This programme was organized by CIPMC, Vijayawada from 13th - 14th June, 2018 at Agricultural Market yard, Ambhajipeta, Amalapuram division, East Godavari District, Andhra Pradesh state. Ist day Programme (13.06.2018) A total of 152 participants which includes Farmers, Traders, Coconut growers association members, Multipurpose extension officers (MPEOs), Horticulture Officers, and IPM Consultants, besides, CIPMC, Vijayawada staff participated in the training programme on first day. Earlier in the day, Shri P.Prakasa Rao, Plant Protection Officer (PP), CIPMC, Hyderabad and In-charge of CIPMC, Vijayawada inaugurated and welcomed all the farmers of Ambajipeta and Razole mandal and resource persons of HRS, Ambhajjipeta. He introduced each and every one on the dias to the gathering and highlighted their contributions for the successful commencement of this programme. He gave a brief introduction about the training programme at Ambajipeta and detailed about DPPQ&S and CIPMC activities, Pest and disease surveillance, bio-control activities being carried out with coordination with State Department of Horticulture and Universities in monitoring of pest and disease situation in Andhra Pradesh. He delivered a lecture on" Present status of Rugose Spiralling Whitefly on Horticultural Crops in A.P” and importance of various IPM tools in the management of Rugose Spiralling Whitefly. He explained about role of Sticky traps viz yellow sticky traps, their use & method of installation against Whitefly was demonstrated. He stressed about community approach among coconut farmers for controlling of Rugose spiralling whitefly. Sh.Ch.Sreenivasulu, Assistant Director of Horticulture, Amalapuram Division, E. Godavari Dist, briefed about the status of new invasive Rugose Spiralling Whitefly (RSW) on coconut in Konaseema area, Amalapuram division and measures taken in curbing the entry of the pest into Konaseema region and awareness programmes conducted for coconut farmers about Rugose Spiralling Whitefly. He applauded the efforts of Multipurpose extension officers (MPEOs), Horticulture Officers, Coconut growers association members, Farmers, Traders in delineating the entry of Rugose Spiralling Whitefly out of Konaseema area by way of burning and destroying of infected nursery plants and he also highlighted about the various awareness meetings, seminars, workshops and campaigns conducted with the help of Scientists of Horticultural Research Station, Ambajipeta, and also auto announcements, Electronic media and print media publicity for creating awareness among farmers on RSW. Further, he thanked the Scientists, Horticultural Research Station, Ambajipeta, Coconut growers association members, Print media, electronic media and Farmers for their support in controlling the spread of invasive Rugose Spiralling Whitefly (RSW) on coconut into Konaseema area. After tea-break, Dr.G.Ramanandam, Principal Scientist & Head, Horticultural Research Station, Ambajipeta, briefed about the strategies adopted in consultant with ICAR-CPCRI, Kasaragod in controlling the further spread of Rugose Spiralling Whitefly (RSW) by way of monitoring the coconut nurseries and restricting the movement of affected seedlings, Vigil on movement of tender nuts from infested zones, avoiding coconut leaves in packaging during transit from pest-infested locations, enforcement of direct surveillance in sensitive zones including other host plants, organizing of meetings, seminars, workshops and sensitization campaigns with the help of officials of State department of Horticulture, capacity building on mass production of bio-control agents, Mass media publicity in Prasar Bharati, Doordarshan for creating awareness among farmers. Dr.N.B.V.Chalapathi Rao, Senior Scientist, Horticultural Research Station, Ambajipeta, E.G.Dist, presented about the current scenario and management of new invasive Rugose Spiralling Whitefly (RSW) on Coconut in Andhra Pradesh through power point presentation.. He explained in detail about occurrence, Nature of damage, distribution, host plants, Natural enemies, Parasitization by Encarsia sp. IPM management practices and control measures for further spread. After Lunch, Dr. Sabbathi Pavan, Assistant Plant Protection officer(E), IPM division, DPPQ&S, Faridabad explained about use of Kisan Suvidha APP for Crop related advices and Plant protection measures against pest and diseases among farmers. He answered all queries in installation and use of this APP. Shri. M.K.Sankar Rao, Plant Protection officer(E), Dr.R.Senthil, Assistant Plant Protection officer(PP), Sh.A.Uday Sankar, Assistant Plant Protection officer(PP) and Dr. Sabbathi Pavan, Assistant Plant Protection officer(E) interacted with farmers, Multipurpose extension officers (MPEOs), Horticulture officers(HOs) of Amalapuram division regarding management practices to be adopted for control of Rugose Spiralling Whitefly (RSW) on Coconut and other horticultural crops, monitoring the coconut orchards and restricting the movement of affected seedlings, awareness programmes to be organized. All the participants interacted with the speakers regarding Plant Protection measures to be adopted to control further spread of RSW. Participant farmers in their feedback expressed views about the training programme and requested the organizers to conduct few more such training programmes for the benefit of the farmers. Distributed literature pertaining to Management of invasive Rugose Spiralling Whitefly and leaflet on precautions to be followed before use of pesticides. 