TPAA Annual Report

2014 Thai Physicians Association of America S. Chris Malaisrie, MD 201 East Huron Street TPAA 2014 President Galter 11-140 Chicago, IL 60611 312-695-3121 [email protected]

December 31, 2014

It is my pleasure to report the accomplishments of the Association in 2014. Our work started well in advance during the previous year as the Association hosted the TPAA- Dusit Medical Services (BDMS) Reception with honored guest, Dr Prasert Prasatthong-Osoth (President and Group CEO, BDMS), in Chicago during the summer of 2013. This set the stage for an exciting relationship with the BDMS group and culminated in their combined contribution valued over $80,000, supporting our Medical Mission, CME program, and Convention. Indeed, I would like to extend my gratitude to all of our corporate sponsors this year, who have contributed more than $100,000 in support of Association projects.

Without the generous support of our individual members, the many philanthropic activities of the Association would not be possible. I would like to give special thanks to Mr Mongkol Sitachitt, spouse of the recent Dr. Yuwaree Promubol, who presented the Association with the largest individual donation of THB 500,000 for the Rural School Project. Combined with many generous donations from our members and TPAA supporters, Mr. Mongol’s donation helped the Association successfully raise more the $70,000 in cash donations from our non-corporate sponsors.

The Rural School Project and Medical Mission were highlights of the year and I was extremely pleased with team’s accomplishments. Dr. Vorasri Muangmingsuk and her Rural School Project team completed much needed work to three elementary schools in the Province in Northeastern Thailand (Baan Khoh Klang, Bann Muangsawas, Baan Chuchat). One school, in particular, benefited from her philanthropic efforts. Through her relationships, the Chuchat School became a Feinstein Foundation school and will receive $5,000 per year in perpetuity. Dr Phornphat Rasamimari and his Medical Mission team revitalized the provincial hospital of Amnat Charoen with cutting-edge medical technology including one (1) adult/pediatric ventilator, one (1) phototherapy machine for newborns, two (2) pulse-oximeters, three hundred (300) RAM cannulas, and four (4) oxygen blenders for critically-ill children.

The CME event was highlighted by an especially warm reception for physicians and their spouses, orchestrated by Dr. Nithiwat Gijsiurai (Deputy Hospital Director, Bangkok Hospital) and his team at the Bangkok General Hospital. The scientific program, co-directed by Dr Chanrit Lawthaweesawat (Assistant Director, Bangkok Heart Hospital) featured an international faculty specializing in cardiovascular disease, neuromuscular disorders, and oncology. Over 250 registrants including both Thai and American medical professionals were present. In addition, over 50 physicians from the United States earned up to 15 hours of AMA-PRA Category 1 CME credits sponsored by Northwestern University.

The Convention in Pattaya was highlighted by several notable events. Khun Chiruit Israngul Na Ayutthaya (Vice-President, TCEB) welcomed the members on behalf of the Thai Convention and Exhibition Bureau with poolside dinner and entertainment at the Dusit D2 Baracuda Hotel. Dr Sompop and Mrs Phanit

Srisuwananukorn organized another warm and enjoyable Karaoke Night at the Jua Lee Restaurant. Dr Pichit Kangwolit (CEO Group 3.1, BDMS) and the Bangkok Hospital Pattaya hosted a relaxing day of golf at the Bangpakong Riverside Country Club. Dr Jarean Chantarakomol (CEO International Bangpakok 9 Hospital) generously hosted the Alumni Night for Chulalongkorn, Siriraj, Chiang Mai, and Ramathibodi Hospitals at the Dusit Thani Hotel. The General Assembly featured the first Pipit Lectureship with Dr Chatree Duangnet (Executive Vice-President, BDMS) as the keynote speaker. Finally, Khun Sutasn Ngenmune (Ex-Deputy Prime Minister of Thailand) graciously sponsored a major portion of the Gala Event at the Dusit Thani Hotel. Special gratitude is extended to Dr. Pisit Rangsithienchai (Chairman of the Board, TPAA) for presiding over Committee and Board Meetings and Dr Siriporn Kulkamthorn for orchestrating the post-convention tour in TIbet.

I am particularly proud of individual Chapter activity within the Association. The Midwest Chapter, chaired by Dr. Tina Chiemmongkoltip, hosted the All-Chapters Meeting at Mackinac Island during the waning summer in Northern Michigan. The Western Chapter, chaired by Dr. Thawat Eosakul, hosted two well- attended and successful educational meetings in Los Angeles.

