The CTP was first considered by the local Civic Society in 2000, and was subsequently endorsed and adopted by the Borough Council as part of its Civic Pride Urban Design Framework within the Local Development Framework in 2008.

4.0 LTP Countywide Schemes (overview)

4.1 Summary

4.1.1 The list of Schemes below includes initiatives and programmes of high priority, with a county wide impact, often encompassing a number of smaller projects. Included in this category are non place specific Capital Priority Schemes and Revenue Projects.

5.0 LTP Schemes for Deletion

5.1 Summary

5.1.1 Recommended schemes for deletion is set out in Table 5.

5.1.2 Rationale: The emerging LTP contains a large number of historic LTP schemes and Local Plan schemes such as those from the JCS that have been carried over.

5.1.3 Schemes for inclusion in the LTP have been set against a minimum cost threshold of £200k. Any scheme determined to be below that threshold will be covered by the GCC capital programme.

5.1.4 Out of the existing LTP schemes, only one scheme does not meet the minimum threshold of estimated costs of more than £200k and will be recommended for deletion,, though it will still be on the (unfunded) capital programme list:

 ‘Local improvement for Southgate St to St Ann’s Way, Gloucester’.

5.1.5 The current LTP also lists a number of revenue schemes. Whilst some of these revenue schemes were included in the “county wide priorities” scheme list, it is proposed that feasibility studies are no longer listed as schemes in the LTP. This is because the need for feasibility studies is often related to capital investment and difficult to plan for a time horizon until 2031. Feasibility studies will be undertaken as and when required to implement the policies and scheme priorities outlined in this LTP.

6.0 Shaping the Way to 2041 – Potential Long-term Ambitions

6.1 Summary

6.1.1 In the chapter “Shaping the way to 2041”, this LTP sets out the technological and social changes that will shape Gloucestershire’s transport system over the coming decades. This, combined with potential growth scenarios beyond the currently adopted Local Plan periods, will define the need for future transport interventions. While a lot is still unknown about the direction of these developments, Table 6 lists conceptual scheme ideas will shape our long term ambitions for the future development of the transport network in Gloucestershire.

An expanded local and strategic cycle network, into Tewkesbury town centre and into the new Ashchurch Local Centre, supported by new cycle and walking Ped/Cycle TEW infrastructure to overcome barriers between new and existing sites, amenities, facilities and developments. Public Transport - Sustainable travel corridor on the present A46 connecting Ashchurch with Tewkesbury (this is dependant on the M5 junction 9 and A46 scheme listed as TEW Bus strategic scheme in this LTP). Public Transport – Significant improvements to Cam and Dursley station, including a high quality station building to support its role as a Strategic multi-modal interchange with SV Rail improved and enhanced walking, cycling and bus accessibility. Public Transport – Strategic multi-modal interchange expansion with improved and enhanced walking, cycling and bus accessibility to the surrounding settlements at Stonehouse SV Rail and Stroud Railway stations. An expanded local and strategic cycle network, into local market towns and new settlements, supported by new cycle and walking infrastructure to overcome Ped/Cycle SV barriers between new and existing sites, amenities, facilities and developments. Public Transport – Third Severn Crossing (in conjunction with significant growth in the Forest of Dean and Stroud Districts) SV Rail/Highways M5 Junction 14 upgrade (in cooperation with South Gloucestershire, where this junction is located). Highways SV Public Transport - A new railway station or transport interchange hub on the Gloucester to Bristol Public Transport Corridor. SV Rail SV Ped/Cycle Connectivity improvements to create a fully linked canal network, including an active travel corridor along the canal.