2nd day Programme(14.06.2018) Field visit was organized by CIPMC, Vijayawada with a team of experts includes Sh. G. Krishna Rao, Scientist(Ento) and Smt.B. Neeraja, Scientist(Pl. Path), Horticultural Research Station, Ambajipeta, E.G.Dist, and Smt.M.Umamaheshwari, Horticulture Officer, Razole, Shri. P. Prakasa Rao, Plant Protection Officer (PP), CIPMC, Vijayawada and Dr. Sabbathi Pavan, Assistant Plant Protection officer(E), IPM division, DPPQ&S, Faridabad besides technical staff of CIPMC, Vijayawada & Hyderabad. As part of field visit, coconut orchards of Kadali and Vegivaripalem are observed to ascertain the status and incidence of new invasive Rugose Spiralling Whitefly (RSW) on coconut. During the team observation, incidence of Rugose Spiralling Whitefly on different plants in the coconut orchards of Kadali and Vegivaripalem Viz. Guava and Banana was noticed. The team of experts advised all the farmers of coconut orchards about the management of Rugose Spiralling Whitefly for avoiding further spread of pest to new areas. The team also observed the high predator population of coccinellids in coconut orchards of Kadali. After lunch, the team interacted with the farmers of Kadali and Vegivaripalem and discussed about monitoring the coconut orchards and restricting the movement of affected seedlings, publicity among farmers through social media, group meetings for awareness about the Rugose Spiralling Whitefly. Smt.M. Umamaheshwari, HO, Razole briefed about measures taken by her in controlling further spread of RSW viz., Display of posters, distribution literature pertaining to Management of invasive Rugose Spiralling Whitefly, auto announcements, Electronic media and print media publicity, organizing of meetings, and sensitization campaigns with the Scientists, Horticultural Research Station, Ambajipeta, E.G.Dist for creating awareness among farmers on RSW. The programme was concluded by Vote of thanks by Sh. M.K.Sankar Rao, PPO(E) Gallery of Photos Welcome address by Sh.P.Prakasa Rao, PPO, CIPMC, Vijayawada and gave brief introduction about the training programme and detailed about DPPQ&S and CIPMC activities, Pest and disease surveillance, bio- control activities being carried out with coordination with State department of Horticulture and Universities on monitoring of pest and disease situation in India. Farmers interactions All the participants interacted with the experts regarding Plant Protection measures to be adopted in nurseries and coconut gardens to control further spread of RSW Field Visit (Day II) Field visit was organized by CIPMC, Vijayawada with a team of experts includes scientists from Horticultural Research Station,Ambajipeta, Horticulture Officer, Razole, Shri. P.Prakasa Rao, Plant Protection Officer (PP), CIPMC, Vijayawada, Dr. Sabbathi Pavan, Assistant Plant Protection officer(E), IPM division, DPPQ&S, Faridabad, besides technical staff of CIPMC, Vijayawada & Hyderabad. As part of field visit, team of experts inspected the coconut orchards of Kadili and Vegivaripalem of Rajole mandal, where recently observed the incidence of Rugose spiralling whitefly(RSW) on coconut. The expert team discussed with farmers and officials of Horticulture department about the management of Rugose Spiralling Whitefly for avoiding further spread of pest to new areas and suggested Mass media and print media publicity for creating awareness among farmers. Conflict in Interest: Planning, Commissioning and Development In the early 1950s India embarked on a program of planned industrial development. Borrowing planning concepts from the Soviet Union, the government tried to stimulate 1 development through massive investment in the public sector, imposing a system of tight controls on foreign ownership of capital in India and playing a highly interventionist role in all aspects of economic policy. The private sector was allowed to continue to operate in agriculture and in a wide range of ‘non-essential’ industrial sectors.1 The steady economic growth of industries with active support from the state machinery is directly proportional to the unchecked exploitation of masses. Several instances of eviction, evacuation etc. had put before a long array of questions on the very edifice of mining and development. Marginalised communities such as Dalits, Adivasis, women, working class, etc. are the first victims of this. Though during the independence struggle “factory to the workers” prominently came on to the national agenda, nowhere in India it was implemented in the post independence era. Resultant displacement, migration, repercussion of workers, loss of land and livelihood, pilfering state revenue, forest resources, etc. has outgrown to monstrous magnitude. Decolonisation of erstwhile colonies invariably saw the elite take control of political power. Naturally they were inclined to capitalism preferring to inherit the colonial state – its laws, structure and character – rather than to transform it fundamentally in ways to respond to the most urgent needs of the oppressed sections.

Pratima;Pandula Dr. Ravindra Babu ;Patil Shri Bheemrao Baswanthrao;Ram Mohan Naidu Shri Kinjarapu;Sahu Shri Chandu Lal Will the Minister of TOURISM be pleased to state: (a) whether the Government has developed the concept of eco-tourism in the country; (b) if so, the details thereof along with the places identified in this regard, State/ UT-wise; (c) the details of projects undertaken for the promotion of eco-tourism in various States of the country, State/UT-wise including Andhra Pradesh along with the progress made in this regard; and (d) the funds allocated and expenditure incurred on the said projects during the last three years along with the revenue generated therefrom? Answer MINISTER OF STATE FOR TOURISM (INDEPENDENT CHARGE) (DR. MAHESH SHARMA) (a) to (d): Yes, Madam. Ministry of Tourism has identified Eco Circuit as one of the thirteen thematic circuits for development under Swadesh Darshan Scheme. The submission of project proposals by the State Governments/UT Administrations under Swadesh Darshan Scheme is a continuous process. The projects are sanctioned subject to availability of funds, liquidation of pending utilization certificates, submission of suitable Detailed Project Report and adherence to the scheme guidelines for creating tourist infrastructure facilities for public good. The details of projects sanctioned along with funds released under the Eco Circuit of Swadesh Darshan Scheme are given at Annexure. The Company has a Power Purchase agreement (PPA) with AP TRANSCO for a period of 23 years, to purchase power at 85% plant load factor.
