ITEM 04680.9709 M - STARTUP EQUIPMENT

DESCRIPTION This work consists of furnishing and delivering startup equipment to a location in Rochester to be specified by the Engineer. All equipment shall be new, and shall be delivered in its original box with the appropriate documentation, manuals, and warrantees.

The Contractor shall be allowed to use one (1) Cable and Pipe Locator; one (1) Digital Thermometer with Thermistor Probe for system maintenance for the duration of the Contract.

MATERIALS

General Startup equipment shall consist of the following test and installation equipment in the quantities listed in parentheses:

Portable Video Monitor (1)

All portable test equipment shall be supplied with a carrying case and manufacturers standard supplied test leads, unless otherwise specified.

General Test Equipment

Digital Multimeter The Digital Multimeter (DMM) shall be a handheld rugged digital multimeter capable of measuring AC (true RMS) and DC , AC and DC current, electrical resistance, capacitance, frequency and temperature. The DMM shall have the capability to store measurements, through the RS232 interface, transfer this data to any computer using Windows 95/NT. The required software shall be included with the DMM.

The DMM shall be equivalent to a Tektronix Model TX3 and software Tektronix Wavestar.

Analog VOM The Analog VOM shall be equivalent to a Simpson Model 260, Version 8.

Megohmmeter The Megohmmeter shall be equivalent to MEGGER Model BM403, which shall be a handheld rugged digital/analog megohmmeter, battery operated and capable of measuring insulation resistance up to 100 M , with selectable test voltages of 250V, 500V and 1 kV.

Oscilloscope The 100 MHz Handheld Digital Real-Time Scope shall be equivalent to Tektronix - Model THS730A. The oscilloscope shall have the capability to store measurements, through the RS232 interface, transfer this data to any computer using Windows 95/NT. The required software shall be included with the oscilloscope. It shall have the following accessories: · External fast charger (AC or 12V) · Hand carrying case · 3 - year warranty · One calibration NIST traceable

Clamp-On/Non-Contact Milliammeter The Clamp-On/Non-Contact Milliammeter shall be equivalent to F.W. Bell - Model mA-2000. The milliammeter shall measure current by clamp-on or non-contact 0 to 2000 mA DC or RMS AC. An analog output shall be provided for connection to an oscilloscope or recorder.

Network Test Equipment

Analog Transmission Test Set The Analog Transmission Test Set shall be equivalent to an International Data Sciences, Inc. Model 93 for measuring voice frequency signal loss and noise on metallic twisted pair telephone

cable. The transmission level test set shall have the following minimum features and performance capabilities: · A rugged, hand-held, battery-operated unit designed for field use. · Connect with either terminate or bridge impedance. · Use a digital, LCD readout, with automatic display of measurement units, and auto-ranging for receive measurements. · Generate transmit frequencies between 250 Hz - 4 kHz, ± 0.01%, level range +6 dBm to –26 dBm. · Received frequencies between 250 Hz - 4 kHz, ± 0.01% ± 1 Hz, level range + 12 dBm to - 70 dBm. · Filters C-message, 3 kHz flat filtering and 1010 Hz notch. · A built-in speaker to monitor receive signal and with push-to-talk voice. · Accessories shall include, but not be limited to, alligator clips, and carrying case.

Network Tester The Network Tester shall be equivalent to Fluke, Model One touch-10/100 Network Assistant. The network tester shall have the minimum features: · Compatible with Windows NT · Measure and troubleshoot 100BASE T cable · Provide graphical presentation of the network · Identify abandoned hub ports · Printer interface for HP LaserJet series · Identify bad FCS, short frames, late collisions and jabber. · Accessories shall include, but not be limited to, rechargeable battery and remote adapter

DTMF and Pulse Digit Verifier The DTMF and Pulse Digit Verifier shall be equivalent to TelSoft, Inc., Model DLM21. The DTMF and pulse digit verifier tester shall have the minimum features: · Display DTMF and pulse digits · On-hook/ Off-hook status · DTMF digit on/off timing · Pulse digit make/break timing.

RS-232 Tester The RS232 Tester shall be equivalent to Black Box, Model DT150A. The RS-232 tester shall have the minimum features: · Data rate – asynchronous up to 57.6 bps · BERT (Bit Error Rate Tester) · Data displayed data code – ASCII · Start/Stop capture and auto re-trigger · Non-volatile memory to hold captured data

RS-232 Breakout Box

The RS-232 Breakout Box shall be equivalent to Black Box, Model SAM 232-55. RS-422 Breakout Box The RS-422 Breakout Box shall be equivalent to Black Box, Model SAM X.21 with RS-232 monitor port.

Lineman Test Set The Lineman Test Set shall be equivalent to Harris Communications, Model TS22 AL. The lineman test set shall have the minimum features: · Angled bed of nails cord · Amplified speaker or speakerphone · Warning tone emitted in talk mode when data is present · High impedance monitor

Gender Changers and Adapters Gender Changers shall be not shielded and of the types as listed below: · DB25 F-F · DB25 M-M · DB9 F-F · DB9 M-M · DB9 M to DB25 F · DB9 F to DB25 M · DB9 F to DB25 F · DB9 M to DB 25 M

Adapters Adapters shall be of the types as listed below: · Modular adapter for EIA/TIA 568 A&B (8 wire) shall be equivalent to Ideal , Model 62- 098 · Modular adapter for Voice Circuits (6 wire) shall be equivalent to Ideal, Model 62-096 · 66M Block to RJ14C shall be equivalent to TAP, Model TAP-4.

