Minutes of Meeting of Eaton Bray Parish Council

Held on 13 th April 2015 at The Coffee Tavern

1. APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr. Costello.

2. SPECIFIC DECLARATION OF INTEREST Cllr. Spicer declared an interest in Agenda item 8(2). Cllr. Wigley declared an interest in Agenda item 8 (3). There were no other declarations of interest at this point in the meeting.

3. PUBLIC OPEN FORUM Points brought to the attention of the Parish Council (PC): • Eaton Bray resident Ruth Archer informed the council that she would be standing as an th Independent Councillor for Eaton Bray/Billington/ Ward at the election on 7 May 2015.

4. SIGNING OF THE MINUTES FOR EATON BRAY PARISH COUNCIL MEETING, 02/03/15

Amendments were made to: Page 1588, item 5(1) - ‘Gullys’ replaced with ‘Gullies’ and ‘06/10/15’

replaced with ‘06/10/14’. It was then agreed unanimously to accept the minutes of the Meeting

of Eaton Bray Parish Council held on 2nd March 2015; the Chairman signed the minutes.

6. REPRESENTATIVES

Cllr. Mustoe addressed the council.

(1.1) Land Off Totternhoe Road, Eaton Bray: The application has been refused.

(1.2) The Parish Council gave their thanks to Cllr. Mustoe for all her hard work/commitment

to the parish over her time in office. They wished her a happy retirement.

(2) (BP): www.bedfordshire.police.uk There was no representative from the police. The Parish Council were disappointed that there Beds Police was not a representative present at the meeting and wished to let their concerns be known. The crime stats for the month were presented to the council.

8. BUSINESS MATTERS (1) The Rye Ground: Car Park: The Clerk has now received three quotations for the work; it was proposed that the council also obtain quotes for a cheaper alternative (chippings) for the extension Cllr.Spicer section of the car park. Cllr. Spicer to obtain quotes for this work. All agreed. Utilities: UK Power networks has visited the site, the Clerk is awaiting confirmation that the supply has been disconnected. The Clerk is awaiting a final quotation from the National Grid with regards to the final disconnection/removal of gas from the site. It was put to the council that due to the urgent nature of this matter that the council initially approve Clerk expenditure for the Clerk of £2.5K for this work to be carried out. All agreed. (2) Cricket Club Lease: The Clerk is waiting to hear back from the Solicitor regarding the slight Clerk amendments to the draft Lease. Clerk to chase. Agreed. (3) Tennis Club: The proposals for the new Lease were put to the Parish Council. It was proposed that the rental value for the Tennis Club be £50, with a £10 increase every 10 years. All Agreed. It was proposed that council agree to the new Lease and that the Tennis Clerk Club contact their solicitor to put together the draft Lease. All agreed. (4) Football Pitches - The Rye/School Lane/Holmans Field: All Councillors to read through the proposed Agreements for decision, it was proposed that the agreements be re-worded regarding use of pitches and forwarded to all councillors to PC May review, bring forward to May PC Meeting. Agreed. (5) Highways Matters: (5.1) HGV Limit: The HGV application has gone through/been approved by CBC; however still yet to receive a response from Bucks County Council. The council will be updated on this matter when further information is obtained. (5.2) Speedwatch: There have been 4 sessions in March and April. A total of 8 hours. Across those 8 hours 72 vehicles were recorded travelling in excess of 36mph, the highest recorded being 45mph, however may have been higher as the camera device (for a 30 mph zone) can only record up to a maximum of 45 mph. The average speed of those breaking the limit was 38.5 mph in a 30mph zone. Speedwatch are to be carrying out more sessions in the near future. (6) Neighbourhood Plan: It was proposed that the council put forward the request to CBC to formalise the submission of a neighbourhood plan. All agreed. Chairman signed the request form. It was recommended that more detail be put into Focus about a Cllr.Tribbick/ neighbourhood plan, all agreed, Cllr. Tribbick to make amendments for recommended Clerk article and forward to all Councillors for approval. Clerk to organise for insertion into Focus. All agreed. (7) Recreation Ground/Play Equipment: • Cllr. Spicer is obtaining details regarding contractors to carry out work to the play Cllr.Spicer equipment. • The Clerk met with Wicksteed, awaiting report. • The Clerk to write to The Carnival Committee about the parish play equipment being a Clerk possible area for a donation. Agreed. • Release of Developer Contributions for Leisure facilities: The council would like to Clerk understand more fully the following detail. All agreed. * Who can apply for funds, i.e. Parish Council, village organisations etc?

