ACTION POINTS: The Logistics Cluster to consider organising a meeting in Sana’a in order to understand procedures and clearances required for overland transport in Yemen.

General and Security
The Security Situation in Yemen remains highly volatile, with heavy airstrike campaigns throughout northern and central Yemen as well as ground conflict reported from 26 to 28 September.
Access Constraints
The Logistics Cluster presented the current overland access inside Yemen. Participants discussed which mode of transport is more efficient for the logistics operations in light of the current situation. It was argued that individual truck movements or small joint truck movements would be preferable.
UNICEF suggested the Logistics Cluster to organise joint meetings between humanitarian organisations and the representatives of the conflict parties in order to understand procedures and clearances required for overland transport.
The Logistics Cluster reminded participants it can facilitate overland transport to almost all regions in Yemen, security situation allowing. Roads that are difficult of access have been marked red. These roads are subject to several security clearance), however they are not impossible to access. Sea and Air access
The organisations enquired about the status of Aden Airport being operational for UNHAS flights. The Logistics Cluster reiterated that to this day, Aden Airport has still not been cleared by UNDSS. 2. Procedures
The Logistics Cluster reminded participants that for in-transit customs clearance in Djibouti, WFP is the notifying party and not the consignee.

3. Operational Updates
Sea transport
MV Mahone completed its discharge of 446 m3 of cargo transported for UNICEF, UNFPA, ACF, YRC on 29 September. This is planned to be the vessel’s last voyage to Yemen, as its contract will end on 15 October and will not be renewed.
MV Amsterdam left Aden on 29 September and arrived in Djibouti the same day. She is at anchor and is expecting to berth to load 2047m3 and 520 mt of food and inter-agency cargo.
UNICEF affirmed they are organizing weekly shipments from Djibouti to move cargo to Hodeidah, Mokha and Aden using commercially chartered dhows.
Air cargo transport

Participants were informed that UNHAS is planning to re-establish a passenger flight service between Sana’a and Amman. Discussions about the initial start date, frequency and the type of aircraft to be used are ongoing.
UNHAS is providing a passenger service from Djibouti to Sana’a three times a week on Sunday, Tuesday and Thursday. For passenger bookings, organisations should contact: [email protected]. 5. AOB
The Logistics Cluster informed that discussion is currently taking place in the Humanitarian Country Team (HCT) for UN agencies to establish a presence in Sana’a, Hodeidah, Taiz, Sa’ada, Aden and Mukala, however due to security constraints across the country the establishment is currently on standby. An update on the situation will be shared at the next meeting.
Meetings in Amman resumed as of 30 September to ensure partners based in Amman receive updated information regarding the logistics situation in Yemen, gaps and challenges.
The Next Logistics Cluster Meeting will take place on Thursday 15 October at 11:00 at the WFP Office in Amman.