Outside Cable Plant Test Equipment

Single-Mode Optical Time Domain Reflectometer (OTDR) The Single-Mode Optical Time Domain Reflectometer (OTDR) shall be equivalent to Tektronix TekRanger 2-Model TFS 3031. It shall have the following minimum features and performance capabilities. · Rugged but lightweight construction. · Suitable for testing single mode fiber plant at both 1310 nm and 1550 nm. The wavelength used for these tests shall be within 20 nm of the nominal wavelength. Dynamic range shall be at least 30 dB and 1310 nm and 28 dB at 1550 dB. In tests at 1310 nm, the dead zone for events shall be no longer than 5 m for events and 15 m for attenuation. In tests at 1550 nm, the dead zone shall be no longer than 10 m for events and 15 m for attenuation.

· Automatic operation that, at the touch of one button, sets the OTDR’s operating parameters to the optimum values, tests the fiber, presents an event table, and displays a waveform trace shall include distance and loss calibrated tick marks on the display axes. · Type ST fiber connectors. · User-selectable averaging time. · Distance measurement accuracy of ± 0.01 percent ± 2 meters for distances of 5 km or less. · Internal DOS-compatible diskette drive that permits storing 60 or more traces on a 1.44 MB 89 millimeter diskette · Power supply permitting operation 120 VAC or 12 VDC or internal rechargeable battery. · Operating temperature range of 0° C to +40° C · RS232C serial port · Parallel printer port

The OTDR shall come with the following: · Personal computer software for display and analysis of trace waveform data. · Hard carrying case.

Single-Mode Optical Test Set The Single-Mode Optical Test Set shall be equivalent to Siecor Model OTS-112SD-55. The Single-Mode Optical Test Set shall have the following minimum features and performance capabilities. · Combination optical meter and source. · Dual 1310/1550 nm lasers that operate in continuous wave and 2 kHz mode. · Single source output port. · Color-coded keypad and variable contrast backlit LCD display. · Detector measurement at power levels from + 3 to -70 dBm. · Automatic self test when unit is turned on. · Operating temperature: -18 C to + 50 C. · Internal RF shielding. · Protective carrying case. · Three power options: rechargeable battery, external 12 DC power, or 120-volt AC power. Uninterrupted switching between all three power sources. · ST connectors. · Shall come equipped with bare fiber adapter.

Portable Inspection Microscope The Portable Inspection Microscope shall be equivalent to AMP Model AMP100X. The unit shall come equipped with a ST adapter, AC/DC plug, tripod, and 20X eye piece to convert to 200X.

Optical Attenuator and Launch Cables The Optical Attenuator shall be compatible with optical fiber being installed in this contract and be a variable in line set using either air-gap or fiber attenuation mechanism. The Optical Attenuator shall have as a minimum an attenuation range from 3dB to 20dB. Launch cables with ST type connectors shall be provided. The Optical Attenuator shall be as manufactured by Fotec, Inc.; AMP Industries or Siecor Corp.

Fiber Optic Talk Set The Fiber Optic Talk Set equivalent to Siecor, Model smallTALK-SM-19. The fiber optic talk set shall have the minimum features: · Single mode , full duplex operation on single fiber · ST connectors · 20 dB dynamic range · Bare fiber adapter · Four (4) ST to ST patch cords

Cable and Pipe Locator The Cable and Pipe Locators shall be equivalent to Rycom Instruments, Model 8875-00. The Cable and Pipe Locator shall have the minimum features:

· Operating temperature -20º C to 55º C · Two frequency and two power settings for each frequency. · Operating depth 4.6 meters, with direct depth being displayed to the operator in inches, feet, centimeters and meters. · Fault finding capability. · Rechargeable battery, minimum time between charges 8 hours. · Capable of detecting cable or pipe in a multi-point grounded systems. · Accessories: AC & DC charger, inductive coupler, headset and fault ground return probe.

The Contractor shall be permitted to use one (1) of the Cable and Pipe Locator for operational support for the duration of this Contract. At the end of the Contract maintenance period the Contractor shall deliver this unit, in new and working condition, to the Engineer.

Roadway Sensor Test Equipment

Digital Thermometer with Thermistor Probe The Digital Thermometers with Thermistor Probe shall be equivalent to Davis Instruments Model 600-8525 and Model 602- 1528/1529. The units shall be calibrated and NIST traceable.

The Contractor shall be permitted to use one (1) of the Digital Thermometer with Thermistor Probe for operational support for the duration of this Contract. At the end of the Contract maintenance period the Contractor shall deliver this unit, in new and working condition, to the Engineer.

Video Test Equipment

Portable Video Monitor The Portable Video Monitor shall have a minimum diagonal screen size of 127 mm and be powered by rechargeable batteries. The Portable Video Monitor shall include a hard carrying case, battery charger and a test cable with a BNC male connector on one end.

CONSTRUCTION DETAILS Delivery of all startup equipment shall occur two weeks prior to the start of training.

METHOD OF MEASUREMENT Payment for Startup Equipment shall be measured on a lump sum basis for the complete complement of equipment furnished in accordance with the Contract documents and as directed by the Engineer.

BASIS OF PAYMENT The lump sum bid price for Startup Equipment shall include the cost of furnishing all equipment, materials and labor required to complete this item of work.