* What the money can be used for, i.e. for a specific item – play equipment? * How much money would be available for each item/application? * What will the new method be for applying for funding, post 6 April? * How does the Parish Council obtain/make applications for the money? * In future, how does the Parish Council keep a track on the funding/spend? (8) Employee/Salary review: The Parish Council looked at the current salary payments for the Clerk and Handyman, the following was proposed. • Clerk: It was proposed that the Clerk progress to the next point level in the NALC salary guide for part-time Clerks: Point 24 @ £11.19 per hour. All agreed. • Handyman: Current salary to be increased to £10.00 per hour. All agreed. New agreed salaries to take effect from 1 st April 2015. All agreed. (9) Maintenance of PC items: • Rustic benches, School Lane: requiring wood treatment. Clerk to put in a job task for Clerk Handyman. Agreed. • Holes in ground where damaged rustic bench removed. Clerk to put in job task for Clerk Handyman to fill in holes. Agreed. • Many items within the parish require general maintenance; it was proposed that Cllr. Cllr.Conner Conner put together a list of items requiring general maintenance. All agreed. (10) Wallace Drive/High Street signs: the advertising signs are still a problem; they have even fallen into the roads causing a nuisance. The land is CBC owned; it was therefore recommended the Clerk write to CBC on this matter regarding the problem boards and Clerk requesting their removal. All agreed. (11) Eaton Bray Parish Events: • A request was made to the Parish Council to approval the display of temporary advertising boards for Market Square/Three Corners for the Jaguar owner club meet/drive through village on 3 rd May 2015. All agreed. • A suggestion was the council look into having a fair ground event in the parish. It was recommended Cllr. Spicer to find out more details from other councils/police for Cllr.Spicer advice/opinions. All agreed. • Spend requests: Christmas trees = £200, Decorations = £50, Christmas band/carols = 150, ground maintenance work to Market Square to allow for large Christmas tree display to match the tree displayed at Three Corners in December 2014 = £150. All agreed. • A suggestion to look into the possibility on holding a Christmas market in the parish. Cllr.Spicer/ Cllr. Spicer/Cllr. Simkins to put forward detailed proposals. All agreed. Cllr. Simkins (12) St. Mary’s Village Carnival, Saturday 4 th July 2015: • It was suggested that the stall may be a good way of fundraising for improvements within the parish, i.e. play equipment etc., Cllr. Tomkins to look into fundraising ideas. Cllr.Tomkins Agreed. • Clerk to forward rota of the day to all Councillors. • Cllr. Conner to do general display boards.

9. REPORTS (1) Chairman’s Correspondence: (1.1) Letter from Cllr. Mark Costello resigning his position from the council; read to Councillors. (1.2) Email from resident regarding landscaping issues; Clerk to obtain report from Clerk Ground Maintenance Contractor. All agreed.

(2) Clerk’s Report: (2.1) Read/circulation file handed out to all Councillors. (2.2) Quotation: Landscaping at The Rye; original quote approved by the council for landscaping £1,755 +vat, did not include a board from the car park area to the [1595]

landscaped area, addition cost to the council of £42 +vat . All agreed. Clerk to action. Clerk (2.3) Email from Dave Streeton, Transport Officer ; requesting additional details. Main issues are the reduction of bus service within the parish. Clerk to respond. Agreed. Clerk (2.4) Bus shelter at Three Corners; the council property adjacent to the bus stop is empty; the Clerk is awaiting confirmation from CBC for full access to the land. (2.5) A request to the council for sponsoring the defibrillator to be fitted at the Coffee Tavern. All Agreed. (2.6) There have been 7 nominations for 9 vacancies on the Parish Council. The Clerk requested approval to send out a notice of vacancy for the two remaining positions. Clerk All agreed. (3) Coffee Tavern/Cottage: No matters to report. (3) Cemetery: The old broken wall has been removed. Cllr. Conner would like to carry out a Cllr.Conner/ topple test on the memorial stones in the cemetery, Clerk to assist. All agreed. Clerk (4) Finance: No matters to report. (5) Working Groups: No matters to report.
