Constitution of Hillel at NC State As Amended the 9th of October, 2017 Ratified 23rd of October, 2017 Julia Sagerdahl, President Lee Daniel, Author ---------------------------------------------------------------------------------- Article I: Organizational Name & Purpose Section One: Name This organization shall be known as Hillel at NC State. Section Two: Organizational Branding This organization, Hillel at NC State, is a subset of the statewide organization, North Carolina Hillel, also recognized as a part of NC Hillel. Additionally, NC Hillel is a subset of Hillel International, which serves students attending colleges and universities across the United States and around the world. Section Three: International Mission The mission of Hillel International reads as follows: “For nearly a century, Hillel’s network of dedicated student leaders, professionals and volunteers have encouraged generations of young adults to celebrate Jewish learning and living, pursue social justice (tikkun olam and tzedek) and connect to their peers and the global Jewish people. By participating in life-changing trips and campus initiatives, students learn to make a meaningful impact on the future of the Jewish people and the world while they grow intellectually, socially, and spiritually. At the heart of the Hillel network is the Charles and Lynn Schusterman International Center, supporting local Hillels to ensure that we achieve our mission “to enrich the lives of Jewish students so they may enrich the Jewish people and the world.” Hillel engages with and inspires the leadership of more Jewish college students than all other endeavors combined. We know that 90% of Jews in the United States go to college, and with a rich and diverse Hillel network, we are proud to be serving them at more than 550 colleges and universities. Our Mission is to enrich the lives of Jewish students so that they may enrich the Jewish people and the world. Our Vision is to strive towards a world where every student is inspired to make an enduring commitment to Jewish life, learning, and Israel.” Section Four: Statewide Mission The mission of NC Hillel is as follows: “Our mission is to provide students at North Carolina’s public universities with opportunities to strengthen their Jewish identities. We do this by creating community; inspiring social justice and intellectual and spiritual growth; and deepening student connections to the Jewish people and the world. At NC Hillel, we believe creating meaningful Jewish experiences for college students, from Purim parties to trips to Israel to leadership development, fosters an enduring connection to Jewish life in our community's future leaders.” Section Five: Personal Mission This mission of Hillel at NC State is to provide an environment in which students of the same religious background or interest can grow socially and spiritually within the NC State, Meredith, and Wake Technical Community College student bodies. Article II: Association Section One: Eligibility Association shall be open to all enrolled NC State, Meredith and Wake Technical Community College Undergraduate, Graduate, Doctoral, and Postdoctoral students. Section Two: Active Association Status Association is achieved by signing up for the listserv. No dues or associated costs are required of students to participate in Hillel at NC State, however certain events may call for individual expenses as determined by the Executive Board. Section Three: Non-Eligible Guests Students are free to bring guests to Hillel functions, however these guests will have no voting position in the event of an election. They must RSVP via the Facebook events or give notice to President and appropriate board member. Guests are defined as being any individual not currently enrolled in North Carolina State University, Meredith University, or Wake Technical Community College. This includes, but is not limited to, alumni, faculty, associates, family members of students, or students at another Institution. This also includes individuals who do not wish or refuse to sign-up for the listserv, the sole condition for association. Article III: Nomination & Election of Officers Section One: Timing of Elections Elections shall be held towards the end of each Fall Semester, the last Sunday before Thanksgiving. Section Two: Nominations Nominations are processed via an online application which will be made available to members no later than 3 weeks prior to elections. Nominations will be due to the President no later than one (1) week prior to the date of elections by 11:59pm. An individual must file their own nomination, they cannot be nominated by another individual. Any individual who does not file an intent to run through the nomination application is not eligible to run for an Executive Board position. No individual is allowed to run for a position off the floor. Although not required, for those applying to the position of President, previous executive board experience is strongly encouraged, either within Hillel or another student organization. Section Three: Voting Eligibility A voting associate of Hillel at NC State is considered any individual that has joined the organization listserv in addition to attending two events throughout the current semester. Officer Elections will not count towards an event attendance. Section Four: Elected Officer Positions The following positions, listed in Gavel Order, will be elected at Officer Elections, serving for one (1) calendar year, with their terms starting January 1st of the following year. Elected positions are: President, Vice President of Community Engagement, Administration Chair, Finance Chair, Religious & Cultural Chair, Social Action Chair, Shabbat Chair, Israel Chair, and Public Relations Chair. Section Five: Election Procedures Elections will conducted by the outgoing President, unless that officer is seeking re-election, at which point Elections will be conducted by the next most senior officer, in gavel order, that is not seeking re-election. Elections will start with the outgoing President formally commencing the voting portion of elections. Elections will commence with the candidates for President, and proceed in gavel order to the Public Relations Chair. Address of the Candidates: At the commencement of a position’s review, all candidates for the position will leave the room, and re-enter the room in alphabetical order once their turn to address the associates has commenced. Each candidate will be allowed to address those in attendance prior to the commencement of voting. Speech times for each position are detailed below: President: Each candidate for President will be given no more than three (3) minutes to speak. Vice President of General Affairs: Each candidate for Vice President will be given no more than two (2) minutes to speak. All other Officer positions will be given no more than ninety (90) seconds to speak. Additional Drop-down positions will have no more than thirty (30) seconds to speak Additionally, each candidate will be given the opportunity to field questions from the associates assembled, until such a time as all appropriate questions have been answered. Conducting the Vote: Once each candidate has addressed those in attendance, voting will be conducted by a secret-ballot vote administered by the Assistant Director or an equivalent staff representative from NC Hillel. Each person may only complete one ballot, and each individual must submit a ballot. To this effect, a voting associate may submit an abstention ballot or a vote of no-confidence such that each individual is still submitting a vote. Once all votes have been collected, the outgoing President and Assistant Director will leave the room and count the votes. An individual will be considered elected to the position once they have received fifty percent (50%) plus one (1) of the vote. If no individual obtains the requisite number of votes, a runoff election will be conducted between the two candidates with the highest percentage of the vote. The voting process detailed above will be repeated for the two candidates entering into the runoff. Once votes have been counted, the President will collect and inform all candidates of the outcome prior to announcing the result to the associate in attendance. Candidates will re-enter the room with the President in the lead, followed by the individual who has been elected to the position, or else the two (2) individuals within the runoff. All other candidates will enter in no particular order, with the Assistant Director bringing up the rear. The process of conducting a vote will then be conducted with each subsequent Officer Position in descending gavel order. Drop-Downs: An individual that ran for a position, but was not elected to the position may choose to drop-down to a position following gavel order. These drop downs do not need to be announced prior to elections, and an individual may drop down to as many positions as they are interested in, or until all Officer positions have been elected. Candidates who opt to perform a drop-down will be given thirty (30) seconds to address those in attendance for each subsequent drop-down they opt into. Article IV: Removal & Replacement of Officers Section One: Filling a Vacant Office In the event that an Officer position becomes vacant throughout the length of a term, regardless of the vacancy being the result of a resignation, removal, or lack of eligible candidates, it shall be the decision of the executive board to select an individual to fill this position.
