for the Club Rugby competition, a challenge against and a title to defend.

H.G.Leach and Co. have come on board with Thames Valley Rugby to sponsor the Club Rugby competitions for the next three years. They are a well-established business in our local community with a long association with rugby in Thames Valley and we are delighted to have them as sponsors.

The Council of Club delegates have decided on a change in format of the competition this year, with two full rounds for Senior A and Senior B teams. There will be ten teams in Senior A and eight in Senior B and the teams will stay in their respective grades for the whole season.

For the third time in six years, Thames Valley has been successful in being granted a Ranfurly Shield challenge, albeit by virtue of being the current Meads Cup champions. This means a trip to the South Island to take on Otago at the Wanaka Showgrounds on Saturday 13th July. There is a great deal of interest from Thames Valley supporters within the union so a good turnout of Scarlet and Gold colours is expected at the game.

The current coaching crew, led by Matthew Bartleet, is back to defend their Meads Cup title and have a crack at the Log o’ Wood. After all the heroics of 2018, Thames Valley will no longer be able to fly under the radar, with the other Heartland Teams out to get the Meads Cup away from us.

The Thames Valley Supporters Club was a revelation last year and was the catalyst for unprece- dented support at both the semi-final and final games in the Meads Cup campaign. We are expecting more of the same again this year and we encourage you all to join up this year and grow a strong support base for the team.

Ted Engebretsen continues in the position of Patron of the Union this year with Kelly Plummer as President. Edmond Leahy continues in his role as Chief Executive Officer with the Board of Management ever supportive behind the scenes.

Disciplinary Procedures In accordance with the Union’s Rules for isciplinary Hearings (the Black Book) and adopted by Thames Valley Rugby Union in February 1998, updated in February 2011, and covers all games under the jurisdiction of the Thames Valley Rugby Union Inc

ORDERING OFF Referee’s Report: The referee who has ordered off a player must complete the Thames Valley Rugby Union’s ordering off report form (NZRU Form A) and return it the Thames Valley Rugby Union’s Disciplinary Committee co-ordinator within 48 hours of the completion of the game in which the incident leading the ordering off took place. Should a Touch Judge(s) be involved they must also complete the applicable form (NZRU Form C) and this must be returned with the Referee’s Report. The co-operation of referee’s and touch judges is requested to have the reports to the co-ordinator as soon as possible after the game in which the incident took place to enable the necessary notifications to be given to the player, referees and the Disciplinary Hearing Committee should a hearing be held.

Notification: On receipt of the Ordering - off report the Co-ordinator shall notify the player and his/her club and the Chairman of the Union’s Disciplinary Committee including copies of the report.

Player: The player ordered-off is suspended from rugby for two weeks from the date of the game in which the incident took place, unless: (a) The player or his/her club requests a hearing of the Union’s Disciplinary Committee into the incident. This request must be notified to the co-ordinator by 4.30pm the Monday after the game is played (normally Saturday). (b) The Chairman of the Disciplinary Committee requests a hearing into the incident and will notify the co-ordinator. The co-ordinator will notify the player and his/her club of the decision and also the date, time and place of the hearing. (This is usually done by late Monday).

Hearings: These are normally held on Tuesday night at the Thames Valley Rugby Union office, 140A Normanby Road, Paeroa at 7.30pm. (a) The Chairman of the Disciplinary Committee will determine whether there will be one or three committee members at the hearing. (b) The Player shall attend and can be accomanied by officals of his club or team management, witnesses and legal counsel. If unable to attend the player shall make a written explanation for the Disciplinary Committee, make written

submissions to the referees report, and be represented by a club and/or team official(s) or legal counsel. (c) The referee involved should also appear at the hearing. If not, then by a representative of the Thames Valley Referees Advisory Committee who is conversant with the incident. Disciplinary Procedures Disciplinary Procedures cont.... The large South Rugby Union, which covered the Goldfields, Waikato and King Country areas ran into difficulties in 1921 as constituent unions were seeking to break away and gain full union status from the New Zealand Rugby Union. Rugby in the Thames Valley Rugby Football Union’s area has been linked to those romantic pioneering days of the timber and mining industries of the 1870s. The game was played in Coromandel and Thames from 1870 with Auckland players travelling to Thames to play games. As the timber and mining spread south from Thames to Paeroa and the farming activities came east from Hamilton so did the game spread into the Thames Valley.

The first clubs outside Thames were Katikati and Waihou, based at Waitoa, in 1880. On the clubs affiliated with Auckland were Mercury Bay, Whitianga, Tairua in 1888 and a year later came another four clubs, three of them in Coromandel. The first club in Te Aroha was in 1883, Paeroa in 1886 and Waihi in 1895. While Thames and Coromandel country unions remained with Auckland, the Paeroa, Waihi and Piako (in 1930 renamed Te Aroha) unions formed the Ohinemuri Union in 1899, which was the fore-runner of the Thames Valley Rugby Union as we know the union today. By 1904 these three unions were joined by Karangahake union to establish the Goldfields Rugby Union. The founding unions and clubs were Paeroa (West, East Suburbs), Waihi (City, West Suburbs, Katikati) Karanga- hake (City Suburbs, West End, Waitekauri, ) Piako (Te Aroha, Waihou, Manuwaru). In 1909 the Goldfields joined Waikato (Hamilton, Cambridge, Waipa), and next Rotorua, King Country, Maniapoto and Opotiki to form the South Auckland union. The next season, 1911, Rotorua and Opotiki withdrew to form the Union.

The Ohinemuri Union was founded at Waihī in 1896, and by 1904 this union was named the Goldfields Rugby Union. It consisted of a number of even smaller unions, but was itself a sub-union of the Auckland Rugby Football Union (ARFU), and was therefore not directly affiliated to the New Zealand Rugby Union (NZRU). Along with a number of other sub-unions, the Goldfields ceded from the ARFU to form the South Auckland Rugby Football Union in 1909.

Several sub-unions split away from the South Auckland Union between 1909 and 1921 to form new independent unions, and in 1921 the Hauraki Plains, Paeroa, Piako, Waihī sub-un- ions did the same to form the Thames Valley Rugby Football Union (TVRFU). The union was from then on directly affiliated to the NZRU. The Thames Valley Union, which had remained affiliated to the ARFU up until then, joined the TVRFU in 1951.

After the First World War (1914-1918) and rugby came out of recess the South Auckland Union was in trouble with first the Waikato withdrawing in 1920 to form the Waikato Union, and at the end of the next season the King Country Union was formed. At the start of the 1922 season the Goldfields underwent a name change to Thames Valley Rugby Football Union.