Finally, I would like to thank all of the officers, committees, and directors of the Association for their relentless efforts to support not only the successful events highlighted above, but also the day-to-day operations of the Association. This year, we bid farewell to two committees that have contributed to our mission of medical education on both sides of the Pacific. The UNLV-Pramongkut Committee, chaired by Dr. Pisespong Patamasucon, and the Cornell-Chulalongkorn Committee, chaired by Dr. Siriporn Kulkumthorn, were both formally dissolved, concluding their many years of dedicated service.

On behalf of the association, I thank you for all of the support that was provided this year. As I transition to my next role as President of the TPAA Foundation, I look forward to seeing everyone next year in Bangkok for the 2015 Annual Convention with Dr Chintana Paramagul and in Baltimore for the 2015 All-Chapters Meeting with Dr Narong Ruchira.

Best Regards,

S. Chris Malaisrie, MD

Minutes

1. Call to order (Dr. S. Chris Malaisrie, the 2014 TPAA President) Dr. Thasarat, the Secretary performed a row call and declared a quorum of 16. 2. Approval of the August, 19, 2013 TPAA Meeting Minutes. Dr. Pisit called for approval of the August 19, 2013. Dr. Sompop made a motion to approve, and seconded by Dr. Thongchai. All were in favor. 3. President’s Report (Dr. S. Chris Malaisrie) Dr. Malaisrie thanked all the attendees. This year, we will have the TPAA CME meeting at the Bangkok General Hospital in Bangkok, Thailand on June 30 – July 1, 2014 and the convention in Pattaya, Thailand on July 2-6, 2014. In addition, we are working on the hospital project and rural school project in Amnat Charoen. TPAA will have a South Pacific fund-raising cruise on March 11-26, 2014. Dr. Tina, Chairperson of the Midwest Chapter, will host the All Chapters Annual Meeting at the Mackinac Island on August 15-17, 2014. Lastly, the President would like to introduce the TPAA Clerkship Program during the new business section, which he feels is the future of the TPAA. 4. President Elect’s Report (Dr. Chintana Paramagul) The President Elect said that year 2015 would be an auspicious year coinciding with the 60th birthday of Princess Maha Chakri Sirindhorn, and there will be plenty of cerebrations in Thailand for her birthday in April 2, 2015. In addition, she discussed the possibility of having a CME event at Chulalongkorn University with the Dean and their Scientific Committee. They were excited to work with the TPAA. In addition, Siriraj and Ramathibodi Hospitals showed some interest to join. To follow Dr. Chris this year, her first choice is summer of 2015. However, she would like to wait and see if the 2014 will be a successful year, and if this year we can attract both old and young generations. For the location, the convention will be held in Bangkok. The committee agreed that we should decide on the time soon because many members plan their vacations far in advance.

Dr. Cherdkiat Sangkam will lead the medical mission and rural school project for the year 2015. He mentioned that the location will be in one of the provinces in Northeastern Thailand. He will travel to Thailand at the end of this month to determine which hospital we should go to next year. His plan is to have 80% service and 20% education. He is planning to give an update and final details at the next meeting.

5. Treasurer’s Report (Dr. Kunteera Tarin) Treasurer's report of 2013 was given by Dr.Siriporn Kulkamthorn:

6. Committee’s Report

6.1. Bylaws

Dr. Chris for Dr. Pornthip- no report.

6.2. Communication

Dr. Pisit reported that the TPAA website was up to date. We can post news, so he encouraged the committees and members to forward messages to him, and he will put the messages within 72 hours.

6.3. Education Council

Dr. Usah reported that the objectives, outlines and contents were good, and we still needed paperwork such as CVs from all the speakers. It is estimated that the income will be $61K, and the current balance is $10K. He expected that income would be from registration fees, and he hoped to get some monetary support from the TPAA Foundation, if needed.

The President, Dr. Chris reported that we received support of $40,000 from the BKK hospital for the CME event. The CME event will focus on three sections, Cardiovascular Diseases, Oncology, and Neurosurgery. An application for AMA PRA-1 Category-1 credits will be made through Northwestern University.

6.4. Finance

Dr. Siriporn for Dr. Kosit, Chairman of the Permanent Fund Committee.

At this point, $106,736.56 will be to be transferred to TPAA 2014. The permanent fund as of December 31, 2013 was $111,379.07. The permanent fund is less than previous years because we lost donations from the TPAA members, and we spent the money for the TPAAF disaster relief funds etc. No need to approve the finance report.

6.5. Medical Mission

20 Thai Physicians Association of America S. Chris Malaisrie, MD 201 East Huron Street TPAA 2014 President Galter 11-140 Chicago, IL 60611 312-695-3121 [email protected]

The President, Dr. Chris gave a report for Dr. Phornphat Rasamimari and Dr. Vorasri Muangmingsook.

