MADE BY THE COMMISSIONER OF POLICE WITH THE CONSENT OF THE MINISTER UNDER SECTION 67(1) OF THE MOTOR VEHICLES AND ROAD TRAFFIC ACT
THE TRAFFIC CONTROL (EXPERIMENTAL SCHEME) REGULATIONS, 2005
1. These Regulations may be cited as the Traffic Control Citation (Experimental Scheme) Regulations, 2005.
2. These Regulations shall have effect from 11th May, 2005 to Commence- 8th August, 2005. ment and cessation
PART I
CHAGUARAMAS
3. Parking is prohibited on— Parking prohibited (a) Western Main Road, between the entrance to ALCOA Steamship Company Inc. and the entrance to the Cove; (b) Marine Drive; (c) Squadron Drive; (d) Siren Drive; (e) Tucker Valley Road, for a distance of two hundred metres north of the Western Main Road; and (f) Airways Road.
4. (1) Vehicular traffic proceeding south on Tucker Valley Road Left turn only shall turn left at its intersection with the Western Main Road. (2) Vehicular traffic proceeding south on Airways Road shall turn left at its intersection with the Western Main Road. (3) Vehicular traffic proceeding north from the entrance to Pier 1 shall turn left at its intersection with the Western Main Road.

No right turn 5. Vehicular traffic proceeding east on the Western Main Road shall not turn right at its intersection with Tucker Valley Extension Road and Airways Extension Road.
Two -way 6. Motorists may proceed in both directions on the access road traffic traversing the east and west bound carriageways of the Western Main Road and opposite to the entrance to Pier 2.
Speed limit 7. The speed limit on Tucker Valley Road is forty kilometres per hour.
Road closure 8. The following roads shall be closed to vehicular traffic: (a) Gymnasium Circular Road; and (b) Airways Road, between Gymnasium Road and Siren Drive.
PART II
CARENAGE
Parking 9. Parking is prohibited on both sides of Westland Avenue, prohibited between the Western Main Road and Morne Coco Road.
PART III
POINT CUMANA
Parking 10. Parking is prohibited on— prohibited (a) Glencoe Gardens Access Road; and (b) La Horquette Branch Valley Road, at its intersection with Glencoe Gardens Access Road for a distance of twenty-five metres in both directions.
PART IV
DIEGO MARTIN
Stopping or 11. Vehicles are prohibited from stopping or waiting on— waiting prohibited (a) Diego Martin Main Road for a distance of fifty metres both east and west of its intersection with St. Lucien Road; (b) St. Lucien Road from its intersection with Diego Martin Main Road to a point of fifty metres south; (c) La Puerta Road to a point of forty metres west of its intersection with Diego Martin Main Road;

(d) Richplain Road to a point of forty metres west of its intersection with Diego Martin Main Road; and (e) Covigne Road to a point of forty metres west of its intersection with Diego Martin Main Road.
12. Parking is prohibited on Crystal Stream Avenue, between Parking Diego Martin Main Road and Morne Coco Road. prohibited
13. Delivery vehicles shall not load or off-load on Diego Martin Loading and Main Road from 6.00 a.m. to 9.00 a.m. and 3.00 p.m. to 6.00 p.m., from off-loading restricted Monday to Friday.
PART V
MARAVAL
14. Vehicles shall proceed in a westerly direction on Valleton One-way Avenue between Saddle Road and Champs Elysees Road from 7.00 a.m. traffic to 8.30 a.m. and 1.00 p.m. to 3.00 p.m., from Monday to Friday except Public Holidays.
PART VI
NEWTOWN—PORT-OF-SPAIN
15. Vehicular traffic shall proceed— One-way traffic (a) in a southerly direction on Maraval Road, between Marli Street and Tragarete Road; (b) in an easterly direction on Herbert Street, between Tragarete Road and Maraval Road; (c) in a westerly direction on Rust Street, between Gray Street and Maraval Road; and (d) in an easterly direction on Alcazar Street, between Gray Street and Maraval Road.
PART VII
WOODBROOK
16. Parking is prohibited on— Parking prohibited (a) Ariapita Avenue to a point of fifty metres on either side of Ana Street; and (b) Ariapita Avenue to a point of fifty metres on either side of French Street.

BELMONT
21. (1) Parking is prohibited on both sides of Belmont Circular Parking Road, between Norfolk Street and Belmont Valley Road, from 2.00 p.m. prohibited to 3.00 p.m., from Monday to Friday except Public Holidays. (2) Parking is prohibited on Pelham Street, between Clifford Street and Belmont Circular Road, from 2.00 p.m. to 3.00 p.m., from Monday to Friday except Public Holidays.
22. (1) Vehicular traffic shall proceed in a southerly direction only One-way on Pelham Street, between Belmont Circular Road and Clifford Street, traffic from 2.00 p.m. to 3.00 p.m., from Monday to Friday except Public Holidays.

