Minutes of the meeting of Tuddenham St Mary Parish Council Held at the Village Hall on Monday 2nd December 2019 at 7.30pm

Councillors Present: Cllr. Andrew Long (AL), Cllr. Claire Unwin (CU), Cllr. M. Fitzjohn (MF), Cllr. J. Kendall (JK) & Cllr. Nicola Crockford (NC).

Present: Vicky Bright - Parish Clerk, Rob Gray - Umbrella & Chris Compson – Playing Field Cttee. Item Action Public Forum – LGA 1972, Section 100(1): One member of the public was in attendance.

19/12/1 Accepted Apologies for absence – LGA 1972, Section 85(1) and (2): Cllr. Rona Burt. Absent: Cllr. K. Soons.

19/12/2 Declarations of Members’ Interests (for items on the agenda) – LGA 2000 Part III: None.

19/12/4 Minutes of the last meeting – LGA 1972, Schedule 12, para41(2): Resolved 19/12/4.01 The Minutes of the Parish Council meeting of 4th November 2019 were adopted as a true statement and signed by the Chair (AL).

19/12/5 Highway Matters: i)  Update on Temple Bridge Improvements/ ‘No Through Road’ Signage The Clerk advised she had no update on the signage for Temple Bridge.

There has been no response from Highways regarding the application for better signage ‘No Through Road’ on Icklingham Road.

The Clerk is to chase both issues with Highways & PROW.

 Update Flooding Higham Road crossroads / Icklingham Road / High St The Clerk confirmed she had received a letter from Mathew Hancock, MP, stating he has asked SCC to investigate. The SCC Highways Complaints Team have responded to advise that a Community Warden inspected the site and raised an order with their drainage contractor, who cleansed and jetted the gullies on 11.02.2019, but were

unable to unblock the kerb gullies due to a damaged and collapsed pipe, 1m behind the kerb. They asked BT to investigate and undertake repairs, but BT were not prepared to do this based upon circumstantial evidence. Therefore, the case was escalated to the SCC Drainage Team to be considered for inclusion on the list of potential sites for future drainage works. They have a limited budget, which will only stretch to 40 flooding sites out of the 500 reported, therefore they have to prioritise residences, businesses and or affecting a major transport route. They do consider flooding of a rural crossroads on a high speed road, to be a high priority site, so they hope to deliver the Higham Road crossroads in the 2020/21 drainage programme.

The Clerk is to reiterate and stress the severity of the flooding and the risk to drivers, and is to report the most recent accident at the crossroads to Highways, MP & Cllr. Colin Noble.

The Clerk advised that on Icklingham Road, following the works to renew the kerb offlet to replace the broken one opposite Tuddenham Barn and the cyclic cleanse completed on 16th September 2019, the Engineer has confirmed the site is to be ‘considered on a future drainage programme’.

The Clerk reported that with regards to the flooding at the church and the Bus Stop, High Street, the Community Warden has now responded to state that nothing else meets the intervention criteria as per the HMOP.

 Highway Gates (Higham Road) The Clerk advised that still no update had been given regarding an Engineer assessing the gates and providing options and costings. The Clerk is to chase with Cllr. Colin Noble. ii) Highways Update – A14 Slip Road Jnc 40 & A11 Junction signage The Clerk advised that HE had been in touch to say they have been aware of the problems at Junction 40 A14 slip road and are currently carrying out a feasibility to assess what action can be taken to rectify the issue.

They are also to replace the directional sign and ‘No U-Turn’ sign at the A11 Barton Mills (Fiveways) junction. iii) VAS (Vehicle Activated Speed Sign) Data & Speed Watch Update The Clerk is to chase the Police regarding the extra speed checks.

No Update on Speed Watch– Deferred to Spring 2020.

Currently there is no date for the posts to be installed for the VAS.

19/12/7 Planning Matters (For Consideration): i) DC/19/2313/FUL - Planning Application - (i) 1no. detached reception building (ii) mono pitched single storey extension to main building (iii) re-location of main entrance and addition of glazed enclosure to entrance Location - Tuddenham Mill, High Street, Tuddenham Resolved 19/12/7.01 No Objections to application DC/19/2313/FUL. ii) DC/19/2314/LB - Application for Listed Building Consent - (i) mono pitched single storey extension to existing main entrance (ii) addition of glazed enclosure to new entrance (iii) existing bar removed in main mill building and replaced (iv) balustrading to existing flights of stairs (v) renovating existing timber floors Location - Tuddenham Mill, High Street, Tuddenham Resolved 19/12/7.02 No Objections to application DC/19/2314/LB.

(For Information Only) iii) Telephone Box, The Green, Icklingham Road, Tuddenham Update The Clerk confirmed that the phone box was removed by BT on 14th November 2019, despite the Clerk declaring an interest to adopt to Planning and BT. Apparently WSC did not pass on our interest to BT and although BT sent us a contract to start the adoption process, they had overlooked that the phone box had already been scheduled to be removed and this was done before the Clerk could submit the signed contract. BT have advised they will not return and re-install the phone box.

19/12/8 Finance & Policies: i) Parish Council Bank Balances and Reconciliation from list of payments and receipts Resolved 19/12/8.01

That the bank balances and reconciliation of payments and receipts be received and

adopted and initialled & signed as such by the Chair (AL). The bank account balance as of 22nd November 2019 is £21,899.82. ii) Cheques for Signing and Approval Resolved 19/12/8.02 It was agreed to approve the payments of the following outstanding invoices and the cheques were approved. The cheques are to be signed by Cllr. A. Long & Cllr. C. Unwin.

Resolved 19/12/8.03. It was agreed to approve the following cheques issued and signed between meetings, signed by Cllr. A. Long & Cllr. C. Unwin. Mrs. V. Bright Xmas Lights 1016 £101.00

19/12/9 Councillors’ & Community Reports: i) Village Hall Committee Update No report received. ii) Tuddenham Playing Field Committee Report The Fireworks on 5th November 2019 went well, and were well attended by 300-400 people. A profit of £1,300.00 was made. Chris Compson confirmed that some letters of complaint regarding noise levels had been received, but they had also had many more letters of support too. He advised that due to H&S restrictions, no bonfire had been held this year, which was disappointing. He also advised that the Committee had been in touch with the supplier to look at reducing the noise levels for next year’s event, although he stressed that a ‘No Noise’ display was not an option, and that the decibel level of noise had not increased at all this year. iii) Community Fibre Partnership Project No Update.

19/12/10 Parish Matters: i) Play Area Project Update The Clerk confirmed that Tilbrooks had carried out works to cut back vegetation and brambles. The revised designs and quotes have now been received from Playdale and Playquip Leisure and the Clerk is to organise the next public consultation after the New Year. ii) Summer Village Fete Update No update. iii) Xmas Tree & Lights Switch on Event The 14ft tree is to be once again supplied by Milhouse Homes and the , and Garry Holland will again do the lights and electrics, our thanks to them all.

The lights on the main tree will be switched on the first weekend in December, with the Official Switch on and Carols held on 8th December 2019 at 4pm, followed by Mince Pies and Mulled Wine at the Village Hall. iv) Discuss Commission of a Community Solar Farm Feasibility Study Deferred to after the New Year.