The medical missions is divided into two projects, the hospital and the rural school projects. For the hospital project, we will focus on the neonatal unit at Amnat Charoen Hospital. We will receive a generous support worth approximately 1 million baht from the Bangkok Hospital for medical equipment. Dr Phornphat has secured $40,000 worth of O2 cannula, and Dr Wichest

Boonyapredee has applied for donation of O2 sat monitors. For the school project, our goal is to raise $50,000 to help rebuild three rural schools. We are trying to secure a continuing a fund from the Feinstein Foundation for $5,000 per year for one school in perpetuity.

Dr. Cherdkiat raised a concern about the general support from the Bangkok Hospital. Dr. Chris said that the Bangkok Hospital will get increased networking and visibility. The CME program including prominent speakers from the United States and Thailand will help them to grow their brand.

6.6. Committee on Nominations

Dr. Chris reported for Dr. Boonsong Anan. Each chapter chairman must find directors for the outgoing members; one for Southern, one for Eastern, two for Western, and three for Midwest. In addition, we need to find the next President after Dr. Chintana. Dr. Siriporn asked each chairman to send their chapter’s financial statements.

6.7. Membership

Dr. Thongchai mentioned that we needed a volunteer in the Midwest to update the directory in the Midwest. We also need to recruit new members, and encouraged the committee to contact him about the recruitment. He reported that there were at least 700-800 active members.

6.8. Publication

Dr. Chris reported for Mr. Damkerng Sepdham. We will have a new membership directory in the Convention book which has not been updated for 10 years. The Convention book will include profiles of the TPAA Past Presidents.

6.9. TPAA-PMK-UNLV SOM

8. Chapter’s Report

8.1. Northeastern—Dr. Chris reported on behalf of Dr. Narong Ruchira. 9. New Business

22 Thai Physicians Association of America S. Chris Malaisrie, MD 201 East Huron Street TPAA 2014 President Galter 11-140 Chicago, IL 60611 312-695-3121 [email protected]

The President, Dr. Chris proposed that the reduced lifetime membership fee of $250 be extended for both early-career and over-50 years old applicants. Early career is defined as 5 years after training. The motion was approved. Dr. Siriporn mentioned that this approval is for one-year term only.

Dr. Chris introduced Dr. Akavut Suesakul and Dr. Yuttana Chawengsub who presented the proposal for the establishment of a TPAA Clerkship Program. The goal of the program is to help Thai medical students/graduates to obtain hands-on clinical experience in the United States in order to successfully match in a US residency program. One of the benefits for TPAA is that the TPAA Clerkship Program will assist in the recruitment of future TPAA members, and it will also help to strengthen the relationship between Thai medical schools and TPAA. The program will seek to recruit mentors from our TPAA members, especially those who are in private practice and affiliated with a training institution. The mentor can take up to three mentees at a time and provide instruction at least three half-days a week during 3-month rotation. The TPAA clerkship estimates $18,000 will be needed for the first year but it is expected that within three years the program would be self-sustainable. In addition, the TPAA Clerkship Program is expected to recruit at least 5 new TPAA members per year.

10. Adjournment

Sincerely,

Thasarat S. Vajaranant, M.D.

The co- directors were Dr. Chanrit Lawthaweesawat and Dr. Chris Malaisrie. There were 50 registrations from the US, 200 registrations from Thailand, and more than 40 free registrations sponsored by the TPAAF Medical Education Fund for students, residents and nurses.

6.3.1. TPAA-US-Training Network – Deferred until the Proposal for TPAA Clerkship Program

6.4. Finance (Dr. Kosit) – As of January 1, 2014, the budget was $111,379,07 to which was added $10,000 from TPAA 2013, for a total of $121,379.07. As of July 3, 2014, the budget was $128,609.49 with a gain of about $7,230, which is approximately a 6% gain.

6.5. Medical Mission (Dr. Chris Malaisrie) – Slideshow presentation for the Medical Mission and Rural School Project.

a. Medical Mission at Amnat Charoen Hospital, team leader Dr. Phornphat Rasamimari. Donated equipment included 1 ventilator and 1 phototherapy machine from the Bangkok Dusit Group, 2 oxygen saturation monitors from Masimo, 30 RAM cannulae from Neotech, and 4 oxygen blenders purchased directly with monetary donations for a total value of about $55,000. Features were 16 hours of lectures by Dr. Wichest Boonyapredee as well as an in-service by Dr. Phornphat on the use of the new equipment. There were 180 in attendance for medical lectures.