(2) Vehicular traffic shall proceed in an easterly direction only on Belmont Circular Road, between Norfolk Street and Belmont Valley Road. (3) Vehicular traffic shall proceed in a westerly direction only on Glosterlodge Road.
PART XI
BARATARIA
Parking 23. Parking is prohibited on Sixth Avenue, between the Eastern prohibited Main Road and Second Street.
PART XII
SAN JUAN
Stopping or 24. Vehicular traffic is prohibited from stopping or waiting on both waiting sides of El Socorro Road, between Evelyn Trace and Lalla Street, from prohibited 6.00 a.m. to 7.00 p.m. daily.
One-way 25. (1) Vehicles may proceed in a southerly and westerly direction traffic on Don Miguel Road, between Twelfth Street Extension and Jogie Road, from 7.00 a.m. to 9.00 a.m. and 2.00 p.m. to 4.00 p.m., from Monday to Friday except on Public Holidays. (2) Vehicles shall proceed in a westerly direction on Ward Lane, between Don Miguel Road and El Socorro Road. (3) Vehicles shall proceed in an easterly direction on Maraj Street, between El Socorro Road and Don Miguel Road.
PART XIII
ST.JOSEPH
Parking 26. Parking is prohibited on Bamboo Main Road, Bamboo No. 2, prohibited from 8.00 a.m. to 4.00 p.m., from Monday to Saturday.
PART XIV
CUREPE
Maxi-taxi 27. Maxi-taxis that ply the Curepe to Chaguanas route shall ply on stand the northern and southern lanes of Havelock Street, facing east, between the Southern Main Road and Broome Street.

33. The speed limit on Evans Street, Watts Street and Agostini Speed limit Street is twenty-five kilometres per hour.

Major roads 34. (1) UWI North Gate Road is the major road at its intersection with Agostini Street.
(2) UWI South Gate Road is the major road at its intersection with Watts Street.
Stopping or 35. Vehicles are prohibited from stopping or waiting on— waiting prohibited (a) Agostini Street, within thirty metres of the intersection with UWI North Gate Road; (b) UWI North Gate Road, within thirty metres of the intersection with Agostini Street; (c) Watts Street, within thirty metres of the intersection with UWI South Gate Road; and (d) UWI South Gate Road, within thirty metres of the intersection with Watts Street.
PART XVI
TUNAPUNA
Two-way 36. Vehicular traffic shall proceed in either direction on— traffic (a) Goviah Street, between the Eastern Main Road and Wilkinson Street; and (b) Goya Road, between the Eastern Main Road and Ramlal Road.
One-way 37. Vehicular traffic shall proceed— traffic (a) in a northerly direction on Maraj Street, between the Churchill-Roosevelt Highway and Sawmill Road; (b) in a southerly direction on Centenary Street, between the Churchill-Roosevelt Highway and Ali Street; (c) in a westerly direction on the Eastern Main Road, between Freeling Street and Auzonville Road, from 7.00 a.m. to 9.00 a.m., from Monday to Friday except on Public Holidays; (d) in a northerly direction on El Dorado Road, between Karamath Street and College Trace, from 7.00 a.m. to 9.00 a.m. and 2.00 p.m. to 4.00 p.m., from Monday to Friday except on Public Holidays;

(e) in an easterly direction on College Trace, between Madoo Street/Marcano Street and Henry Road, from 7.00 a.m. to 9.00 a.m. and 2.00 p.m. to 4.00 p.m., from Monday to Friday except Public Holidays; and (f) in a southerly direction on Pasea Main Road, between the Eastern Main Road and the Priority Bus Route, from 7.00 a.m. to 9.00 a.m., from Monday to Friday except on Public Holidays.
38. Parking is prohibited on Mohammed Street, from Sawmill Road Parking to a point fifty metres northwards. prohibited

AROUCA
39. Vehicles are prohibited from stopping or waiting on Cane Farm Stopping or Road, between the Eastern Main Road and the Priority Bus Route. waiting prohibited
40. Motorists proceeding north along Cane Farm Road shall not No “U”-Turn make a “U”-Turn at its intersection with the Eastern Main Road.
41. Parking is prohibited on— Parking prohibited (a) Tissue Drive, Trincity Industrial Estate, from Sweet Drive to a point one hundred metres westwards; and (b) College Trace, from Madoo Street/Marcano Street to Henry Road.
PART XVIII
SANGRE GRANDE
42. Taxis plying for hire shall park as follows: Taxi-stands (a) taxis operating the Manzanilla/Plum Road and Sangre Chiquito routes shall park on Savi Street between the gas station and Economy Supermarket facing north, as marked; (b) taxis operating on the Coalmine, Nestor, Biche and Guaico- Tamana routes shall park on the Cunapo Southern Road, facing north, as marked;

