Minutes Common The minutes of the Court of Common Council were laid upon the table of the Court. Council Vote of Resolved unanimously – That this Court wishes to convey to – Thanks to the Late Lord Mayor Alderman Fiona Woolf CBE its deepest appreciation and gratitude for the distinguished way in which she has carried out the demanding role of the Lord Mayor of the City of London during the past year. Fiona Woolf has travelled extensively throughout her Mayoralty, to areas as diverse as the Gulf, Turkey, North Africa, India, Hong Kong, Taiwan, Vietnam and Latin America. The range of overseas visits, which has resulted in close to 100 days abroad in the last twelve months, highlights a very real commitment to maintaining a programme of engagement with both existing and opportunity markets. Like her predecessors, in addition to her overseas visits programme, Fiona has devoted a significant amount of time to strengthening the City’s links with the wider national economy. As well as taking the opportunity to promote her overseas visits programme, visits to regional centres such as Cardiff, Aberdeen, Bristol, Leeds, Liverpool, Glasgow, Edinburgh and Sheffield have also informed discussions in the international arena and ensured that the Lord Mayor has remained representative of the views of the entire UK-based financial and professional services industry. 2 DECEMBER 2014 2 The diverse nature of the visits programme that she has undertaken is particularly appropriate, given that the key theme of Fiona’s Mayoralty has been that of diversity. She has used events, both at home and abroad, to promote the business case for diversity and inclusion and her “Power of Diversity” programme will ensure a lasting legacy in this area, maximising the value and innovation that increased diversity can bring to organisations not just within the City, but the United Kingdom and the global marketplace too. Fiona’s passion and dedication have also been unfailing in respect of her commitment to ensuring sustainability within the financial services sector, with her “Tomorrow’s City” programme promoting collaboration to enhance the opportunities for long-term value creation offered by the need for infrastructure and sustainable urban development. Her significant role in promoting UK expertise in this field during the overseas visits programme will provide an invaluable boost not just to those nations she has visited, but also to the UK's engineering, financial and business support service industries, who will benefit greatly from this exposure. Notwithstanding her commitments, both overseas and around the UK, the Lord Mayor’s support for the Livery and Livery Company events has ensured that the important bonds between the Livery and the City of London Corporation have been not only been maintained but also enhanced. The support of the Lord Mayor’s Consort, Nicholas, has been unstinting throughout the year, as highlighted by his Chairmanship of the Lord Mayor’s Charity Leadership Programme. His commitment has ensured that the Mayoralty was a real team effort, and we express our gratitude for his support to the Lord Mayor during a memorable year. In closing, in taking their leave of Fiona Woolf as the 686th Lord Mayor of this City, her colleagues sincerely hope that she, Nicholas and the rest of the family will long retain many happy memories of a successful and diverse year in office.     LIVERY October 2018 BRIEFING LIVERY COMMITTEE - ELECTION OF CHAIRMAN AND DEPUTY CHAIRMAN In September, the Committee elected its Chairman and Deputy Chairman for the coming year. Having served as a liveryman member of the Livery Committee since 2011, nominated by the Fellowship of Clerks, and for the last two years as its Deputy Chairman, Vicky Russell was elected as its Chairman. Vicky has been an active member of the Committee, chairing the Livery Companies Working Group, responsible for the Livery Liaison Scheme, since 2013 and the Communications Working Group since 2015; this latter group being responsible for the four annual City Briefings as well as the annual Wardens and Court Assistants course and the Clerks’ Briefing. Vicky Russell is committed to and cares passionately about the Livery and its activities. She was Master of the Arbitrators’ Company 2001-2 and Master of the Constructors’ Company 2014-15. She also belongs to the Solicitors’ Company. Vicky is a committee member of the Golden Jubilee Masters Association and the Lady Masters Association and an active member of the Magna Masters Association. In her election address, Vicky stated that, in her view, the Livery Committee is at a critical stage of its development, most particularly in light of the growing momentum of the Pan-Livery Initiative. She added that at this juncture there is the need for positive and strategic change in the work and focus of the Committee in order to ensure that it not only remains relevant but also becomes more significant. The Livery Committee elected Deputy Chairman, Philip Woodhouse. Philip is a Member of the Court of Common Council, Deputy for the Ward of Langbourn and a past Master of the Grocers’ Company.