26 Thai Physicians Association of America S. Chris Malaisrie, MD 201 East Huron Street TPAA 2014 President Galter 11-140 Chicago, IL 60611 312-695-3121 [email protected]

Schools. An extra donation of $5000 per year was given to Baan Chuchat from the Feinstein Foundation (the wife of Alan Feinstein is a Thai physician). Of note, this donation will continue on an annual basis in the future. Total fundraising was $65,000. c. Total value of donations for both the Medical Mission and the Rural School Project was about $120,000 (money and the value of donated medical equipment). There were over 20 volunteers, including the children of TPAA members.

Dr. Cherdkiat then described in greater next year’s Medical Mission. He gave thanks to the Chairman, Board of Directors as well as to the current and future TPAA Presidents for the opportunity to work with TPAA again. The Medical Mission Committee 2015 will be chaired by Dr. Chintana and Dr. Cherdkiat and its members will include Dr. Krita Apibunyopas from the Eastern chapter, Dr. Ruthachai Rithaporn from the Western chapter, Dr. Somprasong Songcharoen from the Southern chapter and Dr. Sampan Panichabhongse from the Midwestern chapter. This will take place February 23-27, 2015 in cooperation with Surin General Hospital and Thai physicians from Bumrungrad International Hospital, Thammasat Hospital, and Chiang Mai Hospital. The Medical Mission in Surin will be comprised of 2 days of education and 3 days of service, and it will focus on Ophthalmology and Plastic surgery. The US staff will include ophthalmologists Dr. Pete Setabutr and Dr Thasarat Vajaranant from UIC. Dr. Setabutr has connections to Thammasat and Chiang Mai Hospitals and will help lead the Education portion. In regards to the Service portion, help will be needed from Surin General Hospital.

Dr. Somprasong will help organize the Plastic Surgery Education portion, hopefully with help from second-generation TPAA plastic surgeons. At least 2 plastic surgeons will be needed from Bumrungrad International Hospital and at least 3 from Klang (BMA) General Hospital. Surin General Hospital has only 1 plastic surgeon.

Although Dr. Chintana is aiming for 600 cataract surgeries, a more realistic goal will be 100 cases in 3 days. The plastic surgeons will focus more on demonstration versus performing cases. Surin General Hospital has also requested education on Neonatology.

The CME course expense is pending but much effort will be made to save TPAA money.

Dr. Chintana requested $40,000 for the Medical Mission and $10,000 for the CME course from the TPAAF Medical Education Fund as there is no funding from any private hospitals. She requested a motion, and this was seconded by Dr. Prasert. An extended discussion then followed regarding this funding request. A vote was made: 19 in favor, 1 abstain, and 0 oppose. The motion was carried.

9.1 Proposal for TPAA Clerkship Program

Per Dr. Chris Malaisrie, no vote will be made today as this program has not been finalized. Thai doctors require more resources to match in ACGME residency programs in order to keep up with other nationalities. A poll of students and residents in Thailand has found 40 interested participants. They request hands-on clinical experience as they are comfortable with USMLE testing. Insurance coverage for these residents is still pending. Out of the more than 650 TPAA physicians, only 2 have expressed interest in being a mentor in the Clerkship Program, but at least 10 are needed before more progress can be made with this program. Applications were encouraged. If successful, these physicians may be able to become residents and practicing physicians in the US as well as the future members of TPAA.

The Clerkship Program will be easier to establish in the private practice setting versus in the academic or hospital setting. Another difficulty with the Clerkship Program is that most of these Thai physicians have a J1 Visa (versus an FMG visa or permanent visa), which is not accepted by many hospitals.

9.2 TPAA 2015 will conduct an 8-day tour Rocky Mountain Trip in June to July 2015 to Vancouver, Banff, and Calgary.

9.3 More discussion regarding next year’s budget for the 2015 TPAA Medical Mission.

Dr. Apinan reports that a special deal with benefits is available due to the 25th anniversary of the Rocky Mountaineer Train Tours, and, to receive the deal, they will need to make a 10% nonrefundable deposit that is due by end of August. TPAA 2015 is requesting for TPAA monies in the amount of $5,000, if needed, to make advance payment. Advance of money in the amount of $5,000 to TPAA 2015 was approved.

10.4 TPAA Clerkship Program

Dr. Chris reports that only 2 Thai doctors are willing to participate in the program so far with 30 Thai residents interested. The program needs at least 10 more proctors from TPAA to join the program. The program would provide hands on clinical experience of 3 half days per week for 3 months. Thai residents need clinical training in the U.S. in order to be competitive with other foreign residents. We will need to encourage interest among TPAA members by providing more information to members and continuing to promote the program. Will table discussion and continue further discussion of clerkship program at next meeting.