(c) taxis operating on the Coryal, Four Roads, Tamana and Cumuto routes shall park on George Street, facing south, as marked; (d) taxis operating on the Arima to Port-of-Spain route shall park on Brierly Street facing west, as marked; and (e) taxis operating on the Mayaro and Toco routes shall park on Brierly Street facing east, as marked.
Maxi-taxi 43. All maxi-taxis plying for hire on the Port-of-Spain to Sangre stand Grande, Arima to Sangre Grande, Toco and Mayaro routes shall occupy the Maxi-Taxi Facility/Hub on Brierly Street.
One-way 44. Vehicular traffic shall proceed— traffic (a) in both directions on Brierly Street, between Railway Road and River Street; (b) in a southerly direction on River Street, between Brierly Street and Railway Road Extension; and (c) in a northerly direction on Cunapo Southern Road, from Andre Street to Juteram Street.
PART XIX
CARONI
Parking 45. Parking is prohibited on Caroni Savannah Road, between prohibited Endeavour Connector Road and Munroe Road Interchange.
PART XX
CHAGUANAS
Loading and 46. Delivery vehicles shall not load or off-load from 7.00 a.m. to off-loading restricted 9.00 a.m. and 3.00 p.m. to 5.00 p.m., from Monday to Friday except Public Holidays on— (a) the Southern Main Road, between Montrose Junction and Busy Corner; and (b) Chaguanas Main Road, between Busy Corner and Marie Street.

Parking is prohibited on— Parking prohibited (a) Endeavour Connector Road, between Caroni Savannah Road and the Nasaloo Ramaya Marg; (b) Henry Street, between Penco Street and Bonito Street, from Monday to Friday from 7.00 a.m. to 5.00 p.m.; (c) the eastern side of Gaston Street, between Penco Street and Paria Avenue; and (d) the southern and western sides of Parker Street.
48. Vehicular traffic shall proceed in a westerly and northerly One-way direction only on Parker Street, from St. Yves Street to Rene Street. traffic
49. Delivery vehicles shall not load or off-load from 9.30 a.m. to Loading and 2.30 p.m., from Monday to Friday, except Public Holidays on Caroni off-loading restricted Savannah Road.
50. Motorists proceeding west on— No right turn (a) Eric Street shall not turn right onto La Clave Street from 6.30 a.m. to 9.00 a.m. and from 4.00 p.m. to 6.00 p.m. from Monday to Friday, except on Public Holidays; and (b) Fitt Street shall not turn right onto La Clave Street, from 6.30 a.m. to 9.00 a.m. and from 4.00 p.m. to 6.00 p.m., from Monday to Friday, except Public Holidays.
PART XXI
CUNUPIA
51. Parking is prohibited on the northern and southern sides of Parking Chin Chin Road for approximately thirty metres from the Southern prohibited Main Road.

PENAL
One-way 54. Motorists shall proceed— traffic (a) in a northerly direction on Olivere Drive, from 2.00 p.m. to 4.00 p.m., from Monday to Friday except on Public Holidays; and (b) in a northerly direction on Ali Avenue, from 2.00 p.m. to 6.00 p.m., from Monday to Friday except on Public Holidays.
PART XXIV
SAN FERNANDO
Parking 55. Parking is prohibited on the northern side of High Street, prohibited between Chancery Lane and La Pique Intersection.
Road opening 56. Vehicular traffic proceeding west along St. James Street (Extension) may gain access to High Street which is now open at its Intersection.
One-way 57. Vehicular traffic shall proceed— traffic (a) in an easterly direction on St. James Street (Extension); and (b) in an easterly direction between Hollis Street and High Street.
Two-way 58. Vehicular traffic shall proceed— traffic (a) in both directions on London Street, between Circular Road and St. Joseph Road; and (b) in both directions on Library Street, between Paradise Street and Mucurapo Street.
Access roads 59. Vehicular traffic proceeding west along Prince Charles Street, may gain access to Cipero Street, which is now reopened at its intersection.

PART XXV
GENERAL

62. Any person who contravenes any of the provisions of these Offence and Regulations is liable on summary conviction for a first offence, to a fine Penalty of seven hundred and fifty dollars, and on any subsequent conviction, to a fine of one thousand dollars.
63. Without prejudice to any other liability incurred by the Removal and commission of a summary offence, vehicles found parked in impounding of vehicles contravention of these Regulations, may be removed by the Police and unlawfully impounded and dealt with in accordance with section 108(1)(b) of the parked Motor Vehicles and Road Traffic Act. Chap. 48:50