Following the meeting of Standards Committee on 20th February 2015 it was agreed that as of 1st April 2015 gifts and hospitality which breached the threshold, as applied to all Members, would be declared unless they fell within the caveat outlined within the previous report of ‘special provision’ for the Lord Mayor and Shrievalty as ceremonial office holders. 2. The last report on gifts and hospitality was made to the Committee at its meeting in October 2017. Current Position 3. What started as a short research project in lockdown on the Lady Masters Association has turned into a comprehensive and informative paper on how the role of women in City Civic life has evolved since the Middle Ages. It’s easy to forget how quickly the livery has changed in this regard. In 1983, when the first female Lord Mayor, Dame Mary Donaldson was elected, more than half of the livery companies were not open to women on equal terms as men. At the turn of the millennium, more than a quarter still did not allow equal admittance. Now, at long last, in 2020, all City livery companies and guilds accept women on equal terms with men, making this a timely moment for this research paper to be published. As the paper reminds us, women have had a long and significant impact in civic and livery life in the last thousand years. Many Medieval guilds were reliant on the skilled work of women and many buildings only came into the possession of the Livery or the City Corporation, such as the former Bricklayers Hall or Columbia Market, through acquisitions and donations from women.

The Livery Committee website also provides a huge source of information and I hope you will not hesitate to let either myself or the Deputy Chairman, Victoria Russell, know if there are any areas of interest that you feel are not covered either in the periodical newsletter or on this website. Should you wish to contact us or contribute to future editions of the Briefing, please contact the Clerk to the Livery Committee, Gregory Moore, who will pass on any correspondence. Common Hall has of course been a major event for all Liverymen this month, particularly since it was contested by four candidates. Your Livery Committee considered various ways in which to modify the usual show of hands and visual count to ensure clarity, transparency, accuracy, and equity. It was hoped that a result could be declared on the day and I would like to thank Liverymen assembled for their patience, the candidates for their co-operation and the many staff who attended all three Halls which enabled this to be the case. We will be looking at how we can further improve the future arrangements where there is a contested Election, in particular the Count where a show of hands is specified under the relevant governing legislation and I would also draw your attention to the arrangements for 2019 and the proposed double Aldermanic Election in 2020/21.

    Paedo Files: a look at the UK Establishment child abuse network Tim Wilkinson 1: Conserving the Conservatives On 24 October 2012, the Labour MP Tom Watson asked Prime Minister David Cameron about a paedophile ring centred on the Prime Minister's office at Number 10 Downing Street. Visibly discomfited, Cameron first affected not to know which former prime minister Watson might be referring to, then issued a bland assurance that the matter would be looked into. The allegations to which Watson referred do not fall in any grey area. They involve coercive, forcible and sadistic sexual abuse of unambiguously underage children trafficked from children's homes around the UK. The accused are not social outsiders or ordinary families who might find themselves railroaded or caught up in some witch-hunt; quite the opposite. Among those under suspicion are judges, civil servants, right-wing politicians, foreign and domestic diplomats, and other official VIPs. Police, judges, politicians, officials and security agencies appear to have been involved in the cover-up. There is little appetite for any rigourous inquisition: working police officers fear for their jobs and the media are complicit, gagged or scared of libel actions. This is no spurious moral panic drummed up by a hostile press on the word of gold-diggers, cranks or fantasists. It is a serious matter, and those seeking to investigate face an uphill struggle. Cameron himself had in 2002 sat on a Parliamentary committee investigating supposedly over-zealous investigations into child abuse. Journalist David Rose,had volunteered to that inquiry: ‘I think one idea which I would like very much to plant in the minds of the committee is this: in none of these cases, in no example of these 90-odd investigations has a so-called paedophile ring ever come to light.

    THE TURNER NEWSLETTER OF THE WORSHIPFUL COMPANY OF TURNERS OF LONDON June 2012 I am delighted that it is my privilege to be Master of the Worshipful Company of Turners for the coming year. I am conscious of the responsibilities I carry, but I have the assistance of two outstanding Wardens to ensure that I don’t go too far wrong. However, it will be critical for me to have the support of the Court, Past Masters and the whole Livery as well, if I am to match the successes of my predecessors. I am incredibly fortunate to be Master in, possibly, one of the most interesting and exciting years of this century. The Company will share in the celebrations for Her Majesty’s Diamond Jubilee by assisting with the manufacture of some parts of the Royal Barge and by our inclusion in a lunch with The Queen and senior members of the Royal Family in Westminster Hall on 5th June. We will all be able to enjoy the Summer Olympics either by being there or through the media. As a Company we will hold the third Wizardry in Wood exhibition in October. To ensure the success of this event every Company member living within travelling distance of London should plan on being involved in one way or another. For my part, I will also be attending functions, within the City and beyond, the prime purpose of which is to promote the work of our Company through the Livery network. While the day-to-day business of running the Company is the responsibility of our Clerk, our committees undertake much vital work.
