Business Bulletin: Monday 4 November 2013 Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

 Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

 Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

 A hash symbol identifies motions eligible for debate at Members’ Business;

 A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

 An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

New and altered motions and amendments

*S4M-08147 James Dornan: Launch of Scottish Women in Sport—That the Parliament welcomes the launch of Scottish Women in Sport (SWIS); notes that this organisation has been set up to encourage and inspire more women to get involved in sport at all levels through education, celebration and participation; considers the research to be clear that there are many health, wellbeing and societal benefits of widening participation of girls and women in sport; considers that making women‘s sport more attractive and accessible, both to participants and spectators, is the key way to change the prevalent societal attitudes that oftentimes stop women participating in the first place; understands that women‘s participation in sport increases significantly following each Olympic Games, which is one of the few occasions where coverage of women‘s sport is equal to men‘s sport, and that SWIS therefore also aims to increase media coverage for women‘s sports so that coverage is much more equal; understands that the launch takes place in Glasgow on 13 November 2013 at the Emirates stadium and that SWIS is fully supported by a number of high-profile Scottish sportswomen and businesses, and wishes it every success in the future.

*S4M-08146 Hugh Henry: Respect for Shopworkers Week—That the Parliament notes that 11 to 15 November 2013 is Respect for Shopworkers Week and recognises the opportunity that this week provides to raise awareness of the problems of violence, threats and abuse experienced by shopworkers simply for doing their job; is appalled at levels of violence experienced by workers who deal with the public, as evidenced in the 2013 survey from the Union of Shop, Distributive and Allied Workers, which found that 4% of shopworkers had been physically attacked in the previous 12 months and 35% had been threatened with violence; is further appalled at the traumatising effects of these incidents for staff who have to face the continual possibility of attack or abuse throughout their working day as they are on the frontline of dealing with the public; is concerned at what it considers the paltry level of sentences meted out to offenders, often with a suspended sentence or with no custodial element; believes that staff deserve more than warm words of support, and hopes that the Scottish Government will build on previous expressions of support by bringing forward proposals that give more effective protection to workers who serve the public.

*S4M-08145 Roseanna Cunningham: Tribunals (Scotland) Bill—That the Parliament agrees to the general principles of the Tribunals (Scotland) Bill.

Supported by: Kenny MacAskill*

*S4M-08141 Richard Lyle: 2013 Scottish Health Awards—That the Parliament congratulates NHS Lanarkshire‘s nine finalists in the Scottish Health Awards; understands that NHS Lanarkshire has finalists in eight of the 16 award categories, the highest of any NHS board, and considers that the Scottish Health Awards is the most prestigious awards ceremony for healthcare professionals in Scotland and rewards Scotland‘s most dedicated NHS workers.

*S4M-08140 Christian Allard: Asterix and the Picts—That the Parliament welcomes the publication of Asterix and the Picts; understands that the latest volume in the comic book series sees Asterix and Obelix travel from Gaul to Iron Age Scotland, where they encounter the Picts, discover whisky, bagpipes, the origins of Hadrian‘s Wall and the location of the Loch Ness monster; notes that the book is being published in English, Scots and Gaelic along with many other languages; further understands that the Scots version, Asterix and the Pechts, was translated by the Scots publishing company, Itchy Coo, and the Scots poet and novelist, Matthew Fitt, from Dundee; further notes that the Gaelic version, Asterix ann an Dùthaich nan Cruithneach, will be launched on 1 November 2013 in Inverness, and encourages readers of all ages to pick up a copy and enjoy what it considers a great read.

S4M-08119 Kenneth Gibson: No Increased Terrorist Risk to an Independent Scotland—That the Parliament expresses its dismay at the comments of the Home Secretary, Theresa May MP, on 29 October 2013, in which she suggested that an independent Scotland would be less secure from international terrorism than it is at present; notes that Allan Burnett, the former co-ordinator of counter-terrorism for the Association of Chief Police Officers in Scotland, is reported to have responded by saying that ―an excellent Scottish intelligence organisation could be developed‖ if there is Yes vote on 18 September 2014; considers that the Scottish Government already has a strong record of effectively addressing domestic security threats, which it considers is evidenced by a 39-year low in recorded crime, and believes that, on the basis of this, it stands to reason that an independent Scottish Government would also be capable of effectively addressing other potential threats to national security; understands that, on 7 November 2011, the BBC reported that Ms May had ―admitted" that, in summer 2011, following allegations of border security controls being relaxed, "she [did] not know how many people came into the UK without proper checks‖ and notes Ms May‘s reported assertion that, as a result, the UK would ―never know how many people entered the country who should have been prevented from doing so after being flagged by the warnings index‖; does not believe that this approach constitutes an exemplary record in securing Scotland and the rest of the UK from external threats and considers that Ms May should have reflected on this before coming to Scotland to, it believes, condescend to Scotland‘s people about their ability to secure their country; recognises that, in the 21st century, international terrorism is a potential threat to the security of all countries, large and small, and believes that, at the very least, an independent Scotland would be as capable of addressing this threat as small, prosperous nations such as Austria, Denmark and Switzerland.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
